Amtrak hopes full Passenger Service will resume tuesday between philadelphia and new york, but there is a lot of work to do. We know that we have a team here that worked together to help us. Reporter today investigators used 3d laser scanners on the wreckage to help paint a better picture of what happened here. It takes several hours per rail car to complete. Our investigators have a lot of experience dealing with this. Each accident is unique. Reporter 11 million riders pass through the northeast corridor of track each year. Its the busiest in the country. That means maintenance is always important. The infrastructure in the country is old, its aging, it needs work. Reporter amtrak workers now will pay extra attention as they rebuild the track along this lowspeedlimit curve at frankford junction. By the end of the year it will also have advanced technology to prevent a disaster like this from happening again. Had to change a lot of things on the corridor to make it work. Reporter heavy equipment that was brought in yesterday is still here. Skyforce skyforce10 overhead looking at some people laying down tracks right now. And a lot of the materials that are still being brought in include Railroad Ties cement anything thats needed to rebuild these tracks and get passengers back on those trains flowing through this area. A new name added to the list of victim the family of 47yearold corporate realtor Laura Finamore confirming she was on amtrak train 1888. The italian Ambassador Says one of their citizens also perished in the crash and there was sadness with the loss of abid gilani wells fargo Senior Vice President in their hospitality finance division. The family of 20yearold Navy MidshipmanJustin Zemser released several more pictures of a son who played football mentored Young Students and was proud hed made it to the u. S. Naval academy. And the family of 48yearold Associated Press video coordinator jim gaines said he was in the quiet car on amtrak 188. His lawyer says bostian suffered a concussion and has 15 staples in his head. He says bostian does not remember using the emergency brake or the impact. Remembers driving the train. He remembers going to that area generally. Has absolutely no recollection of the incident or anything unusual. New developments tonight involving six philadelphia narcotics officers accused of shaking down drug dealers and stealing money from them. Today a jury found all six officers not guilty. Will the officers try to get their job back . At least one has already said yes. An update tonight on two secret Service Agents who drove past the security barrier at the white house after attending a party. A report out today says the two men were more likely than not intoxicated. On march 4th the men were headed to the white house after attending a retirement party. Also in washington the house voted today to get a vote of their own in any nuclear deal with iran. New at 5 00 berks county, fsts firefighters responding to a house fire last night ended uncovering what police are calling a secret marijuana grow operation. Police arrested doan of douglasville. He owns the house on layman street. A neighbor spotted smoke coming from the house and called 911. After firefighters put out the fire in the basement, this is what they found. Hundreds of Marijuana Plants being fed by highpowered lighting system. Investigators also found plastic baggies packed with the drug along with 5,000 in cash. Its called positive train control and can slow or stop a train that goes too fast. This year it becomes the mandatory law for railroads. Hear what septa and new Jersey Transit are doing to their rail lines. This is nbc 10 news. Heres the latest on the deadly amtrak Train Derailment in philadelphia. Federal investigators say the answer lies in a sophisticated system of sensors on the rails and inside the engine car. Its called positive train control. Or ptc. It could take control of a train if its moving too fast or runs through a signal. Sections of amtraks northeast corridor have this system but the stretch of track where amtrak train 188 took a curve too fast does not. New at 5 00 septa says installing ptc on its Commuter Rail network is its highest priority. Right now, it is spending 300 million to get the job done. The requirement to install this system on all rails was passed in 2008. The deadline the end of this year. Septas Regional Rail lines cover 280 miles one way across pennsylvania new jersey and delaware. The ntsb says the lack of a similar safety feature contributed to this accident in 2006 in abington montgomery county. Back then automatic train control, or atc, had not been installed. The system works in conjunction with ptc to further enhance safety. Atc is now a part of septas entire Regional Rail system. And we reached out to new Jersey Transit to find out its status on either safety system. So far our phone calls and emails have not been answered. Officials believe all 243 people on board the amtrak train are now accounted for. Also today, crews began removing the derailed cars from the tracks but amtraks northeast corridor remains shut down. Reporter yeah, keith, and a lot a couple of the cars at least are here the a this facility in New Castle County called the bear car shop. Its an amtrak facility where they do mechanical work on cars. Take a look at video from skyforceso. See a couple cars are here from the derailment. One of the cars is wrapped. One is on its side. One appears to be upsidedown. Now this morning at about 1 00 im told the Delaware State Police got a request. They were asked to escort plat flatbed trucks carrying the wrecked cars. The police met them at the Philadelphia Airport and drove them to the facility in bear. We understand the cars were laser scanned at the scene in Port Richmond and down here they can have wheels and brakes examined. Well hopefully find out from the ntsb if the other cars will be brought here as well. A source told me there is concern about moving some of the cars this far. Theyre big and cumbersome. They might keep some of them at yards in philadelphia. As we come back live i did check in with the Governors Office in delaware. They dont believe any other state agencies have been involved in this or asked for specific assistance. Again, at this point were waiting for more information from the ntsb to see what more is going to happen at this facility in delaware and others across the region. Scott lauman lives in the neighborhood. He was shopping at his nearby walmart when tragedy struck. He took me for a walk. He showed me exactly what he saw. I came up the hill and was like oh my god. Reporter the deafening sound of hundreds of emergency personnel, scott got a firsthand look at tuesdays deadly Train Derailment. What he found hell never forget. If there was 250 people on that train, from what i saw, the first three cars were done. Reporter he heard the noise and rushed to help. He walked me through his route, through a nearby fence, and he found chaos at the scene ahead. You kicked right through this. Correct. This was a little bit closer. Like this. I just kind of like this. And right up through there. Reporter wow. It takes you right up to the top of the hill. Get up on top of there, brother, you see everything. New at 5 00 16 men are charged in a violent robbery ring in philadelphia and montgomery county. Get this police are still looking for two more guys. An indictment today charged the group with robberies and home invasions. Theyre accused of pretending to be Police Officers in one robbery of a jewelry store. One victim was shot. Others were tortured. The defendants forced two residents to strip naked. They then threatened to kill them. They threatened to sodomize them with brooms. They struck one in the head with a shotgun. And they poured boiling water on him. Prosecutors say if convicted the men will face lengthy jail sentences. Starting next week, youll be able to drive a little faster on one far of interstate 95 in delaware. Department of transportation will be raising the speed limit from 55 Miles Per Hour to 65 from the maryland state line to the interstate 495 split just south of wilmington. Signs will be changed starting monday and that work will continue through thursday. Weather permitting. Authorities in new jersey say the power must stay on at the former revel casino in atlantic city. Acr Energy Partners is currently in a dispute with a casinos new owner surrounding the cost of future utility services. The state Community Affairs department is issuing a notice to acr for not to cut off service again. Crews in pittsburgh are also dealing with a Train Derailment. 13 freight cars went off the tracks this morning in the citys hazelwood section. Officials say the cars were all emtty and no one was hurt. The cause of the derailment is still under investigation. The train is owned by Allegheny Valley Railroad but the company had no comment on the incident. Back here at home new at 5 00, inside the trauma room. Einstein Medical Center in philadelphia offered us a unique look inside the e. R. To explain how they handled the derailment. Some people it looks like chaos, but its very orchestrated. Its very organized. Dr. Mark kaplan is the head of einsteins trauma unit. They had 25 patients come into the e. R. After the disaster. Senior Emergency Management doctor met patients at the door assessed them and sent them to specific parts of the e. R. Depending on the severity of injuries, everything from treatment to cuts and bruises, to surgery can be performed in this one unit. Each one of these bays all are equipped for the ability to handle chest injuries orthopedic injuries abdominal injuries, neck immobilization. And then obviously monitors are in here. They get assessed in here for the more acute patients. Once we stabilize them then we can determine what the next step is going to be. Dr. Kaplan says its a testament to the dedication of the hospital staff that everything ran so well tuesday night. Reporter but its mostly men who feel positive about the city. 47 to 35 women. This political analyst believes because more men have decent paying jobs. We break it down men much higher in the right direction, women wrong direction theyre saying. Why . I think one of the top issues besides education has been crime. Has traditionally been an issue or an issue that women tend to feel maybe not as safe walking at night in the streets. Whats driving them to that . Schools . I think it i think its that combination of crime and schools together for women. Now, the average high is 73 degrees. Today we got to 72. Tomorrow, we expect to be in the mid 70s. 75. So a few degrees warmer. Then look what happens saturday. Were in the mid 80s. Sunday we could be in the upper 80s with a chance for some norm thunderstorms mainly in the afternoon. The pollen is still going to stay high though. Tomorrow it goes up. Lets go back to the desk with jacqueline and keith. Lets head right to the News Conference right now. The ntsb revealing new details of their investigation of the deadly Train Derailment. Lets listen in. Good afternoon. Im robert sumwalt, board member with the ntsb. It has been reported that the engineer of the train would not talk to the ntsb but i have been trying to beat those rumors down for the last day or so. Im very pleased to report that we have contacted the engineer and he has agreed to be interviewed by the ntsb and we look forward to that opportunity. We will be meeting with him in the next few days. While were talking on the topic of interviews we have started interviewing passengers who were injured, passengers that are currently in the hospital. We want to find out their perspective of things. We want to find out where they were seated and their injury patterns so that we can start correlating their seating with the injuries for accident survival crash survivability issues. Crash worthiness issues. Ive said before that theres a forwardfacing video technically called track image recorder and weve got some information from our review of that. Weve got good quality video up to the point of derailment. We can see the see the track being illuminated by the trains headlight. And it also shows the speed of the train and so that has been what weve been able to do from that is create somewhat of a timeline. 65 seconds before the end of the recording, the train speed went above 70 Miles Per Hour. 43 seconds before the end of the recording, the train speed exceeded 80 Miles Per Hour. 31 seconds before the end of the recording, the train speed was going through 90 Miles Per Hour. 16 seconds before the end of the recording, the train speed was going through 100 Miles Per Hour. Just before entering the curve is when the engineer applied the engineerinduced braking to put it into emergency braking. And ill describe it as seconds, mere seconds into the turn we could see the train tilting approximately ten degrees to the right and then the recording went blank. Some other things that weve been able to do today, weve developed test and inspection plans for the rail cars and the locomotives. Weve examined the predeparture inspections for train 188 as it left before it left Union Station two nights ago which includes the predeparture brake test, and there are no anomalies noted in any of those inspection records. We will continue to examine all of the inspection records for the train. Today we interviewed the manager, the amtrak manager in charge of training and qualification of railroad engineers. Weve also interviewed the train dispatchers who were involved in dispatching this particular train. Were reviewing the track inspection records. One of the records that we have is the track geometry records. You may recall that the day before the accident a track geometry inspection vehicle drove over the rail rail 2, track 2, that this train was traveling on. And there were no anomalies noted with the track inspection track geometry inspection. Weve completed the on site 3d laser scanning of the first two cars. The first two cars were those that were damaged the most. That would be the Business Class and the quiet car. One of the things i said we would be doing would be to test the signals. The train control signals that are alongside the railroad track. Weve tested most of those. The only ones that we have not tested are those ones that are in the vicinity of the derailment site just because we havent been able to have good access to those, but we are going to test those tomorrow. With the track signals that we have already inspected, or downloaded the recorders from there are no anomalies noted with those recorders, with those signal recorders. With the signals, themselves. No anomalyies noted. The ntsb has released the site back to amtrak. One of the things well be doing in the coming week weve got to wait for the track to be repaired and the catanary to be repaired. One of the things we will do is a distance test basically well take an exemplar train under similar lighting and environmental conditions lighting and weather conditions well take a train and see how far out that curve would come into vision. People have asked if this people have asked if this train was operating on time and train 188 departed philadelphia the 30th street station, it departed philadelphia on time. The 30th street station. So it was running on time at that point. Somebody asked earlier today in one of my oneonone interviews what type of locomotive it was, and ive checked on that. It was an electrically powered locomotive, so of course it receives its electricity from the overhead catnary. Its called an acs64. That stands for amtrak city sprinter. This is one of the newer models that amtrak is placing into service, and this particular locomotive was placed into service just over a year ago. I want to thank the all of the as i said yesterday, all of the First Responders. We have received excellent cooperation from the parties to the investigation which would include amtrak the federal Railroad Administration and also would include the city of philadelphia for everything theyve been doing. We think that we will be able to when we interview the engineer we would like to find out those types of things but just from the track image recorder, it just shows the speed, alone. It doesnt tell how the speed got there. The question right here . Mark the wall street journal. Theres been a lot of talk about the ptc. Does the installation of the [ inaudible ] would that have prevented the incident . If so, do you think that should be installed between now and the time we have this up and running . Yeah so to make sure that i get the last part of your question, let me start so the question basically i think centers around positive train control which amtrak refers to as aces stands for automatic civil Speed Enforcement system. Thats amtraks version of positive train control. And the question is, would positive train control have prevented this accident . Let me answer that by saying that positive train control is designed, one of the four things that it is designed to do is to prevent overspeed derailments. Derailments caused by overspeed. So here we are looking at an overspeed situation that did derail so from that i can confidently say that an operational positive train control system would have prevented this crash. This, i can say confidently positive train control would have prevented this accident. Was there a second part of that that i did not quite get . Right. The signal system where, on the opposite side of the train kicked in on the south end that wasnt on the northern side. Should installation of that system be nbc 10 news starts now. Right now at 6 00 cadaver dogs found an eighth body in the wreckage. Everyone is now accounted for in this deadly Train Derailment in Port Richmond. Amtrak reveals its plans to get the track back open for service. I was 12 years old and it was labor day. Ill never forget it. Just a few minutes ago we were listening to the ntsb theyre just wrapping up. Their only update of the day. We learned the ntsb has good quality video of the derailment that shows the speed of the train. They also plan to talk to the engineer in the next couple of days. That video helped them create a timeline. And we just heard the first lawsuit has been filed in this incident. An amtrak employee injured in the crash hired a local firm to file the suit. The employee is still in the hospital. And today we know an eighth person was found dead near the wreckage of the first car. Amtrak says it hopes to resume Service Coming up on monday and Philadelphia Police say there is still an active criminal investigation under way. Tonight, were learning more about that eighth person killed in the derailment. Bob gildersleeves son handed out fliers just yesterday when he couldnt find his father and tonight we have confirmed the names of all eight victims.
