A helicopters been scooping up water from atison lake and dropping it on the fire. State Police Closed part of route 206 in the area because of the fire danger and smoke blowing across the road. Troopers also initially told some people who live and work nearby to evacuate. It was obvious the fire was going on and some ash was starting to fall and then the state police came by and suggested it would be a good idea to leave in case the fire jumped 206. We have seen about 16 days since measurable rain in philadelphia. Sew so we are in pretty much desperate need of rain because were still seeing some wildfires out there, but unfortunately we dont look to have significant rain in the forecast. Temperatures are warm out there, dry ground warm temperatures not helping the fire conditions. The only thing i will say that is good is we dont have strong winds to create even worse conditions out there with the wildfire, but either way, not really good right now. 78 degrees mt. Nbc 10 had been asking for this video since word of a brutality investigation in dover, delaware, first surfaced. About two hours ago, we got it. Nbc 10s renee chenaultfattah is live in our Digital Operations Center. Renee, this happened about two years ago. The arrest was made. Now the officer is off the job and facing criminal charges . Thats right, keith and jacqueline. Now, his name is Corporal Thomas webster. He faces Assault Charges all because of this dashcam video. Take a look. Get on the [ bleep ] ground. Get on the [ bleep ] ground. Get on the ground. Investigators say thats Corporal Webster who kicked Lateef Dickerson in the head during this august 2013 arrest. It happened at a gas station off route 13 after police got a call about a fight and someone possibly armed with a gun. Dover police say dickerson was already complying with the officers orders to get down. Prosecutors say the kick knocked dickerson unconscious and left him with a broken jaw. Now, prosecutors charge Corporal Webster with seconddegree assault. Hes now on leave without pay. His lawyer tells nbc 10 webster was only protecting the city of dover from dickerson whom he says is a criminal and a gang member. Now, just a few minutes ago, the dover fraternal order of Police Released a statement which in part reads, we continue to support Thomas Webster and his family, but understand why his actions were outside of department policy. Now, we talked to dover police about this just a few minutes ago. We have a great relationship with our community. I think this is an isolated incident. We did our Due Diligence as far as following up investigating it turning it over to the proper authorities to ensure that accountability was there. There are events going on across campus. Cathie hall was at a couple today. Shell be here again tomorrow in place of her daughter. This coming as police announced an arrest today. It was a standing ovation for cathie hall. A mother who walked across the graduation stage to accept academic honors for her daughter. I think that shows a lot for her mom to come that had to be hard. Reporter were told hall is too upset to speak with us but she wrote online that she needed to bring these graduation items back to hospital room with rachel to give her hope when she regains consciousness. She deserves it. She graduated with the honors. She deserves to get them. Regardless. Reporter the 22yearold was critically injured after a car hit her bicycle last week. Now police are filing charges against Rashan Roberts for leaving the scene of an accident. He panicked. He left and did not profile aid. He didnt do the right thing. But he ultimately did the right thing by turning himself in. Reporter investigators say hall went through a stop sign on her bike and if roberts stayed on scene he would likely not face the felony charge. Arraignment of Keonna Thomas accused of supporting terrorist group isis was over in a matter of minutes after listening to the charge against her, she pled not guilty. New Surveillance Video from a cvs in texas shows him urinating on the candy aisle at a checkout counter last july. He was in the store to pick up a prescription. His attorneys say it was a medical mishap. They say durst had just undergone two medical procedures. Durst left the store before Police Arrived that day. He later turned himself in and paid a fine. Durst was accused in the disappearance of his first wife, Kathleen Mccormick in the 1980s. He was arrested in march in new orleans on drug and weapons charges. Hes also facing a murder charge in the death of his friend susan burman in los angeles. In 2001 he skipped a court date in connection with the death and dismemberment of a man in texas. He was caught in lehigh county. Surveillance video showed him trying to shoplift at a wegmans in bethlehem. The jury in the penalty phase of the Boston Marathon bombing trial went home early today. The judge let them go telling them he and the lawyers needed time to talk about some unresolved issues. Jurors will return monday. Dzhokhar tsarnaev was convicted for his role in the bombing. Reporter jacqueline, apparently this began with a big after school fight involving children who were lining this entire block alongside makelvane playground. Its alarming because theres an after School Program on the playground proper where a number of even younger kids were as this all unfolded. Take a look at the video we got in the past half hour as we watched police out here collecting evidence across this entire block, sal and pratt. Im told many of the older students who were involved in this fight all go to School Together and then take a septa bus back to this immediate area where they get off to go home. That is when this large fight broke out. A 12yearold boy, apparently stabbed in the lower back. We can tell withdrewewe at this point he was rushed to st. Christophers hospital in stable condition. There have been no afss but s arrests but investigators on the scene have taken several witnesses away to speak to them about what they saw. We can tell you theyre looking for a girl as the perpetrator in this attack apparently wearing tan pants. That may not be a lot of help to investigators because tan pants are apparently part of the School Uniform at the school from which all these kids were coming back. More breaking news in burlington county. A brush fire is burning in the Wharton State Forest in shamong township. The flames already swallowed more than 700 acres. Some people have been forced out of homes but in the past half hour, state police tell us thats no longer necessary and if conditions keep improving, they may be open to reopen route 206 in the next half hour. Right now at 5 30 Philadelphia Police continue searching for an escaped prisoner. Hand cuffed man got away while being transported here from florida. The family of Hashim Singletary will be in touch with him, agree to turn himself in then nothing happens. U. S. Marshals and police have been in and out of Hashim Singletarys mothers house most of the day. Hes not armed and dangerous. Reporter his family says hes just a scared teen who turned 17 today and wanted to see his mother one last time when he escaped. He knows hes wanted for three robberies. He needs to come and be responsible for his actions. We dont want to continue this longer than it has to be continued. Reporter police say singletary was handcuffed in front and put in the back seat and let himself out of a car rented by the private prisoner transport company, pts. Hed been extradited from florida to face three Armed Robbery charges in philadelphia when he took off near 55th and cedar. His family says the transport company should have simply put the child locks own and this wouldnt have happened. When it comes to securing prisoners or transporting anybody, if the Philadelphia Police department doesnt do it i believe the philadelphia Sheriffs Department ought to do it. Reporter detectives say they will review how Hashim Singletary became a fugitive again. Doctor and alleged murderer to the january 20313 monday appointment and shown Surveillance Video of both of them ahead of the crime. Also smith never looked toward his mother for support, seated in the second row. This is how friends and loved ones choose to remember c. H. O. P. Doctor Melissa Ketunuti smiling. During the trial of her accused killer today, a far different picture, gruesome and graphic crime scene photos of her body face down and burned, her hands tied behind her back were flashed on a giant court Projector Screen. This as exterminator jason smith accused of strangling his customer inside her own basement sat beside his attorney. The jury heard from several witnesses including a crime scene investigator who showed them rope and horseback riding leathers smith allegedly used to tie the doctors hands and feet before as he confessed, tossed lit paper towels onto her body. The jurors also saw Surveillance Video homicide detectives say is extensive from a coffee shop and rite aid in the Graduate Hospital area. It showed ketunuti returning home that day and also showed smith leaving the doctors home wearing a glove, a short time before a dog walker discovered the victims burning body. Smiths Attorney Says his client is of low intelligence and his confession should have been thrown out because he was interrogated after almost no sleep. At one point, the judge lashed out at a defense attorney saying, sit down when a fire investigator told jurors it may have taken 22 minutes for smoke from ketunutis burning body to sound a neighbors smoke alarm. The defense attorney also poked holes or indicated that homicide detectives initially made a mistake saying that initially a plumber had killed the c. H. O. P. Doctor when his client is an exterminator. Loved ones of dr. Melissa ketunuti didnt wish to comment about todays emotional testimony testimony. A new vote for the state senate would force people with restraining orders to hand over firearms immediately and it would also be illegal for them to purchase a gun. Reporter lawyers can argue why a person should not be charged with a crime, explain away why the person behaves a certain way. With limited budgets and resources, Bradford Gray says the roll wroutout of a program participatory defense, is making a difference in lives of clients. Those that cant help themselves. The idea is to use Community Members, Church Leaders and social justice organizations to help gather information and insight into a person including their Mental Health status or other background. Once they gathered all that Community Intel and data and information, they would bring it to the d. A. And they would get a better picture of what was going on and it would, one, either exonerate the person or reduce their likelihood of going to jail or some lengthy prison term. The unfortunate reality, there are some that are incarcerated that dont have the need to go and reach back to people that may be witnesses. Sometimes witnesses change their address, change their phone numbers, but they dont have access to their community because sometimes their Community Just stays out of it. Are the practice isnt new. Its been moving through legal circles for about seven years. Bradford gray says its been in practice in Montgomery County for about seven months and says volunteers to help are always needed. They said they want to be transparent with the public. Officer Thomas Webster is on leave without pay from the force and tonight, dover is alerting other Law Enforcement agencies about the potential for public outcry because of the video.
