Like march and april. Theres going to be heavier snow to the north and west by the time its all over and even south and east of philadelphia, rain changing to snow in parts of the area. The time line has it starting as early as 4 00 a. M. Probably starting as rain and then changing to snow as we go through the late morning and into early afternoon and then tapers off in the evening. Well have more on how much to expect where you live. Right now meteorologist Sheena Parveen has more on this incredible record warmth. We have two totally different stories going on here. Very warm temperatures today. We have snow in the forecast in only about 48 hours from now. Temperatures have gotten into the low 70s for most of the area. Average High Temperature 53 degrees. This was almost 20 degrees above what is considered normal for this time of the year. And we have some records going on, 71 allentown, reading in trenton, 72 philadelphia. These are all record High Temperatures and much of the area got near record highs. We will not be like this for the rest of the week. In fact we will be cooler tomorrow. It will be colder on wednesday as we watch a noreaster bringing parts of the area some snow. Coming up, well talk more about that, the timing on the snow and best time for you to do your thanksgiving travel. Thats straight ahead. The Lehigh Valley expects to get the lions share of the noreaster forecast to arrive the day before thanksgiving and the crews at Lehigh Valleys International Airport know its the busiest travel day of the year. Theyve been testing the giant snow sweepers and plows they use to get snow off the runways. In the terminal, airport officials are encouraging travellers to call their airlines before their flights. Well cancel the flight rather than letting it depart and get stranded somewhere in the system where they cant retrieve the flight. They will cancel well in advance as opposed to waiting until the storm is here. Penndot is asking those driving on thanksgiving to monitor the forecast. They said you should try to leave before the storm arrives or after its over. There are cases where a grand jury needs to go over several days but to have it stretch for as long as this jury has is really unusual. Protesters have kept up their calls for justice, marching nearly every night since brown was kill. Late today the d. A. Announced this is being considered a criminal investigation. Nbc 10s Deanna Durante is live in easton. What have you found out . Well, the District Attorney says that the lack of communication from the 33yearold Lehigh Valley woman whos been missing since friday is reason for concern. She left behind parents, her children and her husband and no one has heard from her since she left her job for a lunch break. Very normal day. Looking back now i wish we would have just taken a couple extra moments to talk to her and see if she was okay. But it was just a regular day. Reporter 33yearold jessica pageant left for lunch from the day care where she was working and never came back. It was friday, 1 00 in the afternoon her cell phone was last used. That phone was fond in her car about a mile away from the day care on friday night. Jessicas purse was also inside and there was no sign of jessica. Late today, the northampton District Attorney, John Morganelli told me the case is now a criminal matter. They are treating this as a top priority. Reporter morganelli wont say if she thinks she drove her car to the far end of this parking lot. She hasnt reached out to her husband, kids 0 are parents who she was en route to see on friday. Interviews with anybody that had any contact with her. It means obtaining surveillance videos of areas where we think she was seen last in the borough of northampton. Reporter her husband declined to talk about the case with us. Morganelli says he and all family members have done everything asked of them. Flyers are all over northampton and whitehall. We want to get her face out there. We want to make people aware of the situation and one of the best things we can do right now is have people out there looking for her. Reporter state police say that her cell phone was last used around lunch time on friday. They have officers who have been in both whitehall and northampton today as well as air searches. The state Police Helicopter was flying above for most of the day. They are asking if you know anything about this case to call police. The philadelphia fire commissioner tells nbc 10 that a young boy died inside the home onc west wyoming avenue. Eight others escaped. The cause of the fire is under investigation. Philadelphias one step closer to hosting the Democratic National convention in 2016. The Democratic National committee narrowed the list of sites to three. Philadelphia, new york and columbus, ohio. The dnc visited dozens of possible sites ahead of making its decision, including philadelphia in august. They show cased philadelphia as a viable candidate during the twoday visit because of its history and previous experience hosting the republican National Convention in 2000. The dnc is considering the weeks of july 18th, july 25th and august 22nd for the convention. The committee will announce a final city and date early next year. Philadelphias archbishop is back from rome. Pope francis made it official last week even though the archbishop says hes known for months the pope will be here in september. The archbishop says more than a Million People are expected in philadelphia for the papal event next september. Philadelphia may be one of several cities the pope visits. New details tonight about a 12yearold boy shot and kelled by police in cleveland, ohio over the weekend. Today investigators confirm the officer was less than ten feet away when he shot and killed the boy. On saturday, Someone Called Police to a Recreation Center to report a child waving a gun around. That caller also said the gun was probably fake. Officers arrived and told the 12yearold to raise his hands. Instead, he grabbed the airsoft pistol allegedly tucked into his waistband. Officers then opened fire shooting the boy. He died the next day. Today Cleveland City leaders spoke out. Theres no time a Cleveland Police officer wants to go out and shoot a kid, period. Guns are not toys. And we need to teach our kids that. Our Community Needs to understand that. Guns are not toys. Police say the officers mistook the weapon for a real gun because someone removed the bright orange safety indicator at the end of the barrel. Police took a suspect into custody after a Security Breach at san jose airport. Its third similar incident since april. Miguel zaragoza is charged with trespassing and stealing a vehicle. He allegedly got away, stole a truck and drove it to the other side of the airport while waiting for police. Thats where officers finally arrested him. Back in april, a 15yearold boy managed to scale a security fence, climb into the wheelwell of a passenger jet and survive a flight to hawaii. In august, Police Arrested a woman by sneaking by a security screener without a ticket. Tonight, flooding fears in buffalo, new york. It is part of a onetwo punchc from mother nature. An early winter storm slammed the area last week, bringing nearly seven feet of snow. And now its melting because of those warming temperatures. Clues are working around the clock to move the mountains of snow. Theyre using heavy machinery to scoop it up by the truck load. Residents are doing everything they can to clear roofs, driveways and drains to help prevent flooding. Clearing the areas i know where the water will drain. Thats my major concern right now. The state of new york says its prepared for the worst. It has supplies of pumps and boats for rescues. While the National Guard is stockpiled with food and water. This will be very different as we go from the beginning of the week to the middle of the week, today record warmth. Wednesday, we have a first alert weather for wednesday and this is because we do expect some dangerous travel conditions, heavy rain through parts of the area and this rain will be changing over to snow, more snow the further north and west you are. Rain to snow through parts of south jersey and also delaware. This will be a later changeover. This is what we expect wednesday and also through wednesday evening. So it is not going to be a good time to travel. Winter storm watch has been issued. All the counties you see shaded in this gray, the color extends up to much of the new england area, even further down to our south. P this is because, again, dangerous travel with accumulating snow for the day on wednesday. Starting wednesday morning. If you have to do any traveling for thanksgiving, i would personally suggest late tuesday unless you wanted to wait until thanksgiving morning. Wednesday is not looking like a good day. Locally were drive. Down across the southeast, this is where the moisture is. It will eventually move up the eastern seaboard. That will be our noreaster. We do stay dry. Tomorrow any rain stays down to our south. As we go into wednesday morning, you see the area of low pressure at the bottom of your screen getting closer. By wednesday, we deal with rain across the area. 7 00 a. M. Watch how quickly some of the rain could change over to snow by midday, by noon, we should start to see accumulating snow through much of the Lehigh Valley. The poconos changing over along the i95 corridor and slowly moving into parts of new jersey and delaware. By wednesday night, we expect it across much of the northeast and up into new england. We clear out as we go into thanksgiving day. Heres a look at what we expect so far. This changes as we get closer. Well be updating you for the poconos. We could see up to a foot of snow possibly. Remember the Higher Elevations tend to see more snow through the Lehigh Valley we can see 5 to 8 inches. Suburbs north and west of philadelphia we could see 3 to 5 inches. With the later changeover, about 1 to 3 inches through parts of south jersey. Northern delaware and closer to the shore, just about less than an inch. Areas north and west, this is where we expect the most snow. From 4 00 to 8 00 wednesday morning, rain changes over to snow. From 8 00 to noon, we should see the heaviest snow accumulating. From noon to 5 00 p. M. , snow continues. From 5 00 p. M. To 10 00 p. M. , we start to see the snow ending through the area north and west where we expect most accumulation. For tonight, in the meantime, partly cloudy. 54 philadelphia, 48 Degrees North and west. Then tomorrow we get cooler, not cold but cooler than today. 58 to 62 degrees, mix of sun and clouds. The Police Departments strike force response team. Given the timing of this, potential protests will be fluid. It seems at this point city hall may be a starting point for all of it. We spoke to mayor nutter who toll us tonight protests are certainly the right of all american citizens. He simply hopes that any protests here in philadelphia will be peaceful. I think there will be a reaction. And so whether its in ferguson or in philadelphia, we are prayerful that folks will be responsible in expressing their sentiments about whatever the ultimate decision is. At this hour, we know that a group of faithbased organizations is gathering at a church just about half a block here from city hall. They are preparing to respond to the decision tonight. Delaware county Police Officers will be among the first in pennsylvania to carry a drug to combat heroin overdoses. Delaware countys District Attorney made the announcement in media. The law takes effect saturday. Until now, only paramedics were allowed to administer the drug commonly known as narcan. Every single patrol car, 400 vehicles throughout Delaware County will be equipped with r narlopcin. The District Attorney says pennsylvania has the 14th highest Drug Overdose death rate in the country. A crime crackdown. More than 200 alleged criminals are off the streets in pennsylvanias capital city tonight thanks to a Law Enforcement task force. Today state attorney general Kathleen Kane touted the success of the mobile street crimes unit in harrisburg. The operation began in april and recently wrapped up with a twoweek sweep by 150 agents from a dozen Law Enforcement agencies serving warrants. Kane says the Task Force Made 239 arrests investigated Violent Crimes and net ted 300,000 worh of heroin. Its in a better place than it was prior to coming seven months ago. There are fewer armed drug dealers and violent criminals prowling the streets and selling drugs to our kids. This was the second operation by the streets crime unit. The first was in hazleton. What National Event could draw thousands of people to the cityc sometime this evening well learn the decision of a grand jury in a highprofile shooting. The focus is on ferguson, missouri, where a white Police Officer shot to death an unarmed black teen. The issue is whether the Police Officer will be indicted. Joining us now live is nbc 10 legal analyst enrique latoisen. What happens the prosecutor presents his evidence to 12 people. These 12 people have to decide whether or not theres probable cause to arrest and give an indictment for the officer here. Theres four charges theyre considering here, first degree murder, Second Degree murder, Involuntary Manslaughter and manslaughter. The prosecutor in this case is not making any recommendations. Hes allowing the grand jury to have heard all the evidence and theyre going to make that determination. The grand jury in this particular case has the ability to ask questions, ask to see particular evidence and hear expert testimony. Well hear their decision soon. If the grand jury does indict officer wilson, what happens next, enrique . The process starts from the very beginning. He will be arraigned, he will be charged and then hell be innocent until Proven Guilty, if Proven Guilty just like any other american citizen. Hell have his day in court. Hell be able to go to trial. Whether or not hes guilty of any particular charge is beyond a reasonable doubt. It will be a lengthy process with, i assume, a very lengthy trial. On the flip side of that, if the officer is io, indicted ca he still face criminal prosecution. He can. At this particular point, new evidence occurs, he can go back before the grand jury and they can ask again for more charges. The federal government can still prosecute. Nbc 10 first alert meteorologist Sheena Parveen is tracking rain and snow. Sheena . In less than 24 hours or 48 hours i should say well be seeing that, this will mostly be for wednesday. We have a first alert weather day out for wednesday as we go into the morning hours, the afternoon hours. Even parts of wednesday evening. We have heavy rain and snow in the forecast. The majority of the snowfall is going to be areas north and west. We expect a change over to snow, south and east of philadelphia. So far south jersey and delaware. Very different than what we have outside right now. Hopefully you enjoyed today. Temperatures in the mid to upper 60s. In the low 70s, this is well above normal for this time of year but come wednesday, well be seeing much colder temperatures. Now we do have a winter storm watch out for wednesday. All the counties shaded in gray, includes philadelphia and areas north and west. It extends up to much of the young area, even farther to our south and west. Much of the northeastern partcf the United States will be dealing with dangerous travel conditions come wednesday with accumulating snow. If you were planning on traveling up and down the eastern seaboard, mainly in the northeastern part of the country, just keep in mind that you really dont want to be traveling during the day. Wednesday, leave it to tuesday night or early thursday thanksgiving morning. Rain along the southeast. This will eventually be our noreaster come wednesday. All the moisture will move in this direction. For tomorrow, we do stay dry. This is future weather. Any rain stays to our south. As we go into wednesday, the area of low pressure gets closer. Wednesday morning we are looking at warmer temperatures. We expect rain wednesday morning. But watch how fast the changeover will be from rain to snow, north and west. There you see it. Only a few hours later, we could be dealing with accumulating snow. By the middle of the day wednesday, accumulating through the Lehigh Valley in the poconos, the changeover continues spreading across the area into south jersey and delaware for wednesday night. You dont want to be traveling through the day wednesday. Some of our high snow amounts are expected up in the poconos. We could see up to a foot in the Lehigh Valley, 5 to 8 inches through the peak of this on wednesday or by the time its over. North and west of philadelphia, 3 to 5 inches. For south jersey and delaware, we could see 1 to 3. Less than that as we get closer to the shore. Keep this in mine. As far as the timing is concerned, the i95 corridor, wednesday from 6 00 to 9 00 a. M. We expect it to be rainy and cold. From 9 00 a. M. To noon, the rain changes over to snow. Noon to 5 00 p. M. , we should mainly just be seeing snow with accumulati accumulation. From 5 00 p. M. To 10 00 p. M. Along the i95 corridor, snow will start to end. Some could be lingering though. Tonight, 54 philadelphia, 48 Degrees North and west. As we go into tomorrow, not as warm as today. Mild, near 60 degrees. We start to drop off wednesday. We start with those warmer temperatures. Thats why we start as rain, very early but then the changeover happens quickly to snow. Where the snow isle falling, temperatures are cooling. So we could be down to freezing as we go through the day wednesday, especially the areas seeing snow. Accumulating snow, thats a first alert weather day. We do not advise any traveling on wednesday through much of the northeastern part of the country. We go into thursday, we are drier for thanksgiving day drying. I would advice travel late tuesday if you can or early thursday. Its just going to be a mess on wednesday. A lot of people making those lastminute changes right now. Its the safest things to do.
