But what residents are asking is how thec department will functn once it loses six officers. These are the Largest Police cuts weve seen in Montgomery County in decades. Reporter richard says hes outraged at the planned layoff. Six Police Officers in three township employees will be gone from franconia township in two weeks. Residents we spoke with said they had no idea the budget shortfall was so dire. Whos watching them is what i want to know to make sure that theyre not overspending and everything . Whos in charge of that . So that we dont get to this point. Reporter those who went to the franconia Board Meeting are shocked. They say supervisors didnt provide reasons why the township is coming up 900,000 short. I felt as though the board was misinformed. They were not prepared and they did not answer any questions directly. Reporter we made several attempts to speak to township supervisors and requested an oncamera interview from the township manager but declined. He told me offcamera the township has been operating at a deficit since 2008. Theyve been using a Rainy Day Fund thats now depleted. When i asked why there was continued spending despite a deficit, i was told, quote, they thought the economy would get better. All we have now is an allegation that the budge set short, theres been no information about where the money went, whether it was misspent, misappropriated. All they said is theyre going to cut Public Safety in order to pay the bills. The police union tells me its demanding the township to open up its books and plans to file a grievance of unfair labor practices because these layoffs are set to begin november 1st. Residents told me this did ask supervisors to table the issue for a couple weeks. We had residents stop by our truck here outside the township building say theyd gladly pay more taxes if it means holding on to the Police Officers. So through parts of the area tomorrow, we will see rain and wind. The farther inland you are tomorrow, you may not sees amuch wind as the other parts of the area. Temperatures stay on the cooler side throughout the next few days with the rain. Well only be in the upper 50s. Heres a look outside center city from the adventure aquarium. As we go through the afternoon, another area of low pressure developing through the day wednesday. The rain and wind will stay in the forecast. This low is not going to move away very quickly. So even by thursday afternoon, you see it just hanging off the new england coast. And this will continue to give us clouds and even more rain chances through thursday, not really clearing up until we go into friday. The alleged locker room assault ended sayreville high schools football season. Several players, witnesses and victims spoke to the New York Times in a report released yesterday. The witnesses describe how younger players were physically held down, beaten and sexually assaulted in some cases. They described it as a bonding process. Now to Philadelphia School budget crisis. A hearing is set for tomorrow morning in harrisburg over the contract fight between the Philadelphia SchoolReform Commission and the Teachers Union. Yesterday a judge issued temporary injunction. That means teachers wont be on the hook for their own health benefits. The Teachers Union sought the ruling after the src canceled its contract with the teachers on october 6th. The src says the city cannot afford to keep giving teachers free health benefits. The union called for arbitration before any changes can be made to their contract. The turnpike Advisory Panel was appointed after an alleged paytoplay scream surrounding former turnpike officials and vendors. From our delaware bureau, a warning from police in New Castle County about a rash of cell phone robberies. Wilmington police say they have seen an increased in both arm and strong arm robberies by thieves wanting cell phones. In many of the cases, Police Say Victims were onc their phones the time they were robbed or their phones could be seen in their pockets. Police suggest a few things, including dont text and walk at the same time. Also be aware of your surroundings. Keep your head up and scan your surroundings. Well, a pretty nice day today with a stretch of sunshine. So that allowed us to see temperatures climbing into the upper 60s across the area. Heres a live look outside the center city skyline, beautiful sunset for us. We still do have some of those thin clouds out there, more clouds as we go into tonight. Well be tracking showers as we go later into tonight and especially through the day tomorrow. Tomorrow the rain comes with some wind and also some cooler temperatures. We are watching what is technically going to be a noreaster. Cooler temperatures coming along with the rain and wind both tomorrow and parts of your thursday. Temperatures right now, though, pretty comfortable through the lehigh valley, mid60s. Here 65 allentown and reading. Upper 60s philadelphia, even bensalem, trenton coming in at 68 degrees. Also mt. Holly. Closer to the shore, mid to upper 60s. Much of delaware seeing temperatures now in just about the mid60s. Looks beautiful up in the poconos. Heres a live look in the poconos. A lot of fall foliage, leaves changing colors and beautiful time of the year for the month of october for sure. A few showers as we go in through tonight. Right now on the radar, we are mainly dry but more clouds are moving in. If we take a wider view, you can see the atmosphere is unsettled at this time. We have rain to our west, north, northeast, its all because of the big area of low pressure. It will be spinning around the northeast over the next couple of days and will be increasing the rain chances because of that. If you look off to our west, there is an area forming to the south and west of harrisburg. Its pretty slow moving but a lot of the models are picking up on it moving through as we go later into tonight. Here is future weather as we go through the 9 00, 10 00 hour, we should start to see more showers approaching the area, especially the farther south you go. Into the overnight hours, even for part of the morning commute theres a chance we could have rain around. Keep that in mind as we go in through the day tomorrow. For the afternoon tomorrow and also for thursday, this area of low pressure offshore will start to form as well. Thats just going to keep the moisture in place so the rain chances will stay up later tomorrow. The rain chances will stay in the forecast as we go through thursday. There you see that low spinning off the new england coast and that keeps our clouds and rain in the forecast also cooler temperatures and it will be breezy, too, especially as we go through the day tomorrow. For tonight, though, the clouds increase, thicken, rain chances increase later tonight, too. 52 for the low in philadelphia. Upper 40s north and west. Rainy, windy, a little colder, too, 56 to 59 degrees. When you combine those temperatures with some rain around, it doesnt feel too great. Make sure you have your umbrella. Reporter they are long sheets of steel, 45foot monsters being forced into the sarnd piece by piece, mile by mile. From mantoloking down to the northern end of brick. 3 1 2 miles of protection that may not look pretty now but will be covered by sand dunes, thanks to the army corps of engineers. As anyone down here knows, it only takes a couple of storms to wash all that sand away, leaving a steel wall behind. For home owners belonging to the monday mantoloking wall it will show but the alternative, i dont have a house. Thats how you have to look at it. Reporter it runs from the ocean to barnegat bay. Thats why this 3 1 2 mile long steel wall is going in, with everyone counting on the army corps of engineer which is will pump the sand on top and in front and come back on an asneeded basis. Theres no guarantee but the army corps will continue to come back over the years. Reporter the alternative is too bleak for many to consider. Theyd have to close down the new jersey shore. You cant have that wall showing. How long will this steel wall last in anywhere from 30 to 75 years, all depends on how often the ocean washes a wa the sand and begins to corrode this mari marinegrade steel. Just about an hour, malala will be presented with the liberty medal. This award is given to someone who strives to secure freedom for people around the globe. Nbc 10s lu ann cahn live at the National Constitution center. Lu ann . Reporter well, theres a great deal of excitement just a few minutes ago when Malala Yousafzai came out for a mike check. Everybody got up and cheered and clapped. She gave a wave and went back behind the stage. We are expecting about 1,400 people here in the ten the outside the National Constitution center for at wards ceremony. Everyone coming through fairly tight security to see malala speak and many under this tent will be young people, you see up front who, of course, idolize her and see her as a hero they can relate to. Shes been fighting for girls rights to education since she was just 11 years old. And continued on despite an assassination attempt by the taliban in pakistan. Just a short while ago, malala spoke to a crowd at the 30 under 30 summit at the philadelphia Constitution Center. She talked about winning the Nobel Peace Prize and she hopes it encourages young people that they can make a difference.
