Propanefueled explosion killed a mother and daughter working inside a Philadelphia Food truck and injured more than a dozen other people. Now city council is working to change how the trucks are inspected. Nbc 10s Deanna Durante is live at the digital operations center. Deanna, what are the steps being taken here . Well, the big would create a new Inspection Team and new Inspection Training course that would be headed up by the philadelphia Fire Department. Now, some say that the july 1st explosion showed a number of gaps in the safety of those food trucks here in pennsylvania. Food trucks, of course, have been gaining popularity all across the nation. The massive explosion was set off in the feltonville section in july. A weakened propane valve is thought to be a cause of that blast. According to a spokesperson for City Council President darryl clark, the state is charged with propane tank safety inspections, but food trucks have not been part of those inspections. Clark introduced a bill today that would create a new fleet of inspections for philadelphias firefighters making it responsible on their part for checking out the trucks, but also making sure that some of the owners comply with the orders to run the trucks. Clarks bill would also put responsibility on the food truck owners, as weve said, and vendors to specific types of tanks installed making sure that theres proper ventilation and requiring operators to make repairs if there are any issues. Also, the operators have to keep those safety reports and inspections with them at all times. The Fire Department has typically inspected trucks only when problems have been reported. But clarks bill will force those food truck vendors to report the problems and make repairs immediately. We found out that there really was no inspection process, and safety course relating to the use of propane tanks. So what were doing is enacting hopefully legislation that will make the Fire Department responsible for establishing regulations around inspections, regulations around safety, ensuring that people will understand how they should and should not operate these propane tanks. Now, this bill was introduced in city council today. Clarks rep tells me that theres no timetable when it may be approved, but clark did tell us that right now, he has received very little opposition to this bill. Hunt down terrorists who threaten our country wherever they are. That means i will not hesitate to take action against isil in syria as well as iraq. This is a core principle of my presidency. If you threaten america, you will find no safe haven. Theres been a lot of reaction to the president s speech. He laid out his plan to degrade and defeat isis militants. Almost 40 countries have agreed to help the u. S. , at least one of our biggest allies isnt quite on board. Colonel rick kiernan is nbc 10s military analyst. He joins us from our digital operations center. Colonel kiernan served in the u. S. Army for 26 year, germany, vietnam, saudi arabia, and awarded two bronze stars and pentagon spokesman for the army during the first gulf war. As always, thank you for joining us, colonel. My pleasure to be here. Thank you. The president talked about a longterm, openended conflict, something he vowed to avoid during his came ppaign for the white house. Do you see a timetable . We have to look at a longterm strategy. You want to share the information that you do have a plan, you do have a strategy, with the american people, and that i think sets up the resolve and the determination that we have in order to do three things. Number one, we want to defend what we have. Second, we want to deter. And finally, we want to defeat the isis. That being said, we dont want to go ahead and show our cards too much because the intelligence and the morale of both sides can be affected. We heard president obama talk about a Broad International coalition. Some of those partners, though, a arent on board. Germany and the uk say theyre not keen on direct military action. How will that affect our efforts . There are questions of who inside syria will help us out. We look at it two ways. The two countries you mentioned, of course, are nato members. Nato has been around more 50 years. Most of the contributions day have made in the past, as member nation, has been what we call burden sharing. Theyve done that in iraq, theyve done that in afghanistan. There are some other members of the coalition who will probably support either monetarily or with equipment. But i think we look at it two ways. We look at the region which is most affected. In this case, of course, iraq and syria. But its also exacerbated by the fact that they have had some problems in syria, and that the Syrian Rebels are trying to work within a civil war situation in that country. So i think this is probably the best first step that can be taken, but i think we have to caution ourselves in this era of instant messaging and things happening very quickly that it takes a long time to put down a force such as this. Speaking of a long time, the president s been in office now six years. Hes been vowing to end the u. S. Wars over there now. Explaining why we decided to engage in a new one. In your opinion here, is there another strategy or really have we exhausted all options before this decision . I think the National Security team and, of course, give good advices to the president , the commander in chief, but i think also we have to remember you usually start out with a diplomatic resolution, a diplomatic strategy. Then you go to an economic, as weve done with putin and ukraine. Then i think your final one is military. Because it shows the demonstration of force and power. And in the case of the enemies that we deal with right now, that can sometimes be the only thing that they would respect and worry about. Secretary kerry echoed the president saying it will take time to eradicate isis. This is a longterm project. Colonel rick kiernan, thanks so much for your insight. My pleasure. Thank you.
