We have thunderstorms we are watching for this evening but only part of the area will see that they are mostly in central pennsylvania right now. Then as we go into tomorrow, thats going to be a different story. Looking at the satellite, you see storms approaching harrisburg. Its a line of storms with a lot of lightning in this line. As we track it from west to east, allentown, it could be near you by 8 45, lancaster, 9 00. A lot of these should break up as they near the i95 corridor. This is what we have in store for tonight. The Severe Threat for the rest of today, this will lie just west of the area, through most of pennsylvania. That will be the threat for severe storms. Nomorrs threat will include more of our area. You see the yellow shading. This say threat for Severe Threats tomorrow, along the i95 corridor, delaware and new jersey and the poconos will be included in this. It will mostly be later in the day tomorrow after the heat. Thats going to fuel these storms. The Severe Threat for tomorrow, all the areas you see in yellow, heavy rain, lightning and also gusty, high winds with a lot of these storms. As we go through the day tomorrow, we are talking about the extreme heat following also the storms following that heat as we go through mostly the afternoon hours. We will keep you updated on that as we go through the day. We are talking about Tropical Storm arthur, the first named storm of the atlantic Hurricane Season and how it could impact our 4th of july. She left the car running with the air conditioner on and the doors unlocked while she was in a store. Leave them in a car on a 95degree day is just its awful. The kids were taken to a hospital and are doing okay. We tracked down her Day Care Center and are told her license has been in Good Standing since 2008. Nbc 10s Harry Hairston is digging into how that could affect that. Thats next at 6 00. We continue to follow breaking news from philadelphias hunting park neighborhood. The body of an elderly woman was discovered stuffed inside a freezer. Nbc 10s rose mary con serz live on the scene. That has been a very active scene over the last hour. What is the very latest . Reporter active at this moment. Look right now. You can see crime scene investigators have loaded that freezer with the 83yearold womans body inside into that police truck. The crime scene unit investigators have been in the the home for the past 20 minutes. We knew this would happen soon. That freezer, it looks like its about three feet high, maybe a foot wide. Police tell us the 83yearold womans body was discovered inside there this morning. Heres is what i learned from one of the detectives. Police received a tip that on originally came from an inlaw of the woman. The womans son told a Family Member that his mother died of natural causes, that he was scared, that he folded her body and put her into the freezer and that she had been in there since january. Right now, police we believe are looking for the son. The detective whom i spoke to tells me that she has seen the body. The body is intact inside of the freezer. She cannot see any blood. Thats what the detective told me. Again, this body appears to be intact. They are keeping it inside the freezer to make sure it does not decompose. The detective told me homicide is not working this case as of right now. They are waiting to find out what the medical Examiners Office determined about the cause of death. Ive been spending quite a few quite a bit of time talking to neighbors and some extended Family Members. I spoke to one woman who lived across the street from this 83yearold victim for all of her life. She tells me this is a disturbidistur disturbing and troubling afternoon out here. Take a listen. This neighborhood, this has never happened before. Everyone here, all the neighbors here are they get along so well. You know . Theres never been an issue like this. Its shocking for me. Reporter so the investigation continues. This police truck, it is being closed. Again, that freezer was loaded in there just a few moments ago. It will go to the medical Examiners Office where they will determine the exact cause of death in this case. Thank you very much. To the battle over the pennsylvania budget and the find to fund philadelphias public schools. The state governments new fiscal year started at midnight. Some lawmakers approved a cigarette tax bill. It is legislation that Officials Say is crucial to helping the schools open this fall. Senators voted 3812 to give philadelphia the authority to impose a 2 per pack sales tax on cigarettes. The tax is designed to provide 83 million to help fill the Philadelphia School districts budget deficit. The budge oat still isnt signed. What does that mean for the people of pennsylvania . Matt delucia has been asking those questions. He is live in harrisburg. Reporter it is still business as usual here. I will tell you, just in talking with some of the republicans here in the house and senate, they are still surprised that the governor hasnt yet put his pen to paper. Sign it and we will live to discuss the issue on another day. Reporter its business as usual today at the pennsylvania capitol where lawmakers met again just hours after passing a budget for the next fiscal year. We got it in this position. We have to get it over the goal line. Reporter the 29 billion bum et hit the governors desk late last night. The governor says it does make significant investment in education, jobs is and Human Services but leaves pensions on the table. I went to the Governors Office on what happens now learning that for the time being, state agencies will continue to operate normally and state employees will continue to be paid. You dont expect anything to happen until you see it happen and they sort of sign on the dotted line. But because he has not signed it, in my opinion, there is still opportunity for us to Work Together to try to get things done. Reporter here is some of what will continue on in spite of a pending budget approval. All public health, safety and emergency response, services for older pennsylvanians and veterans, services for people with disabilities, unemployment, driver and Vehicle Services and public parks will stay open. There is a deadline, the governor has ten days to review the budget and then make a decision if there are items that are vetoed, the lawmakers will have to come back and decide on that. As of right now, the big issue focused on here at the Capitol Building are the pensions and that cigarette tax. We will have more on that coming up at 6 15. The up toer at the New Castle Airport reported losing contact after it took off. Neither man on board was seriously hurt. Philadelphia police are on the hunt for a predator. Yesterday, vetoed a pair of income and business tax hikes that democratic lawmakers proposed. Instead, he is delaying contributions to the Public Employees pension fund. A mosquito in our area tested positive for the west nile virus. It has been infected with the virus, this is the not the first case in our area. Two in berks and Delaware County also tested positive. More help is on the way for communities ravaged by sandy. The Hurricane Sandy new Jersey Relief Fund announced 27 new grants worth 7. 3 million. It is working 100 nonprofit groups. Then tomorrow afternoon, by about 5 00 to 7 00 p. M. , we expect showers and storms, some could be on the strong side with heavy rain and gusty winds. As we go into thursday, we have more showers and more storms in the forecast with heavy rain, too. Then on friday, early friday, we expect rain from Tropical Storm arthur. Its off the coast of florida. It is slow moving but it will pick up speed very soon here. The track takes it along the eastern seaboard. As we go into thursday into friday, you start to see the approach of a cold front. This is essentially going to push the storm away. The forecast could turn it into a category 1 hurricane. As the cold front poaches, it will push the storm away from our area and part of us may see rain from it. The best chance is along the shore. Tonight, warm and humid. They are making the an verse riz of two Supreme Court decisions on the issue. They are demanding an end to capital punishment. A warning about ignition problems with hundreds of thousands of vehicles. This time its not gm but another automaker at the scepter of the problem. Chrysler is expanding a 2011 recall to include 700,000 more minivans and suvs. They say ignition switches can shut off the engine and airbags. Within the last 15 minutes officials have lifted a boil water advisory for parts of bucks county. A water main broke over the weekend causing issues with tap water. Pennsylvanias oldest living resident died this morning. Nbc 10 was there as she celebrated her 114th birthday in Montgomery County in march. She was surrounded by family and friends when she died. Only about 15 people worldwide are that old. She looked amazing there. From our jersey shore bureau, casino workers staged a rally in Atlantic City this afternoon. The union is in negotiations with several casinos to get employee pay increases. In 2011, the union says workers took a 25 pay cut to help the struggling Atlantic City economy. Now they want their original pay reinstated. Resorts did not have a comment. The pay increase request comes at a rough time for the caesars corporation. On friday, it announced showboat will close at end of summer leaving its 2,000plus employees jobless. This say year of change for Atlantic City. The Atlantic Club closed in january. Showboat will follow in august. Last month, revel filed for bankruptcy for a second time saying it needs a new buyer or it, too, will close. Down the shore, some uplifting news. Police divers found his body. There are a lot of creeks just like that one in the city. Did you find anyone swimming in the water there today . This location of penny pack park in northeast philadelphia, perhaps last nights tragedy is fresh on the minds of many here in philadelphia, comes almost one year to the day that another teenage boy was swept away. Brown doesnt mince words when he warns young people, swimming in creeks is illegal and could cost you your life. He keeps in touch with the boys mother. She feels the pain. If you are on the banks and see someone in trouble you cant reach them, throw something to them that can float. Dont go in the water after them. Thats how we end up with two people drowning. Remember, a number of these creeks are so remote that if you are to become stranded in the water, it will take emergency personnel, ambulances, ems some extra time to reach you. How are the cigarette tax and pensions related . Whats the holdup on the vote . The governor is anchoring the two together. He wont sign a cigarette tax increase unless theres pension reform. The governor is right. We need pension reform and we need it to get fiscal sanity and save the state and School Districts mrn but secondly, we need it to protect the current pensioners. Their benefits will not be taken away by the governors bill. It will keep pensions in decent shape. People say, you never lose pension benefits. In detroit, the bankruptcy judge did take them away. The governors solution is a step in the right direction. The governor is wrong to link it to something that will help education. The cigarette tax is a step in the right direction. Philadelphia would get about 80 million from that. The real answer to education is to pass a severance tax on the Shale Companies who are making billions of dollars. We are the only state that doesnt have a shale tax. A shale tax would raise about 700 million a year, maybe more. And all that money could be put into education around the state. Philadelphia would get close to 200 million from that. Thats the real answer and theres no excuse for not doing it. Talking about that cigarette tax, now its just for philly. Im curious, all state lawmakers have to vote on it. Is it hard to pass city specific bills like this. Its very hard. Theres been antiphiladelphia bias in the legislature for decades. It was there when i was governor. But because i had the veto power, i was able to smooth that out a little bit. But its hard. I think the Legislature Knows that philadelphia needs help. But the governor is correct about the need for pension reform but we shouldnt link it together. The governor should hold his ground on pension reform. We need it. The legislature should give us some form of pension reform. At the same time, philadelphia needs money. The answer the real answer is a severance tax on shell and all the people who control the natural gas thats being taken out of the ground in pennsylvania. Researchers studied the number of medicare recipients who under went mammogram screenings in 2001 and 2009. Some could still make it into the area. Future weather picks up the range to our north and west, tries to bring some of it through. We should have some showers by 9 00 tonight. Not everybody though. As we go into wednesday, we have more of a threat for afternoon showers and storms. Some could be strong to severe. This is one thing we will watch tomorrow afternoon after the heat. Then as we go into thursday, more showers and storms move in in the afternoon flt some of this rain could be heavier and that could last into thursday evening. Come friday morning, we will catch arthur off our coast. That could give part of the area rain. Not everybody. Here say look at the tropical radar around florida. This is arthur now spinning around the northern bahamas. It will move to the north over the next few days. Look at the current track. It will keep it along the eastern seaboard giving the carolina coast. Cold front will approach from the west. This will push it away from the area. The weekend looks good, too. The transmissions are monitored by beach patrol and Police Department dispatch erd in the communication center. We have total integration of all the resources. Reporter before now, emergency requests for police or ambulance crews often had to be relayed from lifeguards to the beach patrols headquarters and then to the dispatch center. Over the last couple years, we have seen some close calls that needed to be responded to a little bit quicker. Reporter this beach patrol covers a big area, 12 myles of beaches. With the previous system, there were times when the radio signal wasnt Strong Enough for everyone on duty to hear what was going on. If we save 20 to 30 seconds in a response, you know, if you are trading water, 30 seconds is a long time.
