Its the first time thats ever happened in a Major League Baseball game. Quite something to see for those players. While Michael Nutter supports balltimores response to the riots says its difficult to prepare for a wild card. Dont always completely know what folks are going to do. But i think as the police chief said last night, they have been monitoring social media. We monitor social media, like as we should on a regular basis and try to anticipate, try to mobilize. The major says philadelphia is prepared for any rioting, looting and vandalism that may flare up during protests. Richard roth says his officers are ready to step in and help baltimore. We would be willing provided you know certain circumstances. But the biggest one whether we be covered. We cannot subject and put our people in harms way, legally im talking about. Ross says hes been discussing the issue with commissioner Charles Ramsey on vacation right now. No decision has been made yetten about sending Philadelphia Police officers to baltimore. Drew smith talked to a clergyman and professor in our area about the crisis in baltimore. They have firsthand experience with this kind of thing. What is their take on this . Reporter well, they do. And one of them is heading down to baltimore already tonight. He says hes hoping to learn a few things and bring it all back here to philadelphia to prevent anything like that from happening here. Burning buildings, people throwing rocks at police, all out mayhem. Its something reverend Mark Kelly Tyler says he would never advocate for. Im heartbroken, but i must say im not surprised. Kelly chairs philadelphias Power Coalition of faith leaders. He spoke to us over skype as he heads to baltimore. He says until police implement new training scenes like this will play out in other cities possibly philadelphia. I cannot help but draw the parallel and the connection to philadelphia. Kelly points to the recent Justice Department report which recommends changes at philly p. D. But other experts think the riots in baltimore do not help the cause for change. In the minds of a lot of americans, its going to set it back. Theyre going to say, look this countrys going nuts. Psychologist frank farley showed us his photos from ferguson, missouri. He says most of the people responsible for the destruction dont care about the social justice. Theyre just seeking a thrill. The opportunity is there. They hit the streets. And its things like excitement thrill, fun. Reverend tyler insists, most people will stop getting out of control if theres a better relationship between police and the community. Want people to calm down, then give people justice. And the reverend will be at a Community Meeting tonight in baltimore. He said theyre focusing on the next steps of what to do down there. The only suspect in Police Custody appeared before a federal judge today facing kidnapping and robbery charges. They say he was at the National Watch store and spoke with the victim and took her Business Card the day of the abduction. Gay was arrested at a motel and brought back to philadelphia by u. S. Marshals. Gay and two others allegedly grabbed the victim from a parking garage threw her into this van on april 4th. Police say kidnappers tortured the woman and shocked her with a taser before dumping her at a Delaware County cemetery. Police are still looking for two other suspects. Sky force 10 over a standoff with police at a West Philadelphia house this morning. The suspects now in Police Custody after the twohour incident. Investigators say Robert Thompson was holding his mother and grandmother hostage inside their mellon street home. Thompson allegedly told officers he was armed with an ak47 and threatened to shoot. Thompsons going through a tough time. He is a good person hes very intelligent, going through a lot of problems right now. And i guess the argument led one thing to another. A nearby school on lockdown and several neighbors evacuated their homes. Fortunately, no one was hurt. Philadelphia police were looking for a man who put a cashier in the choke hold as they robbed a market in broad daylight. Two men walked in yesterday afternoon and told the cashier to open the register they got away with cash and cigarettes. Crews are working to reopen this damaged road by tomorrow mornings rush hour. Sky force 10 over the aftermath of yesterdays crash here on south park avenue in the section of lower providence township this morning. Its still shut down this afternoon. Two 18 wheelers crashed there yesterday morning, and the accident created a fire and chemical leak. Investigators say the trailer detached from one of the trucks and slammed into the other. One truck was hauling sewage the other loaded with a material used in cosmetics. And it has not been easy to clean up. It has a very very waxy type of texture consistency. And that texture is exacerbated when its wet. After cleaning up the mess penndot still has to repair the damaged road. It hopes to have that done by 6 00 tomorrow morning. Today, investigators told us the driver killed in the crash was jeffers of Montgomery County. Oh youve got to love this weather. These are the fair weather clouds. But a lot of space between them. So theres plenty of room for sunshine today. And thats one of the reasons the temperature jumped up quite a bit. 68 in allentown, and weve got a sea breeze at the shore. Thats why its only 60 at Atlantic City international. Probably even colder right at the beaches. And the planner, as we go through the evening, were going to find the temperature going into the 60s. And then eventually the 50s. But its going to take a little while, its going to be a really nice evening. Were still watching that potential noreaster affecting us this week. Well have the latest on that with the 7day in a few minutes. Lets head overseas now. Developing there in the earthquake ravaged area of nepal, survivors of saturdays deadly quake are struggling to cope with a fuel shortage. Today, hundreds of drivers lined up at the only gas station open. And the death toll climbed over 5,000 today and an official says 250 people are believed missing from a mud slide and avalanche. More than 4,300 bodies are recovered from saturdays quake. Many on the outskirts in surrounding villages have not been recovered. Helicopters have been flying victims to clinics and taking emergency supplies back to remote villages. Hopeful moments, though today a search and rescue team pulled a survivor from the rubble three days after the earthquake. The man was trapped for 62 hours. Between walls of a collapsed building and the army released video of the rescue teams pulling a woman from the rubble, as well. Meantime hospitals are overwhelmed with a number of injured people waiting to get treatment. Teams of doctors and aid stations from india, china and israel are helping with patients. And more cell phone video showing the moment the earthquake hit nepal saturday. This video was taken and shows the power of the quake. And the panic afterwards. An american hiker who survived the ordeal said a number of hikers like him are still stranded. A lot of the trails are destroyed. People are stuck. They cant get out. Its very bad. He said he was on his way to the airport when the earthquake struck. At least three americans were killed on mt. Everest. Doug shimell is live today. And doug you talked to some people in nepal due to go back to their homeland and they have a different kind of concern. Yeah and this is fast becoming a hidden side effect of this natural disaster. Should people be forced to go back to nepal when their visas are up . Reporter he was worried his mothers visa was expiring and she would have to go back to a devastated nepal. We are worrying about her and her safety. The road between her home and the airport is really bad. And there are so many like big holes, potholes. Reporter much of the infrastructure is in ruins after the earthquake. And there are Power Outages and feared disease. An immigration attorney is worried that families like his will send relatives back to only have them stranded at the airport or in the country altogether. Im not encouraging anyone to go tomorrow. En even at the airport, everywhere. Reporter her own family has been living under tarps on their front lawn not wanting to go into the homes during the afterstrokes. After aftershocks. She is trying to get visas extended until things start to normalize in nepal. At least a month. See what happens. What happens is once you file for extension until its denied, at least the status will be valid. Reporter shes also reaching out to congressmen to see if nepal can be added to a list of countries that have something called temporarily protected status, which means that citizens can stay in this country much longer than a two or three month visa extension. You see the fire trucks on the tarmac, as well. The plane sitting there as we understand, there were passengers on board. We know though, that there were no injuries in this incident and you see the people there on the side of the tarmac standing in the grass there. Unclear at this point whether those, in fact are some of the passengers who have been taken off this plane safely. Again, this airplane that youre looking at right here, United Express plane was evacuated this afternoon after an engine fire. Skb the fire crews on the scene right now, looks like they hosed it down. Well continue to monitor this, sky force 10 in the air. More information about this engine fire that caused this evacuation at phl. Theyre voicing their concerns to a newly launched sandy task force. Its goal is to get justice for people who say they were cheated out of Flood Insurance money needed to rebuild their homes. The task force will help make longterm changes to keep this from happening again. I dont have anywhere to go. I have no family. I have nothing. I have some stuff, but not everything. Help is on the way to camden. Announced its naming the city a promise zone. Meaning camden will have priority access to federal resources. In the end, the city hopes the support create jobs and reduce crime. Talk is cheap. What weve seen is actual change. Whether its Public Safety its education or economic opportunity. And so the federal government is making that investment making that promise to the city of camden, most importantly to the residents that change is coming. And change is good. President obama launched the Promise Zone Program last year. Philadelphia was one of the first five designated promise zones. A cleaner plant and more jobs, both coming to northern delaware. Today the company broke ground on the new 170 million plant in new castle. Bringing 260 construction jobs and 30 fulltime positions when it opens in two years. It will be north americas first 100 sustainable producing facility. It gives our customers something they dont have today. So they dont have to choose. This morning, mayor Michael Nutter kicked things off with a pep rally at city hall courtyard. I was honored to be there as the city parks and Recreation Department showed off some of the upcoming projects. Started 1980 with a vision from a gentleman at the Philadelphia Daily News and our parks and rec commissioner. They said why dont we do a race down broad street . They thought about it and said, okay, sounds like a good idea. 40,000 runners will take part in sundays 10mile run through the heart of philadelphia. The race began sunday morning at 8 00 at the Central High School athletic field. It finishes inside the Philadelphia Navy yard at the end of broad street in south philadelphia. In between is a 10mile course through different neighborhoods of philadelphia along broad street. Runners world has named it one of the fastest 10mile courses in the country. This is the 36th year for the run. The race draws some 40,000 runners. And nbc 10 and telemundo 62 partnered to broadcast the race from start to finish in english and in spanish for the first time ever. And the weathers looking pretty good for that run. Well get into more specifics a little bit later. Weve got beautiful weather out there. Weve got another sunny day coming tomorrow. And many places are going to get into the 70s. The possible noreaster still talking about it, just a slight change, perhaps, in some of the computer guidance today. The flag still blowing. It has been another windy day. Every day last week was windy. And so far, monday and tuesday, windy, as well. 69 degrees, the wind 18 miles an hour, gusting to 31. And with the strong wind the temperature fairly uniform across the area with the one exception being right at the shore, weve got a sea breeze going in there today. Its only 55 degrees in stone harbor right now. And thats going to be the case tomorrow, as well. Well see sea breeze here. Temperatures, 10 to 15 degrees warmer. Than at this time yesterday. But we have the wind. First of all, look at the sea breeze. You can see the wind arrows the southwest wind a northwest wind. Look at the gusts over 30 miles an hour in a couple of spots. The wind diminishing a little bit over the next couple of hours and a lot more this evening. There are those fair weather puffy cumulus clouds a lot of space in between the clouds given plenty of sunshine. Not a whole lot of sunshine along the gulf coast. Moisture building up there. Thats going to lead to this noreaster. Now, it will become a noreaster, the wind comes from the northeast. Thats how it got that name. But the track, of course is critical. Now, we could see some showers even far away from this storm on thursday afternoon. Especially south and west, not directly related to the storm. This particular model still brings some moisture up at least in delaware. But theres some models again, still far to the south that we dont get any of the rain or the strong winds from this storm. So that is, perhaps, a little bit of a trend here. Theres a blocking pattern off the new england coast. And this storm cannot come straight up the coast. So its not going to do what many noreasters do. Mostly clear west wind tonight. 50 for the low in philadelphia, 43, north and west. Tomorrow another mostly sunny day. Look at these temperatures. Well into the 70s, sea breeze at the shore. No doubt about that. And 7day forecast just a chance of some showers on thursday. Actually, the best chance is back toward lancaster. Friday, the rain mainly in southern delaware and extreme south jersey but the temperatures lower everywhere. And then we warm up over the weekend, looks great for the broad street run. Temperatures in the 50s at the start of the reason and up into the 80s next week. All right. Want to go back to the breaking news at Philadelphia International airport where we are now told by Airport Police that all the passengers aboard this united air express flight which experienced an engine fire, all the passengers have been evacuated. You see those people standing there on the grass. We understand that no one was hurt. Nbc 10s George Spencer is en route to the airport. Expect updates from him. Its definitely natural gas pumping into vacant homes across our area putting neighbors in danger. Now the nbc 10 investigators are getting answers into why one local company doesnt turn it off. Also coming up the charger now being recalled for overheating and causing fires across the country. Then why doctors now say theres no need to pull your child from school if they have head lice coming right up on nbc 10 news. music hey let me help with that. We were told initially there were no injuries when the plane made an Emergency Landing at phl. But weve been watching and we saw one person on a stretcher that was loaded into an ambulance. We dont know the circumstances of that persons condition right now. But, again an engine fire caused this United Express plane to make an Emergency Landing there right there in the middle of your screen at Philadelphia International airport. All the other passengers were taken off the plane safely as we understand it. And you can see fire crews are standing by. Well continue to gather more information on the origin of this flight and well bring you that information as we get it. Renee . Now to what the Pennsylvania Game Commission is calling a heinous act. Someone killed a bald eagle in the eastern part of the state. The commission got a call from someone who heard a gun shot last wednesday in schuylkill county. Officers showed up found the eagle shot and died a short time later. Now the commissioner issearching for the shooter. Things have settled down in baltimore 24 hours after we brought you breaking news yesterday. A rioting and violence in parts of that city of baltimore. Now, just to make sure new Jersey Governor Chris Christie hes helping out today, he ordered 150 state troopers and other personnel to the maryland city. They keep the peace and to investigate a 10 p. M. Curfew remains in effect in baltimore. Potential problems next door. New at 4 30 the neighborhood home that sits empty, but one Utility Service may be on inside. It was a flight from raleighdurham, North Carolina. But it was diverted here because of the fire in the engine. The number two engine we now understand. And an impact on travelers here at Philadelphia International airport. All incoming flights right now because of this situation are being held. If youre expecting to take off, outgoing flights, they are still on schedule. But, again, this airplane right here united air express flight from raleighdurham, made an Emergency Landing. We understand that all of the passengers that have been evacuated from this flight. And we did see one person on a stretcher loaded into an ambulance. Were going to continue to gather information on this and bring you updates as we go. Theres the passenger we saw. We presume a passenger anyway. On that stretcher there. Taken into taken to an ambulance. Why dont we talk to jeremy and find out what you know about the situation. But just recently, right before we went live they brought this bus over and a lot of passengers are now on the bus. And we also did see the one gentleman, looks like an older gentleman taken away. And i dont know if it was precautionary, its hard to tell from up here what the reasons were for that. And i also have not seen any airplanes take off. I know you said that incoming aircraft are being held. I havent seen any take off and theres over a dozen we see waiting on the taxi way out my left door out here. Looks like ill show you now. The planes waiting there . Reporter i can do that for you. And as i come down over here you can see the planes that have been waiting on the taxiway. One there. As i come down, you have more. And theyre just kind of lining up. We counted up to maybe 20 of them. So id say over a dozen or so. Waiting out here. Im going to get wider for you. Definitely causing destruction right now at Philadelphia International airport because of this. And, jeremy as you look at the plane itself were you overhead once this fire was completely out . Yeah once we got here it appeared the fire was completely out. We didnt see any smoke. You can see under the plane, you have all the white foam theyd used to put the fire out. And it was completely surrounded by fire trucks. Looks like they have everything under control very quickly. Again, this flight coming from Raleigh Durham this afternoon supposed to be headed to newark International Airport in energy diverted here because of that engine fire. Meantime, all new at 4 30 the nbc 10 investigators. They discovered some Gas Companies have a policy that is potentially dangerous and against federal law. Investigative reporter Harry Hairston with information of a local utility. What did you find . Well when a house is vacant gas isnt supposed to flow into that home. But we found one utility in our area allows that to happen. And it has the state support to keep doing it. A natural gas expert tells us that practice is an explosion waiting to happen. This is the aftermath of a house explosion in hartford connecticut. The cause, a natural gas leak inside a vacant house where the service is left on. We found example after example after example of explosions at Vacant Properties across the country. A lot of issues in terms of safety. Mark mcdonald is a natural gas expert and an advocate for natural gas safety. He tells us some Gas Companies use what is known as a soft shutoff or soft off. Thats when a customer kanscancels service and moves out. Instead of turning off service to the property the Utility Company closes the customers account but leaves the gas flowing into the home. If theres a leak theres no one there to smell the leak. We checked with the five largest suppliers in our area. Peco new jersey natural gas, south jersey gas and delmarva tell us they do not use soft shutoffs. But philadelphia gas works does. If its a Single Family dwelling and you have that curb side access point, then we allow that account to go into a soft off. He says the policy is to cut off gas to any vacant property after 30 days. But told us sometimes it takes longer. The most common reason to leave the gas on is for potential home buyers to know appliances and utilities work. Its a temporary measure. And it is not an uncommon thing for gas utilities to use the service. Is that in compliance with the federal regulation . Im not a lawyer. You would have to talk to somebody else about that. What i can tell you is it is in compliance with pgc recommendations. Pgw is regulated by the utility commission. The puc fined pgw in 2013 for leaving the gas on at one property for two years. That said the Commission Backs pgws use of soft offs under the utilitys current policy. Puc commissioner calls it cost effective. Saves the utilities some costs, from a personnel perspective of having to go back and forth in these kinds of situations. But according to the federal department of transportation soft offs are illegal. A spokesperson tells us in an email quote, federal Pipeline Safety regulations, 49 cfr part 192. 727 required natural gas operators to deactivate the service of natural gas when it has learned that service to a customer has been discontinued. Reads the regulation differently. And says pgws practice of soft offs is legal. I think the particular regulation to which youre referring is really a deals more with the physical removal of the pipe and not necessarily a typical disconnect which we would think of from a utility perspective. The feds say deactivating Service Includes closing and locking valves and installs a fitting on a service line or physically disconnecting the customers pipeline from the gas supply. I am absolutely sure that pgw like every other natural gas utility in a well regulated industry in america is in full compliance with all of the regulations and laws that pertain to the operation. There have not been any natural gas explosions connected to soft offs in the city. It hasnt happened directly its happening all over the country. The u. S. Department of transportation says states not complying with the regulation risk losing federal grant money. That can limit a states ability to accomplish other important Pipeline Safety goals. So far, the feds have not taken action against the pennsylvania puc. The state regulators in new jersey and delaware tell us they do not allow utilities to use soft offs. For the investigators, nbc 10 news. Today, potential problems with a pocketsize device. Nbc 10 with a product recall and the danger it may cause to consumers. All the passengers you saw them earlier, they were standing in the field there. They have been taken off. They have since been loaded on to a bus, presumably back to where they can then get another flight and continue on their way. But, again, we will stay on top of this story and bring you the latest on this airplane now being towed back from the rentway. Runway. A fire hazard of another kind. Its prompting a nationwide recall of more than 10,000 portable jump start and power supply units. This recall involves jump and go units with model numbers starting with wjs3000, a Company Called whistler makes them. Children with head lice do not need to miss a day of school. The policies are unfair and unnecessary. Children found with head lice can be treated and return the next day. Combing it out and over the counter medications are the best treatment. She lost a member of her crew to violence on the local streets. Now new action today. Also thousands of local commuters in a holding pattern. Nbc 10 with new information and delays that are causing big headaches. Lets go back now to our breaking news out of Philadelphia International airport. Right now, youre looking at a live picture of the runway being hosed down to get rid of the foam that was on the runway there. Water being used to clear off the runway. As weve been telling you, this plane was forced to make an Emergency Landing because of a fire in one of the engines. The plane was successfully evacuated. We were initially told no one was hurt. We did show you from sky force 10, a person at one point being loaded by stretcher on to an ambulance. The plane flying from raleigh to newark. It was diverted to philadelphia because of the fire on the engine. The good news here all the passengers off that plane. And as you saw the runway being cleaned. And we also saw earlier where the plane itself was being towed off of the runway there. To a bit of a mystery now. Police trying to figure out who shot a man and opened fire on several cars in West Philadelphia overnight. The victim showed up at mercy fitzgerald hospital with a gun shot wound to the foot. At least five other cars were riddled with bullet holes near 62nd and vine, but no one else was hurt. Targeted for the second time this month. Vandals smashed several windows early this morning the a point breeze Residential Property that was developing. The incident comes less than two weeks after a man reportedly walked into the center off center city office and threatened a member of the Campaign Staff with a gun. Take a look the a this guy on the right. Hes under arrest in bucks county. Police say thats also hepner on the left. Investigators say a tip helped them arrest hepner. The man accused of killing nicky minajs tour manager on a philadelphia street faced a judge today. The judge ruled theres enough evidence to send this case to trial. He faces several charges including murder and aggravated assault. Police arrested boykin in february. Investigators say he was involved in an argument with nicky minajs tour manager. Boykin allegedly stabbed the two men, picket daddy. A lot more sunshine today, but those flags are still blowing. Its another windy day. Weve had gusts over 30 miles an hour at times. At this time most of the computer models say its going to be going farther out to sea. Now some models do bring the Northern Edge of the precipitation up to parts of delaware and extreme south jersey. But that may be as far as it gets. It could be a couple of showers on thursday with the different system, but this one looks like the main part of it is going to move well to our south. And move out and that will limit coastal flooding threats, too. And thats important because weve got a full moon coming up. Mostly clear less wind tonight, 50 for low in philadelphia 43 north and west. Tomorrow, mostly sunny, and warm warm highs in the low to mid70s. Havent had much of that. And then a little bit cooler on thursday, more clouds, chance of a couple of showers. Friday the chance of rain is best in southern delaware and extreme south jersey. But everybody gets cooler with that east to northeast wind. And then, we dry out over the weekend by sunday it is beautiful there. 73 degrees and by tuesday, were up to 80. The plane was from raleighdurham to newark where it was diverted here. And you can see the live pictures, that airplane is still being towed, and the incident still having an impact on air traffic at Philadelphia International airport. A twoyearlong track project along the bridge is proceeding on time and on budget. The Port Authority made that announcement today. Project began in may of last year. Crews are replacing the 40yearold tracks along the bridge. Planned to change the schedule because of the work baa today announced the current schedule will remain in effect through early july. The projects expected to cost more than 100 million. Police in Montgomery County set fire to several rounds of old ammo today. The ammo burn allows police to dispose of ammunition in a way thats safe for the environment. The Police Department collects the ammunition throughout the year. Once they have enough they burn it. Their machine melts everything down and whats left is then recycled. Burns the ammo and then burns the smoke and the soot thats created from the ammo. Its very little pollution going into the air. We begin nbc 10 at 5 00 with breaking news. An Emergency Landing at Philadelphia International airport. Passengers are forced off a plane after one of the engines catches fire midair. The plane had taken off from raleigh, North Carolina it was on its way to newark new jersey when it made an Emergency Landing here about an hour ago. You can see the passengers right there on the grass just after they got off the plane. A lot of foam was on the runway as well. That was used to put out the fire. Take a look youll see someone being taken away on a stretcher right here. Officially were being told that no one was hurt in this Emergency Landing. Not seriously, at least.
