I think within the next 24 hours, well be seeing another round of rain. Things are very nice and quiet and sunny now from the poconos to the shore and no weather issues other than kind of windy out there. Its dry across the area. But back to the west, there are plenty of showers and some of that moisture will be moving in during the next 24 hours. Generally, in the afternoon, its not going to be anything like the heavy rain that we saw yesterday, but there certainly is a threat of some on the way. Were in the 60s at the moment across the entire area. But its windy and going to stay windy as we go through the early evening hours and then that wind is going to be diminishing later tonight allowing the temperature to go down. The philadelphia mother accused of abandoning her son in a park for days appeared before a judge today. Parler finally had a court date in maryland. Nbc 10 is now working to learn what Philadelphia Police are doing to bring this mother into custody. Investigators say she left her quadriplegic son to die so she could be with her boyfriend in maryland. Keith jones live in our Digital Operations Center to explain whats next for this mother and what about bringing her back to philadelphia. Keith . Well police are one step closer today, renee and jim. Hours ago, she waived her right to extradition. Well, Philadelphia Police can go get her, bring her back here and have her face a judge in our area. Let me show you the courtroom sketches one more time. Shes in jail in montgomery county, maryland. These were drawn today in court in silver springs. Meanwhile, her son is still in the hospital. Heres another look at parler now. Police found her in a hospital in baltimore. Havent said why she was there. Shes accused of abandoning her son in the woods as you might recall earlier this month. Police believe she left her son there to go visit a boyfriend. Luckily, a man found the 21yearolds empty wheelchair, then discovered the boy, a quadriplegic wrapped tightly in a blanket nearby. Joe biden stopped at peco headquarters in center city to talk about a fouryear energy plan just released from the white house. Doug shimell was there this afternoon for mr. Bidens visit. What does the Vice President say needs to be done to fix our aging Energy Infrastructure . Money, money, and more money. I mean just finished speaking about 15 minutes ago, and theres still a lot of folks sort of on the east end of the headquarters trying to catch a glimpse of the motorcade. He basically came here and told those people in attendance that the nations infrastructure everything from electricity, natural gas, crude Oil Transmission all built more than 60 years ago and it makes it much more vulnerable to things like natural disasters and storms and terrorist attacks. And he cited pecos multibillion dollar investment in things like new power lines, natural gas lines, transmission lines as sort of leading the way in the country, and he cited after Hurricane Sandy that when they had had almost half the customers knocked out of power, a majority of them were brought back in record amount of time. And he says when you couple that sort of investment in the nations infrastructure with wind and solar and making us more Energy Independent when it comes to crude oil, that plain and simple, means jobs. In fact, over the next few years, therell be 1. 5 million Additional Energy sector jobs in transmission, storage, distribution sector alone. 1. 5 million jobs. These are middle class jobs. Pierre the Vice President says many of these could be petroleum engineers. Many of these could be all sorts of linemen all making very, very good wages. And they credit utilities like peco and others with investing and retraining a workforce, he claims, because many of the nations people who work for utility companies, working on crude Oil Transmission and natural Gas Transmission are going to be retiring in the next 5, 7, 15 years, and they need people to take their places and that he says creates an opportunity for the middle sector of the United States. Members of the Obama Administration and the department of labor stopped by city hall and talked about changing workplace policies to benefit families businesses as a whole. I also think pennsylvanias legislature should take a look at why we believe this issue is so important. The United States is the only industrialized nation without a paid family leave law. So far, new jersey california and rhode island are the only states to pass paid leave laws. Philadelphia Police Need Help identifying the man in this video wearing a puffy coat. Hes wanted for firing a gun outside a bar in fairhill. Last friday, the man seen outside north 6th street. No one here was hurt. Right now, prosecutors are making their case for executing Boston Marathon bomber dzhoknar tsarnaev. They began the penalty phase by showing the jury in large pictures of bombing victims. Juries also saw a photo of tsarnaev giving a middle finger to a video camera in his jail cell three months after the bombings. Earlier this month, the jury convicted tsarnaev on all counts of the bombing two years ago. Now theyll have to decide whether hell be sentenced to life in prison or be executed. Bombing survivors are among those expected to testify over the next few days. He should be held accountable. Whatever that is, i believe that the true judgment comes after he dies anyways. The only one juror votes against the death penalty, he will automatically be sentenced to life in prison. Now, the primary race for mayor of philadelphia housing a hot topic today for the candidates. A tulsa county reserve deputy has pleaded not guilty in the shooting death of a suspect that was caught on camera. Robert bates made his first appearance in Tulsa District Court this morning. There he is in the middle of the screen. Hes accused of shooting and killing eric harris during an undercover sting operation. This is the video of that shooting where bates was overheard apologizing for shooting harris. He was charged after the video was released. Bates claims it was an accident and that he mistakenly fired his gun instead of a taser. Thousands of Cancer Researchers are in philadelphia right now and a pro athlete is joining them to help find a cure. He shared the story of his 4yearold daughter leah whose cancer recently went into remission. Leah has been receiving treatment right here at Childrens Hospital of philadelphia. The defensive lineman for the bengals said he wanted to encourage the next generation of Cancer Researchers all the while surfrounded by some of the best minds in that field in the Convention Center today. He cannot thank Cancer Researchers enough. It was here in philadelphia where his 4yearold daughter leah went through treatment for cancer. And after almost a year doctors told him last month she was in remission. It was definitely great news. We have a long road ahead of us. But were over the big hump. Today the defensive tackle who grew up in delaware return to the region to speak with High School Kids who want to be like the people who helped treat his daughter. She had stage 4, only a 50 chance of making it. I owe them everything. They gave my daughter a Second Chance at life. He helped raise millions of dollars for the cause and now wants to encourage the people who may find a cure. Researchers think a proathlete can bring muchneeded attention. A lot of times kids get turned off by science in high school. The message is sinking in. More than 400 students show up today. She hopes to become an oncologist. The wind is not gusting quite as strong as it was a few hours ago when it was up to 35 miles an hour for those gusts. But were seeing a lot of sunshine today. Some clouds starting to come into the poconos, for example. Fairweather clouds at the moment. But there are plenty of showers back to the west. A lot of moisture. And look how cold it is. The upper midwest is cold enough to snow. Now, of course not going to snow around here. Heres the future cast hour by hour as we go through the evening into the 50s cooler tonight than last night. By tomorrow morning, most of us are in the 40s. Then here come the showers. Not so much during the morning, but the early afternoon hours. The potential line of storms near 70 degrees in philadelphia but only in the 40s in the poconos. The colder air starts to come in behind that line of storms. One of the most expensive ones was a contract with acr energy. 20year deal cost revel 2 million a month more than its actual utility bill. Yeah after months of reporting on the lack of inspections of those propane tanks, things could be about to change. Harry hairston first told you about the lack of oversight. Tell us about the latest development. Well we dug deep and found that one state law stopping the city of philadelphia from having more control over propane tanks on more than 300 food trucks. After we brought the issue to a state representative a new bill is about to be introduced to give the city the right to do its own inspections. I find it shocking i dont think it should be. I think they should have the ability to do this. Ten months after this july 1st 2014 deadly food truck explosion, state representative tina davis says its time for the law to change. I feel that government sometimes ties the hands of our local government. Davis plans to introduce a bill that will untie the hands of local government. Her bill calls for inspections every 180 days checks for leaks on tanks, and limits on the size of tanks on the trucks. It should actually be passed within a few weeks. It doesnt take long. Its just getting everybody onboard to agree. The state department of labor and industry oversees propane tanks, but does not inspect them on food trucks. Labor and industry officials refused to comment on camera about a call for the department to allow local municipalities to conduct their own inspections. In an email a spokesperson wrote, no one is charged with inspecting it. It is the owners responsibility to maintain the tank. And we understand this whole jurisdictional issue. City Council PresidentDarrell Clark has been trying to get tanks in philadelphia inspected for months. Hes looking forward to a new state law. If in fact, she gives us the authority to do it on a local level, it will make it clear that we had the ability to regulate this particular industry as it relates to Safety Measures in the city of philadelphia. One of the highlights of governor wolfs proposed budget is Property Tax Relief for thousands of pennsylvanians. But republicans say his numbers just dont add up and now they say they have a better plan offering wider relief. Both plans call for raising personal income and sales tax. The republican plan calls for raising those taxes even more than wolfs plan, and at the same time cutting property taxes by almost half. The key factor is it finally brings Property Tax Relief. While i and many of my colleagues not enough of us want to eliminate property taxes, this is finally a step that we can hopefully get to the governors desk that will relieve the pressure. Offers more relief to urban districts and less to surf burrburban and urban districts. Also guarantees districts cannot raise taxes after the relief is in place. Now to a push by two new jersey lawmakers to ban offshore drilling in the atlantic ocean. Robert menendez and Frank Pallone are behind the bill. Earlier this year the Obama Administration included areas from virginia to georgia in a fiveyear oil and gas leasing program. Menendez and pallone say it could impact tourism in new jersey. Survivors of the dorm fire, Shawn Simmons shared a video called after the fire. They admitted they thought the fire drill was just a prank. The government was looking into allegations of unreported cash taken from royal rolling chairs. The bookkeeper admitted he kept a second set of books for three owners who were allegedly taking money from the business and not reporting it to the i. R. S.
