The lawyer for the woman told nbc 10 earlier this week he and his client are cooperating with the investigation and she will surrender. But so far, she has not. We have new information about a caught on camera beating at a philadelphia gas station. Police have made a third arrest now. Surveillance video shows a group of six or seven people attacking 51yearold Robert Barnes and only today police announced the arrest of 23yearold keisha dougens, charged with attempted murder and other crimes. Two other people are already under arrest. Earlier this week nbc 10 spoke with the victims sister. She snapped this photo of her brother who is still in the hospital in intensive care. These were just a few of the men taken in and around the suburbs. Nbc 10 was there when this man was taken into custody. The attorney general was on the scene. She says the internet has made child pornography more accessible to predators, but also made the predators more accessible to law enforcement. Now with the explosion of the internet, they get on the internet, find their victims, they look at child pornography, but were able to find them, as well. A Forensics Lab makes it easier to get the predators off the streets. Information leaks and personnel issues in her office. Kanes next Court Appearance is later this month. Just a few hours ago, Michael Nutter announced who is on the Police Community oversight board. The mayor says the men and women hes appointing to represent a wide variety of professions and communities. The 24member panel was established to enforce recommendations made in a report by the Justice Department. That report calls for police to receive more training. It also wants investigations into Deadly Force Incidents to be more complete and transparent. With the creation of the Community Oversight board, we will continue to work through the recommendations submitted by the office and bring our city one step closer to being safer for everyone at home, at school, at work, or on the streets of our city. More than 80 of the debris has now been recovered and removed. Closer to home Philadelphia Police shot a man they said was holding a gun in a crowd. It happened in frankfort this morning. Officer noticed the man holding the gun. And officers shot the man in the leg. Hes in stable condition facing charges. A Montgomery County Police Officer is recovering after he was hit by a car during a police stop. The police chief says the officer felt threatened while approaching a man and fired off two shots. The man then drove off hitting the officer. That man is now under arrest. Investigators are looking into why the suspect was stopped in the first place. Nearly 600 army and Air National Guard forces from new jersey and new york are preparing for the worst. Theyre taking part in Homeland Security response drill at joint base today. The troops specialize in rescue security, decontamination and medical treatment. The units will train to rapidly assess and identify a chemical, biological or nuclear incident. Privacy on the internet is the focus of four new bills in front of delaware lawmakers. Attorney general proposed the protections. One bill will keep employers from checking social media accounts of job applicants. Another measure protects the victims of Sexual Assault and Domestic Violence from having their identities put out on the internet. A third bill protects the privacy of data about students collected by schools. And a fourth measure stops kids from being bombarded with ads for tobacco, alcohol and other illegal items. A surge of sand and water to widen beaches in ocean citys south end is a welcome sight for kathy. Its really rewarding to see it. Its been a long time coming. Today, state and federal officials mark the start of beach rebuilding projects in cape may and monmouth counties with a pair of kickoff events. Well build these dunes, nurse these beaches. This is all part of the states massive post sandy effort to construct a full Coastal Protection system along the entire jersey shore. But all isnt going according to plan. An ongoing legal battle stemming from opposition to dunes on its beaches has prevented a beach replenishment project from moving forward there and in neighboring vetner and long port. If the delay drags on new jersey could lose out on federal beach protection funds. And you know what were in competition with new york and other places that are using that same money. At the end of the day, when the moneys gone the moneys gone. When that project didnt happen this spring as planned, officials decided to start one on Long Beach Island ahead of schedule. But its not smooth sailing there either. Because more than 50 beach front homeowners still have not given written permission for parts of their properties to be used. Philadelphia police are investigating what they call an intentional hitandrun. And if thats not enough while they were on scene, a nearby house caught fire. Nbc 10s Deanna Durante is there live. Do police have any idea who theyre looking for . Elwell, they dont have a name or tips that led them to a person. They do have this a composite sketch that the victim helped Police Officers create of what that individual may look like. This all happened just before 9 00 this morning in a parking lot behind me 800 block of main street here in darby borough. Now, police tell us that a gentleman was walking into his business. When he was approached by a man who looked like a man in this sketch, he looked like he was a narcotics officer. Police say he had a badge around his neck and the victim became suspicious because the victim has a Good Relationship with police. He pulled out his phone to call 911, and thats when things turned dangerous. Took out his phone, dials 911, with that the actor grabs phone, takes the phone, tells him he wants all the payroll money, puts him down on the ground and takes his house keys, his car keys a wallet, with a large amount of cash in it. He was he produces a, what he calls a semiautomatic weapon that has a black handle. Now, the victim in this case was not injured. But police want you to take a very good look at this sketch. They tell us that the victims cell phone was recovered in philadelphia. They are in the process of getting this flyer out all over the area hoping that somebody recognizes him. And, again, one thing that police say he had was a badge that hung around his neck. It was on a silver chain, and that badge had a lot of numbers on it. More than you would see, they say, on a typical police badge. They say that was one of the things that tipped the victim off that something was not right here. And so police are not sure where that badge came from. But they say it was definitely not a policeissue badge. If you know anything about this crime, you are asked to call darby police. George spencer who we see clearly now joins us with the latest. What can you tell us . Its got to be one of the stranger series of events weve covered recently. You can see that investigators still have this scene blocked off. Family members, apparently, have arrived here. This scene where a woman was hit by a driver around 2 30 this afternoon and then moments later, that victims house went up in flames. Sky force 10 was over the scene here shortly after it happened. That 24yearold victim was hit, apparently intentionally by the driver of a white suv. That driver, though, took off from this scene. Gets stranger though. As police and fire were on this location for the hitandrun, were told that the victims own house, which is apparently just steps away from where this happened then went up in flames. As we come back out live you can see some of the damage to her house and to the neighbors house. It does look like significant damage from that fire. That victim was apparently taken from this scene in relatively serious condition. Weve heard that there is serious damage to her legs. We can tell you that investigators do sound like they know the suspect theyre looking for in this case obviously with a situation like this, lots to sort out. Since then police say theyve made disturbing discoveries about his death. New details. Randy . The autopsy revealed this young child, just 2 years old had at least 120 contusions and bruises on his body. Police even saying today that salt was poured into his eyes and on his head. Cooler if youre in rehoboth beach. 64 degrees tomorrow in atlantic city. Temperatures in cape may closer to 70 degrees. As far as tonights concerned, you can see by the animation just a few scattered showers expected early, then clearing up later on tonight. 56 degrees, the low tonight in philadelphia, 49 for our suburbs to the north and west. And then heading into tomorrow, mostly sunny with our temperatures ranging between 77 and 80 degrees. Well see our clouds increasing temperatures at 65 degrees, and then monday is when things start to change. Were not going to see those temperatures staying well above average. In fact, well go back below average, 63 degrees with rain, and then a mix of or even a chance, i should say, of thunderstorms, and then as we head into tuesday, we are going to see our showers sticking with us throughout tuesday morning, 67 degrees, and then if you take a look at wednesday, we start to dry back out again. We are being told police discovered a body in Delaware County. That discovery made along the Delaware River. The body was found near route 291. No word yet on the cause of death. Reporter yeah, president s and celebrities have stayed here. The Tampa Bay Rays stayed here during the world series. But the speculation is growing that dupont wants out of the hotel business. Theyve sold two nearby parking facilities, their hotel at 11th and market. It could go next. In delaware you even hint that dupont could sell the iconic hotel get out of here. Dupont has moved some of its operations out to the burbs. They do say they are open to divesting properties if it helps their shareholders. The company has been in a very public battle with the firm that holds about 2 billion in dupont stock, that firm is pushing for new Board Members saying in a letter the current board and ceos results are not acceptable theyve failed to deliver. And they say with changes, dupont can be great. Selling off their hotel could help control costs and streamline duponts mission. Tourism officials hope any buyer would keep it the way it is. Its an iconic treasure for wilmington. Its one of the great locations for people coming in. They are all in awe of this building. Its the history, architecture its a huge symbol to delaware. Its a symbol some people hope doesnt change. Its a great place. And i just hope it doesnt change or lose any of what its held over the years. Dupont also owns a country club. Sky force 10 was over the scene a short time ago. The scene is on north 17th street. Police tell us a woman was hit by a white suv which never stopped. The victim was taken to the hospital for treatment. Then, her house caught fire. Its not clear what the relationship is between the driver and the victim or whether the fire is connected to the hitandrun. Also breaking now, police in Delaware County are investigating a body found near the Delaware River. Sky force 10 over the township. Police say the body was found on an island in the Delaware River not far from route 291. Its unclear how the person died. And now on nbc 10 news at 5 00, pain grief and lots of questions after the hitandrun crash that killed this toddler and injured his mother. Theres some progress in the case, the car linked to the crash was found this morning. Seeing if they can get an arrest warrant for the suspect. But as you can see, people are remembering this child through this memorial. Meanwhile, police combing through a car turned in this morning for as much evidence as possible. People, police call cooperating witnesses, dropped off this car in west philly this morning. Theyre devastated and upset, but they are cooperating and being helpful in the investigation. Based on the Damage Police are certain this is what theyve been looking for since monday. The left head lamp which fell off at the scene, fit perfectly in the car this morning. So we have good physical evidence. Investigators say the owners live in central pennsylvania. But on a visit to philadelphia they let a 19yearold borrow the car. Hes now the suspect accused of leaving the scene after hitting 2yearold david and his mother. They have to make justice with this situation. You know. Because its not fair. And hes still out there
