Right now the visibilitys just fine north and west in pennsylvania, but as we go into new jersey, there you can see the dense fog. Trenton, wrightstown both at quartermile visibility, down to half a mile at toms river. And look at the thick fog for atlantic city, millville, dover, georgetown and wildwood. Theyre seeing zero visibility this morning. So, theres plenty of fog across delaware and south jersey, and clouds across the rest of the area, keeping temperatures much warmer this morning. We are running 15 to 20 degrees warmer than yesterday. Its 57 right now in philadelphia. Thats close to the normal High Temperature for this time of year. During the day, yes, well start with fog, but clouds break at 9 00, and by lunchtime, well see a nice breeze blowing, and that will push the clouds right out of here and it will get stronger as the day goes on. A man was shot in north philadelphia and died at the hospital. Nbc 10 was on the scene on north colorado street there. Police say a victim, a man in his early 20s, was shot at close range just after 11 00 last night. So far, there are no arrests or no motives for the murder. Also, investigators are looking into the cause of a fire at a vacant row home in philadelphia on mayfield street in kensington. Firefighters quickly had the fire out. Officials tell us there were squatters inside the home at the time. They made it out and left the scene. 3 04 now. And happening today, the man accused of kidnapping a philadelphia woman and sparking a threeday manhunt will appear in federal court in center city today. Devlin barnes was transferred from a jail in philadelphia yesterday, held in virginia on separate charges that he kidnapped and raped a 16yearold girl there. Nbc 10s jesse gary is live in center city. Jesse, barnes now has to face charges in the philadelphia kidnapping, so what will happen in court this afternoon . Reporter chris, barnes has not been assigned a lawyer, so that could be one of the things that happens at his arraignment inside federal court today. Police say the 37yearold is the same man in this Surveillance Video seen snatching carlesha freelandgaither off a germantown street last week. Tips, clues and store Surveillance Video helped federal, state and local lawmen track down barnes and rescue freelandgaither in a few days in maryland. Barnes faces federal kidnapping charges here in pennsylvania. Coming up in 30 minutes, how and why barnes are going to be on trial here first, even though he faces state charges in virginia for an earlier crime. Also happening today in southwest philadelphia, a rally will be held at Bartram High School after the third assault of a teacher there in the past month. Cell phone video here shows a substitute teacher lying in a School Hallway last week. Police say he was knocked unconscious by a student. The teacher is recovering from a concussion. Parents, teachers and students say they will hold a rally today calling for an end to the violence at 3 00 this afternoon outside the school. The Pennsylvania State Police Barracks where that trooper was killed in an ambush back in september will reopen today for full operations for the First Time Since the shooting. The state trooper who survived is now at a new york City Hospital. Alex douglass was taken there for surgery on monday. That hospital specializes in orthopedics. Douglass was shot in the pelvis and Corporal Bryon Dickson was killed in the september 12th ambush at the Blooming Grove barracks. The man accuseth of the shooting, eric frein, was arrested after a sevenweek manhunt in the poconos. Prosecutors are seeking the death penalty. One of the men accused in that carjacking crash that killed a philadelphia woman and her three children is set to be arraigned today. Cornelius crawford faces two dozen charges, including murder and Sexual Assault. Police say crawford and jonathan rosic carjacked a woman, sexually assaulted her, then crashed her suv into a family on the sidewalk in the toga neighborhood. Kisha williams and her children, ages 15, 10 and 7, were killed. The teen accused of sexually assaulting a 14yearold girl last week has a hearing in darby borough today. Police say kasim hill taunted police, telling them to come and get him the day before he surrendered to authorities. Now to our coverage of decision 2014 and the winner of new jerseys first Congressional District race will be sworn in to office later today. Democratic state senator Donald Norcross will take the oath of office in washington. Norcross defeated republican gary cobb in last weeks election. Norcross will fill the seat of former congressman rob andrews, who resigned to take a job with the philadelphia law firm. And today, congress will be returning to washington for the First Time Since the midterm elections. Lawmakers are trying to tie up some loose ends before the new congress is sworn in. On the agenda, a vote to expand the fight against isis, a temporary spending bill and funding for the fight against ebola. And the governments response to ebola is also on that agenda today. The Senate Appropriations committee will hear testimony from ebola experts about the handling of the crisis. Now, this is the first hearing in the senate since the first u. S. Case of ebola was diagnosed in dallas. And the last person to be diagnosed with ebola in the u. S. Is now back at home. Dr. Craig spencer was released from a new york City Hospital yesterday after being declared ebolafree. Spencer treated ebola patients in west africa for five weeks. We learned overnight that president obama called spencer to commend him for his service and selflessness. Los Angeles Laker and philadelphia native Wayne Ellington jr. Is on a leave of absence now from the nba after his father was murdered here over the weekend. Investigators say 57yearold Wayne Ellington sr. Was found shot in the head in the drivers seat of a car on marion street in germantown. His son is in his first year with the lakers. He played at the university of North Carolina after finishing an allstar High School Career at Episcopal Academy in marion. This morning, police have a man in custody, charged with vandalizing the graves of veterans at two local cemeteries. Bensalem Police Arrested Anthony Carter yesterday after connecting him with five arsons that happened over the summer. Police say those fires destroyed american flags and veterans grave markers at Rosedale Memorial Park and roosevelt memorial. Investigators say carter voluntarily gave them a dna swab when an officer noticed him acting suspiciously in a cemetery late at night. They matched to the stems of the flags when he was pulling the flags out of the ground. He must have left his dna actually on the wood. Investigators tell us carter being arrested on veterans day yesterday was just a coincidence. They just happened to get the dna results back this week. Investigators in Mercer County say one of the drivers in this crash involving a school bus and a car crossed over the center line, but theyre still not sure which driver did that. The accident happened around 3 00 yesterday afternoon on route 206 in trenton. The bus, as you see there, ended up on its side. Four people were hurt, including a 16yearold student. All of those injuries were minor. Now, nbc 10 was there as both the bus and the car were towed from the scene last night. The 16yearold student is a student at rockbrook school in spillman. Plenty of clouds over center city and the rest of the area, keeping temperatures warmer. The thickest fog is in new jersey this morning. Take a look. Right now were dealing with fog across delaware and new jersey, and like yesterday, it will clear, and we will see sunshine. In fact, bright sunshine. But its going to be a windy afternoon. And riding in on those winds, cold air that arrives tonight. The temperatures will take a tumble. Overnight tonight well drop into the 30s. Right now, though, 50. 53 degrees in allentown. Northeast philadelphia is 56. And millville, in spite of the fog, is at 58 degrees right now. Theres another view from center city. You can see the low clouds that have been thickening up so far this morning. They are likely to get a bit thicker. Fog north and west not a problem, no, but for trenton, wrightstown, dense fog in both of those locations. Atlantic city is down to a quarter of a mile, along with millville, dover and georgetown, and its holding at zero visibility in wildwood right now. It is a mild start, 56 degrees in philadelphia. At northeast, pottstown its 52, and its 57 degrees at philadelphia international. No sign of the 40s that we saw yesterday. Skippack is down to 50 degrees, but its 54 in eagleville. Even farther north and west its in the lower 50s to start with. But temperatures will climb into the 60s once we get rid of these clouds. The clouds thinning from a system that is offshore. The moisture is going to be thinning out with drier air rushing in this afternoon. You can see the radar. Nothing is falling from those clouds this morning. We will see the temperatures climb after a warm start. By 7 00 this morning, well be at 53 degrees in philadelphia. As those clouds break out of here at 10 00, upper 50s. Very foggy conditions here. You can barely make it out, but this is one of those lines right there in the center of the road, very foggy, route 55 at route 49. So use caution there. We also have foggy conditions reported along various spots along the new jersey turnpike, including right near interstate 195, exit 7a. Speeds are restricted to 45 Miles Per Hour just as a precaution in that area. So, thats something important for you to know. If youre traveling any of the area bridges, no accidents to report. Theyre looking pretty good. But the taconypalmyra bridge, we are following some construction, some overnight road work, so just keep that in mind. We have lanes restricted there. Chris . New this morning, some local children get a handson lesson about farming and Fresh Produce without having to leave their school. This vehicle, the philly farm explorer, will make its debut at amity bridgie school in south philadelphia later this morning. The van is equipped with garden beds and a mobile kitchen. Its part of an effort between the Blue Cross Foundation and greener partners to teach students about fresh fruit and vegetables. So, its really important, especially in some of the inner city Public Schools that a lot of the children dont have opportunities to go out to the farm and learn about how their fruits and vegetables are grown. The students will get to make a sweet potato dip today. Mmmmm. And take that home with them. The recipe, too. City officials are looking to see if food recycling would be beneficial for philadelphia. The city spends more than 6 million a year sending food scrap to landfills. Officials say food Waste Recycling programs could save money, conserve energy and create some jobs. Residents will be able to weigh in on the matter during a hearing this afternoon in council chambers. If you live in pennsylvania and you depend on medicaid, youre going to find out that your benefits are about to change. Governor tom corbetts Administration Says this is part of an overhaul of the programs medical coverage plans. The exact plan changes, though, arent yet available, because they dont yet have federal government approval. Now, notices were mailed out to enrollees last week. The corbett Administration Says they will be sorted into one of two plans and those will go into effect january 1st. Democratic governorelect tom wolf opposes the changes, saying it reduces benefits for the poor. 4 16 now, and businessweek has just released rankings for the top Business Schools in the country, and no surprise, some of those are right here in this area. The Wharton School of business at the university of pennsylvania was ranked number two, just behind Duke University at the top of the list. Penn State University came in number 40. And rutgers business school, newark and New Brunswick ranked 65th on the list. And hundreds of top high schools were honored in washington, d. C. , including some from this area. Public and private schools across the country were given the National Blue ribbon award for Academic Excellence and for supporting minority students. We appreciate the recognition and we love the fact that we have been so successful, people are starting to take notice that Charter Schools are really starting to develop in the country and that Charter Schools can be successful. Well, dozens of people who are homeless and living in a tent community in bucks county have one day to get off that property. With Colder Weather on the way, about 30 people who set up camp on private property near bristol pike in bristol are being told to leave or they will end up in jail. But some say they have nowhere to go because shelters are full. Trying to figure out where to go. Now its up in the air. They cant get housing, cant get help. Its hard to get help 37. Community organizations say there just arent enough shelters in bucks county. Some of the shelters have a wait list of six to eight months. Dover, quartermile visibility, holding at zero in wildwood, at cape may. Millville is at quartermile visibility and dense fog right up the coast at toms river. Clouds overhead coming off a system just offshore, but to the west, we have a few scattered showers. Dont expect these showers to move into the area, but behind these showers is the wind thats going to be blowing through the area this afternoon and clear things out in a hurry. Look at that, no sign of clouds by late this afternoon. And then the temperatures get chilly tonight. 52 degrees at 8 00. Look at the 40s north and west. The real cold arrives overnight tonight and into tomorrow morning. Look the the 30s, allentown, reading, doylestown, pottstown dropping to the 30s. Low 40s center city by 7 00 tomorrow morning, 30s in delaware and south jersey, too. So, its going to get a lot colder on us and windier during the day. That wind will push the clouds out of here. So, even though were starting off with fog and low clouds, like yesterday, well wind up with lots of sunshine. Thats not a mistake. Temperatures will be in the middle to upper 60s this afternoon. Well, one exit along the garden state parkway in ocean county has closed for good. Exit 88 on the southbound side of the parkway closed monday night as part of improvements being made in lakewood. Drivers will now have to pay a toll and use exit 89 to get to route 70. Two new elevators will open today at dilworth park in center city. The elevators will allow people to get from the park plaza to the transit concourse. Septa and the district have worked together to improve the mass transit stations connected to dilworth plaza. Well, there is a new way to shop at the Reading Terminal market without leaving your home. From our south Jersey Bureau now, a lawsuit has been settled over fishkills linked to Salem Nuclear plant. Environmental groups had sued new jerseys department of environmental protection. Now the dep has to decide if the power plant needs to make upgrades to reduce fish kills. The Group Estimates that the plant is responsible for killing more than 3 million fish a year. And an update now to a story we first told you about yesterday morning. A parrot stolen from the Cape May County zoo was found and returned. The african gray parrot named brutus disappeared sunday from his cage, which was latched but not locked. On monday night, two women brought the bird to middle Township Police station. The women said they found brutus on a road very close to the zoo. Birds dont walk down the road at night. He didnt have his little knapsack to leave the zoo, you know. Somebody left him there. Investigators are looking at Surveillance Video. The bird cages at the zoo have now been padlocked to keep brutus and his pals safe and secure. At the philadelphia zoo, a male lion is now part of a family affair. Mckeeny, the african lion, has joined his mate and four cubs in the big cat exhibit. The cubs were born in late june. Since september, theyve only been in public view with their mother, but now the whole family, the whole pride is on display, and you can see them every day at the philadelphia zoo.
