Happening today, president obama will address the nation on the isis threat and how he plans to deal with it. Nbc 10s Tracy Davidson is live in the digital operations center. Tracy, how is the president handling the concerns of congress . Well, he met with congressional leaders yesterday, and the white house says he told them that he has the authority he needs to take action against isis in syria and iraq, but the administration will ask congress to quickly okay the arming and training of some Syrian Forces to back that effort. He met with the lawmakers yesterday. He met with white house with House Speaker john boehner, House Minority leader nancy pelosi, Senate Majority leader harry reid and Senate Minority leader mitch mcconnell. The white house said president obama will go forward without a formal signoff from lawmakers on a broader military plan against isis. The president does not envision a scenario where he would send american combat troops to be on the ground in syria. The president also does not envision a scenario where the United States is acting alone to support these elements of the moderate syrian opposition. The white house also said that the president told the lawmakers he would still welcome action from congress to show that america is united against isis. The fallout continues from the ray rice case. The president of the new Jersey Senate is calling for an investigation into how rices punishment was handled following an attack on his future wife that was caught on video. Reporter well, vai, the case is taking on a new life day by day, and now the president of the new Jersey State Senate is requesting that the attorney general in the state of new jersey review the legal handlings of the ray rice assault case. Lets go ahead, take a look at the video that youve seen over and over. That request comes after this release of this new video showing the former Baltimore Ravens star, ray rice, punching and knocking his then fiance unconscious inside an Atlantic City casino elevator last winter. He was charged with felony aggravated assault but in may entered a preintervention program to allow him to avoid jail time. Now the president wants the ag to review the decisionmaking process behind how that was handled that could ultimately allow rice to have this expunged from his record. And happening today in the casino crisis, Trump Entertainment Resorts will have its first hearing in bankruptcy court. The company and its casinos filed bankruptcy protection yesterday. And this morning the defense presents its case in the trial of the woman accused of kidnapping and raping a 5yearold philadelphia girl. The defense attorney has not confirmed whether Christina Regusters will take the stand in her own defense today. Well, theres a gag order in this case, meaning attorneys cannot talk about the testimony or specifics of the case, but we did learn from defense attorney Fred Harrison jr. That he expects to call two to three witnesses to the stand later this morning when he presents the defense. Now, regusters, Christina Regusters is a 21yearold former Child Care Worker on trial, accused of kidnapping a young girl from her cobbs creek school in january of 2013. Regusters was allegedly dressed in muslim garb at the time. Police say she walked the victim to her home several blocks away, where she kept the victim for nearly 24 hours, raping her. The little girls injuries were so bad, she had to have several surgeries after. Regusters maintains her innocence. Defense says Police Arrested the wrong person, despite regusters dna found on a tshirt the victim was wearing. The trial is in its third week already. Weve seen three jurors have been dismissed. At 5 00 a. M. , coming up in the next hour, you will hear from Christina Regusterss mother about the allegations against her daughter. Quan mackey is in a wheelchair with cerebral palsy. On monday, two attackers, just about quans age, shoved his wheelchair into a sewer grate in newark and then roughed him up and stole his keys. Quan and his father say the same kids stole the familys cats and bullied quan for months. Weve got to stop them before years from now they do something even worse. One of the suspects may be identified by a small birth mark on his hand. Police have canvassed this neighborhood, notifying residents of the incident. Good morning. You can see this next system that is going to transition closer to us as we head into tomorrow. So, for today, well notice an increase in our clouds. But as we push a little closer to thursday heading into the afternoon, closer to 1 00, thats when were dealing with light rainfall chances for mt. Pocono. And then as we head into the early evening hours, youll notice most of the rainfall will transition right along the i91 corridor. Thats closer to 5 00 p. M. So, that is going to affect your evening commute as you head home tomorrow. And this system is going to continue to track down to the south. And happening today, the trial of a former Philadelphia Police officer accused of having her teenage son and daughter fight other kids. The charges against tameka gross include child endangerment and corruption. She is also charged with assault stemming from a fight in which gross allegedly took part. That happened at Lincoln High School in holmesburg. Gross was allegedly captured on video punching a 14yearold girl her daughter was fighting. Gross was fired from the force with Police Commissioner Charles Ramsay saying shes paying the price for what he called thuggish behavior. From the nbc 10 south jersey bureau, two suspects are behind bars accused in a violent purse snatching at a popular Shopping Center in Burlington County last month. 36yearold Joshua Mcfarland and 32yearold misty riddle are being held on 250,000 bail. Nbc 10 first told you about this story last month. Police say the pair grabbed a purse from a 75yearold woman outside the promenade Shopping Center. The victim broke her hip and her arm. Police say they caught the suspects after learning that they were arrested for a similar crime in hamilton township. And now to chester county, where police are on the hunt for gunmen who targeted homeowners in a pair of daytime robberies in the same neighborhood. State police say the same gunmen hit homes in Canterbury Court and glen hope road in elk township last thursday. In one case, they threatened to shoot a 67yearold man and got away with a rifle and ammunition. Teachers working without a contract in the Delaware County School District are making their voices heard. They picketed outside Ridley Middle School during backtoschool night, informing parents about the ongoing dispute. Their contract expired june 30th. The ridley teachers say their main concern is not money. They want guaranteed preparation time during the school day. What is most important to teachers is what most impacts our Daily Service to the students. If you could get that prep time, would that settle this . I think that would be one major step forward, yes, but they wont even talk about it. The Ridley School superintendent released a statement saying the school board believes commenting on the negotiations through the media is counterproductive. The easton area School District has finalized its proposal for new safety measures. Included will be new digital cameras to replace older vhs cameras on school buses. The district also wants to build new security vestibules at all schools that would send visitors into a reception area before they can get into the school. The new plans will go to the school board in two weeks. And Police Expect to file more charges against a man suspected of killing his five children in South Carolina and then dumping the bodies on a dirt road in alabama. Timothy ray jones was picked up on unrelated charges. Hes in jail in mississippi, where police say he fled after the killings. Investigators say jones led them to where he dumped the bodies in alabama. The mother reported the children missing last week. The bodies were found yesterday. The children were between the ages of 1 and 8. Broadly paid tribute to joan rivers last night shortly before curtain time. Theaters dimmed their lights in her honor. And the people on the streets applauded. The legendary comedienne appeared on broadway in the 1970s, the 80s and 90s and was nominated for a tony award. The Broadway League initially decided rivers did not meet the criteria for dimming the lights, but changed their mind after several did it on their own. In northern california, wildlife crews are setting traps to try to catch a Mountain Lion that attacked a 6yearold boy. His parents fought off the animal while hiking on monday. The boy was treated for bite wounds and scratches. In australia, a man was talking about his attempt to rescue another man being attacked by a shark. Mark hickey swam 60 feet from the beach to try to get to the victim but said it was too late to do anything for him. Well, i dragged him on to the sand and we then tried to give him cpr and mouthtomouth for about 20 minutes. He had been attacked on the leg and obviously had bled to death in the water. The beach is closed. Authorities are trying to determine the size and species of the shark. In indiana, the militarys helping with rescue efforts following flooding triggered by monsoons. More than 440 people have been killed in the flooding in india and pakistan. Hundreds more have been injured and over 60,000 have been evacuated. Meanwhile, back here in the u. S. , flooding triggered by Tropical Storm norbert led to this incredible scene on a highway north of las vegas. Floodwaters swept a van off the road and into this ravine. A Police Officer and some passersby managed to pull a man and a woman inside the van to safety. Good morning. People living in strathmere near Cape May County says theyre on high alert. They say the ocean has been taking over the inland state park and Bird Sanctuary and theyre afraid the town of strathmere is next. The u. S. Army corps of engineers is expected to dump sand in the area by late october, but some neighbors say they need a longterm fix.
