It is outside the precinct in east boston where many people have gathered for a prayer vigil for the injured officers. Both of those officers would work in that building there. Liam martin has more now on how tonight. Those officers risked their lives to save their wounded comrades as you said. Seconds counted with both of them just bleeding badly. Reporter matt morris a 12 year vet was shot in the leg. Apparently the bullet hit his artery. Richrich cintolo was shot in the throat and arm. It is an instant shock. Your thoughts, your hopes, youre praying for everything to go well after the fact. Reporter the former transient cop nearly lost all of his blood when he was shot in the leg during the watertown shootout with the tsarnaev brothers. It definitely rings true. But from what i hear up to this point that it looks like some of the things, the changes, the training, the tools that went into effect after the marathon and after my shooting. The best way we can protect officers is to make sure that they are very well trained and very well schooled in what it is they need to do when theyre this one are infrequent and few and far in between. Were learning a lot more about the suspect. Kirk figueroa was just sworn in recently as a boston constable. He served in the army reserve and was a bounty hunter. Figueroa was also a constable in the city of boston with some police power. This is ridiculous, you know, he is working almost like an officer of the state. And shooting at other officers. Reporter but what would have lead him to put full body armor on and arm himself to the tee last night. Neighbors say it was an argument with the fellow tenant over heat. My husband happened to run that lives in the house when she said that it started over the heat that it was too hot and turn it down and that is how it happened. An argument over heat . Yeah. Kirk figueroa had just reached his threemonth Anniversary Court paperwork like lawsuits and evictions to the public. They must be approved by the city council. A divorce about the history on figueroa. They wrote that he gave me black eyes, choked me, pulled out my hair, verbally humiliated me, and abused me on several different occasions. There was an indictment in 2010 when figueroa faced a felony for setting his own car on fire to collect insurance money. He was also charged for impersonating a private detective. On multiple occasions on recorded telephone conversations, he held himself private detective. Despite some of the red flags, Boston Police still gave figueroa the green light to get his constable license. Nothing that would prohibit us from issuing him a constable license. Again, we didnt have the legal right to check on the constable license. Because again that only civiles service process. He did have a record, but from what i understand nothing in massachusetts. A felony should have been a disqualification in boston. But a spokesperson told me as a firsttime offender figueroa was able to remove that blemish from his record after completing probation and that is why he could truthfully answer that he was not convicted of a felony on the constable application.
