Isis has used this footage before which security says does present a problem but at this time they say there is no credible or specific threat. Gl the people of new york city will not be intimidated. It looks like it has been hastily produced. It is a mismatch of previously released video. Reporter on wednesday night new York Police Commissioner bill bratten spoke from times square. In new york we understand that we are a terrorist target. It reflects the importance of the city. Reporter a large portion of the clip shows isis supports praising last weeks deadly massacres in paris. The terror group has long used videos to spread its message. Quite a lot. Planning and ironically the first wave of that came into effect 527 new officers and a Counter Terrorism unit to protect facilities in the event an attack would occur. We have a new 800 person Tactical Response team similarly equipped and we have 600 person Emergency Service unit. And equipped. Its not just preventing an attack. It is being able to respond to multiple attacks quickly. Offense defense. We want to be offense all the time with our Counter Terrorism intelligence capabilities. Defense protecting facilities. Reporter the prosecutor said that his body was found in the ruins of that building that was raided yesterday morning riddled with bullets. The police say he was killed by a sniper and in the end he was identified by finger prints. His data would have been on file here in france because he did have a criminal record. He was 28 years old. He had been named as the logistical head of other attacks beside the paris attacks including one on a high speed train in august which was foiled by two americans. I think what those three attacks demonstrate along with the success that isis has had in gaining control of the central part of libya is that the reach of this Organization Goes far beyond the syrian, iraqi areas while the capture or killing of the master mind of the paris attacks is obviously important and a good thing, the truth is this snake has many heads. While this is a setback for them the truth is i have a feeling that there are many others prepared to take his place. What more do you think that the u. S. Could be doing to stop isis . What do you think . I think that first of all we need to loosen the rules of engagement for the forces that we already have in iraq and perhaps think about sending some modest increase number. We need to let our special Operations Forces be more active. We need to implant or embed advisers and trainers with the iraqi forces down to the battalion level as well as with sunni tribes and with the kurds who are fighting. We need Forward Air Controllers more effective and more precise and that may require some modest increase in forces but not a large one. I think we need to assess whether our intelligence operations there are as aggressive as they might be in terms of getting inside isis or in terms of sabotage and other covert operations. I think the president and the congress ought to have the director of the National Security agency tell them what capabilities does nsa have to track these guys that they are prevented from using now and what would those capabilities give us in terms of added capability of tracking potential terror plots in the United States or elsewhere in the world. And then if he says there are capabilities that can be helpful we ought to take advantage of that. I think there may be time for a heart to heart talk between the president and some leaders of Tech Companies in terms of them providing help to the government on some of these highly sophisticated encryption devices. As former secretary of defense i want to ask you about the debate. Marco rubio said we need a sunni ground force from arab allies. What do you think the likelihood of that happening is . I think the odds are low. We are working with some sunni Ground Forces and those are the tribes in the area with training and help the more we should do. The idea that you are going to get sign turkey to go on the ground to take on isis i think likelihood of that being done is very remote. What do you think about the debate among republican candidates in opposition to what the president says he is prepared to do . They want to see american ground isis. I spent a lot of time listening to politicians ready to send our young men and women into conflict and the trouble is when the going gets rough the politicians are nowhere to be seen. The question is how many troops, what would they do . Are you taubing lking about tens of thousands of american troops . If you are looking for an urgent respon that is not going to happen quickly. You are dealing with an army that had been cut back dramatically and second it has been at war for 14 years. So these are some realities that i think some of these folks dont take into account. It would take a lot of time to get a force of tens of thousands there and then what is the nonmilitary component of the strategy . What is the humanitarian assistance . What is the political side of it . Those are the aspects we always struggle with in afghanistan and iraq and i dont think our capabilities in those regions have gotten better.
