>> good evening. >> pregnant woman murdered. her body stuffed under a bed. >> crime justice reporter joy discovers how the woman's family never saw the child's father as a killer. joy. >>reporter: family heart broken and government agency on the hot seat. both regret tonight for not doing more to stop the murder. one day before betsy killing a judge signed off on a request to bring in the 39-year-old boyfriend and father of her unborn child. andrew jackson was wanted on probation violation. under strict supervision jackson was considered dangerous. yet betsy's father knew nothing of it. >> always close to each other. and i had no idea that he had another side. whether she did did, i don't know. >>reporter: fox 45 found out this afternoon that jackson met face-to-face with his probation agent the morning of her murder. had his agent known of the judge recommendation at the time jackson may have very well have been arrested. this is news at 5:30. thank you joy. elderly woman escapes from her burning home in south east baltimore. fire started around 1:30 this afternoon in the 500 block of washington street. 79-year-old woman who lives in the home suffered from smoke inhalation. >> the intensity of the fire caused electrical power lines to come down in the rear. also causing collapse of the roof. >> the homeowner was taken to johns hopkins to be treated. >> war in afghanistan takes the life of another marylander. 21-year-old marine corporal khurt shea of frederick died in combat monday out of a unit from camp lejeune, north carolina. >> double blizzard from earlier in year could still cost you money. kathleen tells us homeowner associations are passing on the cost of snow removal in the form of hefty bills. kathleen. >>reporter: the snow piled up so did the cost of removing it and now some condo owners may be handed a bill of 200 dollars in addition to the regular monthly maintenance fee. at dorothy hall town home in elegant city the signs of spring made last winter a memory. residents will be reminded of it when they have to write another check this month. the snow clean up cost went 25,000 dollars over what was allotted in the budget. condo owners are being asked to cover it. >> we had no vendor in place. what we did not account for was the budgetary issue that arise with removal. >> people would be willing to pay 25 or 30 dollars a year extra but 200 dollars, that's a lot. >> expect some sort of compensation and i'm surprised they are throwing the fee at us. >>reporter: dozens of condo and town house associations are facing same dilemma a.figuring out how to pay the big blizzard clean you have the path. this is news at 5:30. >> thank you. maryland biggest environmental groups declares the truce with the epa. chesapeake bay foundation filed suit last year claiming the epa was not doing enough to crack down on polluters. that dropped now that the epa has agreed to enforce tougher guidelines on nearby state as well as bay polluters. >> disagreement is a game changer. this agreement is going to lead to pollution reduction in the chesapeake bay and if it doesn't, the chesapeake bay foundation will be back in court. >>reporter: tomorrow the obama administration plans to announce new plans to crack down on bay pollution. how are the roads looking tonight. kahn kandace has the traffic edge report. hello. >>reporter: hello jeff. well the rain and the roads never again mix but checking in on the actual speeds for you to show you what the areas look like. right now very slow 26 miles per hour on the belt way traveling through kateville and 45 miles per hour right near liberty road. let's check it out on the to top end at old fort way, inner outer loop lanes and it's advice in delay there. take a look at all the cars stacking up and both direction. unfortunately that is the same deal on the inner loop lanes all the way down towards the jfx. now on the jfx there are no problems to report from the belt way in the downtown region. however inside baltimore there is an accident on conway street right at charles street so busy intersection there. now the main line traveling out of baltimore there's a crash object northbound lanes of 95 right at the belt way traveling through rose dale. route 40 is the best option for the alternate routes. that's the look at the evening travels, now back over to you. >> just a few days left until the preakness stakes. talk of a new race track in downtown baltimore. jeff live at pemlico tonight with news of a track that could give horse race ago whole new look in maryland. jeff? towards the west of us along i 2 70 and west on i 70 so if you head that direction may run into heavy shower there across the bay folks in centerville and sprinkle there and bay bridge if you go that direction you can run into a little rain there. so looks like it's light in nature. heaviest shower have just moved off to the east or north of us and in fact we can take a look at how it has been moving through the ream. see how the showers have mostly pushed off to the east. heavier rain on the eastern shore and see some of the showers now breaking up back to the west. we'll continue to see some break ins the clouds. back further west you go see some option in the clouds out there across parts of west virginia so you can see already brakes occurring from the precipitation out there. as far as how much we are talking about on the future scan you see anywhere from half inch in some areas and inch predicted out there in parts of garrett county then the he were shore about half inch. quarter inch across the i-95 corridor. decent shower activity pushing through. so looks like we'll 10 to see that move off to the northeast and associated with a warm front right now we don't see the warm air yet. still down to the south west of us. sitting at 50 degrees in baltimore. 48 in hagerstown. only 13 degrees and in fact in some of the mountain region of central pennsylvania they had a little rain snow mixed in with the cool air in the lower 30's north of state college p a so looks like a big change in the temperatures is coming as we see the warm air pushing in. tonight looks like
