>>reporter: is sources are telling us gps record show davis was in compliance at the time of the shooting. some are saying the records even indicate davis was at home or at least his tracking device was. also being studied very closely the video captured by a pole camera of the july 2nd shooting. tavis defense attorney says as far as he can tell, the shooter in this video isn't wearing a gps anklet. in an exclusive interview i sat down with a company representative from secure track. the company that provides and monitors the devices for the department of juvenile services. i asked what steps are typically taken if a juvenile under gps monitoring is accused of committing a crime? >> if there is a cream there are many times they come back to us and say can you run the points for this particular year and we can tell them if there have been use, youth or adult depending on the program have been in the particular area and how long they were there. >>reporter: we also spoke with a secretary of juvenile services about the incident involving la mont davis. secretary donald says he sat down for hours with representatives from i.secure track going over all the facts in the case and in the end he says he was confident in the equipment and how it functioned. this is fox 45 news at 5:30. new evidence indicates what happened when a truck driver let and killed a man on a bicycle in charles village last week. memorial now set up in maryland and west lafayette avenue where john yates was killed. family lawyer says unreleased surveillance video show the truck making a right without a turn signal. video doesn't show the license plate or other identifiable markings on the vehicle. despite the rowdiness maryland senator ben is pleased with the outcome of the town hall meeting in hagerstown yesterday. many people are questioning why so many of the town hall meetings are getting out of hand. jeff is here with that story tonight. jeff. >>reporter: well across this country these town hall meetings are erupting with anger and outrage. meetings like the one senator card held in hagerstown yesterday are designed to discuss health care reform. but audience members are using them to vent about other issues. like public education. public debt. experts say the meetings are drawing people who are proud to be americans but not so proud of their american government. >> i think what they are reacting to in part what is happening over the past year or so. they watch while the government bailed out banks and other financial institutions when they subsidize automobile industry with billions of dollars andal thol many economist and newspaper columnist tell us this is bringing about an end to the recession, they haven't seen it yet. >> analyst say simply too early to tell how this town hall anger will affect health care reform. this is fox 45 news at 5:30. we have more of yesterday town hall meeting with senator card on our web site. log on to fox baltimore.com and click on raw news. >> you can make your voice heard. tell your elected officials what you think of the health care plan. you can get their phone numbers and e-mail addresses by logging on to our web site slash your voice. >> latest survey shows americans more likely to be sympathetic to protestor view on health care reform. gallup poll shows 34 percent of americans said the town hall meeting made them more sympathetic. 21 percent were less sympathetic to pro at the timetor view. all the yelling hasn't made a difference say the rest. >> that brings us to our question of the day. town hall protest made you more sympathetic to the view of the protestors. good to our web site and tell us what you think. response may air tonight on fox 45 news at 10:00. all the noise over health care has overshadowed the actual facts of the plan. president obama has said if you like your doctor, keep your doctor. he says the same goes for your health care proposal. bill from political fact says in theory that is true but there are valid concern. >> this will dramatically change the marketplace of health insurance we don't know if any given health insurance is going to be offered the same way in a few years. >>reporter: on the issue of ration oning he says private health insurance plans might be ration oned by deciding what is covered and not covered. nothing in the house bill that specifically addresses that. white house created a web site where you can check the facts about this bill. find a link to it on fox baltimore.com. click on news links. >> how are the roads looking tonight. kandace has a traffic edge report. kandace? >>reporter: thank you jennifer. we do have some trouble on 95 tonight. look at this line of cars here. it is an absolutely disaster there. now that is because of some extra heavy volume due to the ravens game tonight and also an accident on the south bound lanes of 95 right at 395. so a bit of hectic ride there. the other issue we have to deal with is some rain moving through the area. so south of the downtown area you see along brooklyn park and parts of 195 down to the airport and 95 as well so the yellow is where it is going to be a little bit heavier. green a little bit lighter. as for travel time not too bad on 95. 52 miles per hour but look at this. 35 miles per hour on the jfx. very slow go on the west side of the belt way with 28 miles per hour there. 57 on 95 through howard county. we have that stint in the city and a lot of cars contend with on 95 leading up to the scene there. but now new crash on the northbound lanes right at 695 in here so double trouble there in the south west corner. as for the west side of the belt way that slow go from wilkins up to liberty road a lot of cars sitting there in the lanes. right now looking at 11 minute ride. top end of the belt way pretty heavy moving through creationville up to the jfx and trouble on 83 tonight. crash on the northbound lanes at gilbert avenue. that's a look at the evening commute, now back to you. are you ready for some football?
