rawlings-blake. joy, joins us with the story you are seeing first on fox. joy? >> jennifer, just before hitting the streets tonight. to make her point, that crime will not be tolerated in baltimore had. soon to be mayor stephanie rawlings-blake talked with me about her crime plan. discussing everything from drug treatment to the role politics will play in managing the police department. >> one-on-one with fox 45, soon to be mayor stephanie rawlings-blake make it clear, public safety and jobs are together number one on her priority list. >> you know, the economy is bad. competition for investment has increased. so we have to put ourselves in the best light possible. and that means getting control of fighting crime. >> in a city where violent crime has lasted longer than any administration, approach will be everything. >> how does your crime fighting plan differ from mayor sheila dixon? >> the numbers show that mayor shiela dixon had a good plan for reducing crime. but i am focusing on enhancing that plan. >> but how does stephanie rawlings-blake plan to build on the foundation? as a former public defender, she does bring a different perspective. >> education is important. and trying to make sure that we increase funding for drug treatment. >> stephanie rawlings-blake plans to push for the utilization of more blue light cameras. >> the one thing that you know is when you put the camera up, that people see it. going up. and then, you know, crime disburses, to an extent is. we need to be able to move that technology around, to follow where we know the crime is moving. so that's important as well as increasing the number. >> what about gangs in the city? >> it is intelligence. and it is enforcement. and we continue to do it corner by corner, neighborhood by neighborhood. and, you know, you make it difficult for them to conduct their business. >> with names of possible replacements for commissioner bealefield already flying, stephanie rawlings-blake made it very clear politics would not play a role in policing. >> the citizens is are not interested in, you know, personalities. they are interested in whether or not their street corners are safe. can they go out at night and go to the grocery store. can they come back in the house, you know, without, you know, being injured. >> this is what i am concerned about. and i am not really interested in the, you know, the gossip about, you know, who will be next. if we're doing well, i want to keep that, you know, i want to keep us on the target to reduce violent crimes. >> if i had a magic wand, that is an interesting question. and, i think, what i would do, is grant understanding to those people that feel that they have no future. that feel like they don't have any other choice than understand ground criminal culture. to let them know that they are better than that. >> on february 4, stephanie rawlings-blake will put her crime plan to the test. as she is sworn in as baltimore's 49th mayor. >> now, doing a better job identifying at-risk use in schools is also a key part of the plan. and remember, this is a woman that welcomes the use of technology in fighting crime. so you can expect that she will be tapping into the resource. and as for current police commissioner bealefield. stephanie rawlings-blake said as long as he is able to meet her expectations, he will have a budget cuts, tuition increases? >> we have got to create jobs, jobs, jobs. >> tonight, people gather in indianapolis with the clear message. >> tonight, state budget, the balancing battle, and the ways you may be paying. >> hundreds of people from across the state of maryland, came to annapolis this evening. >> outraged with lawmakers, in these tough economic times. karen parks live at lawyers' mall with more on the big protest there tonight. karen? >> well, jennifer and jeff, all is quiet right now. but just a few hours ago, it was a march in annapolis tea party, as you mentioned, hundreds gathered right here in front of the statehouse, looking for change and hoping to be heard. on the first day of maryland's general assembly legislative session. hundreds from the state protested, chanted, and even some holding signs to say they are fed up with what they call the mismanagement of taxpayer dollars. one protester said the solution is simple. stop spending money. and get back to the basics. >> so lets get back to manufacturing. lets get back to agriculture. lets get back to mining. but in every turn we are thwarted by politicians that say no we cannot do that. we're americans, we can do anything. >> organizers tell me this is the first of many protests that we can expect during this year's session. reporting live here at the statehouse. karen parks fox 45 news at 10:00. >> and the state's huge budget deficit may force lawmakers to make dramatic changes, including ending the freeze on tuition at state colleges. john rydell takes us inside the tough budget battle at annapolis. >> on the opening day, governor o'malley pays a visit to state lawmakers. with the projected deficit still hoovering at $2 billion. the governor echos a familiar scene. >> we have got to create jobs, jobs, jobs. >> lawmakers have been warned after four years of a tuition freeze at state colleges and universities, slight increase is likely. >> modest increases. keeping pace with inflation or the average of inflation over a three year period. >> baltimore's incoming mayor is drawing plenty of attention. stephanie rawlings-blake first remembers coming to the statehouse when she was seven years old. >> i remember fondly standing in the corner of the chamber, with my mother and my family, as we watched my father get sworn in for the first time. i remember it like it was yesterday. >> her father is the late delegate howard pete rawlings. and now as baltimore's next mayor, stephanie rawlings-blake is trying to prevent further cuts in state aid to the city. >> when you are in lean times you depend on every edge you have. so i am hoping that the relationships i have built over the years, will work to baltimore's benefit. >> with public dollars scarce, lawmakers say their priority is preserving programs for the needy. >> you will see a lot of bills that will come forth to make sure that we focus on the quality of life issues. >> and because of that lingering deficit is, lawmakers have already been warned that if they introduce a bill that may cost the state more than $100,000, the bill will be dead on arrival. in annapolis had, john rydell, fox 45 news at 10:00. >> any increase in college tuition would be set by the university system board of regents in the spring. that brings us to the question of the day. will lawmakers balance the state budget without a tax increase? so far 29 percent say yes. and 71 percent say no. holly writes on facebook. they won't raise our taxes this year. because it is an election year and they want to keep their prince, strongest earthquake there in 200 years. >> we need more people down here. >> buildings big and small were brought to the ground. schools, parliament, hospitals and un headquarters there. haitian president and first lady escaped presidential palace that partially collapsed. other homes sustained much worse. >> so i am here, in the middle of the devastation, and the sadness, and behind me the whole thing is burning. >> people use whatever tools they can find in their hands if they could not find any. to rescue people trapped in the ruble. massive humanitarian effort is underway as we speak. meantime, president barack obama promised a lot of help. >> for a country and a people that are no strangers to hardship, and suffering. this tragedy seems especially cruel and incomprehensible. >> haiti is the poorest nation in the western helms steer. it faces hurricane threats nearly each and every year. haitians, however, say this devastation is much worse. the earthquake has local church members praying to hear from loved ones in the sister parish in haiti. keith daniels is live in parkville with the latest on the story. keith, what can you tell us? >> jeff, live at saint isaac job on old harford road. they have a history of helping people in haiti, long before the earthquake, a team was scheduled to leave tomorrow, to continue their mission work in that country. but the quake has disrupted plans and stirred emotions. >> it has become more than just someone you greet. it has become -- he has etched into my soul. >> for the members of saint isaac job's catholic church in parkville, the devastation in haiti is personal. >> we started off with a spiritual relationship. >> father marty is concerned about a friend. father dutch. a priest at a sister parish in haiti in the mountains near port au prince, an area populated by the poorest of the poor. >> but boy, they are rich in spirit. i tell you, they have got something. >> saint jobs began the relationship with father dutch's parish four years ago. initiating a feeding program for elementary school children and repairing chapels in the area. members of saint jobs, including missionary hackett have made three trips to haiti. in fact,. >> the basic life in haiti is track. >>i can hackett and another church member were preparing for a fourth trip to haiti. thursday. but the quake stopped everything. >> i can only imagine what the devastation is like in port au prince. the construction is so weak, and it is all just slab concrete without any reinforcements. the roofs are dropped on top of the buildings. so shaking like this, i am sure, has destroyed the place. >> and now distress over father dutch. >> we are concerned can. we don't know where he is. so we don't know. probably was coming to the port to pick up shaun and the other gentleman that were going down tomorrow. so that means he is in the danger zone. so we just hope he is l because he is a real dynamoes. brings. inspiring person. >> we're told father dutch has a sister in florida that has been trying to contact her brother. but for now, both she and the church have been unsuccessful. live in department, without pay. >> federal stimulus dollars now arming baltimore city cops with a new crime fighting tool. city approved spending $3 million to buy 2000 pocket cop devices. the blackberry cell phones allow officers to search criminal histories, run background checks and look at pictures of suspects. city's western district be has been testing the phones for months. >> it is a great tool that the officers -- patrol officers in weston were able to get hands-on, first time information that will be a great tool. >> police say the device makes policing the streets of baltimore much more efficient. >> political observers call it business as usual. but back room deals in health reform are causing a stir across the country. as jeff abell reports, promises made to lawmakers could end up costing americans hundreds of millions of dollars more in the long run. >> as last year drew to a close, senate democrats were scraming bling to get enough on board with health care legislation, and to make the deadline they made expensive promises. >> when you need 60 votes and you only have 60 votes every senator is a king. >> for example, louisiana democrat mary landrieu got $300 million in medicare funding for her state in exchange for the vote. but ben nelson got a sweet deal. his state would never have to pay for increases in medicaid coverage for eternity. deals that brought instant outrage. >> we should have set up a tent out in front and put persian rugs out in front of it. that's the way that this has been conducted. >> those deals are now causing unforeseen problems. in maryland, republican state delegate pat mcdonogh is asking the attorney general to sue the federal government over the nebraska medicaid deal. >> top law enforcement officer of every state in the nation should be on this case, to ignore is to say i don't care about the people, i don't care about the constitution, i don't care about the rights of the citizens. i don't care about doing my job. >> in 13 other states, attorney generals sent a letter to congress, threatening legal action if the nebraska provision is not reversed. and california governor arnold schwarzenegger told his congressional delegation, it should vote against health reform unless california gets the same deal as nebraska. >> because that senator does for the corn husker, the corner and we have the husk. >> another debate looms critics he will fear more deals will be made to secure a victory. >> the problem that washington has is that they cannot extend the great deal to every state because then they bust their price tag, even further than it is today. and instead of a trillion dollar bill we will be looking at 2 trillion-dollar bill. >> the ramifications of medicaid funding are immense. recent right. that's my boy. >> at home, grant's projects display real progress. from flat to carefully sculpted. >> and there is a ridge where he placed his thumb and allowed the ridge to go. >> his motor skills have improved. his grip finally strong enough to control a computer mouse. for grant, it is a milestone, that means his ability to learn can now be measured in clicks. communication is becoming less of a challenge. >> especially being non-verbal is hard to know what he wants. what he is thinking. >> what he is thinking, is expressed one creation at a time. and with a little focus, children with autism are slowly learning to fit in. >> i wish i could describe the satisfaction i get. it is, to me, the most amazing thing to see, these children, do so well. >> this gets the air bubbles out. folks. looking at a pretty decent day out there today. with temperatures slowly rising. getting up to the lower mid 40s. and it looks like we will continue to see the trend over the next few days here. currently downtown. looking at mostly clear skies. few high thin clouds. tricks division. winds calm. and we saw the southerly flow and that helped the winds go up. and humidity at 77 percent. currently across the mid-atlantic. looking at temperatures in new york city at 35 degrees. up in boston, 27 degrees. and it looks like 27 in harrisburg. 26 in pittsburg. we will continue to see the milder air building in from the southwest. for the next few days. taking the temperatures up. that will feel good. and what is helping it is an area of high pressure keeping us clear. sunshine tomorrow. and keying the warmer air building in on the back edge of the ridge. so continue to see the temperatures increasing across the mid-atlantic. and it will feel good as we get down the road here. looking at the future scan. few high thin clouds to the north. maybe few scooting through in the afternoon. but plenty of sunshine in the afternoon. and looks like holding on to sun and clouds to friday. and saturday. but it looks like we have to keep our eye to the south. because there is a storm moving in as we get toward the end of the weekend. but before we get there. looking at a great day tomorrow. 40 degrees. still on the cold side of things. temperatures around, actually, 40 to 45 degrees. and it looks like we will see winds out of the west at five to 10. the storm is developing down in texas. and the storm path right now is taking it up across parts of georgia to carolinas and riding the coast. the good news is that we have the warmer air that is in play right now. and that will allow for us to see rain from the storm. so probably get decent rainfall sunday afternoon. but night time temperatures will be cold enough to allow for it to be in the form of snow. so if we see the temperatures drop enough, on sunday night, into monday morning, we potentially could see maybe 2 to 3 inches of snowfall, on the back edge of the storm, as it rolls north. and eastern shore, maybe 1-to 2-inches. and west of that, 3 to 5 inches. this is just the possibility, depending on if the cold air is there. if it is not, it will be more in the form of freezing rain. but if it is there sunday night to monday morning, this is the potential. let you know. 2 to 3 inches of snow across the area. on the five day. 44 degrees tomorrow. plenty of sunshine. 48 friday. beautiful day. and saturday, 45 degrees. and then late saturday night. the storm moves in. sunday morning, we will probably see it start out in the form of snow. changing to rain. through the afternoon. we probably see heavy rain through sunday afternoon. then as the temperatures fall sunday night, we could get the accumulating snow, sunday night leading us into martin luther king day monday morning. so it looks like we have to watch this one close to see if it actually does accumulate out there. back to you guys. >> endangered species is stopping repair work to endangered homes. few years ago cracks to these
