>> well it be has been two weeks now and we are still waiting on an explanation. the clocks on the city's pay boxes are chronically slow. and when they lose time, you lose time. >> on baltimore's easy park boxes, time keeps slipping away. their clocks are chroniccly slow s some trail by a minute, others many. in harbor east we found this one running 36 minutes slow. their accuracy is critical because when parkersbuy time the receipt is calculated by the clock on the meter box and because many clocks are slow, some receipts are expiring before the ink is droy. >> 2:00 right now. and it gave me 136. >> you have aeady expired? >> yes. >> i would not have realized it until i looked at the ticket and i thought wait a minute i just plugged in how could it expire? and i got a $23 parking ticket. >> city's parking authority referred our questions to kale parking systems that makes the boxes, but after two weeks the company president has not returned our call or explained the missing minutes. but what we learned is the city of chicago is dealing with the same problem. it is 2200 new pay boxes made by the same company, are lines time too. that city has changed its enforcement measures to accommodate the missing minutes. and remember that pay boxes in baltimore harbor east running 36 minutes slow. we return tonight, and it is now running two minutes behind. >> well, the city council has called a hearing for tomorrow, to answer questions about management issues at the parking authority. and we're told the pay boxes may be a topic too. we're live in north baltimore tonight. jeff abell, fox 45 news at 10:00. >> all right. jeff. baltimore parking lots bring in big bucks for the parking lot owners. but as john rydell explains tonight not necessarily big bucks for the city of baltimore. >> finding a parking space in downtown baltimore. it is often difficult. and usually expensive. but for many parking lot operators it is a bargain. because a preliminary audit reveals dozens of lot owners are not paying any city taxes a. and in fact, many lots are not even listed on in the city's database. that includes some private lots, near m&t stadium. lots on sunday charge fans up to $40. >> these private entrepreneurers are setting up parking lots that are making revenue and they be be reporting to the city 60 percent of the revenue as parking tax. >> the city hopes to collect $22 million in parking lot revenue this fiscal year. and councilman curan believes baltimore is losing 1 to 2 million a year in additional revenue. >> rather than pursue additional taxes, or increasing taxes we need to find out that all the folks that should be paying the taxes such as parking lots are actually paying what they should. >> some city officials say it may be difficult to collect the parking revenue that the city is entitled to, because with little day-to-day oversight it may be easy for some operators to under report their revenue. especially those that deal in cash. >> and a lot of times, we don't have the actual receipts for how many cars are parked and the time they park. >> in time when the city is imposing furlough on workers. curan said baltimore must look at all options to collect the revenue to which it is entitled. >> the final audit should be released by year's end. >> well baltimore city may not be the only jurisdiction having a tough time keeping traffic properties. a recent fox 45 investigation found the state of maryland doesn't keep a central database of all the properties the state owns. the governor's office se us to various state agencies, none of which were able to supply the information. >> i don't know how many buildings they own or rent. excuse me, i am sorry. not smart. >> it could just be a matter of an excel spread sheet that the government puts together and rges to a master list. >> department of general services that maintains 56 state buildings said all of those buildings are at 100 percent occupancy. >> debate may begin on health care reform in the senate this week. senate majority leader harry reid is trying to get the 60 votes needed to begin, and waiting on more numbers from the congressional budget office about the cost of the senate bill. republicans say it costs too much. >> our purpose and resolve remains strong. we're energizeed and stand on the door step of delivering historic reform to the american people. >> actually, this will not bend the cost curve down but indeed make it go up. in other words increase costs which is not my definition of reform by any means. >> the president wants a health care bill on his desk by the end of the year. >> that deadline is putting a lot of pressure on u.s. lawmakers. this beak congress is full two working sessions left this year. with such a massive piece of legislation, why should there be a deadline? pediatric neurosurgeon ben carson said he has heard ideas from doctors nationwide and he thinks congress should take the time to hear all of them. >> why must we rush and create so much debt that nobody can even comprehend these numbers?
