for black friday where you can find holiday deals this weekend. good morning. it's friday, november 20th, i'm patrice harris. we need to get a check of our weekend weather. meteorologist steve fertig is here with the details. lots of people whatnot to know what to expect this weekend. it's going to be the tale of two forecasts. we have the nice start to the weekend and the rainy finish to the weekend. the question is when does the rain come in and when does it leave? here is what is nice we can tell you that the rain will hold off until late sunday. this is the dry air moving in and strong breezes, 10-15-mile an our breezes a little higher much 57 in salisbury so even milder there, but 50 in hagerstown, look for temperatures to climb to 60 today. not a huge climb, but we start so mild that the finish isn't bad either. 60 at 3:00 p.m., when the temperatures will back off from there when the winds pick up. we will tell you about the rain coming in this thi weekend and n to expect it. right now candace dold is filling you in on the traffic edge. >> reporter: thank you, steve. thankfully we don't have to talk about the rain from yesterday. nothing like yesterday. a broken watermain on old eastern avenue at back river neck road and we were there last night and captured the scene for you. you can see the road closure and obviously a lot of equipment on the scene stick with eastern boulevard to get around that. 695 right at the same vicinity at the key bridge, you can see the inner and outer loop lanes moving along just fine. smooth sailing there. the outer loop lanes, looking at a pretty normal lane, 11 minutes, 54 is the average speed. from 795 to 95, a 13 minute clip with 60 miles per hour, all? all not too bad. and 60 miles per hour from the harbor tunnel, a 9-minute ride. patrice, back over to you. there's still no verdict in mayor sheila dixon's test trial. jury deliberations will continue this morning. those jurors have to decide if the mayor is guilty of stealing gift cards intended for the needy. megan gilliland joins us from the courthouse with the latest. >> reporter: good morning, patrice. today could be a very big day, after two weeks of trial, dixon's attorney admit that it's starting to wear on her. all the mayor can do now is wait. the jurors are expected to make their way to the courthouse in a few hours. the mayor's fate is in their hands and the verdict could be made today. during closing arguments yesterday, the jury listened as the defense attacked the state's case suggesting that the prosecutors didn't deliver the case they promised, but the state fought back with a trail of receipts that ties dixon. defense did not deny the fact that she used the gift cards, but they argue that she thought they were gifts of the at one point, the prosecutors pointed to the mayor and said she did not get to where she is in life if she is on easily confused. >> i think there's a good chance that this jury will be considering the evidence for some substantial period of time. >> reporter: during deliberation yesterday the jury asked the judge a number of questions, including the definition of misappropriation and asked for transcripts from the witnesses which the judge did deny. after four hours, the judge told them to go home, get a good night's rest. dixon is facing five counts of theft related charges. if she is convicted of any of those charges, she will be asked to step down. patrice, back to you. >> megan, if the mayor is acquitted, there's questions now about who is going to pay for her legal defense? do we know more about that. >> reporter: we know she is facing possibly $200,000 worth of legal fees if she is acquitted, she could submit the bill to the board of estimates. if approved, the taxpayers night. a woman was gunned down outside of a funeral home in west baltimore. she was there for the funeral of her boyfriend when was shot and killed last week. at 7:30 last night the 33 years old woman was shot in the chest. she was taken to shock trauma where she is in serious condition. police say the woman was attending services for anthony mcfadden at the joseph a brown funeral home in northern avenue. no arrests have been done in his murder, police are investigating to see i determine if the two shootings are related. she will introduce an amendment guaranteeing women ma'am' grms grams fromammograms. mikulski says it's better to be safe than sorry. the person who voted the reform is said expected to take place tomorrow. 60 votes are necessary for by the. that vote will take place on saturday evening. the senate will begin debating on the bill when they return from next week's thanksgiving break. some shoppers ar retailers g shoppers a head start. wal-mart and best buy are first. looking dry, last night it certainly didn't. we had plenty of rain moving through and thunder, too. it was an active evening last night, 3 quarters to a half inch of rain. meanwhile right now not a whole lot to worry about. you see the shower activity moving off to the east and we will get drier air with it. it will bring with it winds that will be a little gusty. certainly we can call it breeze hey, but the hd radar indicating a lot of rain headed to the north. if you are headed out of town and you're headed to the north extreme of new england, a couple of showers but even that will be moving out later today. this rain is coming our way toward the end of the weekend as it makes its way up the coast. for now we enjoy the dry conditions. here is what with the frontal boundary pushing off to east, more sunshine, could be patchy fog and especially the eastern part of the state before it gets out of here and the drier air moves in. the high pressure will bring us a nice day and also for tomorrow. note the clearing skies as the clouds move further north. then watch what happens as a lot of moisture starts to move back in. it starts to cloud up into sunday. rain holding off until later in the day. here is what we're going to watch, the low pressure center as i mentioned. that low is going to come up the coast and right here as it moves through sunday night into monday, meaning that sunday, late sunday we get the shower chances and into monday probably holding off until after the ravens game. good news with regard to that. 54 degrees in baltimore as we speak and bun in d.c. we have a 57-degree reading in salisbury. up in hagerstown, only 26 in oakland. the temperatures are going to climb to about 52 degrees for the eastern shore and so it will be comfortable enough there, but the winds will be a little breezy 5-15-mile-an-hour winds. mainly clear skies, plenty of sunshine back to the west or the central part of the state first. 60 degrees for the high temperature here with mostly clear skies and a 10-15-mile-an-hour wind. back to the west further, and the 10-15-mile-an-hour wind out of the west. tonight clear skies, temperatures drop a little more, the result of 39 degrees with a northwest wind at 5-10 miles per hour and as we move through the day today, look these temperatures to climb to about 57 degrees at noon, backing off to 53 at 6:00 p.m. after getting to the high of 60 around 1:00 this afternoon. 58 saturday, 55 on sunday, again, heading to the ravens game, just cloudy skies for the rain. 55 degrees for a kickoff temperature and 54 on monday with more rain. 60 degrees on tuesday, partly cloudy skies, 56 on wednesday, and 53 degrees on thursday. is he nervous or is he just cool? i don't know. it's going to get thank you, steve. we are tracking numbers of a different number on the roadways. now looking at 51 miles per hour and going up to 56 at the beltway. as for the beltway, 64 and 54 now traveling on the west side but then there's trouble. look at this number, 9 miles per hour, that is on the outer loop lanes. this is due to a disabled vehicle that takes out the left lane at frederick road. we can show you the scene at frederick. look at that. it's going to be a straight stack of cars there that is headed down from the security exit all the way down toward the scene. it's going to be a busy friday morning for people heading on the west side now. a pretty calm ride on 95 once you approach it there from the 695 exit up toward 395 and making the push through the tunnels as w th. key bridge nothing to complain about there, which is good news. we do have trouble in baltimore county. we need to talk about an old broken watermain. we need to talk about the old and this is the case this morning. that is going to be the shutdown with a lot of equipment on the scene. stick with eastern boulevard as an alternate route. that's a look at the morning travels. patrice, back over to you. thursday trading. the dow slid to close at 1,033,244. the nasdaq and the s&p 500 also finished sharply lower. aol is cutting a 3rd of its workforce. it plans to layoff 2300 people. aol will seek volunteers for layoffs before cutting jobs involuntarily. the move is for the spin-off of december 9th, time-warner. in doing so the ceo said he would forgo his annual mortgage. despite governmentests to help the mortgage's bankers association, points that 9.3% of loans were delinquent. that does not include homes that were in for enclos foreclosure. when we look at it, it's almost six homes out of 10. $4.8 trillion will be to pay the interest on that debt. for business news, i'm stan case. coming up a verdict in mayor dixon's corruption trial could come today. what that verdict could mean to her political future. ahead, the 9/11 attorney general erik holder announced last week he is planning to try alleged 9/11 mastermind in new york city. since that announcement, holder has had to defend his position repeatedly. he is being requested why the trial is not being handled by a millitary court. good morning armstrong. >> reporter: good morning, patrice. >> what is the problem with trying muhammad and all of the other detainees that are coming to new york in civilian court in new york? >> reporter: you know, patrice, it's just that people may assume that because it's happened in '01. people have gotten over the emotions. why bring that emotional roller coaster trial to new york to remind people of the tragic loss of their loves ones and why it happened. why would you try to ignite the al-qaeda terrorist cell. you know they don't attack a place once, they come back several years later. why bring that kind of activity to new york city. and new york city more so than israel has more juice than any other place in the world. we know the main targets of the islamics is the jews. why would you bring that to the community. just because you're seeking -- does the president and his admnistration think that this is a public he city boost for them that they're going to seek hold the trial there and hold the death penalty. you could even insight americans, their own anger over what happened at 9-lynch. 911. >> your problem is more with holding it in new york, and not that it has to be in a civilian cord than a millitary court. >> reporter: to have that circus on the biggest stage in new york city, it's too traumatic. it's too emotional. you will raise -- especially given what happened at fort hood. it's too much. >> what happens then, armstrong, if they want the death penalty and then they don't get the death penalty? >> reporter: i don't know if you realize this. even to have the trial in new york, you have to change the label of the crime. you cannot label it in a certain way. just have it in a civilian court here, you have to reduce the crime to something even less than the crime that they committed. to me, i don't understand what this admnistration is forecast. meteorologist steve fertig is here. good morning. >> good morning to you, and last night we had stormy weather move through. >> it was dreary. >> it was, it was, but now we get the benefit of that system moving through and clear skies build behind t we have stronger winds this afternoon, it will be breezy, 5-15-mile-an-hour winds. so that will be a part of the big story. what we're looking at the shower activity from yesterday moving off to east. now high pressure is moving off to the east bringing us sunny skies, too. it will look pretty. we start at 54 in baltimore. 51 degrees in d.c. and up in hagerstown a cool spot at 49. we head toward 60 degrees with a northwest wind at 10-15 miles per hour. clearing skies today and mild, breezy as well and rain arrives late sunday into monday with cooler temperatures on the way next week. we will talk more about that as we head closer to thanksgiving. we will see what is happening on the roads with candace dold who is here with the track edge. >> reporter: thank you, steve. we're are checking in on the west side of the beltway, a disabled vehicle at the frederick road has left us with had scene. this is going to be right at 70 and it's going to be a sea of brake lights traveling on the westbound lanes. the good news is the incident just cleared but unfortunately we are left with the residual delays. the delays are running from 795 to 95, a 13 minute-delay, 25 is the average speed and 25 minutes to get there. it's an 11 minute clip and 54 is the average there. and 55 on southbound 95 from the phofort mchenry tunnel headed to 895, an 8-minute drive. from the harbor tunnel toward 895, a 9-minute drive, 54 is the average speed. that's a look at the morning travels rchtio. patrice, back over to you. mayor sheila dixon's fate is now in the hands of the jury. they will decide if she is guilty of stealing gift cards intended for baltimore's needy. jurors began deliberating after closing arguments yesterday. they were at it for four hours but still no verdict this morning. every second that passes, it's a second closer to learning mayor dixon's fate. the jurors are expected to be back in court in a few hours. now the jury had four questions for the judge yesterday. they asked if transcripts of what the witnesses said, for transcripts of what the witnesses said during trial but the judge denied that request and told them to rely on their notes. then the jury sent another question asking the judge for the legal defense of misappropriation. shortly after that the judge dismissed them for the day suggesting that they all go home and get a good night's rest. thrtthere's nothing more the prosecution and the defense can do today but wait. >> i thought we made the point we needed to make. i'm satisfied that we made those points and we will have to see what the jury does. >> they were absolutely fan as fantastic. beyond that, no comment. we will wait to see what the jury does. dixon is facing five theft charges. some analysts are predicting it will be a hung jury. if that were to happen, the whole process would start over with a new jury and a new trial. if she is convicted, she could be removed from card crashes into a yard of a northeast baltimore family for a 3rd time in less than three weeks. as they were finishing dinner, they heard the sound of crushing metal. when they went outside they saw a car bounce off the guardrail right in front of their home and spun out through the road before slamming into a neighbor's fence. that road is 25 miles per hour, but the homeowner thinks that speed is to blame. >> there's nothing that is going to come of somebody he getting injured or killed, you know. i don't even think about lawsuits. i'm not worried about anything outside of this fence. i'm worried about the family that i have inside. >> you might remember our joel d smith was live at the knots home earlier this week. they told him the city added rumble strips and signs to try to slow cars down. that is not working. they are hoping speed cameras will eventually be installed in the neighborhood. with less money to spend, retailers are competing harder than ever to get shoppers into their stores this holiday season. many aren't waiting until black friday to start the deals. so i can get deals this weekend, joel. >> you can get deals this weekend. there's a deal that is expiring today. the blackberry here at wal-mart, 2 year contract, you get a $100 coupon back. that is of the things that is expiring today. that is okay, because tomorrow they're getting people in. easy bake oven $16, the band hero is here, deejay hero is here. they are called bundle packs is the viziotv, the 26-incher, $248. that is $100 off. this is not the only place doing this. over at best buy they have great deals on flat screen t.v.s. they are competing with less money out there. wal-mart will have 60% cut on some of their toys and consumers, they don't have to wait anymore until black friday. it's very much spread out. the thing last year, consumer spending was up on black friday, 7%, but the overall spending was up 4%. that has folks wondering if this kind of strategy will work. we talked with one of the folks here at wal-mart to find out what this new idea is about. >> i think the theory is that we know that the economy is tougher this year. we are out there to save people some money so we are offering them deals earlier in the year. >> reporter: it seems to make sense. he says the saturday only deals they have had so far fa have ben popular with folks. and will continue through black friday. if you are one of those folks who get ready for the friday circulars. you may not have to do that. you may need to start shopping earlier, avoid the big lines and one of the strategies is it won't be a traditional black friday with the big rush. they're going to be open from thursday at midnight all through friday, so a full day of black friday so to speak but hopefully without the rush wasn't changes at wal-mart as well as the early deals. we're live at middle river, i'm joel d smith, fox 45 morning news. oprah winfrey will announce the end of her talk show. the last show will end at 2011 after its 25th season on the air. there's been a lot of speculation when she announced last week that she will lauch her own cable network. rock legend bruce springsteen is in baltimore. he is pe performing at first mariner arena tonight. it's the first time he has performed in baltimore since 1973. wow! still ahead a verdict in mayor dixon's corruption trial could come today. what that verdict could mean to her political future. >> reporter: friday remains a busy commune during the 6:00 rush. this tells the story this welcome back, 6:40 on this friday morning. the sky watch hd radar shows us a quieter picture right now than last night when the thunderstorms were rolling through here. now it's off to east and moving up to the northeast of new england. high pressure is going to build in for us and bring us a nice looking afternoon with lots of sunshine. winds will be a little stronger as we get about 10-15-mile-an-hour wind gusting even higher from time to time. we're also keeping our eye on the system down here in the gulf pressure area. this is going to move up the eastern seaboard reaching us by late sunday into monday. that is the next chance of rain. a lot of dry air, not looking too bad. partly cloudy skies. could be a little patchy fog in spots after last night's rain. northwest wind at 7 miles per hour. the barometer indicating 30.08 and steady, and the dew point is also showing us is pretty dry at 40 degrees. as far as the temperatures are concerned, we have a 54 in baltimore. 57 down in salisbury, up in hagerstown, 49 degrees there, and 36 out in oakland and that is the real chilly spot. but the frontal boundary is off to the east and as i said the low pressure makes way for the high pressure built in, to bring us more sunshine. the drier air and the clouds begin to roll in ahead of the next system. this won't get here until after the weekend. as far as the rain this weekend, cooler temperatures next week. this is the high, 59 in baltimore, around 60 degrees, but look at the cool air. that pocket of cool air, that is headed toward us by next week as we get closer toward thanksgiving. it will be feeling more like thanksgiving as we get toward the end of next week. today not too bad as far as the temperatures. northwest wind at 5-15 miles per hour on eastern shore. the central part of the state, we get up to 60 degrees, mostly clear skies, further points west, 59 degrees with mostly clear skies, a west wind at 10-15 miles per hour. tonight, 39 degrees with clear skies, and a west, northwest wind at 5-10 miles per hour, a chilly night and indicating temperatures warming up today, a little bit by noon hour. we should be around 57 degrees, not a lot around the warl um wa. a high of 61 at 1:00 and then the temperatures head back. heading to m&t stadium for the ravens game against the colts. kickoff temperature around 55 degrees with a northwest wind at 5-15 miles per hour. late showers after the game. cloudy skies for the game and then showers coming in after that. there could be moderate to heavy downpours as we get toward monday. 54 for the high, 60 and drier for tuesday. 56 for wednesday as another frontal boundary pushes through. could bring us showers as if you have travel plans as we head toward thanksgiving. bee and schoo cooler. the overnight lows dropping to 30s. i just realized reporter: it's going to be a nail bitter. if you're headed out to the main roadways, it's going to be a little nerve-racking out there. 49 miles per hour, doing much better on the beltway traveling through overlil overlily at 65 2 traveling through pikesville. then we get to the west side and that is where it's going to be a pretty annoying ride. 29 miles per hour and 19. here is what is happening, at scene at liberty road and you can see the straight line of brake lights. looking at 70, there's more trouble there. it is just going to be a very persistent delay on the outer loop lanes. this is buzz of an earlier dis-- because of an earlier disabled vehicle. that has been cleared but we are left with the residual delays. once you hop on the 95 exit, though, nothing to disturb the drive from the 695 exit to 395 and the through the tunnels as well. very light activity at the key bridge if you're going to travel at 695. we have trouble to talk about in baltimore county. in old eastern avenue, we can show you the scene, here it is from last night. we captured the video for you. unfortunately the road is going to be slowed down with a lot of equipment, just use an spent four hours deliberating before going home. during the trial the mayor never took the stand, leaving people how she could explain how the evidence was presented. how will she be able to move forward as mayor after the trial. john diddy joins us this morning to discuss what happens next. >> good morning. >> if she is 8 requested, will she be -- if she is acquitted, will she be able to put this behind her and continue? >> no for a simple reason. she has a perjury trial in march. people want her to make a statement once she is acquitted. she can't say much because she has the second trial going on. it's difficult for her to come up with something. >> there's speculation that if she gets off on this trial, there won't be a second trial. let's assume that is the case. or at any point when she comes tout address her constituents, does she have to do that, and what does she are to tell them. >> i think she has to address her constituents, say it was a difficult experience, thank people for her support in the past i may have had errors in judgment leading to this. i'm grateful for the people of baltimore for staying with me, et cetera, et cetera and move forward. you want to make this a one day story. >> people don't want a more in-depth explanations because there was a lot of evidence presented. even if she was is acquitted, and the jury says she is not a thief, but is she inept to run a part of government with this part of gift cards. there's still something shady going on. does she still have to give more explanation. >> mayor dixon was ethically challenged. she stopped things at the border. i think she is going to have to come up with something, but the problem is people who think she is guilty, even if she is acquitted, and people who think she is innocent, even if she is found guilty. i think she is not going to change anyone's mind. any type of statement really may not have any big impact. >> we shouldn't expect to hear much from her. how are constitutents and taxpayers going to feel if they have to pay for her legal fees. >> that's could come to a problem. people will say you got yourself into this mess, why am i paying for your has made way for drier air and lots of sunshine on the way for this afternoon. could be patchy fog in spots this afternoon, especially for the eastern shore right now, but that will also dissipate is the drier continues to move in through today and tomorrow as the high pressure builds in to the south and west. again, we're looking pretty good for today and tomorrow. 51 degrees for the starting temperature in baltimore. at this hour, 50 in washington d.c. and up in hagerstown 46 as we go west. oakland, and 36, we will see the temperatures climb to 37 at noon. after the high of 63 is at 1:00, and we back off to 53 at 6:00 p.m. let's see what is happening on the roadways right now. candace dold is here with a look at the traffic edge, candace. >> reporter: thank you, steve. i di do want to show you what it looks like on the west side of here it is at 70. it's going to be an absolute mess right there. it's backed up on liberty road, traveling on the west side stretch. this is the same deal moving through the catonsville area as well. as for the dry time, we're looking at the outer loop lanes from 795 to 795, very heavy as you just saw. an 18 minute-delay, 30 minutes for the actual time and 21 miles per hour. so it is going to be an extra busy friday morning if you are heading out on that stretch. as for the outer loop lanes, from 95, up toward 83, running normal right now. increasing volume, a 12 minute clip is the average speed there. 95 doing much better and 895-##-#### well both traveling and 95 both traveling at 5 mines per hour and southbound 895 from the harbor tunnel, down toward 895, just looking at a 9-minute drive. that's a look at the morning travels, patrice, back over to you. still no verdict in mayor sheila dixon's theft trial. jury deliberations will continue this morning. the jurors have to decide in the mayor is guilty of stealing gift cards intended t for the needy. stay tuned for the jurors, megan. >> reporter: day two for the jurors and it could be a big one at that, the jurors are expected to make their way inside the courthouse in a few hours. the fate of the mayor is in their hands and they can come out with a verdict as early as today. the jury license license listene attacked the prosecution case. the state fought back with a paper trail of receipts that tie dixon to the gift cards. throughout the trial the defense did not deny the fact that the dixon used the cards but argued she thought they were giftsment at one point state prosecutors pointed to the mayor and said she did not get to where she is in life by being so easily confused. as jurors begin to deliberate, there's already talk of a possible hung jury among legal analysts. >> i think there's a very good chance this jury will be considering the evidence for some substantial period of time. >> reporter: now during deliberation yesterday the jury asked the judge a number of questions, including the definition of misappropriation and also asked for transcripts from witnesses which the judge did deny. after four hours the judge told them to go home and get a good night's rest. dixon is faced five theft related charges. if she is convicted of any of those charges, she will be forced to step down as mayor. >> there is speculation of whether this is a hung jury, but if the ma mayor is acquitted who will pay her legal fees. >> reporter: that is the big question. she is facing $200,000 in legal fees. if me is acquitted, she could submit that bill to the city board of estimates. if they approve that, taxpayers will have to flip the bill. that is a hot button issue right now. we will take things one day at a time. we will see what the jury has to say. a verdict could come down today. stay tuned with fox 45 morning news for continuing cathedral of mary of our queen. he died from a roadside bomb. a car crashes into the home of a baltimore family for the second time in less than two weeks. they heard the sound of crushing metal. when they went outside a car bounced off of a guard rile right in front of their home. it spun out into the road before slamming into a neighbor's not fence. that road is 25 miles but the homeowner thinks speed is to blame. >> there's nothing good that is going to come out if somebody is injured or killed. you know, i don't even think of lawsuits. i'm not worried about anything outside this fence. i'm through with thunderstorms, too. take a look at the sky watch hd radar looking a whole lot better this morning after a half an inch to .75 quarter of an inch fell last now. now we have higher pressure. it's looking like a nice start to the weekend. you will see up in new england is where the bulk of that rain is moving. the frontal boundary moves off to the east. this area of low pressure that is producing some showers in the western part of the gulf is going to move to the eastern seaboard and right along toward us for the end of the. changes on the way as we get into late sunday and into monday as we see rainshowers moving in once again. some of them could be heavy. as we look at frontal boundary, it's off to the east. low pressure is out of our way with the front. drier air, we will enjoy plenty of sunshine as the high pressure moves in from the south. while we see a bit of a break from the showers and clouds, you will start to see the clouds roll back in as we get into sunday. that ahead of the rain to follow as that low moves up that coast. here is what we're going to be watching that low pressure center as i mentioned, down toward the southwestern part of the gulf coast that will be moving toward the eastern seaboard and right toward our area by sunday night into monday after we believe the ravens game. if you have tickets to the ravens, cloudy skies and cool temperatures. it looks like we avoid the rain until after the game. 51 degrees our temperature in baltimore and 50 in washington. 56 in salisbury right now. cooler out in hagerstown, 46 and 36 in oakland. we're looking at these temperatures climbing into the 60s today and right around 52 for the eastern shore. so not bad, but a 5-15-mile-an-hour wind with mainly clear skies, central part of the state getting up to 60 degrees even, with mostly clear skies and a 10-15-mile-an-hour wind. back to the west a high temperature of 59 degrees with mostly clear skies. tonight, clear skies roll out for a bit of a cool down for sure. it will be chilly, a 5-10-mile-an-hour wind. temperatures climb to 57 degrees at noon, 53 at 6:00 p.m. after getting to the high of 60 right at 1:00. partly cloudy and 59 for the sunday. for the game heading to m&t bank stadium for the raven against the colts. 51 kickoff temperature, 55 degrees, cooler than we thought cloudier skies. look for a chance of rain the scene at 70. look at that, the cars are creeping along there making for an extremely lousy ride. that only continues moving down through catonsville as well. this is all because of an earlier disabled vehicle. we had it pretty early this morning. unfortunate we are left with the residual delays. no problems to talk about moving through 70 right now. it's in excellent shape moving through howard county, but we do have trouble in howard county. a crash in the insure lanes of route 29, right at broken land parkway. 95 is going to be the better bet for the alternate route. it's calm invest more than $500 million in upgrades to the port. the project is necessary to ensure that the port can handle larger ships. they're likely to become the norm once the widening of the panama canal is finishes. the deal should bring shows of jobs to baltimore. baltimore sports fans can anticipate some changes at the city's major stadiums. the port of public works voted on wednesday to spend more than $12 million to make camden yards more energy efficient. at the will get new high efficiency light bulbs and the cooling is systems will be retrofitted. the upgrades are expected to save $60 majority leader can get the 60 votes he needs. republicans are vowing to block debate with the filibuster. if it does make it past the first hurdle, they do have to come up with a new bill. chris wallace joins us this morning to weigh in. >> will harry reid get the 60 votes he needs to get this started. >> that is right. we need to make it clear, the vote they are going to have on saturday night is to bring it to the floor and begin the debate. he does need 60 votes to beat the republican filibuster. he is going to need every democrat plus the two independence. at this point he has 5 58 votes and it's up to two women. to give you a sense of how much a single vote is worth in the latest version that harry reid has put up for a vote, there's $100 million added for programs in louisiana. that gives you the value of the vote in capitol hill. my guess is, yes, he will get the votes. it will be a desaster if they can't bring it to the floor to begin debate. >> what is the problem with getting the debate started and hashing out all the differences and i know there's several. what is the problem with getting to that point? >> for example, blanch lincoln is running for re-election in arkansas. it's going to be a tough fight. healthcare reform is unpor ular. even if she -- unpopular. even if she votes bringing to the floor, in the next campaign, it will be she voted for it. there are people who at this point they are opposed to the bill but are going to vote to bring it to the floor and try to change it there. >> chris, what are we going to see on your show? >> because of the fact that the senate is going to be in session for a rare saturday session, we will have four senators who will make sure if they have voted at that point. we will be talking to them thank you, steve. we have been checking on the beltway this morning, and check it out on harford road. the delays are forming on the outer loop lanes from theville region headed toward towson. it's a friday morning, so that is what you should expect there. taking the southbound lanes, the usual deal, so a pretty normal ride. a 2 minute-delay, 14 minutes for the actual time and 43 for the average speed. as for the outer loop lanes taking it from 795 down toward 95, a 27-minute ride, 23 miles per hour, and 54 miles per hour on southbound 95 from the fort mc henry tunnel down toward the beltway news and a story we have been following all morning. a woman who was gunned down outside of a funeral home in west baltimore last night has died. the 33 years old woman was shot in the chest at 7:30 during her boyfriend's funeral. police say the woman was attending services for the anthony mcfad enat north fulton avenue. he was shot and killed last week. no arrests have been made in his murder. police are voafghtin investigato determine if the two shootings are related. mayor sheila dixon's fate is now in the hands of the jury. they will decide if she is guilty of stealing gift cards intended for baltimore's needy. jurors began deliberating after closing arguments yesterday. they were at it for four hours before being sent home. sheer is megan gilliland with what happens today. >> reporter: good morning, patrice. today we could learn mayor sheila dixon's fate in just a few hours. jurors will walk inside of the courthouse today to begin day two of deliberations. yesterday they had four questions for the judge. they asked for transcripts of what witnesses had to say during the trial. the judge denied that request and told them to rely on their notes. then the jury sent another question asking the judge for the legal definition of misappropriation. shortly after that, the judge dismissed them telling them to go home and get a good night's rest. now there's nothing more the prosecution and the defense can do but wait for the verdict. >> i thought we made the points that had to be made. i'm satisfied that we made those points. we will have to see what the jury does. >> reporter: dixon is facing five theft-related charges. some legal analysts are predicting that it will be a hung jury. now if that were to happen, of course, the whole process would then start the age of 40. a new study says that women don't have to get a mammogram until they are 50 and only two years after that. that could lead insurers to deny coverage. mikulski says it's better to be safe than sorry. with less money to spend, retailers are competing harder than ever to get shoppers into their stores this holiday season. many are not waiting until black friday to start the deals. we had more activity out there as the showers pushed through and some thunder as well accompanied that rain that pushed through the area last evening. and about a half an inch to .5 o.75of an inch of rain a good d. a lot of rain in new england with the low pressure moving further toward the north. meanwhile we're keeping an eye on the low pressure center producing some showers and steadier rain actually toward the western part of the gulf which will be moving toward the eastern sea gulf and on toward our neck of the woods bit end of weekend. we will stay dry today and tomorrow but by sunday late in the day we will be talking about some rain coming our way. 57 degrees for the current temperature in the inner harbor. a southwest wind at 5 miles per hour. the humidity is at 67%, and the pressure is at 35.10 and rising. we're at 51 degrees in baltimore and 56 in salisbury. in hagerstown, 46 degrees here and oakland 36 degrees. so really chilly to the western part of maryland. with the frontal boundary moving off to the east, you can see high pressure building in clearing the skies out and the clouds will follow as the low moves up the coast as i was just telling you. that is going to bring a rainier finish to the weekend, but probably holding off until the nighttime hours on sunday and into your monday. meanwhile these are the projected highs for today, near 60 degrees in baltimore. much cooler back to the west, this pocket of cool air is going to be moving our way by the second half of next week. as we get toward thanksgiving, it's going to be feeling a whole lot chillier around here. enjoy the 62 degrees we should get for today for the high in the eastern shore. there will be winds at 5-15 miles per hour. it will get breezy at times but a lot of sunshine. it should be breezy in the afternoon for the central part of the state. northwest winds at 10-15 miles per hour. we will look for temperatures in the western part of maryland. and then tonight clear skies which will allow the temperatures to drop with the winds diminishing down to 39 degrees for the overnight low. it will be chilly. again, moving through the day today, we start off with mild air this morning starting off in the 50s, whoops, didn't like that one. let's see if we can bring this one. given degrees at noon. look -- 56 degrees at noon. and after getting to the high of 61 degrees at 1:00. tomorrow partly cloudy skies, 55 on sunday, late showrks late sh. if you're headed to the ravens game, you can expect those showers to hold off until after the game at least that is the way it looks right now. 55 degrees for the kickoff temperature. so we will be a little bit cool. you will want to the jacket with you. 55 degrees for the high temperature on monday with the rainshowers that out there, it's going to be an annoying ride from liberty road heading toward 70. this is going to be the case throughout the morning. the inner loop lanes they are doing much better, the coast is clear headed toward pikesville. right at greenspring avenue, it's going to be a much prettier picture both the inner and outer loop lanes moving up to speed. 83 north of 695, haven't had much to talk about there this morning. we can show you what it look like coming do you want pike head toward the 695 exit. so far there's a lot of space in between the southbound lanes and the northbound direction as well. on the jfx it's starting to slow down a bit, in fact, we're in the read from 695 headed into the downtown region. not too much to talk about in the downtown area, but as far as the hagerstown. we will get to the 60 degrees with a northwest wind at 10-15 miles an hour. we will also take a look at some clearing skies with the mild conditions, breezy, 10-15-mile-an-hour winds for today, but then rain arrives late sunday into monday. cooler temperatures as we head toward thanksgiving. that is something you will definitely want to know. you do want to see what is happening on now. a new accident completely shutting down all lanes of martin luther king junior boulevard at mulberry street. you can stick with pratt, or packet street as an alternate route. checking 69 695 a much calmer re there. 95 from the fort mchenry tunnel toward the beltway, pretty normal. 55 is the average speed and the same number on southbound 895 from the harbor tunnel toward the 95 exit. that will only take 9 minutes. as for the beltway, it's been a heavy ride this morning. southbound outer loop lanes from southbound 795 down toward 95, 33 minutes, 19 is the average speed. that is a look at your morning travels, patrice, back over to you. jury deliberations continue this morning and mayor sheila dixon's theft trial. the jurors have to decide if the mayor is guilty of stealing gift cards intended for baltimore's needy. throughout the trials the defense has not denied the fact that dixon used the cards but they argue that she thought they were gifts for her. as the jurors deliberate, there's already talk of a possible hung jury among legal analysts. >> i think there's a very good chance this jury will be considering the evidence for some substantial period of time. >> dixon is facing five theft related charges. if she is convicted of any, she will be removed from office. now fox 45 will have live reports on the trial in all of our news casts. when the verdict comes new information in a story we have been following all morning. a woman who was gunned down outside of a funeral home in west baltimore last night has died. the 33 years old woman was shot in the chest at 7:30 during her boyfriend's funeral. police say the woman was attending funeral services for anthony mcfadden on north fulton avenue. he was shot and killed last week. no arrests have been made in his murder. now police are investigating to determine if the two shootings are related. senator barbara mikulski says she will introduce a an amendment guaranteeing women universal access to mammograms beginning at the age of 40. a new study says that women don't have to get a mammogram until they're 50 years old and only two years after that. it has caused a backlash. it could lead insurers to deny coverage. mikulski says it's better to be safe than sorry. the first senate health care reform is expected to take place tomorrow. 60 votes are needed to begin debate on the bill. and senator harry reid says that vote will take place on saturday evening. the senate would begin debait on the bill when -- debate when del begin on the bill when they return from thanksgiving break. best buy and wal-mart are starting some black friday sales this weekend. good news for you since you're going out shopping and joel d smith is actually at the wal-mart at middle river with reasons why got to covered, you're good. >> reporter: i know you're good for it, you're covered. newed guidelines are calling for fewer pap smears for women in their 20s. the american college of obs at the timofobstetricians is havino the west every two years. routine pap screening should begin at age 21, instead of the oldest recommendation to have a pap test three years within first sexual contact. it prevents invasive cancer. this news comes days after the task force said that the testing may not be necessary for women until they reach the age of 50 of mammograms instead of the previous age of 40. however, many maryland doctors say putting off having a ma'am mammogram could have deadly results. even though the panel's guidelines aren't legally binding some feel that insurance companies may use atlantic. we are looking pretty good around here and down to south and west of us around the gulf coast. seeing some rain being produced by a low pressure center that is being moved up into our general vicinity by sunday night bringing us the next chance of rain into monday as well. the question is, when sunday does it get in here? it looks like it's going to be after the ravens game. thing could be very -- the timing could be very good. the more sunshine and winds between the high and the departing low. 10-15 miles per hour. the clouds moving givin giving o clearing. the clouds move back in here on sunday ahead of the low pressure center moving up the coast and bringing you ace chanc a chance. as we head into next week, sunday night into monday, the low will move up the coast and out of our way. we will be talking about cooler air moving in too, mind the low pressure -- behind the low pressure center on the left side. we will see temperatures dropping toward the 30s overnight. meanwhile, temperatures not looking too bad. 55, and in hagerstown 45 degrees, only 36 in oakland and the temperatures will today, at least climb nicely to 62 degrees, not bad really for the eastern shores high temperature. northwest wind at 5-15 miles per hour. not much of a climb because we start mild. 60 degrees is not a bad temperature for this time of year with mostly clear skies. back to the west, temperatures here just a little bit cooler. 59 degrees by a degree, that is cooler, right, but one degree. west winds at 5-15 miles per hourment tonight definitely cooler. 39 degrees under mainly clear skies, a northwest wind at 5-15 miles per hour. to see what we can expect through the day. we are starting off mild. look at the temperatures climb from 52 degrees to given at noon. we have to deal with any of these showers. they will be out of the new england area as well. the next system we're watching is this low pressure system bringing some rain and it's going to be moving up the eastern seaboard and as it does it brings us showers as we head toward the end of the weekend. we stay dry partly cloudy skies at the inner harbor and 52 degrees. pretty mild starting temperature. wind are calm and 66%, relative humidity. 31.3 rising on the barometer. dew point is at 41 degrees and here is a look at the rest of the temperatures around the area. 52 in baltimore, 55 in salisbury. cooler at 49. and 36 degrees out in oakland. again, it's the frontal boundary moving off the east making way for drier conditions and high pressure building in bringing us the sunshine. beyond that we're keeping our eye on the low pressure center which could be bringing us a pretty healthy dose of rain, but sunday night beginning as it continues to move north and east. something to keep in mind for next week cooler air moving in. these are the projected highs for today. you see milder temperatures, 56 in baltimore, 60 or so, but back to the west, you see the cool temperatures, this cool pocket of air eventually moving our way by the end of next week. expect a big difference with regard to high temperatures by end of next week when we may be seeing 40s for highs. 56 degrees for high temperature in the eastern shore. central part of the state should climb to 60 degrees with mainly clear skies and northwest wind at 10-fitch miles pe -- 1015 mis per hour. could have breezes higher than that so expect it to be windier this afternoon. back to the west, a high temperature of 55 degrees, a west wind at 10-15 miles per hour. as we move through date -- you know what -- we got to tell you about program. if you have plans it's a friday night. it will be chilly, so you will want to cuddle up with that special somebody, because of the cool temperatures and the clear skies. at least you will have an excuse to do so. as we move through the day today, look for the temperatures to climb to 57 degrees by the noon hour. dropping back to go degrees after getting to the high of 60 at parts of the beltway as well. take it out, 33 miles per hour traveling on the outer lanes. and 32 traveling near ka catonsville. it definitely slows down a little further up in arbetter -n in fact. route 40 is going to be better bet for the alternate route, because this lane takes out two lanes of 95. we can show you the axe lec exae scene at 95. it's going to be generally jammed leading up toward the scene. as for 95 farther down, improving conditions heading from whitemarsh heading toward the beltway. it's starting to ease up a bit. so we will take that for a friday from the 95 exit toward parkville. it picks up a bit in spots traveling toward towson. we have trouble in baltimore county. a broken watermain, at old eastern avenue. we were there last night and unfortunately that just entered the courtroom for a second day of jury deliberations in her trial. the jury has to decide if the mayor is guilty of stealing gift cards intended to the needy. throughout the trial the
