there's no coming -- not to us, but close, close by, the western part of pennsylvania going to see significant snow through the day today and into tomorrow. we just stay cool and damp, and we should be thankful for that. >> i am but i feel bad for the folks who are going to get snow. there's a difference between liking snow and liking snow on october the 15th, whatever today is. >> that's true. let's see what is happening on the bus club. a lot of cloud, a rainshowers, and the rain will pick up with intensity and i said it could be worse. 40 degrees with a current temperature that won't change much for the day. 44 degrees is the temperature in hagerstown, and 46 in salisbury just like baltimore. showers and rain that will be steadier in the afternoon into the evening. as can you see right here, it becomes more intense in the way of more moderate rain by this earl hey afternoon anearly aftes with us. notice the blue up in pennsylvania, that is what we're talking about the snow expected to fall there and make its way into the western part of our state overnight to tomorrow morning. that is where it will stay in the higher elevations out to the west as far as maryland is to be problem-free. on the beltway, so far so good from liberty road toward wilkens avenue, looking at an 8 minute clip. not too much to complain about on the top end from th from the springfield into crime has baltimore city residents on edge. they say criminals are finding a new way to get into your home. megan gilliland is live with the latest, good morning, megan. >> reporter: good morning, criminals, in belvedere are using a two step process to rob you of all of your things. they're coming into cars and breaking them and once inside they're stealing the gps unit. once they have the gps unit they are looking at your stored information, finding where you live, and robbing you again. here in belvedere, neighbors like la verne are on edge. >>we have neighbors who are home; retired folks, people who work on shifts. we have seen a rash of home break-in. >> reporter: burglaries are up to 35 as of october 3rd. >> they took all of my gold and then went through and picked the silver that they wanted to take. they took a laptop and they took a small camera and an i-pod. >> reporter: this happened at the end of august in broad daylight. we are told burglars climbed through this window, four weeks later her neighbor was also hit. >> it's disheartening to know that it's being repeated over and over again. >> reporter: now thieves are getting more bold. detectives say there have been more than a dz instances in baltimore city where someone broke into a car, stole the gps unit and used the owner's programmed address to break into their house. just yesterday in south more. >> this resident caught it all on tape he plans to give his video to police hoping to catch the crooks. in the meantime police say their best piece of advice for all of you is to take your gps with you, and the ring marks left on the window from the suction cup, wipe that off, it serves as a bull's eye and a target for kids. i'm megan gilliland, fox 45 morning news. stay tuned to fox 45 morning ambulance and car collide downtown. the accident happened before 11:00 last night in st. paul and east lexington street. the ambulance ended up tipped on its side, two medics and another person suffered minor injuries. there's no word on what caused the crash. less thanty of drivers were caught by a new speed camera in northeast baltimore during the first week it was up and running. the posted speed limit at the intersection of 33rd street and alameda is 30 miles per hour, but 50 drivers got warnings foregoing that by at least 12 miles an hour. hundreds more could still get warnings. police are looking at 323 photos and video that were taken could turn into citations. actual fines go into effect november 2nd. a recent poll shows only 1/3 of parents are planning to get the h1n1 vaccine for their children. most sight the safety of their vaccine as their main reason even though health officials insist it's not a concern. they have said it over and over again, but this morning the same experts who helped create the vaccine in record time are sharing just how they did it. joel d smith is live at the university of maryland bio park with that story. good morning, joel. >> reporter: good morning, patrice, starting later this morning at 7:30, health officials will get together to talk about how they got this vaccine out so fast. we are expecting to hear how they balanced speed with accuracy in trying to get this out to the public. if you remember the actual trials for this started just a couple of months ago in trying to figure out if this vaccine would actually work. now it's being rushed out by the thousands. the vaccine -- >> on the low side, so we're following the priority group, but that supply is going to grow significant by the end of october and through november. >> reporter: you're looking right now at the lexington market version of this, they were giving it out there. there's another flu shot today at poly technique high school. officials are saying residents ages 2 to 24 to get the flu vaccine but remember to bring your id to prove your residency. keep in mind this is being called a pandemic by health officials. it's the worst flu outbreak since 1818. that was the spanish flu and affected 50 to 100 million people 1/3 of the global population. it hasn't gotten that bad now, but we are expecting to hear how they developed this so quickly. i'm joel d smith at fox 45 morning news. meanwhile students take a part in a mass vaccination. 4200 people will get the flu shot during a preparedness drill. the university wants to test the ability to vaccinate a large number of people quickly and safely. it's probably because of the school is one of pg county designated site to handle a mass vaccination should a large scale of break out for a look at that full forecast for today and into the weekend, let's head to steve in the sky watch center. >> reporter:center. jessica, it's going to be chilly and more than you can bear for the next several days. 346 is the temperature she was talking about the weekend. it's not going to change a whole lot. we will be in the 40s for 3 or 4 days. take a look at the hd radar and you will see that we have showers that you're looking at. you can see certainly that we are seeing the easing of the showers on the north. we are were looking at showers that i was showing you around bel air earlier. now seeing things easing up for the time being, but it's only for the time being because we are expecting more on the way as the showers are pushing through. there's plenty back to the west. it's all coming from here, midwest and that area of energy is going to move to the east and transfer this of that energy to a low that will develop off of the coast. as that occurs, we will get more in the way of heavy rain tonight into overnight and we will be watching closely, because with the cool air, especially had the western part of the state, the higher elevations, we could be talking about a little bit of snow. out in the higher elevations only, but take a look at what we in terms of the timeframe. the showers have become heavier, rain steadier into the afternoon, the yellow area here also seeing some blue through pennsylvania. that blue represents snow falling in that part of the state where we could see as much as six inches of snow or more. we won't see it unless you have a really good eyesight. it's going for the folks in the western part of pennsylvania to deal with. it will move into the western part of maryland overnight. watch as the blue rotates across the he low pressure center. there's some snow for the western part of maryland, the rest of us seeing showers that will continue for the next several days. it will be the high pressure to the north that keeps in the cool air. with low pressure moving up the coast, we're going to see the he slow continue and bring us the shower chances, back to the west again with the cold air, that is where we expect to see snow in the western part of pennsylvania. winter storm advisory for the folks up in pennsylvania. definitely feeling winter for the folks there than expected. 47 in d.c. and 48 in salisbury. a little mild, and 48 here in oakland which is where you will drop to tonight for the overnight low. that is the possibility of the snow. elsewhere, looking at rain that could be significant, nevertheless, as much as an inch or more, upwards of two inches in some spots. the rain will be a factor. how warm will it get today? not very, look for the temperatures only to get 54 degrees. central part of the state getting up to 48 degrees with a 10-20-mile-an-hour wind and further points west expect temperatures here not to get above 45 degrees with a northeast wind at 5-15. tonight, 42, some showers, it will be breezy and chilly, and as we move through the week, not much changes, tomorrow, 46 and again on saturday with more rain and then showers even into sunday with a high of 49. we bounce back, >> reporter: thank you, steve. while in the weather center they're talking about numbers that you may not exactly want to hear. we have better news as for the numbers on the roadways. check out the average speeds right now, 65 miles per hour on 95 in the northeast corner at 59 on 83 moving through baltimore county. it slows down a bit on the jfx. we're looking at 39 miles per hour. as for the west side of the beltway at 59, and then 64 traveling on 95 through howard county. we do have to tell you about a few incidents, though, in anne arundel county there's a crash involving a deer on the southbound lanes of 97. it's right at benfield boulevard. as far as the northbound lanes it's going to be a pleasant place taking it from glen burnie heading toward the 695 exit. speaking of police we do have police activity not too much to warn you about there. they were there to allow the drawbridge to go up. it was locked but now it's re-opened and the cars will be able to scoot through on the inner and outer loop lanes. the cars moving on the pulaski highway, it's going to be favorable conditions on both the inner and outer loop lanes. it gets busier traveling from parkville down toward towson and the 83 as well now speaking of the 83 north of the 695, it's going to be a nice and calm ride there on the northbound lanes and we do have the volume that is starting to funnel in there on of the unexpected development in court. >> reporter: heavily guarded mark castillo leaves court, a self admitted killer, facing three consecutive life sentence without parole. >> the worst thing that could possibly happen to amy was for him to kill the children and leave her alive. >> reporter: documents read during the hearing detailed how castillo drowned his three children in a baltimore hotel room in march of 2008, using a stop watch to make sure each child was held underwater for 10 full minutes. prosecutors also described the expression his oldest son anthony had before he was killed. anthony appearing sad and scared. amy castillo took the stand following her ex-husband's guilty plea and cried as she described, anthony, austin and athena. >> reporter: there's not a day that doesn't go by that she doesn't think of her children. >> i have flash backs, nightmares, it's terrible. >> reporter: despite the difficulty, she for gives mark k for killing their children. >> if it weren't for my faith, i don't see how i could forgive him. >> it's a moment that a wrong choice is made. >> reporter: castillo says not only did she lose her children that fateful night, but a husband as look at forecast as we get close and closer to the weekend. >> yes, and getting closer and closer to snow. >> that makes you wish for it to be a workweek and nice weather versus a weekend with snow. >> we're not looking at a weekend with snow here in the metro area. >> right. >> right. >> and generally speaking most of maryland but the western part of maryland could see snow overnight tonight and certainly north. if you have travel plans to pennsylvania they're talking about as much as six inches of snow falling to the western part of pennsylvania tonight through the overnight period. heavy-duty snow band for the western part of pennsylvania and for us rain. the high pressure to the north, bringing in some cooler temperatures on the average. and there's a winter weather advisory across the mason dixon line, just across into the western part of pa and you can see also the bigger picture showing a lot of watches and warnings through pennsylvania with regard to that winter scenario. 48 degrees in baltimore, 48 degrees in d.c., 48 in salisbury, 44 in hagerstown. we're the lucky ones with milder air. that is milder than what they will have in pennsylvania. 48 degrees for the high and not much of a change. we will be damp, it will be windy and it will be cooler than average and so not the greatest scenario, and of course, as you can see it could be worse. let's see what is happening on the roadways with candace dold. she is here with the traffic edge. something better to tell us, maybe, no. >> reporter: well, yes. it's going to be better numbers out there as far as the speeds are concerned. they're a little bit farther up this morning. we do have new trouble to talk about unfortunately. it's on the northbound lanes of 895, right near route 2. the good news is 95 is going to be the way to go. there are no problems to talk about from mountain road heading down toward 695, right now the congestion to deal with. we're looking at an 11 minute clip and the city through the fort mchenry tunnel, that will only take 7 minutes. the approach taking it from the beltway from jfx all the way down to the beltway nothing to get in your way there. an 18-minute drive. thank you, candace. 6:32 on fox 45 morning news. police say break-ins are on the rise in northeast baltimore. the belvedere community has been hit hard and it's what the criminals are stealing that has many residents on edge. megan gilliland is live at the belvedere community with more. >> reporter: good morning, patrice. criminals are going up to cars that are parked at shopping centers or restaurants. they're beaking into these cars and what they're stealing inside is the gps device. once they steal it they are going through the stored information, and since you are parked here, they're going to your house and robbing you again. investigators are telling us that burglaries are up in belvedere from 25 this time last year to 35 as of october 3rd. one woman tells us that thieves climbed into through her window during the day. >> they went through and they picked the silver that they wanted to take. they took a laptop and they took a small camera and i-pod. you feel violated. >> reporter: now again, many of these thieves are getting to your homes using your own gps devices. decksives say there have been more than 1,000 instances across baltimore city. the best advice is take your gps out of your car when you leave and the marks, the marks that they leave from the suction cups, make sure you wipe them off. they serve as a target for and bull eyes for thieves. stay breakfast this morning. >> sure. we have a number of folks that will be talking about highlighting some of the initiatives that have taken place here in the state of maryland every day and the impact weeks or so. really trying to delay some concerns, and answer questions that have been pending. there's a lot of exciting research going on. we're hoping that some of the conversation that will take place today can help educate the public. >> reporter: from your standpoint, if you have kids, would you have any hesitation with the h1n1 vaccine. >> no i haven't, inschool vaccinations have started here in the maryland. the secretary of the mental health and hygiene will be opening the forum and will be talking about those types of programs. >> reporter: and as we look at other initiatives, what else are we going to be talking besides h1n1. >> we have vaccine development at the university of maryland. professor wil wilbur ton will be joining us and he is the corspoon or in the development of the h1n1 vaccine. and we have the school of public health joining us and she will be sharing her insight and expertise in influenza particularly at the pediatric community. >> reporter: a lot of good can't ford t affory it. on tuesday they voted to bill $160 million for the fund. with the budget cuts already in the works in baltimore, mayor dixon says coming up with the money could mean cuts in service or an 11% increase in territory taxes. >> i think people think that we have hidden money, millions and millions of dollars out there that we can produce. that is not the case. this is a serious issue. unless we deal with it now, the future of this city could really go downhill. both sides say there's room to talk before that bill comes due in july. unemployment is on the rise and fox temperatures not climbing a whole lot today. with the rain it's going to feel raw, that cold damp feeling. take a look at hd radar indicating where the showers are, right now, and back to the west starting to see some showers moving through on the beltway around d.c. they will be heading through the state of maryland through the day, though today and picking up intensity as we move along here. back to the west is where we're seeing more rain to the midwest. that is coming our way and it will transfer energy to the coastal low that will come back and bring us rain tonight into tomorrow night and the nor'easter that will be coming to the eastern seaboard and where we are is going to circulate cooler temperatures to the north. let's take a look at what we have in terms of our surface features and if you look at -- whoops, the temperatures went by faster than i wanted to. that was indicating much colder air to the north. where we are is the border of the cool air and warm air. we're cooler than average but warmer than plain rain. there's the midwest that will transfer the energy to the coastal low as the low comes up it's going to bring us rainshowers through the day today especially for the afternoon of heavier rain and for tonight, you will see cooler air wrapping around the low. the blue indicates where there will be snow. there's going to be significant snow in fact for the western part of pennsylvania. they will be seeing as much as six inches or snow in the western part of the state. some of that activity is going to move into the western part of maryland where higher elevationed temperatures will be cold enough to support the snow. you can see overnight tonight into tomorrow morning. the rest of us plain rain remains, but there will be rain continuing the next several days as the low pressure center slowly moves north and east and here is what we have in terms of winter weather advisory just to show you that they're prepared up in pennsylvania for more winter weather than we will see. it's just across the border. some of snow comes our way to the western part of maryland overnight tonight. the rest of us plain rain and a pretty good dose of it, too. an inch 1/2 of rain expected through baltimore, through today, and tomorrow and saturday as well, at least for the cart of saturday. and a 3rd of inches of rain in wilmington, delaware and a coastal flood warning up in new jersey with the heavier rain as the low pressure center intensifies as it moves north and east. for us a cool start but a cool finish because temperatures won't budge from there. 46 degrees in washington, 48 degrees in salisbury. 44 in hagerstown and 32 in oakland as we watch temperatures climb today, don't look for them to climb a whole lot. 52 degrees for the high the eastern shore with the rain. northeaster shore, at 10-way to miles -- 20 miles per hour. the temperatures should be in the low 50s for us. this is more like the beginning of december type weather with only 48 degrees for the high. in fact, these should be record days in terms of the lowest high temperatures we have seen this time of year on record. northeast wind at 10-20 miles per hour. temperatures west, temperatures won't climb that high, 45 degrees with the showersment tonight 42 degrees, the temperatures don't drop off a whole lot, the cloud cover but it will be chilly with a 10-15-mile-an-hour wind and again the rain continues to fall overnight tonight. as we move through the day today, watch for the temperatures to climb about 46 degrees from the lows in some spots as we're seeing, 48 degrees to start out in some areas will be where we are for the high and through the noon. really the uniform temperatures throughout the day. 46 expected for the high tomorrow and saturday. more rain continues, 49 degrees, can't rule out showers on sunday, and then some improvement. 57 degrees and partly cloudy on monday, lots of sunshine looking a whole lot better for tuesday northbound lanes all the way up to 695. on 895, there's some trouble. a crash on the northbound lanes right at route 2 spur there. but as far as the tunnels, moving through the same vicinity, it's going to be problem-free, 95 and 895 through the for mchenry tunnel. and 95 moving through rosedale it picked up a bit and that is pretty much the same deal heading through the belt a pulaski highway, check runs clinics in 112 places across the country including one at owings mills mall. the centers for disease control 57 million doses of the vaccine have distributed to far, and up to 115 million doses are still expected. stutents and faculty at the city of maryland will take part of a mass vaccination for the flu season today. about 2,000 people will get the flu shot in the preparedness drill. the university want to test its ability to vaccinate a large number of people quickly and efficiently. maryland students make strides in mat mathematics. 4th graders did better than other states and only colorado and kentucky also saw improvements. the test shows there's still more work to be done. 8th graders in maryland did not make significant progress and even though 4th graders improved, only 4 44% are considered to be proficient in math. nationally only a 39% were proficient. sandra endo joins us with more from washington on the test results. >> reporter: some troubling news for a lot of students out there and educators. fought grader4th graders need te down and do math work. the national average for 4th graders tested in math has remained the same from two years ago. now maryland, as you mentioned, is a little above the national average two points higher and for 8th graders tested the national average just increased slightly, but no significant gains. and for maryland students, specifically in the 8th grade, the national average is 5 point higher than everyone else. secretary arny duncan for the department of education says this is troubling news and all educators need to buckle down and make some gains. competing with other countries across the globe, this is disturbing for u.s. h education and students. these students will be tested again 4th and 8th graders in 2011. >> i know the tests will given in more subjects than just math, but math and reading are the ones that people tend to focus on. what do the findings say when you compare other test findings as well. >> reporter: they interesting, because if this is the given result for math assessment, usually students do better in math than reading. so clearly, it's a big warning sign as get the results for reading to come in, because they think that students are going to fair worse worst in reading. if these results aren't good, they're bracing for more trouble ahead. >> that's not frarvefrankly, i see that therea need to supervisor other than with people. i don't know if it works in an urban area. >> you mentioned it working in an urban area. the company that makes these sent out a list and the list included signal may be lost in a building, in tunnels, on the floor of a car, in certain clothing pockets including backpacks, all of these which you are likely to find in a urban area? >> it may work in the country or even a suburban area. in a place like baltimore you got all of these things, why would you choose this type of device? i don't understand it. frankly, i don't know if it's effective. >> the secretary was asked this directly. don't you know that the kids know this and know how to manipulate it after a while. the kids are pretty smart of how to get around the law. >> the secretary said, no i they don't know how to manipulate it. >> a lot of them are very bright and clever and i have seen them do all kind of things. they certainly know how to get around the devices. >> had is not to say -- this is not to say that anyone in juvenile services wants the kids on the streets doing things they are not to be doing. if not the gps systems, then what because you alluded to the fact that you can't have one-on-one. >> you have to be more severe and more sure if people violate the probation. that is what is missing. kids get too many chances, you put them on proarks and yo proby get second probation. if the message was clear, we catch you, you are done, you're back it changes things. >> where does the blame lie in the fact that the kids are back a whole lot. generally speaking we're going to stay in the mid-40s all day long and a high temperature today of only 48 degrees with the wind, with the rain and the cooler temperatures not going to be a day you want to spend a lot outside. let's see what is happening with regard to the trip into work this morning or to school. here is a look at the roadways with candace dold who has the traffic the eastbound lanes of route 32. it completely shuts down all travel lanes. now the left shoulder is able to squeeze by, but it's still going to be a slow go there it's near broken land parkway. route 100 is going to be the better option for you if you're heading out there this morning. taking eastbound 100 to 29, we're only looking at a 23-minute ride. again, use that instead. as for 95 in the same area, taking it from 295 down toward 100, so far so good, a 10 minute clip. but then look at this, on the west side of the beltway, right now from 83 toward 70, a heavy ride, a 19 minute clip. and we can show you exactly what it looks like on 695 right the liberty road, here you can see all of the cars that are starting to slow down there especially outer loop lanes. that's a look at the megan gilliland is live in belvedere this morning with the latest. good morning, megan. >> reporter: good morning, patrice, criminals here in belvedere are using sort of a two-step process to rob you. police say are walking up to cars parked in restaurants and malls and they're stealing the gps units. once they have the gps unit going through the stored information and finding the address information and since you're parked here and not at home, they're headed to your house to rob you again. here in belvedere, neighbors like la verne are on edge. >> we have makes that are home. you know, we have retired folks. we have people who work shifts. we have seen a rash of home break-in. >> reporter: police say burglaries are up on belvedere from 25 this time last year to 35 as of october 3rd. >> they took all of my gold, and then they went through and picked the silver that they wanted to take. they took a laptop and they took a small camera and an i-pod thrs this happened at the end of august in broad daylight. burglars climbed through this window four weeks later her neighbor was also hit. >> it's disheartening to know that it's being repeated over and over again. >> reporter: and now thieves are getting a little more bold. detectives say there's been more than a a dozen instances in baltimore city where someone broke into a car, stole the gps unit and used the owner's programmed home address to break into their house. >> they busted into it and ducked in and grabbed my navigation. >> reporter: this resident caught it all on tape. he hopes to give his video to police hoping to catch the crooks. the best piece of advice for you, is take your gps out of your car when you are parked and the little ring that is on the windshield,er serves as a bull's eye and see a lot of shower activity there as well and back to the west some showers which could be replaced by snow showers by later tonight overnight for the western part of maryland only. if you heard me correctly, please do, it's only the western part of maryland we are expecting showers. more so up in pennsylvania where there could be as much as six inches of snow. how do you like that for the western part of pennsylvania through the day today and overnight into tomorrow morning. that is where real winter weather will be. closer to home, this is what we're looking at you check out our future scan model. showers that get a little heavier, it's rainshowers for us, heavier by this afternoon. you see the yellow indicating he exactly that. the blue to the west an indication of the snow up in pennsylvania and some of that activity will start to move into the northern part -- into the western part of maryland overnight tonight do you due to a coastal low or nor'easter that will be moving up our way through the day and overnight as well. it will be strengthening and the showers stay with us and they will become more scattered as we move through the latter part of this week. high pressure to the north seeing the northerly flow, bringing in the cooler temperatures and the low pressure center moving up the coast will be bring us the increased rainfall as well. it will be damp, it will be cold, it will be windy as well and the winter weather advisory into pennsylvania is where the more activity will be with regard to winter weather. for us, 48 degrees in baltimore, 45 in hagerstown and 32 in oakland. temperatures are not going to climb a whole lot with the rain as much as an inch, an inch 1/2 and even two inches in some spots through the day today and tomorrow and into saturday. it will be, as i said, damp and cool. 58 degrees for the high. the central part of the state, only 58 degrees for the high, a 10-20-mile-an-hour wind. to the west temperatures getting to 45 degrees for the high for a temperature. a 10-20-mile-an-hour wind and moving through the week, we will stay cool tomorrow, 46 and the same for saturday with more rain and 49 degrees on sunday. they can get as much as six inches of snow overnight tonight into tomorrow morning. for us, it's going to be rain around here only the western part of maryland, we think there could be rain moving in overnight tonight. there is going to be a wet go of it for the next several days. here is the rain moving in by 10, and 12 afternoon, tapering down but showers hanging around as the coastal low or nor'easter make its way up the eastern seaboard. we will talk about the reprieve and the dampness by the middle of next week a little bit later. by now we want to see what is happening on the roadways best option. as for 95, traveling through howard county from 295 down toward route 100, we're looking at a 25. but 95 through the county area, it's not going to be a pretty picture, now looking at a community has been hard recently. and it's what the criminals are stealing that has the residents on edge. here is megan gilliland with more. >> reporter: police say criminals here in belvedere are using a two step process to rob you. they're going up to parked cars at restaurants and shopping centers like this one going up to your car and breaking and stealing your gps unit. once they have your gps unit, they are searching for your home address and since you're parked outside of the restaurant here, they are going to your house and rob you there. burglaries up from 25 this time last year to 35 as of october 3rd. one woman tells us thieves climbed through her window in broad daylight. a few weeks layte she says her neighbor was also hit. >> they took practically all of my gold and then they went through and picked the silver that they wanted to take. they took a laptop and they took a small camera and an i-pod. you feel violated. >> reporter: many of these thieves are getting to your home using your own gps devices. detectives say there have been more than a dozen instances across baltimore city. the best advice for you is when you're leaving your car take the gps with you meeting at university of maryland in baltimore to reveal how they did it so fast. joel d smith is there this morning toe talk more about the making of h1n1 vaccine, good morning joel. >> reporter: good morning, patrice. we're going to get a sneak preview of some of those answers, we are with dr. bill wl betterton, a main person in getting this ready. this was quick, how was it able to be done so fast? >> it was because the federal authorities the nah and the cdc worked together closely in creating this vaccine. one of the unique things about the set of trials and vaccine is that we were using traditional manufacture process. that was able to expedite a lot of processing so we could make this vaccine available very rapidly. >> reporter: because you used traditional means, does that mean that these are safe things that have done before? >> sure. this is a manufacturing process that has been used for decades. we make hundreds of millions of doses every year based on the manufacturing process, so billions of doses over the decades. this is a process had process y well understood. >> reporter: how do you feel when you hear that so many parents are reluck tant to use this? >> i understand, but as a scientist, i know that these seens are made in the same way. it's considered a string change which we do every year just to update the vaccine. we swap the three old ones and swap in the new one's. this time around we swapped in a new one and made the stand alone vaccine. >> reporter: those are the answers and we will get more answers to the h1n1 questions and that is why we are here at the bio club inside and a a shortage of the regular flu vaccine forced a clinic to shutdown. the centers for disease control says 77 million doses of the vaccine have been like fuel, ammunition and training for u.s. troops, but the washington times have learned that senators took 2.5 million of that money and divert it had to their own pet projects. through our own analysis we reported that republican and democratic senators inserted 800 pet products called earmarks into the spending bill this year. bringing the company back from the economic recession has been the focus of the obama admnistration since taking stage last january. the treasury department isn't fully staffed. yes, more than half of the 33 highest level treasury employments have not yet been be gusting at times. it's not going to be the prettiest stretch of weather coming your way but it will improve by next week. you will have to watch for a while. check out the hd radar you and check out the showers moving through the ray. righ-- area. moving through and a little bit of a break of showers overnight, now the rainshowers returning and it's all coming in from the moisture in the midwest. that piece of energy coming our way, brings us the showers that will be moving in through the day today and also that energy will be transferred to a coastal low that will be developing. that will be bringing us more rain through tonight. we got our share of rain on the way. we will tell you how much in a bit, but to the north we see the cool air in the blue. we are the milder temperatures, warmer to the south but we are warming up 46 degrees that we're not talking about anything right here other than rainshowers. snow is something we're keeping our eye on the north just in pennsylvania. we see the blue up there. that is where we expect to see the heavier snow today and overnight. in fact, the heavier snow they have seen ever and 6 inches of snow at that. meanwhile, there's the coastal low to follow. you see the yellows earlier moving through here this afternoon, showing more moderate rain falling there. and then the rain continues to move through as the low pressure center intensifies. when it does it brings in colder air on the backside of it. that is why you see the blue indicating snow for the western side of pennsylvania and other parts of pennsylvania as well. some of that will sneak into the western most counties in the higher elevations overnight tonight into tomorrow morning. there's a part of maryland that we will be talking about a little bit of snow there. the rest of us it's just rainshowers that continue to playing us with the cloudsment winter weather advisory up to the north across the border into pennsylvania. as far as how much rain, pretty healthy dose of that. an inch of rain, rain for the baltimore area, an inch 1/2 as we move through the next couple of days, two inches or more up through wilmington, delaware as the low strengthens while it moves north and east. that is why it's heavier expected to be the case in the northern part or the northeast part of the our region into delaware. 48 degrees the temperature in baltimore, 45 in hagerstown, a lot cooler though in he can lobbed at 32 degrees. the temperatures today going to be rather chilly. 42 degrees for the temperature in the eastern shore. these will be record low, high temperatures, meaning we always see temperatures warmer than this at this time of year. 48 degrees will be the temperature we expect to get for the high in the central part of the state, 10-20-mile-an-hour wind. frurg4th points west, getting to 45 degrees. the rainshowers tonight will be breezy and chilly with a 10-20-mile-an-hour wind. as we move through the day today, look for the temperatures to stay where they start staying in the mid-40s all day long. 46 tomorrow and again on saturday with rainshowers, 49 on sunday as i said, the special weather that is where the rain is falling. check it out on 83 going through baltimore city right now, also parts of -- just a little bit of 83 north of 695. on the beltway from yo towson al the way through pikeville along 795 as well. and the west side of the beltway on 70 or 95 through howard county. this is live information that we continue to get. as for the travel times, look at the numbers, down pretty low there, 35 on 95 in the northeast corner now at 48 miles per hour on the jfx. a slow 38 on 83 through baltimore county, and the same number, there on the west side of the beltway. now here is what we're talking about, there's trouble in howard county, crews are just clearing an accident on the eastbound lanes of route 32. it completely shutdown all lanes, that was right near broken land parkway. now they're clearing that out and the lanes are re-opened. there's another accident in the backup and that is right at route 29. route 100 is the way to go this morning. 95 that is going to be incident free, moving through howard county up through 695. some trouble at the fort mchenry tunnel, a new accident crews are responding to the scene as we speak. it completely takes out one left lane and the left tubes through the fort mchenry tun. 895 is the better option for you. as for the beltway it's going to be jammed traveling from overly toward towson and the 83s and trouble on 83 do? >> the online energy calculator gives you a better idea of how your home is using energy. the most important thing that customers can do to impact their utility bill to conserve energy is to first know how their home is using energy and then make the necessary adjustments to redoes usage. online energy calculator has a lot of specific tools that a customer when they go in can put information in specific to their accounts, specific to their homes and then, you will get assessments back on how you might be able to save. >> when you say specific to your home t will ask you questions like what? >> first you will put your account number and that allows the computer to retrieve previous usage data. then you put if your home is a 2 story, 1 story 3 bedroom, what the square footage is, details specific to your home and what the calculator does, is it will assess how your home is using energy compared to other similar homes in your area. >> okay. >> you can ask it specific questions, like, why was my bill higher this month than it was last month? it will give you a chart in many cases to show you that. >> based on the information you put in there it can ultimately tell you based on your pattern of usage, this is how much you will end up paying this winter or this month? >> it will give you a general idea of how much you have been paying and then it will give you recommendations for how to reduce that usage so that going forward you can see your bill go down. >> what are the most common recommendations because they're probably general things that everyone can do? >> there are a lost things. one of the things that you can do is ask the computer to give you low cost or no cost reameses. some the things you're going to get, for intans, yesterday i was playing around with it, i put if that there were no compact flewsenflorescent lights in my . the first recommendation was putting in compact florescent homes. it will also tell you some higher costs, long-term solutions that your home, if your health allows you to do that. you can really save significantly by just turning your thermostat back 1 or 2 degrees and so that is our recommendation, but again, you have to make sure that that is something that works for your family. >> that sounds cold to me, 68 degrees. >> do you have sweaters. >> right, and that would be the answer. it would be worth the savings in the end. >> exactly. what you think about it, you're heating your hole house. depending on how many people are in your house, you may, or may not have people in every room, so you're wasting a lot of of fact, as we move through the day today and tomorrow. for us it will be an i have been or two inches -- an inch or two inches of rain and there's a line to the mason dixon to the west in pennsylvania a lot of wintery weather expected there. for us it's 47 degrees starting the day the only staying around 48 degrees for the high with a 10-20--mile-an-hour wind making for a cool day. chilly and damp for the rest of the week. some heavier rain today and tomorrow and a warm up. that part does sound good, next, probably thursday and wednesday of next week we will be into the mid-60s looks like a thousand cars all of the cars approaching the westbound 50 trying to approach westbound 57. it's going to be jam packed. this is because of an accident on the northbound lanes of 97. it's right at route 178. as for altent, ritchie -- alternates, ritchie highway is not doing too bad. and once you get past the accident sente it's going t scee lighter. traveling from the jfx, we're looking at a lengthy 18-minute trip and no relief on 795 either from westminister pike down toward 695, right now a 12-minute ride. on the top of 83, some trouble there, a crash at padonia road, from free land road to 695, a moderate congestion that we're going to have to deal with, a 25-minute trip. that's a look morning travels. megan, back to you. police say break-ins are on the rise in northeast baltimore. the belvedere community has been hit very hard recently and what criminals are stealing has many residents on edge. it appears criminals are using a two-step process to steal all of your things. burglars are breaking into cars, taking gps, and using the stored information on that gps to find your home and rob you again. brasagain. bluer reesburglaries are in belm 25 to 35. a few weeks later the neighbor was also hit after thieves climbed through a window into her house. >> they took all of my gold and went through and picked the silver that they wanted to take. they took a laptop and a took a small camera and an ipod. you feel violated. police say they're best advice, take your gps unit out of your car when you leave and do not leave it in the car at the hands of morning, patrice. it was very fast. that is the reason they are here at the bio breakfast. we are here with one of the doctors who helped to develop the h1n1 vaccine. compare it to how fast the seasonal vaccine is developed. >> sure, the seasonal vaccine is developed between, march is the starting point and ready for drix as wdistribution as we know september and october. this particular virus we identified in april and had ready for manufacturers in late may. it was an extremely compressed timeframe because we wanted to be able to test the vaccines. we started testing them in early august and we have it ready for roll out and now we're in our second week. >> reporter: we have learned that some parents are not sure whether to do it or not, when will we know if there's problems with this if they come up. >> we already have early data on a few people that have been immunized. this includes children from 6 months of age all the way on up and there was no upper image -- upper age limit. we had 80 years old. we haven't seen safety signals. we don't expect any and we are continuing to monitor this one very closely as we go into the campaign. >> reporter: he is the father of closed. sky watch hd radar looking like this. we are seeing some showers out there today and we have some -- we had some rain overnight. we are seeing the rain reappear on the sky watch hd radar. we get close, you can see on the beltway showers to the north around towson where we is the area of yellow. we saw heavy rain along perry hall and now on i-70, and heading west toward frederick seeing rain there. there's rain that is somewhat heavy, but it's going to become heavier through the afternoon for all of us it looks like as we get into the late afternoon. we will have the coastal low or nor'easter bringing us heavier rainfall for sure. meanwhile it's going to be coming from the west us in the midwest ask that is going to transfer energy to the coastal low that will come up the coast and bring us the heave heavier rain and it will be bringing us snow for the western part of pennsylvania especially. else why in pennsylvania we could see some snow. for us it's intense rain but it becomes intense. noontime showing the yellow over us, the blue over the western part of pennsylvania especially where they can see as much as six inches of snow or more for today and overnight into tomorrow. we will start to creep down into the western most part of our state on the west side of the low pressure center moving up the coast. in the higher elevations even we in maryland to the western part of maryland that is seeing some as though. snow. the rest of us we will be staying with the rain and the rain will be staying for the next four days or so before we start drying out. the high pressure bringing us cool air from that direction and the low pressure center that is going to transfer the energy as i said to the low pressure center off the coast and that will be bringing us -- again increasing rainfall. let's take a look at what we can expect. the winter weather advisory to the north up in pennsylvania where all kinds of wintery weather expected there. for us all kinds of temperatures that won't be bulging. 48 degrees in d.c. 50 in salisbury. 44 in hagerstown, there's a cool 32 out in oakland where the cool air could support a little bit of snow. for us it's plain rain accumulating nicely if you want to call it nicely about an inch 1/2 for baltimore. about an inch and a quarter for d.c. and up toward wilmington, delaware a little bit moreover two inches expected there because the coastal low is going to strengthen as it moves northeast. heavheavier downpours. that will be the warm spot, northeast winds at 10-15 miles per hour. elsewhere we won't get out of the 40s. a 10-20-mile-an-hour wind, the rain getting heavier this afternoon. back to the west look for temperatures to only get to 45 degrees. these are record low high temperatures. meaning we always see temperatures above that, but today, that is going to be the different case with the 40, mid-40s for highs. 42 degrees overnight tonight, so not much of a drop off then. they will be breezy and chilly with a 10-15-mile-an-hour wind. moving through the day not much of a temperature wise. we will get on with here to look at tomorrow. 46 degrees and the same for saturday with the showers. 49 with should showers on sunday, still possible, then we bounce back on monday much 57 degrees, a little better than with partly cloudy skies, a lot better by tuesday and wednesday, however, look at this. there's a lot to talk about on the roadways. we are looking at the red radar, the green showing where the rain is falling. along parts of the jfx and 92 through the baltimore county ask along the best way as well and parts of 95 moving through the city heading through the tunnels as well. of course, the speeds look at these numbers. 30 miles per hour on 95 in the northeast corner, a very slow 20-mile-an-hour crawl on the jfx. 35 on 83 moving through baltimore county and 49 there on the west side of the beltway. now i want to show you exactly what i'm talking about out there. it's going to be a mess. look at this on 50 right approaching the 97 exit. the cars are not even moving, complete gridlock approaching 97. now that is because of an accident on the northbound lanes, just a little bit farther up, it does take out one lane at route 178. general highway is going to be a calm ride and so is ritchie highway, once you get past the activity, 97 is going to be incident free from glen burnie up to 695. some trouble at the tunnels right now, a crash on the is be side, you will want to stick through 895 and scoot through the harbor tunnel. a very slow crawl on the jfx and the same with a crash at the southbound lanes at padonia road. that's a look at the hectic morning commute, patrice, and megan, back to you. coming up a spike in crime has baltimore city on edge. we talk to the deputy police commissioner on what they're doing to cut down on crime. slowing [ laughter ] >> next, yes, it is as hard as it looks. see if i'm up to the challenge of break dance usually [ laughter ] >> that is it. yeah! >> easy my foot, that was hard and no amount of practice was going to keep me up and balanced for long. so i decided to just move on to the next move with medium difficulty. i must be crazy. >> let's see if you can raise one leg up above. >> it required balancing on my hand. this time i had to balance on my head. >> no, no, don't let me go. >> one try of that was enough. it was not going to get any better. against my better judgment i asked to see the last move of the day, the advanced one. >> correct. >>there's another event where they can get out to the field and meet the cheerleaders. i believe one of the players gaither is going to be there. there's a host of other things going on, plus they get to from table to table and eat a whole host of special food. >> you hope that your littles will choose your food. >> that is okay. >> we thank you for coming in this morning. have fun with your event. for more information on the little tailgate party go to foxbaltimore.com/morning. coming up, find out all about pumpkin fest straight ahead. ♪ later she is america's favorite dancer, jea lawn. all year long. the best time to feed is when it will do the most good. there is no substitute for the fall feeding, trust me. it's the best thing you can do for your lawn. i use scotts winterguard. welcome back to fox 45 morning news. 8:30 is the time. i'm patrice harris. good morning, i'm megan gilliland. we are waking up to a cold start to the day, steve keeps on telling me that we should be happy because pennsylvania they're going to have snow. >> they're going to have to get rid of six inches of snow in parts of pennsylvania. >> so we should cherish the rain. >> you should cherish this disgusting weather. >> we have the coolness and the winds that are going to make for an uncomfortable day even if we don't have to deal the snow. you will see that the rain is picking up and has continued to pick up through the morning and will through the afternoon. you can see there's a winter weather advisory to the mason dixon line west to pennsylvania. 46 in cockeysville and baltimore. 48 in annapolis. these temperatures are going to stay where they are, low 40s to the north. look for the temperatures to top out around 48 degrees. we have already been there, again, temperatures not climbing a whole lot, windy and damp, too. it's going to be a few days before we see any kind of improvement and we will spell it out for you in a few minutes from now. let's see what is happening on the roadways with candace dold. she has the track edge to let you know what it's going to be like. >> reporter: unfortunately you don't want to look at this. it's going to be the case on many of roadways, take a look at westbound by approaching the westbound 97. it's going to be a slow crawl. the cars are creeping along there. this is all because of an accident on the northbound lanes of 97. it was right at route 178. the good news, it's finally in the clearing stages. take a look at the numbers traveling there on the northbound lanes taking it from route 50 up toward the 895 spur. we're in the red with 29 a-minute ride. now general's highway and ritchie highway are going to be problem-free. once you do finally approach the beltway after you make the commute on the northbound lanes taking it right now from the jfx down toward 70. of course, that is going to be packed. we're looking at a 21 minute clip. on 83 an accident with a car fire is on the southbound lanes right at padonia road at freeland road to 695, 25 minutes. that's a look at the morning travels. megan, back to you. here are the stories we are following this morning. the commander of baltimore's southeast district is being demoted. police say major roger will return to patrol after being suspended last month. department officials were concerned with a spike in crime in his district and some were concerned about the amount of time he spent on his work computer. i'm joel d smith at the bio park for the university of maryland for the b iring o breakfast. they're talking about how fast the folks here helped to get the h1n1 vaccine out to the public near record time. a lot faster than the seasonal flu is what they did it and what it means for the future. the down side is a lot of people are still deciding that their children do not need it. they are trying to get across that it's save a safe as safe ae flu vaccine. so prove that, they're saying all of their kids got the h111n1 vavaccine. the home american world raffle is scheduled today. the winner gets a 5 bedroom home in phoenix. each ticket cost $100 and 20,000 tickets must be sold but the raffle is a few tickets short so the drawing day has been extended to february 26. celebrate the signs of the season with the irvine center. there's all kinds of activities, pumpkin fest, kristin roycester brought a little of the festival with us. we have fun things with us. you look great, chris it be a. >> you are ready for the season. >> i'm in the spirit of fall. >> this is what pumpkin fest is going to be all about? megaan. it's going to be an ugly day today unfortunately and for the next couple of days a lot of clouds and showers and winds out there that will make it all that more enjoyable. take a look at sky watch hd radar that had showers moving through yesterday. we had a break and it's back and we expect it to be the case for today and the next several days. as you get closer, you will see around the beltway better now but it's been on and off through the morning. you can see north. i-70 now we're seeing showers and heavier there also toward points west toward frederick. we have to deal with this this morning. we have to deal with it this afternoon more so as the rain gets heavier as the coastal low continues to strengthen offshore and move up the eastern seaboard. meanwhile it's coming from a lot of moisture out to the west and you can see the midwest seeing points down there. that will transfer energy to the coastal point low and that is what is bringing us the heaviest activity. the north of the us in pennsylvania with cooler temperatures there. for us 46 degrees at bwi. you see lots of cold air to the north and that will be the general trend. we will have the temperatures staying in the 40s for high. typically we have temperatures warmer than that in the 60s this time of year. this is like the first week in december when we have highs in the 40s then. real cool air with us right now. we take a look at the surface features. there's the low pressure center in the midwest that will transfer some of that energy to the developing low and the nor'easter that is coming up the coast. watch the showers moving through. black at the blue up toward pennsylvania. that is representing the snow and some of that activity overnight will start to seep into the western part of maryland. we do expect to see some snow out in the western most part of maryland as we get into tomorrow morning, in fact, i can advance that, that would be helpful. there you go, and you see the snow moving in again into the morning hours. a real difficult commute tomorrow morning for people out in the western part of maryland. for those of us closer to the baltimore not as difficult there. but still slippery with the rainshowers that will continue through the next several days. then we take a look at what we can expect with the weather advisory. as far as rainfall, we will do that first and you can see as much as an inch 1/2 of rain expected through baltimore and close to the same in d.c. as we go north and east toward wilmington, delaware cecil county in general for us. we look at rain because the low is going to intensify more and that will bring the low. we will see heavy downpours later in the day into your friday as well. 74 degrees is the temperature in baltimore. these temperatures not changing at all through the morning, 50 in salisbury. that will be the warmest air east, 45 degrees in hagerstown, 32 in oakland where we do expect to see some snow overnight there. as far as the high temperatures, ready, 54 degrees for the high in the eastern shore. you won't see the temperatures climb a whole lot. i'm trying to make it sound better than it will be. 48 degrees for the central part of the state, so chilly here. these are going to be probably record low high temperatures meaning we always see temperatures warmer than this this time of year for the highs. it is going to be cooler than that and that will be for the next several days taking the 40s for the high temperatures. part of maryland 42 degrees overnight tonight, temperatures don't drop a whole lot. as a result it's just plain rain for the most part. unless you are in the western part of maryland or headed that way. 48 degrees today and cooler still tomorrow by a couple of degrees. 46 for friday and saturday. some rain still halfy tomorrow and start -- heavy tomorrow and starting to taper off tomorrow and more so on saturday. 40s all the way through the week and weekend and then 57 degrees a little bit better on monday. partly cloudy skies. this is going to be real welcomed relief. you know this is going to feel real good. 57 degrees on tuesday and wednesday with a lot of sunshine on ride out there. we do have the rain, of course, to deal with. and can you see the green on the radar showing where it is, along the parts of 695 and the 63 bridge now moving to points east with wrl com w comal welcome re. the roads are going to be damp. 25 on the jfx, now at 40 miles per hour on 83 moving through baltimore county. and look at this number, it dipped down on to 24 on the west side of the beltway. and now as far as incidents, there's a whole long list of them. let's get started in baltimore county, a car fire takes out the ramp from southbound 83 on to padonia road and the delays start stacking up before warren road. you will want to exit off at shawan and take york road as an alternate route. farther do you want on 83 moving before 695, here it is, you can see the raindrops on the camera, so that is going to be obviously affecting the commute there. it is a little bit of a slick roadway there, but as far as the volume, it does spinout and once you approach the 695 exit, but to relief on the top end of the beltway, delays from perring parkway all the way down toward the jfx. that's a look at hectic morning drive, patrice, and megan back to you. still ahead
