what we can expect later? >> you're a physician so you have an insight as to what we may need in terms of healthcare reform. >> the problem with the bill that they passed it's going to decrease the quality of care and decrease access. it puts taxes on innovative medical products and it decreases the payment of physicians and nurse practitioners by 25% two years from now. when you do those kinds of things you will harm the delivery of medicare. it's got to come up with some different way to pay the bills. >> there's an audit out there, that says because you're going to tax the health insurance companies more, those costs will go to consumers who will end up paying thousands in the premiums. >> you will bring the costs, and what companies are going to do is jack up the deductibles likely to be in the bill. how do you give coverage to all of the people who need it and still keep costs manageable? >> again, what they should have done it is made it truly bipartisan. the american public, expects the republican and the democrats to sit down together. what is going to come out is a bill looks like the bacchus, it's going to increase spending and if we don't fix it in the next two years it's going to decrease access to care. why can't you come together and come up with something that we can all agree on and move forward on. what is it going to take for that to happen? >> what the democrats are calling for is an expanded government intervention. the republicans are saying, let's fix the public marketplace. these philosophies are opposed to each other, unless they come together, and say we need to have a little bit of both it's not going to be a bipartisan bill. >> where does that leave the public option? >> the public option is not going to be a part of the bill. will only catch on if consumers don't have to buy the batteries on long with the cars. if you don't want the sticker price, the cars could cost 7,000 less than the combustible cars. where does the battery come, think of it like gas. there's a pay per mile with the cars. you drive until your battery is low, move into a switchable battery station, and they switch it out. this could reduce the carbon emissions by 66% by the year 2030 as long as they're powered by clean sources of energy. now let's check in with meteorologist steve fertig, hi, steve. hi, patrice and megan. it's cooler living around here today and not very bright at a all. a lot of cloud cover on the way. two areas of rain, you see the central part or rather the midwest and the northeast part of the mit midwest, you see rai. the coastal low will bringing up the coast and that will be bringing a lot of moisture from the atlantic. the nor'easter effect for tomorrow and friday. ahead of that we get the moisture trying to work in and again, it's going to be a wet go for the next couple of days after today. most of today should stay dry. here is why. we have high pressure to the north. that is bringing a northerly flow of air around it. that dry air will help dissipate the showers that are trying to move in our direction. nevertheless, eventually, there will be enough moisture that we will see the showers move overnight and the coastal low that is the nor'easter coming up the coast as this one feeds another low pressure center will bring us significant rainfall. i'm talking about an inch 1/2 of rain and two inches over the next couple of days. it won't be too much to handle, but it will be a wet couple days before we see the drier conditions by the end of the weekend into the workweek before it's all said and done. notice the blue up in the pennsylvania. low pressure moving up the coast circulate in the moisture, but the colder air to the north will allow for that. some of that in the backside of the low pressure center moves into the western counties, there could be a wintery mix in the western counties in the higher elevations. the rest of us plain rain still with the temperatures too warm yet. as we look ahead, rain significant enough, as i said with an inch 1/2 of rain falling around salisbury more than that. and an inch and a 3rd in baltimore going to this computer model. a little more of an inch and some of it which may be the wintery mix. earlier we had that, but we still have the freeze warning for the next half hour or so less than that now as again the coldest air resides to the we were side of the state. it's cool for the western baltimore. 45 in salisbury but there's the cooler air. 40 degrees in hagerstown. finally we got away from freezing, not much, 34 degrees in oakland. it was 32 just a little bit ago. 46 degrees for the current temperature at the harbor with partly cloudy skies right now. northeast wind at 10 miles per hour. it look cool, though, 58 degrees for the high as opposed to the 70s at the eastern shore with partly cloudy skies and then for the central part of the state, only about 55 degrees here. and that again, will be accompanied by a lot of clouds moving in and filling the skies later in the day. the western part of maryland cooler still only getting to 50 degrees in the western part of the area, compared to the 30s this morning, that is welcomed. northeast wind at 5 miles per hour. tonight, 45 degrees overnight low. late showers move in, northeast wind at 5-10 miles per hour. as we look ahead over the next 7 days, temperatures will climb to 53 at noon. we will get to the 55 around 1, 2, p.m. 53 at 6:00 this evening not of a change. tomorrow it will be cooler. 49 degrees, it will be wet with the rain and it will be windy. the winds up 15-25 miles per hour, not a great day coming your way for thursday or friday. 48, more of the same on friday with more rainshowers. breezy and boo o fifty two on -2 on sunday. and it's beginning to look better just in time to go back to work on monday. fox 45 sky watch weather is at your finger tips. iradar is available at foxbaltimore.com. you can use fox 45 powerful doppler radar to track incoming storms. the interactive tools will let you know when rain will be over your house. go to foxbaltimore.com and click over iradar. now here is candace dold with the track edge. >> reporter: good morning, steve. we are starting to see a little bit of improvement on 95 movingg in the northeast corner. we're at 60 miles per hour. that is about the stretch of the improvement we're going to find. on the jfx a very slow 20-mile per hour ride. it does dip back down to 40 miles per hour on the west side of the beltway and 58 on 95 moving through howard county. 95 has been in the spotlight all morning long. we had a serious accident on the northbound lanes. we can show you the scene exactly what it looked like. complete chaos, it involved tractor trailers and all northbound lanes were completely shutdown. thankfully, they are now re-opened and the southbound lanes are re-opened, too. we had a heavy ride and the southbound directions leading down toward washington d.c. if that isn't bad enough, we have an accident on the southbound end of 29 that is going to be at thorpe lane at white oak. those delays start to back up toward the dc line. you want to use route 1 or 29 as an alternate this morning. from wilkens road toward liberty road you will be surrounded by the cars there. that is going to be the case at the beltway at liberty. you can see intermittent delays but doing much better on the inner loop direction, just moderate congestion on 95. you can keep up with them round the clock with personalized reports for the commute, just log on to foxbaltimore.com
