temperature after getting only to a high of 59 today. definitdefinitely going to be cu can see generally speaking. it's cool through the mid-atlantic region. we will talk about the rest of the week completely shutdown all the lanes. now the good news is all the lanes are open. still want to use 95, from mountain road to 695, we're looking at a 10 minute clip. and 95 through the city at the fort mchenry tunnel that will only take 5 minutes. as for the commute on the top end of the beltway, there's an accident at park heights avenue, once you get past that, and travel from liberty toward more expensive than bargained for. critics are concerned that the initial construction of the parlor could cost taxpayers a lot of money. megan gilliland join us with the latest. >> reporter: much. good morning, patrice. right now the state is putting its money on 5 casinos here in maryland. the flashy high-tech gambling machines are more expensive than we first thought, millions, in fact. the whole goal of gambling to generate money for the state, some say it's too much of a risky bet. like the video gaming machines at gopher down, maryland casinos could look the same packed with games lick roulette, and blackjack. right now the state is granting licenses to slot parlor operators in hoping of breaking ground in several months. >> the games fall under the defense of the type of class of machines that err mitted. >> reporter: but this kind of technology comes with a price tag. the higher end machines are more expensive than the state original statement of $12,000 each. >> the state had no idea what it was going to cost them to set up the casino's. >> reporter: roy has advise the several business people. >> this is common sense. >> reporter: casino operators should have to pick up the cost for buying the video gaming machines not the government. other gaming consultants say the gaming fees are too low. it's estimated when all 5 casino inside maryland are up and running the as a referendum. it happened around 12:30 sunday morning in the 3700 block of springdale avenue. police say the vips were standing in the street when a car drove up and people started shooting. dion jones was killed and the other victim was treated shock trauma and were released. police are investigating two homicides that happened in east baltimore. first happened at 3700 block of oak hill avenue. day monday johnson was shot and killed. after 1:00 in the afternoon, alonzo keys was shot self times in the 2700 lock of north kenwood avenue, police have no suspects in either murder. a final hearing is scheduled this year in the proposed sale of constellation to ed, if. the maryland public commission will hold a hearing on wednesday on the deal which was approved friday by the regulartory commission. edf wants to buy 45% of constellation nuclear business for 4 1/2 billion dollars. the move will create jobs and lower energy jobs. the maryland commission has to approve the deal. people came from all across the country to participate in sunday's gay rights rally in washington d.c. earl' estimates put the crowd well over tens of towns. claudia cough caufee has more. >> reporter: region in the general activity. that is going to bring us plenty of cloud cover in the next several days and a chance for showers when we get into tonight. a couple of showers around and maybe more so for wednesday through friday. as we take a look at the big picture, here is what we got, frost advisory in place as you see for the western more counties. garrett county and the eastern more part of garrett county seeing the frost advisory. we're going to see the moisture moving in our indicated where you see the green, especially the things, so cloudy skies today. that will lend itself to a chance of smo showers, a lit shower in spots. maybe a better chance as we watch tuesday, this is showing you the northern part of the baltimore county maybe seeing a chance of a shower tonight, late night. maybe a chance as we get more so in wednesday, but this will show you the possibility to the northern part of the state. holding off wednesday into thursday and into friday when you see the showers more so. here is what we're looking in terms of our surface features as we check out the bigger picture. the jet stream aloft is showing us where the cooler air is to the north and the warmer air to the south will be around that area because of change. not much change north and south. things stay the same temperature wise through the week. we are going to get with the temperature wise to the north. that will add to the cloud cover and eventually some of this activity is going to come our way for wednesday. our cold system comes for wednesday, and into your friday maybe as late as saturday morning. 50 degrees for the current temperature in baltimore, because of all cloud cover temperature is dropping, d.c. has 50 and 49 in salisbury. out toward hagerstown 49 and a cool 4 46. milder for the eastern shore, getting to 56 degrees there. a mild wind, and partly cloudy skies. because you will have more breaks of the sun and spots, 59 degrees should do it for the high in the central part of the sky. mostly cloudy skies here. back to the west we look for mostly cloudy skies with the high temperature of also 59 degrees. tonight, cloudy skies, drops to 50 degrees only for the overnight low so not much of a drop off. we can't rule out a shower in spots, it will be a shower, and southeast wind in nature. as we move through the day today, look for the temperatures to climb to 54 degrees, not much of a climb and 57 degrees at 6:00 p.m. after hitting the high a little bit earlier, about 4:00 p.m., 59. and tomorrow 69 degrees for the high, partly cloudy, warmer then temporarily. 58 degrees on wednesday with a chance of a some showers coming in later in the day and better chance of for it thursday and friday, in fact with highs of 54 and 56, cool days ahead. 57 on northeast corner and 65 on the jfx and 64 on the west side of the beltway. not too much to worry on the west side of the beltway. ask 63 traveling through howard county. here is what we have to talk about, a crash at patapsco avenue, is at 895. there's no problems to report, at hanover street, so they're better options for your alternate. we did have a crash at the harbor tunnel, completely shutdown all lanes, but now they're reopen, you can use 695. you can stick with 895, but since we have the residual delays, use other optioned, 895 and the beltway. as for 495, those cars are starting to trickle in from white march swhitemarsh boulevag from parkson eventually toward the 83. we have an accident clearing in the stages on the flip side of either, between stevenson road and park heights avenue, no significant delays reported as a result of that one. we will keep our fingers crossed for that. coming out of the northwest corner, taking it from owes owings mills boulevard, you warming it up with temperatures in the upper 30s. it's definitely cold no matter where you are, even further east, trin 49 degrees. 50 in baltimore, starting to get into be you know a range where you start to feel somewhat human. high pressure is going to bring easterly flow of moisture as well as the southerly flow of moisture coming our way at the surface. that will bring a lot of clouds through the day today. showers through the tennessee valley, that will be headed in our direction, as we move through the midweek. we do expect some rain as we get into the mid-and later part of the week. now done on the 23-year-old man. the man collapsed after the 25-mile yard and was taken to union hospital where he was pronounced dead a few hours later. the man's identity has not yet been released. this is the second death in the marathon in the 29 year history. los angeles pitcher nick adenhart and two people died after the car that adenhart was in was struck by a minivan. thomas gallow was charged but was scheduled to go on trial next month, but the trial has been delayed for six months at the request of his attorney. gallo faces 6 to 9 years if prison. the camera locations are all in schools, including wood lawn high school, and towson halstead academy. a state law that took effect on october first, allows being cameras half a mile from the schools and highway schoo work. there's no word north of the us, and there's moisture at the surface coming our way as the low pressure heads in our direction. this low is going to stay to the soughtle the next losouth the. the next low pressure center is going to bring showers tomorrow morning. as we get to midweek and beyond, there will be a coastal low that will bring us a better chance of rain, monday, tuesday, and friday, and even a better part of saturday. 50 degrees is the temperature starting you on. that is not the cool part of the forecast as much as the fact that we won't be climbing a whole lot during the day. the high temperature of the day will be cooler than average. north wind at 6 miles per hour. 33.5 and holding steady in the barometer. the dew point is at 33. as we take out the temperatures, you will see where the 50 degrees in temperatures. down in salisbury, 49 degrees, hagerstown 49. chilly out in oakland where we had a frost ric advisory until 9:00 a.m. where are we going from here? temperatures climbing to 59 degrees for the eastern shore with partly cloudy skies, east winds at 5-10 miles per hour. for the central part of the state, should get up to only 59 degrees for the high. back to the west we go, look for a temperature of 59 degrees for the high there as well with partly cloudy to mostly cloudy skies and east wind at 5-10. tonight we're looking at temperatures that will be dropping to 50 degrees because of all the clouds. we can't rule out a shower in spots. we can see the temperatures climb slowly. let's see if we can bring them up here and as we move throughout the day, we will look for the temperatures to get up to 54 degrees by the noon hour. and 57 degrees by 6:00 p.m. after getting to the high at 4:00 this afternoon. today warmer, more southwesterly flow, and 69 question? >> this is the problem. it's one of 5 bills. and we were talking about this off camera. it's a football game, and it's maybe the second quarter. it's not even half time. even thousand you have had all the -- have had all the town hall meetings and the anx, we're still not at half time. there's various committees with jurisdiction over the pieces of the bill. it's hard to for the senator bacchus because the numbers are not so dramatic as the house bill. it can't win in its debate because it begs one of the question, one of the focus is seniors. if you're going to save money with seniors with medicare, what are you talking about with less mon hey goinmoney going to medit does that mean? seniors receiving less services. the numbers become better on the front end from the congressional office, and people are going to look at where is the savings achieved. well out of the pockets of the senior citizens which is not a win. >> all of these bills have to be melded together. >> fist one chamber of the senate. >> and the other change bert house. >> they will put all of their versions together. >> each will vote and then there will be a conference committee. will it be in there or not? >> i think the public option in the traditional definition will not survive. there will be something public option like. >> the coops, or the individuals states. >> correct. >> hopefully there will be good policy as well. riding policies across state lines, health savings accounts, who knows, but i doubt. and then you have the cost element. ultimately, there's going to be a number. the congressional budget office is going to score, which means they're going to rate what this bill costs ultimately. the bill as it emergences from and goes to the president. what that number is and out who the dollars will come from will be a very large looming political question, we may in fact, loom to the 2012 election. i predict there will be a bill, more closely aligned with the morning news. it's a risky bet that, is what gaming consultants are saying about maryland's plans to bring slot machines to the state. they are concerned that the gaming costs are too expensive and won't pay out in the end. >> reporter: right now the state is putting their money down on 5 casinos packed with high-tech table games. the fancy new machines could cost millions more than budgeted for. the whole goal of gambling is to generate money for the state. now it's estimated that the total operating cost could be $65 million. the state only planned for around $27 million. some gaming consultants say video operators should have to pick up the costs for buying the machines not the government. others say the licensing fees are too low and in the end it will cost maryland more money than we bargained for. >> this whole slot things should be shelved. we have a lot worst problem for monetary system and jobs. the state needs the money, why give it away? >> reporter: at this point, it may be tough for state to he go back and make changes noun since the slot bill is passed by voters at a referendum. right now they are hoping to break grounds in the next few months for two slot show a pop up shower maybe late tonight and also on tuesday. will you see it to the north as well. most of the moisture stays, as you can see further north toward pennsylvania, new york and beyond because of the low pressure center that is going to ride into the north and east and into new england. the better chance comes, wednesday, thursday and friday, but that will be due to another system that you won't see ill illustrated because it's too far out. meanwhile, zonal flows keeps us moderate, the warmer to the south of that and the cooler air from the north. eventually the influence from the north will be with us. 49 degrees for the current temperature in the baltimore and the surrounding areas in the mid-40s. one exception in oakland in the mid-30s. 64 degrees for the eastern shore with partly cloudy skies, look for mostly cloudy skies where we get to 59 degrees. a mix of sun and clouds for the western part of maryland. 59 degrees as well for the highest temperature. tonight 50 accident at westminister pike, again crews are trying to clear this one out. as for the rest of 795, though taking it from owings mills boulevard, heading toward 695, so far you will have some company there. we're looking at a 9 minute clip. it gets a bit heavier on the west side of the beltway as you approach the 695 exit, heading from liberty road toward 70. pretty much a carbon copy heading toward catonsville on 695 on the outer loop lane. the volume is picking up on 695 but thankfully no incidents to talk about, it's the cars that you will have to deal with and moderate congestion through the tunnels as well. we have an early morning accident, that completely shouts 895 at the harbor tunnel. that is all clear and both lanes are open at the harbor and mckinley tunnel and good whether the governor can point someone. >> the concern is tha that theyn appoint someone. they want limitations either the constitution says that the city council president will be the person who secede the mayor if there were misconduct charges or the person appointed by the governor would not be allowed to run in a special election. >> the governor would appoint someone and at some point in time, there would be a special election for a new mayor. >> what they want to prevent is someone being appointed and becoming an incumbent and having an advantage in the election. in other words, the special election could take 6 months and a year and it's difficult. >> the appointee could finish up term. >> right. >> it's difficult to mount an election. it takes a lot of money and a lot of time. >> what does the naacp want? >> there's two, one, that they would make the city council mayor immediately. or they want to limit the possibility that someone could be appointed and becomes mayor a teen is killed by an amtrak train is cecil county. we're getting more reports of it. it happened yesterday just after 4:00 p.m. there were 181 passengers on board when the train hit the teen at 130 miles per hour west of elkton. no one on the train was injured. the train was going from boston to washington d.c. and was delayed for several hours after that incident. bringing slot machines to maryland could be more expensive than bargained for. critics are concerned that the initial construction of the parlors will cost taxpayers a lot of money. megan gilliland joins us with the latest. >> reporter: good morning, patrice. right now the state is putting its money down at 5 casinos around maryland. it turns out the flashy high-tech gambling machines are more expensive than that. in fact, millions more. the when the whole goal of gambling was to raise money for state, some say, it's too risky of a bet. like the video gaming machines at gophe go ver down. maryland video machines could look the same. right now the state is granting licenses to slot parlor operators with hopes of breaking ground in the next few months. >> the video table games are permitted under the statute, they fall under the of the type of machines that are admitted. >> reporter: the high-end machines are more expensive than the initial estimate of $12,000 each. >> the state had no idea what it was going to cost them to set up the casinos. >> reporter: royce schwartz is a gaming consultant who has advised the lawmakers. schwartz say sas casino operatos should pick up the costs for the gaming machines. other say that the licensing fees are too low. >> should is not a charity. the state treasury needs all the money it can get. >> reporter: the total operating cost could be $65 million, the state only morning. it's columbus day, and let's take a look at where we start this holiday, as far as with any possibility of rain, not really. sky watch hd radar for now looking pretty dry. we look at things as we pan on out on our level two radar, and the composite image, actually showing the showers to the south and east around the gulf coast area. a lot of moisture working in our general direction. we will see a lot of clouds increasing through the day as more moisture moves in from that direction, but here is what we're looking at right now as far as the big picture. you will see that we do have the frontal boundary back to the west. that cold front is going to move in our direction, high pressure, though is over us for now. keep this dry, but it brings in the easterly flow aloft, and the moisture from the south together with that is going to make for a cloudy afternoon. i would suspect then, into the evening, too. the frontal boundary steers mostly to the north bringing moisture to the low pressure center up into new england. a passage of light showers late tonight and also on tuesday morning. really the better chance of showers will not come t from ths system but a cove allow -- coastal low that will be developing from the carolinas, and we're looking at showers for today, and wednesday, and into friday morning. it's going to be a cool week. 45 degrees with mostly cloudy skies at the inner harbor. the pressure is at 30.37 and holding steady, the dew point is close to the same. the temperatures 49 degrees for the current temperature in baltimore, 46 for hagerstown. 48 degrees in salisbury and look at the chilly 36 out in oakland where earlier there was a frost advisory for garrett county and allegheny county still under the frost advice he re, tha advisorl 9:00 a.m. if you're in the eastern shore, more, 54 degrees for the high with an east wind at 5-15 miles per hour and par partly cloudy skies. more cloud cover for the moisture coming from the southwest. the central part of the state, as a result of more cloud cover. back to the west, a high of 59 degrees, and a southeast wind of 5-10 miles per hour. 50 degrees and a southeast wind at 5-10. can't rule out an isolate shower in spots and we will see the temperatures climb through the day at 60. let's see if i can bring it up here for you. there it is, getting up to 54 degrees and saying up to 50. it's not going to get up to 60, for a high. 54 at noon, 57 at 4:00 p.m. maybe we get to 60 just about. 69 degrees for tuesday's high temperature, partly cloudy, pardowarmer for that day but tht cools off again. showers for wednesday late in the day. rainier day for thursday, and friday 56 the showers. 60 degrees on sunday, a drier and prettier day with more sunshine than clouds. all right. and we northeast corner. 63 on the jfx and 64 on the north east baltimore county. it slows down at 59 miles per hour and 63 moving through howard county. we do have a new incident to warn you about, reports of police activity on the northbound end of the jfx right at rux ton road. he we don't have any significant slowing as a result of that, just it will be where you will find the flashing lights there. on the top side of the beltway, intermittent flowing especially on the intermittent lanes but no significant incidents to stop that ride on the top end of the outer loop lanes. liberty road is going to be heavy on the outer loop lanes, but it gets busier traveling on route 40, that is going to be the busiest spot on the we have side there, and it eases up a bit heading up toward 95. as for 95, nothing to annoy you, 395, and the same deal moving through tunnels right now, the cars that you will have to deal with. the volume on 895 scooting through the harbor tunnel. that's a look at the software. if your resume has these key words in it, it will get looked at. if it doesn't, it won't. >> when we're talking about the key words i guess, it's things specific to that he industry. i guess, people without necessarily their skills? >> industry or protection. usually you can mine the job advertisement to find the key words. for instance if you're in sales and marketing a key word could be customer retention or consultant to sales. >> i got it. it makes sense. there are different types of resumes? >> yes. >> what are those. >> there's basically three types of resumes. each one has the main purpose. the one employers want to see a reverse chronological resume. the second one is a functional resume. a lot of times people who are changing careers, they use this kind of resume because it's used more on transferable skills. and the 3rd one is a hybrid between the two of them. >> when people sit down to do their resumes, what are the most common mistakes that you have seen that people do? >> there are a lot of common mistakes but i would say the basic ones is people front load them with job responsibilities. employers are not interested in what you did, they want to maryland. now allegheny county until 9:00 a.m., and let's see why. how about 36 degrees is the reason. 36, definitely cold in oakland and then temperatures in the mid-40s elsewhere, like in hagerstown at 47 and delaware 45. baltimore, though, 48 degrees and 49 in washington d.c. and we have high pressure sitting over us bringing us easterly flow aloft, bringing us cloud cover to the south ahead of the storm system moving through the tennessee valley bringing us lots of clouds through the day as well. expect the clouds to increase. 59 degrees should be the temperature we should get for the high. it should not be a huge climb because of the cloud cover. we will talk more in the way of clouds with rain to accompany them for later on this week in a little bit. what about what is happening on the the people who do have to go to work, we will take it, we're loving it out there. southbound from mountain road heading toward 695, we're looking at an 11 minute clip. on the top side of the beltway, there's a lot of volume there but no significant incidents to talk about from route 702 toward 70. that will take 28 minutes. on the southbound end of the jfx, it's going to be problem-free from the beltway toward east fayette street. right now a 15-minute ride. that's a look at morning commute. patrice, back to you. we are following a developing story this morning. amtrak is just now confirming that a teen was hit and killed by one of its trains in cecil county. it happened yesterday just before 5:00 p.m. amtrak says there were 181 passengers on board when the train hit the teen at nearly 130 miles per hour, just west of elkton. no one on the train was injured. the train was going from boston to d.c. and was delayed for several hours after the incident. bringing slot machines to maryland could be more expensive than we bargained for. it's estimated that when all five casinos in maryland are up in running the total operating cost could be $65 million a year. the state only planned to around $27 million. the whole goal of gambling was to generate money for the state. some gaming consultants say video operators should have to pick up the costs for buying the high-tech gaming machines, not the government. >> the whole slot thing should be shelved. we have a lot worst problems for phomonetary system, and the job, the state needs the money. why give it away? >> at this point it may be tough for the state to go back and make changes now since the slots bill was passed by voters for a referendum. they are giving licenses to slot operators in hopes of breaking a frost advisory and i don't think this is going to be something that you will see every morning, this week but it's going to be a cool week on the whole. take a look at the sky watch hd radar. you won't see much in the way of rain right now but that will be changing by midweek. there could be a couple of showers. let's check on the compositey manninimage and move on to the . some showers moving through the tennessee value hely moving in our general direction. this is not the batch that we expect to see during the as much as we will see the coastal low. this one moving from a low pressure center will move further north and east and that will be bringing showers up in new england. this to the south, and there will be a coastal that keeps the showers in the forecast for wednesday, thursday, friday timeframe, maybe even as late as saturday morning. it will be hanging around for a while and just not the prettiest see the. this is a pretty sight to see, because the frost advisory has been lifted for allegheny county. water vapor image shows the moisture coming our way. that is an indication of the clouds to come. you don't see the clouds but if you did, you would see the clouds fill in. the shower chance, perhaps, just popping up in isolated locations, this showing around 11:00 p.m. tonight for the northern most part of the baltimore county. it will be due to the coastal low that will bring us a chance of more significant rain. the temperatures stay uniform through the week, the temperatures stay fairly zonal. and that will be increasing through the next several days. 49 degrees for the temperature right at this moment in baltimore. 49 degrees in washington d.c. and 47 in hagerstown, where we earlier had the frost reout in oakland at 36 degrees now. not a whole lot better, but at least not the frost advisory. at least we're not having to label you now. that way, i mean. 64 degrees for the eastern shore high temperature, partly cloudy skies with 65 miles per hour. you can feel good about the 36 out to the west. as you see the temperatures climb and join the rest of us through the central counties. we're not at cold. 59 degrees for the high temperature. mostly cloudy skies, however, see that number, 59, that is what the western counties will catch up. a little bit better, but still a cool day, all in all, partly cloudy skies, tonight 59 degrees for the overnight low with a lot of clouds out there. an isolated chance for a shower, and as we move through the week, we will look for temperatures to climb, some today to 54 degrees, not a huge climb, mostly cloudy skies, 57 at 6:00 p.m. after getting to the high of by 4:00 this afternoon. tomorrow warmer, 69 degrees with partly cloudy skies, the coastal low moving up in our direction. the better chance comes thursday and friday with highs of 54, thursday and 56 on friday, 57 with perhaps some lingering showers early on saturday or it moves out of here and either way we are left it usually is, so that is good news. 53 at 95 traveling through howard county. we do have to talk about that congestion on the southbound end of 95. a lost cars congregating and it's getting busier from whitemarsh boulevard heading toward the beltway. once you finally approach the 695, exit, a bit cluttered from parkville toward the south and eventually up toward the 83. on the top end, the flip side of the 83, it does get heavier on the inner loop lanes moving through pikeville making that approach toward 83. as for the outer loop lanes nothing to annoy you there. southbound 795, things have on how many miles are on the car, the age of the car, if you start seeing spots in your driveway or your in your garage, yeah, it's probably a good idea to at least look at it and see how much oil is going to come our way yet, but there's rainshower chances for us. as far as the surface features bringing them that snow, you can see it up in the northern plains. you can see the blue area indicating snow there but rainshowers to the south. we will get some the moisture moving in with high pressure over us getting up level flow bringing cloud cover certainly as we move through the day, a little bit more as we move through the day, more moisture from the south and west also. there will be another will he pressure center moving up the coast by midweek. first we will see the cold front push through, by tomorrow could bring a couple of showers around. the chance will be the cold flow that you see referred to here and moving up the carolina coast and moving up the eastern seaboard. eastern shore. that will be the warmest part of this day with partly cloudy skies there. the central part of the maryland, look for temperatures to get up to 59 degrees only for the high with mostly cloudy skies and an east wind 5-10 miles per hour. further points west we expect the clouds to increase through the day and we will say 59 degrees for high there, a 5-10-mile-an-hour wind. tonight, cloudy skies with 50 only for the overnight low. those clouds keeping the heat we have in and not letting it escape. we do see the chance of a shower passing through but just a shower chance for the tonight. the rest of the week goes, look for the temperatures to climb, some 54 degrees but not a whole lot. 64 degrees after getting to the high temperature of 59 at 4:00 this afternoon. tomorrow better, 69 degrees for the high, partly cloudy skies, a little more sunshine will allow for temperatures to warm up. 58 degrees as the next front pushes through. a better chance of rain on thursday and friday, 54 for thursday's high, 56 for friday, 57 on friday, we could still have a lingering shower early but drying out into the latter morning and through the afternoon, could be dry all day. 60 the northeast corner. , it dips down on 42 on the jfx and 53 on the north side of the beltway. as far as what is going on out there, we do have congestion but nothing to disturb your drive, 95 and 895 scooting through the tunnels and not too much to complain about on 95 from whitemarsh heading down toward 695. on the top end of the beltway, a bit cluttered from overly toward parkville and toward towson, but nothing like it usually is. on the top end, it's a bit heavy moving through pikeville on the inner loop lanes but not doing too bad toward 795. on the southbound 795 from owings mills some hunting and hang out with four pretty good guys, i think. >> do people need to know how to do these things before they get there? if they never hunted before or if they never fished, do they get a lesson? >> as far as the fishing side, we can teach them how to fish while they're up there. >> you don't want novice hunting side. >> the hunting side is more intriguing. we got to go for kipp falls which is the senior president of underarm or who owns the property. underarm or is big side on this event. he man farm very closely. it's got to be a big deer and you got to know what you're
