melinda roeder is standing by live at annapolis, with what happened tonight at the council meeting. >> what is going on down there? >> well, here is the situation. there were two zoning bills, up for a vote tonight. one would allow slot machines at arundel mills mall and another approve a location that includes laurel race track. and in the end, council past both. yes, both. it is a move that frustrated many in the crowd that came out either to protest or support plans for slots at the mall. now, both bills will be sent to the county executive to sign or veto. meaning it is his call now. and while the developer is declaring victory, the opposition is already planning a petition drive. >> we will collect signatures and if we have enough within 45 days we will be able to place the legislation on the ballot in 2010. >> only one bill is consistent with the vote. that's 8209. which lays out the area that was provided for in the constitutional amendment. >> now, officials in the horse racing industry, say they are desperate to get slots at laurel race track and they will try to persuade the county executives to pass the bill that favors them. we tried to contact county executive john leopold tonight and so far there is no official word on what he is going to do. live tonight in annapolis. melinda roeder, fox 45 news "late edition". >> breaking news out of southeast baltimore. where, at least, one fryer injured in a two alarm blaze. broke out at 9:00 in a vacant rowhome on south robinson street and eastern avenue. fire spread to a building next door. injured firefighter had first degree burns on his face and treated at bayview burn center. >> big dig out day two. is history. and likely it will be repeated again tomorrow. arundel county got the most snow in the area that means digging out and getting back to normal is taking a lot of time. at this saturn dealership today was the first day back to work and entire day was spent cleaning off hundreds of cars. >> city of baltimore. mta buses forced to go around snow covered streets. travelers are forced to get to the main roads to catch the bus. bus stops are snow covered. bus drivers say side streets are still very dangerous. >> well, some of the side streets this morning, since 6:00, calling them and telling them, let them know we cannot go down there. too unsafe. >> mta officials ask passengers to be patient while the clean up of all the snow continues. >> our question of the day was. are you satisfied with snow clean up efforts? 35 percent say yes. 65 percent say no. and karen responds on our facebook writing. arundel county roads, the one i have been able to get to, are horrible. some are half plowed. others not plowed at all. but bill writes. i cannot speak for all. but i am is going on out there on the surface. as temperatures drop. so folks watch out for slippery spots through the overnight. snow showers up around michigan. that's the closest snow showers up in northern pennsylvania. that's lake effect. cold skies over baltimore. temperatures in the mid 30s and dropping to the upper 20s on the next day planner. cold start for tomorrow morning. a little bit of sun and care reform. what the senate wants to get >> a man is locked up tonight after a brutal attack during this week's storm. police say donald vaughn offered to shovel snow from a woman's sidewalk, in the 800 block of south kenwood avenue saturday. he shoveled and then was paid. and police say vaughn forced his way in, raped the woman. and then cut her throat. >> it is sad to think that we were all in our houses doing stuff and this was happening across the street to this young lady. >> police say vaughn took $200 cash and her debit card. the victim has been treated and released. >> u.s. soldier home from afghanistan for the holidays s gunned down on the streets of the city of baltimore. it happened in the 600 block of south wick ham street in baltimore monday night. 22-year-old army private clifford williams shot and killed while driving home from the store with his wife in the car. the gunman approached william's vehicle and opened fire. williams died at saint agnes hospital. his wife was not hurt. police are searching for the killer tonight. >> police make an arrest after a shooting at a duncan donuts drive-thru. gerald williams shot a clerk at the window december 12. gun fire erupted after the clerk refused to submit to the demands. the clerk is expected to be okay. williams faces attempted murder and robbery charges tonight. he is held without bail. >> a ups driver involved in a fatal accident is charged tonight. tim wheatley, sun paper editor died, 9-year-old daughter was injured last october. police say kevin callahan ran a red light and charged with negligent driving. callahan has been fired since ups. >> a final vote on the u.s. senate health care measure creeps toward a christmas eve vote. jim angle looks at the road map ahead and how he got here in the first place. >> on this vote, the yes's are 60. the no's are 40. >> 36 hours after unveiling 336 pages of changes to the senate bill majority leader harry reid got the 60 votes he needed for the first of several votes on the plan for health care. >> our bill will bring needed help for millions of americans. wake up every day without health insurance or waking up afraid they will lose their health had insurance. >> no republicans voted in favor. not even moderate that were courted. minority mitch mcconnell explained why. >> bad news for the american people that this bill that cuts medicare, and is raises taxes and higher insurance premiums. >> to get 60 votes senator reid had to drop a medicare option and increased taxes by 25 billion more than planned bringing the total tax increases to 518 billion. senator reid dropped the tax on cosmetic surgery to win support and reare placed it with a tax on tanning salons. not the only change. senate bill insurance 30 million uninsured ask but 15 of them (inaudible). >> but to win his 60th vote, ben nelson, his state of nebraska was exempt from paying medicaid forever. a sweet heart deal that brought ridicule from republicans. >> a couple of cheap deals, a rush vote at 1:00 in the morning. >> once the plan is passed, it will negotiate with the house that passed a different bill, on the nebraska medicaid issue, senate nelson acknowledged the criticism but sought the special deal because the governor of his state was worried about the impact on the state budget of the medicaid expansion. with all the uproar over the matter, nelson released a letter to the governor, zagel ask that the it be rescinded if that's what the governor wants. a clever way to shift the heat to the governor of this state. in washington, jim angle. fox >> no, you are on target. most folks wants a white christmas. keep asking for one. and they got it. and some. and it looks like we have the snow on the ground. a little melting going on with the help of the sun today. and tomorrow, much of the same, with the temperatures in the 30s. and overnight as the temperatures fall. right now inner harbour, 26 degrees. mostly clear to partly cloudy skies. winds out of the west at five. so what you can experience is freezing up. especially where the surfaces were not treated. so it looks like overpasss and sidewalks that have slippery spots out there and roadway intersections. so drive carefully. early morning hours. rush hour looks like it could be a slippery go in spots. so drive carefully. chill in the air. bundle up. cold night out there. with freezing. and cold temperatures, mixing with precipitation over the great lakes, around detroit. snow. and cleveland as well as buffalo new york getting snow. we have a system coming in from the west that will affect parts of illinois. milwaukee. should get some snow tonight. and also in parts of iowa. but for us, breaks in the clouds. and continue to see the clouds gather a bit through the day tomorrow. but it looks like sun as well. 29 degrees in pittsburg. 34 harrisburg. 34 at the airport. we will continue to see the temperatures fall through the overnight. starting us off on a cold night. but clearing for the most part. over the city. back west we have a few high thin clouds. on the future scan, this is looking ahead here. we can see that tomorrow morning, we will see sun and clouds out there. more sunshine as we go through the day. and the evening hours, on tuesday looks like dry conditions. carrying into wednesday. and looking at dry conditions as well is. and we will maryland's capital city can earn points for doing things like recycling ink cartridges, and earn 150 points and your business gets certified as green. >> despite the blow out win over the bears yesterday, the ravens received bad news today. rookie la darius web is out for the rest of the season is. with a torn acl. the star cornerback hurt his knee blocking on a punt return in the third quarter of yesterday's win over the bears. this is a huge blow for the ravens. web is one of their best cornerbacks and kick returner. coach john harbaugh said web is a talented player and will be surely missed. >> la darius has a acl. so he is out. and that's disappointing. he played so well. he is such a like able guy. and you guys know what kind of guy he is. i think he has made had a big impact on our team. and the guys really respect him and like him. so we will miss him. >> with web's injury, general manager ozzie newsome hinted that the team could look to bring back this guy.
