is off tonight. top story, a major watermain break in baltimore county. began about 6:00 this evening in the 300 block of east seminary avenue. myranda stephens has been following the story all evening long. she is live from lutherville. how is it there now myranda? >> well, jeff, you know, that spectacular water show ended several hours ago, but crews are still out here busy making the repairs. and to clean up the big mess, that it left behind. now, that mess began just after 6:00 this evening. when officials say a 12-inch watermain broke, spewing water from the ground, as high as 30 feet into the air. and officials believe the cause of the break is something we have heard many times before, a combination of old typing and colder temperatures. >> you have pipes joined together like this. and moving a bit. and every time that shifts, the ground shifts. decade after decade. until ultimately it will snap. >> fortunately this is the end of the watershed. and it is just going down into the creek. otherwise, if there were homes on the other side. they would, you know, be flooding right now. >> now, crews were able to gain control of the water. about an hour and a half later. but officials say it could take another he day or two, to make the repairs. and many residents are without power -- i am sorry, they are without water tonight because of the break. and officials say it would likely reare main that way through tomorrow. but they say, you know, this is just a reminder to people that watermain breaks do happen this time of year. and they really do need to be prepared for any kind of emergency. we're live in lieu in lutherville. myranda stephens, fox 45 news. >> watermain break caused problems in north baltimore. 10-inch main broke morning. falls road and coldspring lane and northern parkway were shut down as crews worked to fix it. many businesses, you may understand, were affected. the problem was fixed earlier this evening. now the cold weather, of course, may be playing a part in all of this. as myranda said. how cold will it be tonight? meteorologist jessica starr has the first look at the sky watch forecast. jessica? >> bitter cold out there tonight. 33 in baltimore. 31 degrees, and 27 in wilmington. day two of the strong blustery winds out of the west right now at 12 miles per hour in baltimore. 6 miles per hour in d.c.. and 16 miles per hour in oakland. factor it in and there is a windchill. this is what it is feeling like outside right now. feels like 25 degrees. in d.c. feels like 19 degrees in wilmington. and 5 degrees in oakland. so the next day planner. temperatures will be dropping down to 20 degrees tonight. some of the outlying suburbs could seen upper teens tonight. cold start tomorrow morning. and then sunshine peaks out tomorrow. 35 degrees at noon. but there is a winter mix possible this weekend. i will tell when you coming up in a few minutes. >> all right jes. >> residents and patrons in the fell's point square area left in the dark for quite some time tonight. after 6:00, the lights went out in homes, stores, and bars. some people smelled a gas like substance. it was from burning underground wires and insulation. fire put itself out but shut down power in the entire community. >> this is a decent night. people were coming out. coming down to see us. and, you know, see fell's point. so it was very disappointing. >> fire officials are not sure what began the fire. but say that the fires were very, very old. >> breaking news to report out of northwest baltimore now. police are currently on the scene of a shooting near the intersection of quinn oak and liberty heights avenue. man shot in the chest. before 10:00. so far no word on the victim's condition there. >> mayor sheila dixon officially requests a new trial. late today, her defense filed a motion for a new trial. this after mayor sheila dixon of course was convicted for embezzling gift cards. meant for the needy. crime and justice reporter joy lepola tells us why jurors are at the very heart of her request. >> in the 43 page motion, mayor sheila dixon's defense attorneys site a number of reasons why their client should get a new trial. among them the claim that two jurors lied during jury selection. attorneys argue ajuror number six, sharron davis did not disclose the fact that she had prior felony theft charges on her record. even though she was clearly asked about it, on the juror questionnaire. the motion states davis deprived dixon of a fair and impartial trial. and then there is the shopping spree at supermarket sweep involving juror number three. tyler, it was never closed. cited was the communication between five jurors on facebook. >> just talking to themselves on facebook, without more, as long as they are not deliberating is not prejudicial. but the issue here, is whether or not, in the non-public sections, of the facebook, there was real deliberations going on. and there are some suggestions from the motion, that may have occurred, and that there is reason to explore what is in the non-public sections. >> attorneys also question one of the last notes jurors sent out. the one that said they wanted to continue deliberations, due to new things brought to light. it is suspected the only thing that could have come to light was information from outside sources. judge dennis sweeney made it clear to jurors on a daily basis, that they should not be discussing the details of dixon's case outside of the courtroom. i talked with state prosecutor robert rohrbaugh that told me, he does plan to review the motion over the weekend. and expects to file a response to it by christmas. joy lepola, fox 45 news "late edition". >> baltimore county police are searching for a woman now missing for more than two weeks. tonight, the family of 23-year-old jerryell foster held a vigil. new something was wrong when she did not show up for thanksgiving. mother of a 2-year-old girl. loved ones ask anyone with any information to come forward. >> i just want to bring my daughter home. i want some peace. won't rest until i bring her home. >> meantime police are trying to find a missing love seat in foster's home and believe it may be linked to disappearance. >> 100-pound hooters' waitress could be responsible tonight for bringing down the habitual purse snatcher in. lindsay buddies had left work sunday. and stopped to unwind at the charles village pub. in the 3100 block of st. paul. a heavy 6-foot burley man, grabbed lindsay's purse from a bar stool. then dashed out the door. and lindsay, all 115 pounds of her. attacked. fighting for her dolce and gabbana knock off. >> we're struggling and few kicks here and there, and i got him in the groin, and he let go of it for a brief second. >> yikes. police arrested 39-year-old edward villa gus. in jail charged with aggravated assault, robbery and theft. >> nursing some wounds. >> federal judge temporarily restores funding to acorn, group caught on camera in baltimore city. giving tax advice to people posing as a pimp and prostitute. in september congress stopped funding of acorn. and they sued saying they were punished without a trial. and judge agreed, republicans say the ruling was made by an activist judge. >> in the state of maryland, swine flu cases are decreasing. this while more vac sin nations arrive each and every day. state received the majority of the 1 1/2 million doses ordered recently. all residents can get the vaccine. so far a950 people state wide have been taking advantage of all available funding from the federal government. she wants to extend the requirements for earning tenure from two years of teaching to 3 or 4. she also wants an incentive based pay system. those changes require a change in state law. >> we need to ratchet up our opportunities for students. this is an issue. not only for the state of maryland. but for our nation as a whole n terms of its competitiveness. internationally. test scores are up. so we're already in to reform. and so since we are already there, seems like we should be the model for the rest of the country y mess with things that aren't broken. >> grasmick also wants to link teacher evaluations to test scores. now that brings us to the question of the day s teachers be evaluated on student achievement? at b for no. state of maryland receives $900 million from a massive spending measure passed by the house. $100 million is set for pet projects. oddly enough, congressman kratovil and bartlett requested millions for their pet projects and ended up voting against the measure. the $1.1 trillion passed and is expected to be signed by president obama. >> government has come close to maxing out the credit card meantime. right now borrowing is capped at $121.000000000000. to keep the government running for another year. stin knee hoyer wants to raise the debit limit now to $14 trillion. new debt limit strong out there. day two of the blustery winds. and out of the west at 12 miles per hour. and humidity 36 percent. dry and cold air mass on top of us right now. temperatures across the region, though, most of the areas are already below freezing. 27 degrees in wilmington. 30 degrees in dover. 31 in hagerstown. and 14 degrees in oakland. here are the winds out of the west still. fairly strong though. 16 miles per hour in oakland. 7 miles per hour in hagerstown. six in d.c.. and 8 miles per hour in dover. factor it in to temperatures at freezing and a little below freezing and this is what it is feeling like. windchill out right now. 25 degrees is what it feels like in d.c. feels like 19 in wilmington. and 5 degrees in oakland maryland. so very cold chilly air is on top of us, because we have dry and clear conditions across the state of maryland. and that's what allows for temperatures to really drop down overnight tonight. some areas getting down to the upper teens in the outlying suburbs. down south, we're dry for about the next 24 hours. but the system south, an area of low pressure system, is going to develop. and impact us late saturday to early on sunday. and so moving toward the future scan model. high pressure is in control for the daytime tomorrow. cold conditions waking up tomorrow morning. but wide spread sunshine for the daytime for saturday. beautiful day. temperatures will rebound into the low 40s. and then high pressure system moves out toward the atlantic as we look toward late saturday. early sunday morning. here comes the low pressure system. early sunday, 4 a.m. to 7 a.m., to 9 a.m. we could see a wintery mix and sleet and freezing rain. but then changing all over to a cold rain for most of the daytime sunday. if you are headed toward the ravens' game, 1:00. pack the rain gear. cold day with rain sunday. and system moves out and high pressure builds in. 41 tomorrow. sunshine. beautiful day in store for us. and then wintery mix
