we have a frost warning. >> i know. >> the temperatures in the low 40s in the may locations like in baltimore 43. i thought -- i tell you what, if my car thermometer was working correctly it said 37 at one point when i was driving in at baltimore county. look at oakland, 28 degrees. some the outlying areas in the upper 30s and mid-30s. a frost advisory for the north central counties from it looks like harford county across the northern part of baltimore and howard and montgomery and frederick and washington, too. a freeze warning for allegheny county all of this until 9:00 a.m. this morning. you can see clear skies and northerly winds the reason for the cool start to the day. we will bounce back today and get a couple of degrees warmer than yesterday, 64 degrees for the high. this is before the big warm upcoming your way. it will be windy with a northwest wind at 10-15 miles per hour and gusting higher. let's check on the roadways first thing this wednesday morning with candace dold on the traffic edge, candace, good morning. >> reporter: good morning, steve. we're checking on the main lines at liberty road and you can see the coast is clear inner and outer loop lanes and that only continues from 795 all the way down toward 95. we are in the green, 11 minutes at 54 miles per hour. and the same speed traveling through baltimore right now on southbound 95. fort mchenry toward the beltway looking at a 9-minute trip. there's nothing to impede the commute from the harbor toward 795, 8 minutes at 55 miles per hour there. back to you patrice. baltimore city councilmembers will hold a public hearing tonight on verizon's decision to leave fios out of the city. councilmembers say it's unfair and are demanding answers from the internet company. megan gilliland joins us now with latest, good morning. >> reporter: good morning, patrice. right now baltimore is the only major jurisdiction in maryland that does not have fiber optics. city leaders want to know why. so where is the more fios campaign is asking verizon to treat baltimore city the same as the surrounding area. verizon has deployed high-speed, to howard, as well as cities along the mid-atlantic seaboard but not in baltimore city. some councilmembers decision that verizon leave off the fios map creates a divide and will hurt the communities here. >> unfortunately we have a long history here in baltimore of this sort of treatment by big corporations whether it's big banks, auto insurance, it seems to be what exists out there against baltimore. >> reporter: verizon reseptemberly said it had no plans to exfanne expand fios seo any other big market. we will see if that the decision tonight. one man is dead after a shooting in north baltimore. police were called 7:00 last night. they found the body of a man that was shot in the back several times. he was pronounced dead at good samaritan. so far there's no word on a suspect. a small plane flying out of frederick crashes in eastern kentucky. rescuers had to use atvs to reach the plane in a heavily forested area. investigators a the hawker beach craft was headed to mississippi when it went down yesterday afternoon. investigators believe two people were on board at the time, although it's not known yet if anyone survived. a teenager is arrested for allegedly breaking into a home in park heights. 19 years old duante gladden s taken to custody in connection with the april 16th incident. police say he broke into a home in the 2600 block of spalding avenue and held a family at gunpoint. he then reportedly shot 34 years old kevin hall in the head. hall survived the shooting. investigators believe the home invasion was drug related. the coast guard releases the call it released saturday for help giving an 8 hour search effort. >> i'm taking water. >> the coast guard received the call early saturday morning. it said three children and one adult were on a boat in middle river and the boat was taking water. >> there's a lot of water coming. i don't know how long we're going to be. >> the coast guard has stopped looking for the boat but the case does remain open. if it turns out to be a hoax, the person could face six years in jail and a quarter million dollar fine. access to the internet is stirring up controversy in harford county. the school board there decided students should be able to view websites about gays and lesbians on school computers. the change in policy was made after the aclu challenged the school saying the internet filters blocking the sites were illegal. some parents aren't happy with the change but started a petition and contacted lawmakers to get involved. >> it boggles my mind as to what the curriculum that we are teaching the children these kind of subjects whether they are reereligious subjects antireligs subjects what they are bringing them. >> when the board found that certain sites were being blocked, they followed the rule of law and unblocked them. >> they sited the first amendment saying it does not permit censorship of information that demonstrates respect for lesbian or gay individuals even by schools. goldman sachs defend its conduct leading up to the financial crisis. during the accept net showdown. the firm ceo told the council that those that bought securities before the melt down came looking for risk as and tht is what they got. >> reporter: goldman sachs ceo was staunch about. >> you want people to trust you. >> senator, i think people -- >> i won't trust you. >> reporter: former gold man executives were peppered with questions of their duty to clients and betting against the housing market even as the bank sold securities to its customers but the company insists that it did nothing wrong. >> you don't believe it's relevant that a customer of yours who you are selling a security to, that you are betting against that same security. you just don't think it's relevant and needs to be disclosed is that the bottom line? >> yes and the people who are selling it in our firm, wouldn't even know what the firm's position is. >> we did not cause the financial crisis specifically to the mortgage desk which is what i'm here to speak about. >> reporter: the senator wasn't buying the gold man's defense. it was quite poignant in her defense. >> you are the bookie and you are the house. you have less oversight and less regulations au you wils as you e wild, wild west. >> reporter: for the da day god man stock rose. senate democrats will try again today to pass a test probe to overhaul the financial industry. a test vote failed twice this week already. the bill is intended to tighten regulation over wall street but republicans are concerned that it will end up violating the rights of public citizens and they want to alter the bill. democrats say it's necessary to prevent another financial melt down. we will be looking at the firms themselves the lenders not the borrowers, as far as you and i wouldn't be affected at all? republicans will lobby for an alternative plan that would provide more limited consumer protection. it would impose new regulations on mortgage giants, fan ma fanne and freddy mac. no land lovers allowed. high-speed cruises are underway taking passengers on a quick trip to the key bridge and back at speeds reaching more than 30 product, there's nothing like it here in baltimore so it's very unique. everybody who comes down and takes a ride is really going to enjoy it. >> reporter: 30 knots, equate that to land sea. >> about control. most spots, 43 in baltimore. 37 in salisbury. many of the surrounding areas and suburbs will be in the 30s this morning. 43 in hagerstown, though, look at that 28 out in oakland. that is why we have a frost advisory all the way from harford county to the northern part of baltimore county, carroll as well as frederick, and down to howard and montgomery county to 9:00 a.m. and a freeze warning in ala iny county -- allegheny county until 9:00 a.m. it's been a while since we talk about frost and freeze warnings and now we're talking about it again. bringing in the cool air from the north as we check out the future scan model. you will see that the wind is still a factor as we sit between the low and the high. on the backside of that high as i was saying yesterday and the warm front approaching, much warmer temperatures coming your way for this weekend which i'm sure you will certainly welcome. take a look at what we're expecting for today. 62 degrees for the high in the eastern shore with mostly clear skies. winds gusting to 35. central part of the state climbing to 64 degrees with mostly clear skies, winds again, a little breezy, sometimes windy at 10-20 miles per hour gusting to 30. back to the west we go. here temperatures should climb to about 60 degrees for the high, mostly clear but also windy, 15 to 25-mile-an-hour winds gusting to 30 there. tomorrow 52 degrees under clear skies another chilly night and breezy, too a 10-15-mile-an-hour wind out northwest. as we move through the day today. the temperatures climb to 58 degrees by noon. we will get to a high temperature of 64 at 2:00 this afternoon and back off to 69 by 6:00 p.m. windy conditions in the afternoon and tomorrow 70 degrees, the winds diminish some. still breezy, though, sunshine, plenty of it and 79 degrees on friday mostly clear, looking for cloudy skies and 85 on saturday. a chance of a shower and thunder thunderstorthunderstorm on sund. 75 degrees on tuesday and partly cloudy on an enjoyable ride. 55 miles per hour at whitemarsh. and 62 at the beltway at harford road. as for what it looks like on parts of 95 traveling through baltimore. let's check it out at caton avenue and here it is at 395. you can see it's pleasant conditions on the northbound and southbound lanes all the way down toward that beltway. on the beltway right now traveling at route 144 through the frederick road area, we haven't had anything to get in the way this morning and that remains the case enjoyable clip there outer loop lanes and inner loop stretch up toward the triple bridges. that's against a school suspected of illegally operating in the state of maryland. >> this would be like going to joe's law school and joe's medical school and think you're now able to sit for the board tests to become a doctor or a lawyer. it just isn't the case. >> reporter: it beliefs associated national academy and its owners took thousands of dollars from unsuspecting students looking to become licensed nurses here in maryland. last july i sat down with one former student who shared with me how the school was pulling off the alleged scam. >> i do think you can get your rn. $8,000 you can get your rn to 6 to 9 months. >> reporter: that promise was anything but truthful confirming what many people already suspected. >> it's really stealing people's money. it's nothing more, nothing less, they're taking 6 to $8,000 per person, not only are they stealing their money, stealing their time. it's a bogus association, it's got a fancy name and it sounds good but it doesn't get you closer to becoming a search. >> reporter: in search of answers i paid the school a visit. i'm joy lapoll a with fox 45 what kind of school is this. >> i don't have any comment. >> reporter: is this a school. >> i didn't say it was a school at all. >> reporter: what kind of business is this? >> the owner will be here. >> reporter: the owner never showed up and that is when the commission stepped in and attempted to the shutdown the school by issuing a cease and desist order. even now the national academy remains open. >> it will get closed down. the question is how much money have they taken is left
