fortunately that is the same deal on the west side stretch. right now taking it from 7 to 95, we're in the green, 11 minutes at 54 miles per hour. and no complaints on 95 through baltimore, southbound lanes from the fort mack henry tunne mchene beltway, 8 minutes to 54 miles per hour a 9 minute clip with southbound 895 this morning from the harbor tunnel down toward 95. that's a look at the morning travels, patrice, over to you you we have new information this morning a story you saw first on fox. today the president of the teacher's union will visit a baltimore elementary school to investigate more reports of bullying. megan gilliland joins us with the latest. good morning, megan. >> reporter: good morning, patrice, there's a lot going on behind the school closed doors. 17 students have been suspended and 18 for attacks on students and teachers. last week fox 45 first reported on that violence. you may remember shania a disabled student targeted by bullies. now more parents have come forward worried about violence in the classroom. >> they hit them with sticks, they was kicking them in his head like he was bruised from top to bottom. >> really bad bullying. >> reporter: we asked school administrators several times to do an interview with us on camera regarding the bullying at gilmour but they denied those requests. some staff members at gilmour tell us administrators want the trouble swept under the carpet. again, the teachers union is now stepping into to investigate. the president is expected to be at gilmour later this morning. megan gilliland, fox 45 early edition. balt county police have -- baltimore county police have identified the young mother being killed after being hit by a truck. 17-year-old mavi maldonado was crossing the street on philadelphia road. she was pushing her son dare lin in a stroller. just as she stepped on to the sidewalk, a pickup truck hit her. her family is mourning her loss and calling her a hero for getting her 2-year-old son out of harm's way. >> speaking in spanish. >> our investigators don't know why this pickup truck hit this woman. they are checking many things, as far as even the vehicle safety itself to see if there was any issues of the vehicle itself. but right now they do not have any reason why this vehicle should have gone off the roadway striking this woman. >> the driver did not -- did stop to help the mother and child. an investigation is underway and charges could be pending. the search is or to a dog stolen from a curtis bay home. police say ronald johnson broke into a home in the 1600 block of hazel avenue last thursday and stole the $4,000 american bully puppy show dog. its owner says the dog has been in baltimore for less than a day when it was snatched. >> i'm not a hard person, i'm a forgiving person. all i want is my dog. i want my baby, that is it. >> she says she had planned to enter in a dog show this weekend at the timonium fairgrounds. governor martin o'malley's re-election campaign officially tickkicks off today and based oa new poll, the race could go down to the wire. a rasmussen report shows governor o'malley 3 points ahead of governor ehrlich with a 3 point margin of error. according to the poll done a month ago, they have cut the lead in half. good morning, joel. >> reporter: good morning, patrice. he is expected to be here before noon trying to rally the troops and get them excited for what could potentially be a second term in office here in the state of maryland. and we have known for a while he was going to run again today. he will just make it official and kickoff a tour around the state called moving maryland forward. a 10-city tour hitting battleground areas, including kay consvillcatonsville and abeo knack a few. it has the two most reseptemberly electerecentlyele. and bob ehrlich announced that he is running again. he was trying to claim the top spot in the state and he has since come out ever since the february tally came. it's 3 points now half the margin. the race is the a historic one because it matches the last two maryland winners. that means voters have seen their candidates once already so it might make them inspired to do it again. >> absolutely. i think he will come back stronger this year. i think he will win it. >> it's ridiculous. o'malley has been a good governor. in tough times having situations -- as best he can along with everybody else. >> reporter: a lot of people think this will be a close race and also a dirty campaign unfortunately, just because of how close it is and how personal it might get. actually we talked to delegates who might think that even if these governors decide not to make this a personal campaign money from outside of the state might do it as well in the form of radio or television ads. even though the campaign will lauch today goinlaunch today goe re-election, a primary has to go on there and if o'malley and ehrlich win there, this match will go through the financial giants in an orderly way. republicans are not satisfied with the language that the fund won't be used to bail out others. >> they used it for another reason and nothing was said. i don't trust that at owl. >> reporter: democrats were arguing among itself about certain provisions. although they confirmed that tht dodd would merge the language. even as both parties sought to marshal that anger to their own political ends. >> democrats stand for bringing more accountability and transparency to wall street. the as far as i can tell, the only thing that republicans stand for and standing together. >> reporter: and democrats have the nerve in this debate to say that we're the ones who are being dishonest. as that said, all of us want to deliver a reform bill that will tighten the screws on wall street but we're not going to be rushed into another massive bill based on the assurances of our friends on the other side. fox news has learned from gop sources that the the eastern shore right now. take a look at the sky hd radar and that is what you will find. around caroline county you are still seeing a couple of light showers. we could see a couple of pop up showers on the backside of the low pressure inner that is moving off to the north and east. generally it's drier air moving in and we will see improving conditions as moving in here. showers maybe on the way and this is going to steer to the south and out of our way, and we will not be concerned about that. the wind will pick up because we will be sitting between the high pressure out and -- the low pressure moving out and the high pressure moving in. the clouds, and that is the one thing that has provide us with a nice mild start. the humidity is at 87%. 29.28 rising on the barometer. the rising barometer indication of high pressure building and that means better weather coming your way. 62 degrees in baltimore and 62 in hagerstown. everyonpretty much everyone milt in oakland. oakland mild out there. low pressure will move off to the north and east as i said. on the backside we will get ripples of energy. it could pop up a shower. that is what you see on the future scan model. the south could move any place. the general trend will be milder and also drier air to move in. first the cool air from the northwest and then the milder air will follow as the high pressure slides off to the east. as it does, we get on the backside of it a more southwesterly flow by mid peek. -- midweek. we will talk about the jet stream bringing temperatures into the 80s this weekend as we get warmer air from the south. if you like the warmer temperatures, just wait for the weekend. 63 degrees for the high, a cool day today. northwest winds at 10-15 making it feel breezier or cooler. could be a shower around the eastern shore, not this morning but even a pop up shower in the afternoon. if we see anything at all it won't amount too much. 62 degrees, the central part of the state, clearer skies later in the day. the skies are going to clear out as we move through afternoon and the drier air moves in. 60 degrees for the western part of the state. getting help from the mountains with a few more clouds but that is generally a dry trend coming your way wind at 20 miles per hour. it will be a chilly night with a northwesterly flow. it will make it feel definitely cold out there and upper 30s in some spots. it's going to be a cold change point. 62 degrees for tomorrow, and mostly clear skies and a pretty day. then we start to see the trend improving. 70 degrees on thursday with mostly sunny skies to sunny skies. 77 and mostly clear on friday, and 81 on friday, and 45 and 84 on saturday into sunday with a chance of showers, turning to 20 to 30% at that. there could be rumbles of thunder as we get a cold front to push in our direction. let's see what we have on the traffic, candace dold. thank you, steve. so far so good on many of the roadways and after that we deserve that is for sure. looking on the beltway, 54 miles per hour at security boulevard and 56 traveling through the catonsville region. there's some trouble though in harford county. an accident completely shutting down route 24. it's right at route 36. we did just get word of this one. we will continue to keep up-to-date as soon as we get more information for you. on 95 traveling on route 24, let's check on that scene for you show you the northbound and the southbound lanes. that traffic is flowing freely in both directions. southbound is looking good all the way down toward the beltway in fact. we will take that this morning. on the top end of the beltway, checking it out at harford road for you the inner is outer loop lanes as far as the volume not looking bad. however take a look at raindrops. it's going to be a bit of a slick ride out there so use extra caution as you do head out on any corridor this morning. and then on 83 just above the beltway traveling through baltimore county, we haven't had any complaints there and that continues to be the case southbound and northbound lanes all the way up toward northern baltimore county. that's a lock at the morning travels, is our cover story. >> reporter: for 10 months this man, dennis mclaughlin was a absent from his job as a city repairman with the department of city works. according to. mclaughlin's mother who was an administrative assistant for the deputy detect or told employees, her son was at home recovering from a hernia operation, but city officials say that story was far from the truth. >> once we determined who was involved and whitingly took action, we're going to take appropriate disciplinary action against those people involved. >> reporter: according to court records reviewed by fox 45 mclaughlin who is a registered sex offender was not at home recovering from surgery, but rather behind bars serving a 10 month sentence for sexually abusing a minor. but that conviction didn't cost mclaughlin his job and it didn't even keep him off the city's pay roll. in fact, we have learned while he was locked up with the help of others, he continued to receive paychecks from the city of baltimore. >> it does take a few more -- a few people to be involved in this process for a per who is incarcerated to be able to submit sick leave slips and earn sick leave or use sick leave while they're incarcerated. >> reporter: several city employees face termination and possibly criminal charges for their participation in the elaborate scheme to defraud the city. >> it seems like all of them have played some roll with knowledge of what is going on and with an intent to deprive the city. if so, they're all equally liable. >> reporter: this is an official time off request form from the city of baltimore. it's what mclaughlin would have submitted from jail to continue getting paid. and it clearly shows he would have needed up to two supervisors to sign off on his absence. >> i mean, can you imagine, if i was your employee and i had not been there for a half a year and you hadn't spoken to me personally, wouldn't there come a point in time that you would be suspicious? >> they told me to set up. i'm happy to be set up because it's all over the news. >> reporter: a city employee, and former co-worker of mclaugh inwho identity we have protected says she complained about mclaughlin numerous times but was silenced. >> if you had time on the books you would have, and having been paid on for that time. he was not in the hospital he was incarcerated. >> reporter: knac mclaughlin alleged scheme didn't surface until his most recent run in with the law, baltimore county police arrested him in january on accusations that he impersonated a police officer and sexually assaulted a woman. it was only after news of the latest arrest that city officials, including baltimore's inspector general began a full fledged investigation into mclaughlin. >> who might have known, who might not have known, who was involved and that is what we're sorting out now within the department. >> reporter: the inspector general 32 page report has not been made public, but its findings have been delivered to the economic crimes division of the baltimore city state's attorneys office for review. but without any criminal charges, baltimore taxpayers may never know the full extent of the alleged sick day scam. >> other matters involving personnel decisions and issues will have to remain confidential. >> those that may not be doing the right thing that we're watching and we're
