farther down on the southbound lanes there's actually clearing construction, and that is causing delays. just be aware of that. you will find that unexpectedly this morning. as we are tapping on the beltway things are looking good. an 11-minute ride 54 miles per hour and the same speed with only 8 minute clip from 83 up toward 795. as you go around the bend all the way down toward 95, 11 minutes there, again 54 miles per hour. that's a look at the morning travels. patrice, back over to you. new developments on a story you saw first on fox. city officials admit a speed camera in north baltimore as been taking pictures by mistake. it's the camera along cold spring lane yesterday of the jones falls expressway. megan gilliland joins us live from there this morning. what happens -- more with what happens to those people who got tickets and maybe didn't deserve them. good morning, megan. >> reporter: good morning, patrice. we are talking about nearly 1,000 people caught by this camera ove over my how older. some of them have paid their fines they got from the camera. now the city has to refund that money, mistakes totaling in the thousands of dollars. this is a camera on the west cold spring lane that the city claims has made these mistakes. it's been operating since february. officials say the camera flapped 922 tickets in error since then. more than 200 people already paid that $40 fine. when you add it up, that is about $9,000 that the city will have to refund. the city has put up new photo enforce signs in this area, but one driver caught by the camera here says the school signs are still missing on one side of the road. >> the whole purpose is to put the speed camera up, is slow down you're in a school zone. if you don't do that, you put up a hidden camera and call it a school zone. it look like they're in it for the revenue, not necessarily the safety of the children. >> reporter: the spokesperson with the transportation department says there's no rules, the regulations and speed monitoring program addressing the school zone issue. whether that will change or not, we will let you know. meantime hundreds of drivers are still waiting for their refund that they paid for those fines. no word on when they're going to get it. live in north baltimore. megan gilliland, fox 45 early edition. the aclu is taking up the case of woman who is not being accepted as a foster parent because she does not allow pork in her home. the muslim woman went through hours of training but her application was rejected in october. temporary family services said she was denied, because she won't serve pork in her home. she said she would respect the religious beliefs of any child placed in her care. >> the foster care system it is in poor condition and there's many children who need foster care parents. ultimately if a competent caring woman is willing to provide services to a child we shouldn't be denying her, simply because she won't allow pork within her home. >> a representative from contrary family services responded to the claims, saying quote, the decision had nothing to do with her religious beliefs. we place a child we want to make sure that the parent can accommodate the child and be flexible to meet the needs of the child. she didn't do that, she wasn't very threx ib flexible and very. a man wanted for shooting two people in westminister is captured. ka shan harris is behind bars after being arrest on tuesday in pennsylvania. he is 1 of the people accused of shooting two individuals at an apartment complex last february. both lar ris an harris and the r suspect have been charged with attempted murder. a carroll county man charge with assaulting a 21-month-old child assaulted the child while the mother was sleeping. he abused the little girl at westminister. the child had bruises, abrasions and burns. gifford and the mother had allegedly been drinking before the attack occurred. >> you don't like to hear this happening anywhere, it's scary when you have your own in this neighborhood to hear that someone ha four houses down has abused a child and it's someone you know. >> gifford is in jail this morning, the child is being treated at john hopkins hospital. jurors will continue to deliberate today in the trial of lamont davis. davis is charged with two counts of attempted murder accused of shooting 5-year-old raven wyatt in the head. if convicted he faces a possible life sentence for each of the two counts. the mother accused of burying her baby in druid hill park has a preliminary hearing scheduled for today. 28-year-old lakisha hahne is facing charges lu murder of fire murder in the death of her son. there will be a candle light vigil for the elderly man that was shot in the carry out restaurant last week. last tuesday a man was gunned down by robbers as he left the restaurant. the vigil will be from 5:30 to 6:30 at green mount street. they arrest two officers involved in a police shooting. video shows police beating a maryland student. the first officer suspended filed assault charges against two students. prosecutors say those charges have been dropped. prosecutors say they have received angry and threatening phone calls from people around the country since the video was released. >> we understand that there's a lot of community concern about this case, and we have received threatening and hostile phone calls from across the country. the fbi is involved into the investigation into the incident, police say more suspensions will be announced soon. some owe, some need a deadline, and some old plain procrastinate. april 15 is here which means taxes are due today. joel d smith is live downtown with last minute information for this tax day. good morning, joel. >> reporter: good morning, patrice, happy tax day to you and happy tax for everybody. not a happy day for everybody. we expect lines here but not as long as usual. it seems more and more people every year are doing the e-filing, that is filing on the computer. as for here, we see a lost cars go by and probably filled up with the latest returns. let's take a look at the stats in maryland according to the e-filing scenario, 1.52 million electronic returns have been filed. which is 5% more than the same time last year. maybe they're doing it sooner because more are getting money back. refunds are up $8 million from the same time as last year. the e-filing is saving maryland as well. it's estimated since the early 90s, maryland has saved $18 million because paper returns costs the state $1.85 to process. there's changes, like the go green credit, and the new home buyer credit among many others. >> get on do something, don't delay, file today. this is important. if you don't file you're going to be subject to penalties. >> reporter: in a controversial statistic out says 53% of americans actually pay the taxes that cover the other 47%. according to a group called the tax reform center a family of 4 with two kids under 17 can make up to $50,000 and break even with the government. it goes on to say 40% of households receive money because their tax credits are larger than their liabilities. today is the deadline, the deadline is here and if you need more time you can file for an extension but you still need to pay the government what you owe as an estimate. you have to pay them something otherwise you could be penalized. extensions will be filed today as well. so it will be a busy day at every location especially those that are opened longer. until then live downtown coming up in the 6:00 hour. maryland is known for its blue crabs and lately it's costing you more to enjoy them. now prices could be coming down because it appears that the crabs are making a come back. crab population increases 60% from last year. great news for restaurant owners and crab lovers. >> we will be able to lower the prices if that is true, 60% more crabs in maryland. we can get some of the louisiana crabs and their prices go down when there's more crabs locally. >> it's too early to say if and when crabbing restrictions will be eased. coming up in on the early edition, two front is going to be bringing us cooler air for the weekend. it's going to be bringing us a chance of showers and thunder with all of this in place, it's going to be left stable air mass. there's a chance of thunder tomorrow. you see it beginning into the northern counties as 4:00 p.m. and a little bit after into the evening, and nighttime 8:00 p.m., here is showing a lot more pervasive the shower activity throughout the area. it tapers off overnight into saturday morning. we're left with drier conditions for the weekend but cooler with all that air front. the cooler air is being replaced and the cooler air moves back this as the jet stream takes a dip to the south by the time we get into the weekend. here is the way things should shape up for today. you are looking at the eastern shore area, you're noting a high temperature of 69 degrees. mostly clear skies and a west wind at 5-10 miles per hour. temperatures warm up a little bit more for the central part of the state. it does shutdown the lane on the eastbound side at route 40. you can still get by the area. that is at least the better news for you if you're traveling through there. as far as 95 is concerned, let's check it out moving on route 32, you can see a few cars here and there, no major cars to be concerned either the northbound or the southbound stretch. and that's pretty much the same deal moving through whitemarsh. we do have late clearing construction near the beltway just be aware of that, a little bit of the slow down as you go through there. as for 695, moving through harford road, let's
