temperatures will drop a little bit. there are the showers moving in right now at the western counties as we were saying a little bit ago that we would see the showers moving in soon enough. then the showers move into the central counties later. we are moving around the great lakes with a ridge of high pressure as we are bringing in the cooler temperatures and the showers, 55 degrees by noon. we will only be at 52 degrees by 6:00 p.m. so the temperatures dropping through the afternoon hours, topping out right around the 55 or maybe 56-degree mark. as far as what is happening on the rise right now, we need to check in with candace dold. here she is with the traffic edge, candace, good morning. >> reporter: good morning, steve. we have a serious accident at 95, it's a crash approaching the beltway traveling through whitemarsh. we do want to see exactly what the area looks like. here it is already this morning whitemarsh boulevard, you you can already see a string of cars there leading down toward that beltway. you will want to avoid the area and use route 40, route 7 or even bel air road as the alternate routes. once you finally get on to the beltway, things do look better, though, from 95 up toward 8311 minutes, 54 miles per hour. and the same speed with only an 8 minute clip from 83 moving toward 795. as far as the west side looking good. 795 down toward 95, 11 minutes right now, 54 miles per hour. that's a look at your morning travels. patrice, back over to you. thank you, candace. a major heroin bust in baltimore. more than a dz suspects are behind bars this morning and two of them are linked to a program that received hundreds of thousands of dollars in city grant money. megan gilliland joins us now with latest. good morning, megan. >> reporter: good morning, patrice. together federal, state and local law enforcement agencies arrested 13 suspected gang members believed to be associated with the baltimore black guerrilla family. a gang considered one of the city's deadliest. the suspects are accused of dealing heroin and fueling violence in baltimore city that includes murder. >> we recognize that more there are more gang members out there. our goal is to identify them and prosecute them. >> reporter: todd duncan known as donny is accused of leading the gang operations in the baltimore area. also arrested donald scott aka piper. federal investigators say these two men used a non-profit group to disguise their gang activity working for a program called communities organized to improve life or coil. while working with young children and men in baltimore they were carrying out gang activities. the non-profit director's tells us she was blind sided by the allegations but would not comment any further. megan gilliland, fox 5 early edition. a student claims he was beaten by police for no reason after a basketball game last month. john mckinis says he was walking outside after maryland beat duke. there were riots going on as police were trying to breakup the celebration. that is when police officers approached him and started beating him. >> we have rules and you don't cross a ser certain line. >> police officers say they were hit with snow and balls and people were caught uprooting road signs and setting small fires. 28 individuals were arrested that night. the family of a teenager killed while he was riding his bike sues the anne arundel school system, it's a story you are seeing first on fox. 14 years old christopher jones died last may after he was beaten up in his crofton neighborhood. police say it happened because of an ongoing fight between two rival gangs. chris was being tormented for trying to breakup fights between the two. now his family has filed a civil lawsuit blaming the school for wrongful death. school administrators aren't talking about the lawsuit but they will say that steps are being taken to stop gang violence. >> we continue our antibullying efforts. we have done a drug awareness and gang awareness in conjunction with the state attorney's office. we participate in both the county and a regional gang awareness program. >> the parents of six teens involved in the fight are also named in the lawsuit each is being sued for $10 million. the 2010 general assembly comes to a close with lawmakers pushing through several key bills during the final hours of the session. just before midnight officials approved a bill that would allow local governments to use federal funding for local schools. it also lowered the tax rate for potential slot sites at rocky gap state park in maryland and toughened penalties for sex offenders. lawmakers decided to take up that issue after the body of 11-year-old sarah fox well was discovered on christmas day. the man accused in her death is a regterre registered sex offen. there's a peace to know that we continue to advocate for our children. we now have laws in place that will protect our children a lot more than they did before. >> annapolis. that is coming up in our 6 and 7:00 hour. mayor stephanie rawlings-blake releases her budget plan for the next fiscal year and it won't cost the city any police officers or firefighters. under the mayor's plan property taxes won't go up, but several other taxes and fees will. the income tax and hotel tax will both go up along with parking fees and fines. in some neighborhoods, meter rates will double. the mayor wants to create an energies tax on the monthly bill. despite the increased revenue hundreds of city employees would still be laid off but police officers and firefighters would not. >> i think everybody is willing to pay their fair share as long as they know that the government is going to do their job and keeping the costs in line. >> i mean, it's kind of hitting you twice. the economy is bad and now you got to pay more for parking. it's kind of a double hitting for working people in the city. >> the mayor says her cuts, including layoffs will save the city about $70 million. she has to make the increased taxes and fees will generate another $50 million. the city council will now consider her proposal. the spring time tradition of rising gas prices has begun again. in the last week it's gone up about $0.4 a gallon and in past years, the prices haven't stopped rising until the end of summer. so is that we have to look forward to, again? >> reporter: joel d morning news. people aren't returning their census forms as quickly as ostleofficials had hoped. returns are down 10% at this point. it could be because state and local governments cut spending on census ads. only north and south carolina have surpassed the responses. 60% of maryland households have responded compared to 74% in 2000. the 2010 sensus rope came is coming to baltimore. it'it's stopping at 8,000 event. people will have a chance to learn how the census information is used and how to been their community. today in baltimore it will be held in camden yards from 4 to 10:00 p.m. bit of rain coming your way in the way of a quarter of an inch. take a look at totals a little bit coming along the great lakes area along a ridge of pressure. now here is some of the moisture away and here are the surface features. again we get the showers as we get the low pressure center or disturbance rolling along a jet stream that is going to perceive the warm front. the warm front is going to bring us temperatures that bounce back into the 60s tomorrow and even 70s for your thursday and friday before we cool down once again. again the ripples of energy, are disturbances that are being fed bit jet stream. another one comes through on friday into saturday when we could see a next chance of showers, too. that is what produced some of those showers, as far as timing for these showers, look for them to move into the western counties a little bit this morning. in the central counties for later into the early afternoon and continuing through the evening. it looks like we don't see it move out of here completely until midnight and that lingering in the eastern shore. we dry out tomorrow and look better as temperatures climb into the 60s then. as you can see the clouds right now keeping us on the mild side though, with rain on the way as far as how much, about .10 of an inch to .25 of an inch in salisbury and hagerstown. not expecting a whole lot of rain but with the clouds moving ahead of it we do have the mild temperatures to start, 55 degrees in baltimore and d.c. 41 with the clouds where they are not as thick yet. out in oakland 46 degrees there. as far as the forecast for the eastern shore. it should get up to 56 degrees with a lot of clouds and showers coming in the afternoon. the central part of the state, about 56 degrees for the high, showers again, holding off until later morning the earliest but then into the afternoon nevertheless, it's coming in earlier than expected. we thought that later in the day earlier then. 56 degrees in the shore. it will be seasonable that is where we should be with a northeast wind at 5-15 miles per hour and the showers beginning to taper off. if you're headed to the game tonight at camden yards, 50 degrees for the first pitch temperature but showers do threaten so we will have to watch to see if the game is on. it won't be a heavy shower. 53 degrees for tomorrow's high temperature. we do see the temperatures climb a little bit, partly cloudy, mostly clear on thursday looking like a nice day. and the showers come in late into saturday and 64 for the high on saturday. and 65 and 67 not a bad 59 miles per hour, travel through the outer loop lanes at catonsville and 61 at security boulevard. we need to talk about big time trouble on 95. an accident involving an overturned vehicle on the southbound lanes, it's right between whitemarsh boulevard and the beltway. show you what it looks like at whitemarsh boulevard and take a look at all the brake lights there. just a straight line of them all the way down toward 695. so as a result of this you will want to use route 40, route 7 or even bel air road as the alternate route. once you approach the beltway, let's check in on that area moving at harford road this morning. i don't have complaints there. inner loop lanes or outer loop down toward the 83. 83 speaking of 83 let's check out that scene, 83 above the beltway, getting busy on the southbound lanes. again, no brake lights there so we will at least take that. there's one incident to the eastbound padonia road. it's a disabled tractor trailer and it's partially blocking one at every single light. >> there's a lot of potential for improvement. >> reporter: at the university of maryland tronportation for management, researchers say that congestion would be reduced if traffic signals would be timed more regularly, not just to reflect the number of cars on the road but to account for driver behavior and other events that affect the flow of traffic. >> you can imagine jurisdictions like baltimore and washington d.c. where there's a lot of construction. signals need to be retimed to reflect those changes. >> reporter: if lights were properly timed traffic delays would be reduced by 20%. gas consumption would be reduced by 10%. despite the benefit, recent studies show that more than a 3rd in towns in this coon tree haven't adjusted the timing of their stop lights for more than a decade. >> it's an easy thing not to do. if you're short on funding, you can put off retiming the signals or another year or two or three or forever. >> who is going to do that, the mayor? >> reporter: it turns out the city of baltimore is now retiming its lights after a two year study, crews are halfway finished with retiming every traffic signal in the city. the
