Good morning. 11 news today continues with continuing coverage of sandy as it comes up the coast. Im live at ocean city where conditions are at their worst. Yesterday we just had wind and now we have rain driving in our faces and waves starting to push toward the shore. There is a chance some areas will continue it see flooding. We are seeing the water spill through the walkway here at 32nd street and starting to pool toward the homes. We continue it watch this flooding and that will be an issue as we continue to head toward high tide. We will continue to track this. The winds are picking up as they continue to gust to near 60 miles an hour right now and could get stronger as the storm continues to approach us. To check what is happening right now in annapolis wove kim dacey. How we have kim dacey. I will have the latest on the conditions her as wind an rain continue coming up. When will the worst of the weather arrive . Tony is tracking the storm as 11 news today continues right now. [captioning made possible by Constellation Energy group] our big story is the storm. Pretty much the only story this morning quite frankly. The path of Hurricane Sandy. We have Live Team Coverage from the Eastern Shore to the bay to the downtown areas. First lets check with tony pann who is tracking the storm. I have good and bad news. Look at h. D. Doppler. You will notice on the lefthand side of the screen the center of the storm is passing by ocean city. On the righthand side that big white dot, that is the center of the storm. Over on the left you see the mouth of the chesapeake championships how it is parallel will that. It will bypass the mouth of the bay. We expect it to make landfall in new jersey later today. But tfear of coming up the Chesapeake Bay is probably not going to happen. But there is heavy rain represented by the orange and red around Baltimore City, annapolis, Eastern Shore counties. The winds gusting up to 20 miles an hour and that is about it but it be worse later today. At the airport you will see a northwest wind only about 12 miles an hour. We switch to the weather computer and gusting up to 20 miles an hour. That is in for this morning. By this afternoon and evening is when the meat of the storm will come through for baltimore. The worst part as far as weekends for us will be after about 2 00 this afternoon and up until 11 00 tonight. At that time the winds will gust between 40 and 60 miles an hour. We will pick up anywhere from two to eight inches of rain as this pivots up into new jersey. Then it will snow in western maryland and we could see flakes around baltimore tomorrow. I will take you step by step through the process in a few minutes but first we check in with ava marie. I dont know if you heard that, but a little bit of good news. The storm will go past parallel with the mouth of the bay which means it wont make the left turn and come up into maryland but im sure you are. Being the effect of it with the wind field going out 300 it 400 miles from the center. Yes, we are thankful that it wont make direct landfall her. But it is such a large storm system the winds will extends a great distance. So even though it will be up to the north we are going to feel the impacts of the hurricane. Near the shoreline the wavers are picking up nine to 15 feet and slamming against this shrubbery area that is trying to restore the beach and the water is spilling in and starting to flood where some beach homes are. 245 is a concern as there could be Basement Flooding here. It is like when you are at the beach and dig out a hole from the water and build a pool. I dont know if you did that as a kid. That is basically what is happening with the walkway. Look at the water now. That was a big wave and it is spilling down that walkway and continues to flood this area. Not only are we worried about the coastal flooding which will be the worst during the high tide, but we have a strong wind that could continue to cause damage. We have seen a few light poles with the shading busted out. That is the only minor damage we have seen. We will continue. Now lets check in with kim dacey in annapolis. Here the rain continues to fall. We have had a steady downpour all morning. And the water is starting to accumulate on the roads and in the parking lots. We are seeing a little bit of accumulation here. Nothing major as far as flooding but if it keeps raining like this some of the roads could be covered in a couple of hours. As far as the water is concerned, these boats out here are just bobbing and knocking around in the wind. Wind is not bad at this point. We are getting gusts from time to time but mostly it is rain that continues to come down. So, again, you want to watch that flooding through the morning here. Emergency officials expect a storm surge of one it three feet. The Emergency Operations center is open and active and monitoring the situation to see if we get the storm surge. Will cause more flooding. As far as parking is concerned, if you have a car in annapolis and you are a City Resident they have opened the garages and they are free for you to park in. They want the cars off the road in case there is flooding or in kiss they need to get emergency vehicles by. If you need to seek shelter, family, including cats and dogs can go to Annapolis High School. It opened yesterday and it will remain open through the storm. We will keep you monitored here from annapolis and keep tabs on the swaeuituation as we get it. Here in baltimore what started as a light rain is beginning to intensify but the worse is yet to come. Tim tuten is live in hamden outside a grocery store. Any activity . A little activity. The supplies. The Mayors Office just sent an email about shelters opening. At 9 00 they open in Baltimore City. Half dozen. War Memorial Building on lexington. Bullet Journal Academy Baltimore Junior Academy and cole spring lane and edit Munson High School and Patterson High School and forest park high school. Also the Mayors Office is saying the charm city circulator has been asked. Those are the things to look out for. Some areas watch out for possible flooding. 1900 black of falls road not far from where we are. Carolyn and north point. But again shelters are opening up at 9 00 in Baltimore City and the circulator will not be running. Tim tuten live in the city. Back to you. As sandy intensifies utility officials are preparing for the extended Power Outages. Joining us again, what is the latest . We are seeing outages. They are starting to climb a bit. That is not unexpected with the wind and people waking up and noticing they have outages and calling us to let us know. This will continue throughout the day. You came in a couple of hours ago and said we have 3,000 people to help. How does that compare to irene. We had first put out the call for about 1,000 workers. We now have a call for 3,000. Overhead linemen and tree contractors. We have about 1,600 here or en route as far away as new mexico or oklahoma. We are staging them. We are doubling down on the resources given the magnitude of what we expect. You have to compete with other states. We have new jersey, delaware. We are competing with other states and canada to be honest with you. The states to the west are holding their crews because of the fear of the snow warnings. The ones to the south have held a bit. Hopefully they will release theirs and we will pull from them. We have the crews in place now to start working. In about an hour they will hit the street. You will see trucks and meter reader vehicles that will not be reading meters but will be patrolling the area. You may see them sitting hunker the down but when the bonds come through and it is clear they will restore power. I know it is hard to answer this but with 3,000 personnel in last time during the durecho people were out of power seven to eight days. How much time could it be . The 3,000 is the target. We have about 1,600 probably by the time we get it tomorrow or the next day. Still will be a lengthy time. We will have to get out and estimate the damage and that wont probably be done until at least weapons or thursday. That wednesday or thursday. That is the global time for restoration. We wont get into the feeder times unless were confident that we can meet the commitments. The storm is about 250 to 300 eastsoutheast of ocean city. But it is huge so aware in the outer bands of the storm. We have heavy rain in the orange and red from the Eastern Shore to annapolis. It tapers off a little bit in the we were suburbs. Heavy rain band will stick around the next hour or so and come down at a pretty good clip until 7 30 or 8 00. You get which hadder view and wider view and you can see what im talking about. Look what is happening in the mountains. Some snow showing up in West Virginia. That is how dynamic this storm is. We have blizzard warnings in the mountains and hurricane warning for the midatlantic coastline. Unreal to see this. The winds are not that bad around baltimore but we expect it to pick up this afternoon. The worst as far as winds for baltimore is this afternoon and evening. Right now they are gusting 20 to 25 miles an hour. A lot stronger over the open water and beaches. Good news is this is a pwhraoeout blowout tide situation so high tides wont be on the western side. Eastern shore may be one to three feet before average. This is only because of wind and wind direction. So it will pick up going in the afternoon. The center of the storm got stronger, sustained winds 85 miles an hour. The mouth of the bay is almost parallel with the storm. We can breathe a sigh of relief that it wont come up the bay. You can see it is starting to make the turn back to the left into the northwest. We expect it to come on shore in new jersey. You can is he the time frame at the top. See how it makes the turn and slams into the jersey shore about 7 00 this evening. It will have a summer 10 it 12 feet with winds 80 to 90 miles an hour. It will be almost catastrophic there. Terrible news for them but better for us because as it comes inland, it will weak en tomorrow. The cold air will wrap around and there will be snowflakes maybe even in baltimore tuesday. But the winds will diminish a little bit tonight. Rain heavy today, two to eight inches of rain. Flooding is likely in most neighborhoods. Weekends will pick up. Worst will be this evening, 40 to 60 miles an hour. Then the cold air comes in. Tomorrow the highs will stay in the 40s but snow in western maryland and could be a few s w snowflakes in baltimore. And halloween just concerted showers. Then quiet weather at the end of the week. It is 6 17. I dont know who is on the roads but sarah is tracking them. Not a lot of people on the that is the case and should be as we are encouraging you to stay off the roads. We are getting reports of a downed tree on rogers avenue just past Baltimore National pike through town and country boulevard all lanes closed. If you are on eastbound 50 just prior to the severn river bridge we had an accident that is now gone. Route 2 in Tracys Landing we have an accident. If you are heading out of town by way of a flight, all flights are canceled at b. W. I. After 10 35 this morning. There are a limited number still on time prior to that but call ahead. That is the best advice. They have shut down a few interceptions in the city. That is in advance of what they are expecting to be flooding. We will look at traffic. 95 at beltway southwest good north and southbound. 350 at severn river bridge and all lanes are clear eastbound. While we brace for the effect of Hurricane Sandy the warnings are more dire to the north. Thousands have been evacuated in new jersey where sandy is expected to hit full force. We get the latest on the conditions there from danielle lee. Across the northeast a rising tide is sending waves crashing down on coastal communities. The water here is already close it home. God knows what can happen. From new york to new jersey hundreds of thousands have been forced to get out. Public transportation is shut down and thousands of flights canceled. Schools and businesses are on hold today. New Jersey Governor Chris Christie had stern words for anyone ignoring evacuation orders. If something looks like it is stupid to do, it is. A similar tone from mayor bloomberg. You not only put yourself at risk but the first responders. Sandy is over 700 miles wide with wind and rain that could last 36 hours. Homeowners in the path spent sunday boarding up, laying sandbags and gathering lastminute emergency supplies. We lucked out with irene. I dont know. This may be worse. I dont know. The time to prepare is now over and it is time to stay inside. An emergency official here said this is the worst Case Scenario. They are predicting record flooding and Power Outages that could last up to two weeks. If you bought a portable generator to prepare for outages we have a few tips officialsment you to remember. Keep the generator outdoors and away from open windows. Install a Battery Powered Carbon Monoxide monitor. Allow the generator to cool off before refueling. Because it will be raining avoid flooding around it and never try to backfeed from a portable generator it a wall outlet that can pose a risk. More effects of the storm felt already. Sarah caldwell with an update on traffic pulse 11. It is getting busier as the rain moves closer and the winds are picking up around the area. It is getting crazy. Traffic along rogers avenue is shut down past route 40 over toward town and country boulevard with a downed tree. Almost board street an accident and Havre De Grace language pulaski highway and old post road. Less volume than normal. We encourage those that dont have to be out to stay home. Monument and pulaski high, caroline and falls road at north avenue intersections closed in advance of what is expected to be flooding there. B. W. I. Airport, if you are planning to catch a flight call ahead because most of the flights are canceled. 10 35 all are schooled. There is a limited number on time. Marc trains, m. T. A. And amtrak all not operating. This is what it looks like outside 95 at the beltway southwest north and southbound traffic flowing without delay but we are encouraging you to stay off the roads. This is the north side at green spring avenue. That is the latest an traffic pulse 11. We have the heavy rain bands in the Baltimore Area. Heaviest rain is always by orange and red. You see that is stretching from the Eastern Shore to annapolis. We have heavy rain in the western part of Baltimore County west of towson and cockeysville. If you are watching there, that rain is going to come down at least an inch an hour the next 15 to 20 minutes. The winds are not terrible yet around baltimore, up to 20 to 25 miles an hour. But the strongest part of the storm will be this afternoon and this evening. Winds still pretty strong over the open waters of the bay and beaches but the worst part for baltimore as far as the winds will be this evening. The streets are virtually empty because officials said get your cars out of here especially along the streets near the water. This is payne street. It will be this afternoon when the core of the strongest winds although we are getting pounded with heavy rain now. I have a little good and bad news. The bad news is the storm got stronger with sustained winds 85 miles an hour. But it will miss the mouth of the Chesapeake Bay. We are getting heavy rain but we think the storm will head toward the new jersey coast this evening was when it gets closer there that is when it will pick up windwise around baltimore. I will go through the time frame. During the morning winds will to 20 to 3 miles an hour. This afternoon and this evening 40 to 60 miles an hour. Rain will be with us all day. Maybe up to eight inches in some places. It is going to get cold. We have blizzard warnings in the mountains and could have a few flakes around baltimore. Incredible system. High tide scheduled for 8 19 and i imagine that is when you will see the surge hit the city streets of ocean city. Absolutely. We are starting to see coastal flooding along the oceanside. We will see the worst of the flooding around high tide this morning. Lets look at the beach. If you can see the waves, i know it is still dark but were doing our best to light up the waves. They are huge, nine to 15 feet slamming against the shoreline and the beach is basically covered in water. The water is approaching that dune area on 32nd street. It is slamming into it, knocking down the little wooden fence and spilling into this walk away that you would walk on to get from the parking lot of the hilton to the beach. It is starting to flood next to the parking lot and we are seeing a pool of water near these beach front homes. Some of them could see flooding inside the homes if they have lower levels. We continue to track this with the worst of the flooding happening this morning. I want to update the emergency officials in ocean city are meeting right now in a briefing and we wont get any more updates until 7 00 a. M. At that point they will give updates on what they plan to do through the storm. At this point there are evacuations in place for areas south of 17th street and it is good because here on 32nd street we are seeing coastal flooding. And mandatory evacuations for Worcester County as water rises. We are getting the gusts up to about 60 miles an hour in parts of ocean city. I will have tony update me later on. We have two inches of rain that has fallen already and we could have up to 10 inches today. That will cuhwill cause some in flooding. To kim dacey in annapolis. How is it going there . Were getting a lot of rain. But less of the wind than what you were describing. It is just breezy with occasional gusts that are pushing the rain horizontal. We have seen traffic on the bridge to the left so it looks like the roads are passable. You see mild flooding perhaps on the sides of the roads. And the lowlying areas that typically flood, i would say an area in the neighborhood when we get a area that floods it is a safe bet that it is flooded or will be the next couple of hours. We saw a couple of very avid joggers out jogging in this. So the conditions are not too terrible. A lot of rain. The water is rising hinds me as the behind me as the rain continues. The boats are bobbing and swaying. The wind is not as much as ocean city. We are just seeing pretty rainy conditions here this morning and starting to build up on the feed here on the parking lots and roads and with the shelter open on Annapolis High School if you need shelter or if there is flooding or there is a power outage you can go and bring your cats and dogs. Definitely seek shelter if you need to. That will be open through the storm. Parking garages in downtown annapolis are free. They want the cars off the streets in case there is flooding or they need emergency vehicles to get through. Definitely stay off the roads if you dont have to be out this morning. As the worst of the storm is ahead of us officials from the Better Business bureau recommend up Important Documents to help ease the stress and anxiety caused if your home is damaged. They recommend compiling an emergency documents packet including Social Security card, birth certificate, passport. Make sure to include Contact Information and will and medical directives. Insurance cards, financial accounts, health records, pet information and property and car documents. For those who do have to be on the roads be prepared for some delays as we get further into this rush and weather gets worse around the area. We are tracking problems. We are starting to get records of flooding and we have and it will stay with us the rest of the day. So it will get worse. One of the heavy bands is over the Baltimore Area now and we have heavy rain on the Eastern Shore. When you look at this map it is the bright orange and red that represent the heaviest rain. It is moving east to west and that will continue all day. We could get up to eight inches in some area. Winds. Look at the i dont think the wind will be terrible around baltimore this morning. The worst of the winds will be this afternoon and into this evening. We had a 20mileanhour gust at the airport but over the open water they have been gusting close to 40 miles an hour. This is a blowout wind. It is out of the north and northwest so the high tides will not be above average on the western shore. But on the Eastern Shore because it is blowing toward you the high tide will be one to three feet above average. This is because of the wind direction. We will talk more in a few minutes. It is 6 38 and 53 degrees at the airport. As we look at the situation currently along the new jersey shore li shoreline, the rain is coming down hard there. Baltimore junior academy. Cole spring lane. The mayor has ordered that these places be turned into shelters and it is important to get medication and supplies. So you will be off school. We will keep you posted. This rain has been a mixed bag. It has rained a little bit, then not a little bit but it is getting cooler. It is now 6 42. 53 degrees. I would check that temp. Im ben cardin, and i approved this message. Time for another check around the coastline as sandy heads to maryland. We go to ava marie in ocean city. Things are miserable out here. We have driving rain, very cold rain and now we are watching as the coast begins it flood. That is why we already had an evacuation for southern areas but here on 32nd street we are seeing coastal flooding. It is still dark but if you can see the waves just near that shrubbery they are starting to spill in past the fence. They have knocked down the fence that was the barrier between the beach and shrubs. Sandy is tearing that apart. Waves push inland and are spilling into this walkway that you would use to go from the beach to the parking lot and water is spilling into homes next to the hilton hotel and starting to pond there. If there are lowlying spots in the home they will start to flood. This is a major concern right now in ocean city. As we progress throughout the day inland flooding will become a problem as some lowlying spots could flood. For that reason they are telling people to stay indoors or voluntarily evacuate outside of the mandatory evacuation zone if conditions get worse so. If you live in ocean city be prepared to leave in the water starts to rise. We will have updates as the winds gust up to Tropical Storm force. They will get stronger as sand kwry parallels the coast and makes landfall. Have updates here. Now to annapolis where kim dacey is stationed. Things are not as bad as in ocean city. We are still getting the steady rain going on for several hours now. We are just really getting wind gusts i would describe them as. We have a breeze most of the time but big gusts are once in a while. As far as the rain accumulation, the parking lot we are by the water is starting to flood. You see the water running down here. A lot of lowlying areas will see that flooding. I think it is a safe bet to say if you have a road that normally floods in a heavy rainfall near your home that will probably be flooded now or pretty soon as the rain continues to fall. As far as the harbor, boats are bobbing out there. When we get a gust they bang around a little bit. But again the winds isnt as bad as ocean city as ava was describing. It is mostly a rain event right here and we are getting gusts from time to time. As far as the shelter is concerned in annapolis, we have one. Tim tuten mentioned them in the city. You can go to Annapolis High School on arrive have road. You can bring the whole family including cats and dogs. Dont try to weather the storm if the conditions get bad. And stay off the roads if possible as conditions are only expected to get worse. We are not even in the 7 00 hour and you see how things have deteriorated around kim daceys live shot. We will keep you posted there and around the area. Here is what we are monitoring. Rogers avenue shut down past Baltimore National pike to town and country boulevard due to a downed tree. First signs that the weather is starting to impact the morning rush. Fewer cars than normal and that is because we are in a state of emergency. We encourage you if you dont have to be on the roads do not go out. Lombard and penn street an accident and one in aberdeen at carsons run and mahan road. We continue to move well on the major arteries but speeds are down. If you have to be out drive slowly. We have closures in the city. There are a few flights that are still on time this morning but definitely call ahead if you have to use transportation. In terms of mass transit, marc train, amtrak and m. T. I. Not m. T. A. Not operating. The bigger issue is the fact that the roads are wet and more water and rain that comes in we are seeing pooling. Hydroplaning could be a factor. Be careful out there. That is the latest on traffic pulse 11. Tony continues to monitor sandy. The rain, heavy rain, that is the big story. Not necessarily the winds yet. The worst of the winds will be this evening for us. But tremendously heavy rain over the Eastern Shore counties and into baltimore. We are getting reports of flooding. Cec cecil county is under a flood warning. The dark ared and orange could e up to an inch an hour. We could get up to eight inches as the storm passes by the next 12 hours, maybe up to 10 or 12 inches on the Eastern Shore. This is the outer band. The hurricane is about 250 miles eastsoutheast of ocean city over the water. But it is a gigantic storm and we are in the heavy rain band here in baltimore where were 300 miles from the center of the storm. You might expect the winds are stronger closer to the beaches. We had a gust of 36 at ocean city and winds will continue to gust over the open waters up to 40 miles an hour. Around baltimore and western suburbs it wont be terrible as far as the wind goes this morning. They will pick up this evening between 40 to 60 miles an hour later on. So the storm did get stronger, sustained winds up to 85 miles an hour but it is past parallel with the mouth of the bay. That would have been the worst Case Scenario if it kim came up the bay. Onshore it will come near new jersey later today. This is the g. F. S. Computer model. Watch how it makes the turn and slams into the jersey shore 7 00 or 8 00 this evening. It will carry a wall of water about 10 feet high and storm summer 10 it 12 feet and winds gusting 70, 80s 90 miles an hour. That is when the strongest winds will be in baltimore.
