4:00 p.m. everything moving well on the j.f.x. this morning. we're looking at a smooth ride on 95 coming out of the northeast. the entire beltway looks pretty good at this hour. a nice ride on 795 out of the owings mills region. i-70 looks great also. live look outside on the west side where we normally see delays, but not for another half-hour or 45 minutes or so. meantime, here's a live view of the beltway at north point boulevard. no sign of the accident. again, lanes of travel on the beltway look fine. it's at north point and the boulevard -- or rather, end of the beltway. that's the latest on traffic pulse 11. over to you. >> our big story this morning, it was a tied vote last night in baltimore city for the proposed bottle tax. >> which means that bill is more than likely dead. 11 news reporter kerry cavanaugh joins us live from city hall with the very latest. >> hi there. good morning. yes, that proposed bottle tax was expected to generate around $11 million for the cash-strapped city, and the mayor's office says that its defeat means that many services will suffer, and 7 owe people in the department of public works will lose their jobs. services like street sweeping, graffiti removal, and waterway maintenance are slated to be cut back now, which some believe will have dire consequences, especially workers receiving the pink slips. >> they don't care. they got a way to pay their bills. the people that's getting laid off, will they have a way to pay their bills? no. no. and guess what. when time comes for election time, we will remember. >> sparing consumers the tax of four cents on canned or bottle drinks equate toss saving jobs at his store and at local bottling plants. >> we have real people that work for us too and depend on their jobs, and, you know, loss of sales equals loss of jobs, and that just cripples the city's economy when paychecks aren't going into their pockets every friday. now, that dramatic vote last night does not end the budget battle here at city hall. on monday night, lawmakers will come back to vote on a final slate of proposed taxes. reporting live downtown, i'm kerry cavanaugh, wbal-tv 11 news. >> all right, kerry, thank you. republican state delegate joseph bartlett allegedly used taxpayer money to pay rent for his girlfriend. according to "the maryland gazette" and the "frederick news post," the payments total about $30,000. he said if re-elected, he doesn't plan to continue having the state pay his girlfriend. joseph bartlett has been son of roscoe bartlett. >> police have arrested a pair of boys, ages 10 and 11, for a brutal case of animal abuse. they were arrested yesterday and charged with pelting to death a puppy with rocks and sticks t. happened at carroll county golf course last month. the arrest came the same day the abuse task force held a meeting to address an increase in animal abuse cases. america's most wanted joining in the search for this man, brian joseph hill, the man who the county sheriff's office says pulled a gun on a deputy earlier this week. he pulled the trigger, but the gun malfunctioned. the reward for information has also grown to $10,000. >> three soldiers are pacing charges of premeditated murder in the deaths of three afghani civilians in three separate incidents. all of those soldiers are based at fort lewis in washington state. reporter jim foreman has the story. >> and i know andy. he would never do anything without just cause. >> in boise tonight, friends of p.f.c. andrew holmes are standing by the 19-year-old, saying the young man's character would not have allowed him to play any part in the murder of civilians. but holmes is one of five strikes the army says used grenades and rifles to kill civilians. other allegations include trying to cover up the crime by destroying evidence and intimidating an informant, a fellow soldier. >> you know, they're out there for a war and everything, but, you know, you still know what you're doing out there, you know? >> just off base in lakewood, the feeling is investigate fully, then let justice take its course. >> i respect him and everything to the fullest, because they're out there fighting the war, but either way you put it, murder is murder. >> the army says the killings all took place in southern afghanistan's kandahar province, where the military is launching a major security crackdown on the taliban, a major and risky offensive. military prosecutors have not hinted at why the accused soldiers might have wanted to kill the civilians. all now face the death penalty or life. >> i want people to know that he was a great kid. >> back at his hometown high school, his former prince pale believes when all the facts come out, the soldiers will be cleared. >> all i can do is pray for him and his family. >> changing gears, researchers say it's not exactly excusable, but ladies, if you've been cheated on, your man may not have been able to help himself. this is a swedish study that shows that some men are born with cheating on the brain. researchers looked at the gene types of 522 sets of twins. they found a bonding chemical in some men that makes them less like 8 to be married and more likely to have bad relationships. scientists say these men don't have to cheat, but they have to work harder at staying faithful. researchers do plan to study the news today. i'm john collins. of course, sunday is father's day. he deserves it, right? why don't we give him great weather? we're going to see partly cloudy skies. a little hot and humid with a new of 92 after a morning start of 70. so the relief we're getting this morning, because we're only in the upper 50's and low 60's right now, is kind of nice. the weekend trend is to warm up and get a little sticky. we'll talk about the forecast in detail in just a few minutes. >> reaching for the amount shaker doesn't mean you have a dull sense of taste. 90 adults tried various foods, about 1/3 of them are what they call super tasters, people who have a heightened sense of taste, and there were normal tasters, meaning many foods seem bland to them. they found the super tasters had a prnches for salty stuff, possibly because salt hides the bitterness of certain foods. well, campbell's soup is recalling about 15 million pounds of spaghetti-os with meatballs. there's concerns some of the product of the underprocessed, presentsing a possible health hazard. the recall covers 14.75-ounce cans with meatballs bearing a u.s. product code spa get owe-os with meatballs with a 4n product code and fun shapes with meatballs with a product code of k.s. the codes are found at the bottom of the can. campbell as discovered the problem during an inspection of one of its own plants. for more information, consumers can call the campbell's hotline at 866-495-3774. you should know, no illnesses have been reported in connection to the products. >> doctors in the united kingdom recently saved a baby boy by inducing a state of hypothermia. 5-month-old finley is a survivor. after doctors had surgically repaired two holes in his heart and a narrow artery, the baby's heart began beating irregularly and too quickly. doctors decided to cool finley down by using a cooling bag and blanket. the procedure lowered the boy's body temperature to 92.12 degrees fahrenheit, well below the average range of 96.8 to 98.2 degrees. he spent four days like this. in our finley is enjoying time in the sunshine with his parents and is expected to mack a full recovery. >> interesting. very nice. from 95 on the north side and 9509 south side, about 16 minutes through that stretch. 11 minutes on both 9 north and west side outer loop, so moving very smooth so far in those regions. we can take a live view of traffic in the old of old court. there's the west side. no problems to report. if you're traveling in the area of the beltway at north point, the beltway unaffected by this accident, but again, it's on north point boulevard, where it meets the beltway. we'll keep you posted on the impact that has. rest of the major roads leading up to the beltway look great at this hour. that's the temperatures, low humidity, and all the stormy weather is off to our northwest. it looks like it will stay up in the great lakes today and tomorrow and stay away from us. big area of high pressure sitting over us now and keeping us in great shape. temperaturewise, well, right around the city itself, some very comfortable readings. rain-wise, we've had spotty results this month for rain so far, just over an inch so far in the month, leaves us almost an inch short of what would be normal or typical on the record books over the past 30 years or so. and with the heat that we get from time to time, it's beginning to stress the gardens a little bit. we could use a little rain. not much is in the forecast, and i mention these comfortable temperatures. add to that low humidity, very nice. 67 downtown. the airport, 61. same at martin state airport. edgewood at 62 degrees. we're in a pocket of cool air that reaches all the way up into new england and back into the eastern portion of the great lakes. but notice the warm temperatures down in the carolinas, the orange shade and also out in the midwest. the warm, humid, sticky weather isn't that far away. we're just being saved here for a couple of days with some nice conditions. we start out on tv hill, pull back, clear skies this morning. here's that stormy activity off to the northwest. here's the high pressure that's kind of cleaned out the atmosphere right now. eventually this cold front, warm front combination will slide into the area, but it's going to take a day and a half or two days to do that. this high pressure has to get out of the way first. but notice the warm, humid air being pushed up into the midwest and feeding storms up there. so our forecast today, mostly sunny, warm and pleasant. by pleasant, we mean low humidity, very comfortable. southeast winds at 2 to 7, 83 to 88 the temperature range. that's right at normal for this time of year. sunrise this morning at 5:40, so that just happened. sun sets this evening at 8:36, so a nice, long day to enjoy this. high pressure keeps storms away for a while, but they start getting closer by the end of the day saturday. mostly out to the mountains, a few isolated storms. down to the carnls and the south. a weak cool front comes through on sunday, probably no rain with it, maybe an isolated shower. most likely south and on the eastern shore, if it occurs at all, but it will be kind of spotty and scattered. monday we dry out again. actual on the monday, humidity will drop just a little bit. here's the weather now. 85 today, very nice. 89 tomorrow. a bit more humid. and maybe a couple of scattered clouds with minimal rain chances. if it does occur, it will be out in the mountains to the west. father's day, hot, humid, 92 the high. with that front trying to push through the area, weak as it, is it might produce an isolated storm. first day of summer, monday morning, 7:28 it starts. 89 the high, a little less humid. then the humidity and temperatures go up again tuesday, wednesday, and thursday. each of those days, there's a rain chance. it's want a big one, but it is a rain chance middle of next week. >> thank you, john. a drug
