be the case throughout most of the day. it will lock in the cluster sunday. low pressure coming in from the west is helping to increase the onshore flow. we're looking at the cold front cutting across the midsection of the nation. it is associated with low pressure in the plains. it is producing showers and thunderstorms in iowa and wisconsin. all this will be pushing our way as we head into the >> the problem is that it starts with the change of address. that generally creates the mess. >> you moved. >> to move and you do not notify the mba or people for their mail but the post office does not get to it in time. it is a snowball effect. before you know it, there is a warrant for your arrest because you did not show up in courts because you never got your notice. . the change in the state law is when you get a citation, for driving through a red light or speeding, something that is not enforceable, you have an affirmative duty to request a trial date. he used to be that if you did nothing, they would automatically -- it used to be that if he did nothing, they would automatically assign you a court date. >> if you do not want to pay the fine, you have to request a court date. >> the judge has to cut the fine down. if you do go to court. if you do not ask for that court date, you are automatically going to be assessed and you have to pay the fine within 30 days or your license get suspended. >> oh, my goodness. >> it is a real problem because driving on a suspended license is 12 points. if you get 12 points, your license is suspended for that so you can see how it snowballs. >> there is a warrant out for your arrest because you failed to show up in court for a corps the you did not know about. and, you are treated like a -- a court date you didn't know about. >> then you are treated like -- you are spending 24 hours in central booking along with all the felons. it happens to good people. >> what can you do to avoid this? >> i have two suggestions. people are incredibly concerned and proactive about their credit reports but they have no idea what is on their driving record. what i would suggest -- everybody should run their name on the maryland case judiciary website. just see what is out there. >> you might be surprised. >> right. it is not just for traffic. everything. you should see what you are listed there for. you can also go to the maryland vehicle administration website it 4 $2, you can use a credit card and all of your driver -- pull up your driver's license. there are people -- there are people who have tickets that are 20-years-old and they have been suspended all this time. it could be as simple as a mistake made by the court clerk or a could be a brother that name whenibling's they did not have their license. >> for that length of time, would they not have found out when they went to renew their license? >> i anticipate we will not do any cuts or furloughs of employees at this point. their salaries are flat. this is the fourth year i had to present a budget were no employee has gotten a pay increase. they're lucky to have jobs, but they do a great job and they do deserve to get something in the future. >> let us talk about what is going on with the hartford fire in the ems commission. a lot of controversy in some of the volunteers are not happy with you. >> most of the volunteers are happy that we are finally making progress in moving forward. there was a study done in 2009 on what needed to be done and it is not just about the fire service. it is about public safety. it includes the sheriff's office. it is much broader than just fire. we have 12 good fire in the ems companies that do a great job and have continued to do that. the county has grown and we need to be prepared for the future. the study recommended that we create a fire in him as commissioned here we are probably changing the name of that to a public safety commission. it is an advisory commission. they will give advice on what we should do in the future. it gives its ties to the fire service, me, it has no power over changing anything. there was concern among the firefighters and ems people that this would preempt what they do. we will make sure that it does not do that. we will roll out an executive order on tuesday to firmly establish something so we can move forward and get harford county ready for the future. >> in terms of the volunteer companies, you are looking to add to that? >> we look at its -- 75% of the ambulance calls are driven by someone who is being paid. they're being paid for the foundation or being paid through an individual volunteer fire company. we have to come up with a unified effort on how that is done. we need a source of revenue to make sure we can do that. cost is $10 million right now to provide that service. something new. >> a new southern police district? >> yes. we opened one in the spring for the sheriff's office and then next to that, we will have a southern resource center. a new health apartment building. that is where most of the people in hartford county -- that is where they live. we want them to be close. >> what kind of growth that you experience? "meet the press" is next. >> this is a wbal tv 11 editorial. >> the court of appeals issued a controversial rule in making owners of pit bulls liable when someone is attacked. the court determine these animals are inherently dangerous as a breed. no further proof is necessary to claim negligence. our news team has reported dozens of stories involving people attacks and extensively reported on the case that resulted in this decision. it 10-year-old was almost killed and his friend was injured by a neighbor's people in 2007. records show the owner retrieve the dog but did nothing to help the injured boy's. previously, the victim would have to prove that the owner knew the dog was dangerous to be held liable. while the broad ruling has an animal advocacy groups discouraged, there is no question that the court wants to make sure negligent owners are held accountable. some owners are outraged and say the new law is unfair and discriminatory against the breed. supporters cite the number of incidences and severe injuries victims have received an attack by pit bulls. more than any other breed. this might catch the owners and pets, you cannot deny that for the safety of us all. go to wbaltv.com for more information.
