seems to be a band north of i-70 that's getting the most appreciateable snow. a lot of other places are getting snow flakes that are putting a glaze on the snow. it is starting to stick a bit. >> i did see the salt trucks up in brooklynville heading up. >> there is a lot of salt on some roads. the salt trucks appear to be out. the snow appears to be out, too. take a look at that radar. what we're seeing here, covering a good chunk of central and northern maryland, and also parts of western maryland. some snow. most of it light. things are just getting cranked up. again, central and northern balance county, and most of carroll county and harford county seem to be getting the most appreciable snow. we have a morning of snow before things taper off. a couple inches of snow. more than that in a couple places a possibility as well. not a major storm, just a little slippery out. we'll detail the forecast for the entire weekend coming up. >> and you can always follow the forecast students -- three incidents. they have no suspects. here is kai reed with more. >> three incendiary packages. one package discovered in washington, d.c. a postal worker was handling a package when he said it started popping and smoking. >> this package is described and similar in nature to the packages discovered yesterday. >> the facility handled packages for the d.c. area. in this case, the employee wasn't injured. officials say it was addressed to homeland security secretary janet napalatano. >> two others were addressed to the governor and the state secretary of transportation. investigators are worried whoever is responsible will continue to strike. >> we don't know where this person is going with this. we don't know who it is. we don't know what they are thinking right now, but we are concerned about it. >> a note found yesterday refers to electronic highway signs encouraging motorists to report suspicious activity. the joint task force is leading the investigation out to be a fake used by the f.b.i. in a sting operation. his attorneys are claiming entrapment, but the f.b.i. says he came up with the plot and he provided them with the means. >> officers were in pursue suit of rhine we'd friday morning morning in st. rose, louisiana. we'd was seen jumping into a river after ditching a stolen car. >> i'm hoping he's not in the water. >> reed's mother said her son has a history of drugs and alcohol, but she said he was driving a relative's car. >> back here in maryland, a bizarre story out of baltimore county this morning. police say a man broke into a home, confronted a home owner, was shot, and took his own life. barry sims has more. >> police wondered if they were investigating a burglary or a much more intricate crime which ended with the death of a suspect. >> at this time we're still trying to develop the additional facts of this case. we know that the suspect was attempting to get inside of the home and that he was armed. >> armed with an ak-47 assault rifle. police responded to this residence on glen arm road. >> she saw a pick-up truck, and the gentleman saw him kind of walking toward there. >> investigators tell 11 news the man made his way into the house. the home owner saw him as she came out of the bedroom. >> at which time, the burglar also had a weapon and fired weapons at the victim in this case. it appears the suspect in this case was struck by the victim, the home owner. >> two bullet holes were found in the front window. police say the woman was not injuried. the wounded intruder drove to the sanders restaurant. the suspect was located in the truck wearing camouflage or hunting gear. >> he was found deceased by investigators in this case. >> it appears, according to police, he may have taken his own life. an assault rifle was found inside the car with him. >> nothing like this. >> no, my home was burglarized one time years ago, but nothing like this has ever happened around here. this is pretty scary. >> back on glen arm road police checked tire truck marks. after 1 locke clock police escorted an unidentified woman into the home. >> it is an isolated incident. this area is in an area where we have burglary problems or incidents of this sort. >> barry sims, wbal-tv 11 news. >> the u.v.a. lacrosse player accused of killing his classmate and former girlfriend is facing additional charges. george hugely is accused of beating to death yeardley love. new charges include felony murder, robbery, and grand larceny. he's expected to appear in court in charlottesville monday. >> a california woman has been arrested for flying to maryland to have sex with a 13-year-old boy. the woman, 36-year-old rachel ann hicks faces a host of charges after sources say she bee friended a boy after online games. they met over the thanksgiving holiday. that's when the two allegedly had sex. the parents allegedly found text messages on his phone. >> baltimore city's financial -- city officials say they will have to close a budget deficit yet again. they estimate an $81 million shortfall mple the city had to close a 121 million budget gap last year. >> with that news, city and fire are bracing for a paycut. >> overtime next six months they will see less money in their pay checks coupled with furlough days. the fire chief found out about the cuts through a memo. as sheldon dutez tells us, they are outraged. >> i'm here to tell you baltimore city will never be a safe city until this city recognizes the hard work of every man and woman that wears that badge. >> the president of the police union vented his opinion about the decision to cut police officer wages. >> it is a slap in the face and disrespectful to the men and woman of our police department that have delivered for this mayor and this city numbers in crime reductions that have not been seen in decades. >> police found out about the cuts through a memo. they will have five furlough days and the pay will be cut by $2%. that means the ank police officer will get $200 less every month. >> we hoped we would get a multieye year contract. we recognize the economic climate the city is in. instead, let's move forward next year and the year after. >> kids held signs to show support for their parents. the fire department was there as well. the budget cut has affected their department as well. >> it is getting old that we are doing the work, they are taking the credit, and they are also taking our pay in the meantime. >> i appreciate the city workers. all the city workers have taken a furlough. the police commissioner has taken a pay reduction. we are doing these things as shared sacrifice. >> which the mayor said prevented 350 layoffs this fiscal year. >> the union rejected a similar contract back in november. they [ female announcer ] go to yoplait.com to start your two week tune up. this week yoplait light yogurt is only 20 for $10 at giant. >> we have had snow in the area. most of it has been light. there is about an inch and a half of snow on the ground in carroll county. the heaviest band of snow appears to be through central baltimore county at this point. so we'll see how this continues to develop. we look at our live h.d. doppler radar. we have one band of snow. it is probably a pretty good -- right over the bay right now. that's the one that went juste primarily north of the city. there is another band here of light to moderate snow, and then a pretty good band west of hagerstown. this is moderate snowfall. if this holds together, this next band, which is maybe an hour away or so might produce another burst of snow. i think what we'll see is this little wave come through. mostly light snow, but waves of moderate snow. i don't think they will pick out anybody in particular. i would think north of annapolis is a chance for greater snow. as we look south of there, they are also spotty because of temperatures. there is a little liquid precipitation mixed in with some of the snow itself. let's take a look athe situation outside right now. the snowflakes are so small in town that we can't see it on our skycam right now. real small flakes coming in. 29 at the airport. 32 at the inner harbor. 63% the humidity. we have a southeast wind at three miles an hour. this weekend is the celebration of a really big snow. what we're going to get today, nothing compared to what we saw on january 9. second biggest snowstorm in the baltimore area. 26 inches of snow at the airport. just -- just over 33 inches at owings mills. you might remember that one. we won't match that today. this will be just a scratch in the surface as far as snow is concerned relative to other storms. annapolis is 29. camebridge 28. edgewood 23727. parkton down to 23. there the snow is heavy up north so it has helped to keep temperatures down a little bit. hagertown 23. 14 at oakland right now. here is the storm system spinning around. each one of these gives a boost of energy to snow. that's what we have going through the area now. it is kind of a clipper. bringing in a lot of moisture with it. this one has a little more moisture and kick to it than what went through yesterday at this time. so we stand a chance to get more significant snow than with we had yesterday. here's what the morning map looked like. kind of confusing. a lot going on here. a lot of these rose spinning around, these are these waves of energy. each one gives us a kick that gives us a burst of snow activity. that's what we're going to see primarily this morning. it looks like most accumulations will be during the morning hours. mostly cloudy skies. it could extend to the afternoon. 1 inch to 3 inches possible. that's kind of an average. some of you probably wading to the 1 inch. a couple places could get a little more than that. especially out to the northeast. they get more serious the closer you get to philadelphia or new jersey. temperatures don't warm up today all that much. all of maryland is under a winter weather advisory, except tort lower counties west of the bay. winter storm warnings for parts of new jersey and out in the mountains to the west. here is our futurecast. here is that one burst of snow going through. by 5:00 we might begin to see breaks in the clouds or even earlier than that, possibly. when we go into sunday, things look nice. our forecast, 32 today. on-again/off-again snow showers. windy. finally sun tomorrow. then another system coming through. this could be a little more significant. it looks like a lot of it will be out to sea. that's the interpretation now. temperatures good for making snow. >> coming up, a new device being tested by players at the all-american bowl hoping to save lives. we have details on that coming up. >> we have heard flore i'd in our -- flouride in the water is a good thing. more on new guidelines. >> i'm >> this morning's medical alert. flouride in drinking water has dramatically decreased tooth decay for many. could it be too much of a good thing? on with all this snow. >> as you witnessed coming in, there is a little more snow north and northwest of the city than has been the further south you go. everybody has been getting some modest snow. as i mentioned earlier, if you were watching, we got a call from the westminster area. snow on the ground 25 minutes ago. so some of you are collecting some snow. the further south we go, the less activity there is as far as falling snow. almost all of it is snow on the south fridgefrins. there may be rain drops or sleet mixed in with it. let me circle baltimore here just to get your bearing. every hour in the baltimore area, right around the beltway. just the heaviest band of snow showing up on radar to the west. west of frederick toward winchester. that band will be coming in yet. there is good moderate snow falling over the bay. a little band of snow moving to our north up in baltimore county and harford county at this time. so it will be little waves coming through the -- during joblessness has dropped again. job growth was below expectations. meanwhile, president obama put a positive spin on the news. house republicans say it is all the more reason to repeal health care sustained declines in the unemployment rate. >> claiming they can save jobs, house republicans oked a plan to vote wednesday to repeal what they call obama care. >> a government run plan paid for with decade of outcries over their sentence and only after a controversial condition the governor imposed that one sister must donate a kidney to the other. >> once past the gate at the state prison in pearl, mississippi, the scott sisters let loose. >> free! >> the two headed straight to a restaurant full of supporters. after more than a decade of rallies and protests and 16 years behind bars, janie and gladys scott were set free. there were convicted for their part in a robbery that police say netted only $11. both were given double life sentences that critics called exceedingly harsh and racially motivated, especially since the three young men who actually carried out the robbery received only eight years. but at at news conference after their release, they were ready to move on. >> here and there. a rill over did i little over an inch in a few cases. the further south you go, the more spotty the snow becomes. the most significant rain, the light to moderate snow fall, is between the chesapeake bay and delaware bay. also out west, in the corridor along the interstate between hagerstown and winchester. so these are the two areas that at the moment are producing a predominance of moderate snowfall, and that's where the more significant aconsume layings are occurring right now. so this -- we'll see waves of snow moving through the area this morning. most of it light. little impulses that go through as we go up to moderate snow. we will see some accumulations during the day today. more we saw yesterday. let's look at current conditions outside right now. you can see, it looks hazy. it is hard to see the snow flakes here. they don't show up well. it looks hazy or funny, and that is the snow falling at this stage. everybody is getting something. 2959 the airport. a little slippery on the streets out there. 63% the humidity. the dromter down. southeast wind at 3 miles an hour. yesterday a little bit of snow. a trace of precipitation. a trace of snowfall, at least at the parent. stsh -- at the airport. a couple areas in the northeast corner of the state an inch or just above that. 35 at the inner harbor. morning lows were as much as 10 degrees cooler than that. today will be kind of in the same range. 28 degrees now at annapolis. chestertown in edgewood. 23 parkton. 27 western maryland. oakland is only 14 right now. here's the satellite radar combination. it pulled back. you see breaks in the clouds. oh. there is even a little rain. here is that one little impulse of snow showing up on the eastern shore. the other out to the west us at this stage. everywhere else someone is getting a little bit of snow, light snow at this stage. there is a little spotty snow snow to the west. what's out here in west virginia will skate to the south of us a little bit. we have this mixed bag during the day today. here are the impulses waiting to come in. there is this on-again, off again snow activity and things depry up out to the russell westbrook, so we'll ahave a couple days of decent werve. in general, we'll say 1 to 3 inches possible. a few of you could go south of that. 30 to 35. the high temperature today. winter weather advisories covering most of our area. warnings out for parts of new jersey and out in the mountains of pennsylvania out to the west. we take a look at our futurecast, and we see by 5:00 this evening, most snow is out of the picture. it has president developed yet. we get into early next week, we see a storm headed our way. that is an impact on our seven-day forecast. snow hour today, light accumulations. only in the low to mid 30's for highs. tuesday and wednesday, a significant storm. the question is how much snow. >> downtown head quarters showing off support for the ravens push. >> you can feel the excitement computers. tim tooten has the story. >> teacher pensions have gradually improved in maryland in recent years. union leaders are concerned about the price people are paying for progress is starting to get out of hand. >> we pay more than we have ever had to pay for tenk pensions and to ask our members and teachers in schools to not know where their retirement is going to end up is not fair. >> governor o'malley said it is not fair to county governments. he's planning to propose a budget which will not pass costs on to counties. instead, this is what the governor has in mind, to maintain a public system, improve the current funding level, ask for increased contributions for members now in the pension system, and establish what he calls milestones to institute the need for further reforms. the governor can expect a bite from top lawmakers from picking up part of the tab for pensions. >> the counties determine how many people they hire and don't set the pensions. the you couldn't run your private business like that. some of it will have to be set back to the people sending these costs and not paying for them. >> the teacher's union is not taking sides but plans an aggressive lobbying campaign when the session starts. >> we have to be strong enough to say without a raised revenue. i know it is a sticky point, but you can't have number one schools in the country if you are not willing to put the adequate resources to keep it up. >> a message of humanity and unity from the former usda official who was forced to resign after pieces of a speech she gave years ago were posted out of context. she was at the martin luther king jr. parade. she talked about being fired after she was portrayed as a racist. when the original speech was quite the opposite, sherrod also had this message. >> we have to reach back and go across racial lines to work together. we did not just stay in our own home, in our own communities, or in our own ethnic groups and think that the problems of this country will be solved. >> after the real story came to light, the president called sherrod personally to apologize. she was offered another position in the department but
