flurries. up north of frederick as well. a few flurries and snow showers. the heaviest snows will -- or a light to moderate activity over philadelphia at this stage. we will have the threat all weekend long for something like, just a little brush or dusting of snow. we will talk about details on how the storm will leave and another one will come in and just a minute. >> a convict with a violent past is back in jail this morning. less than eight -- less than a day when he was mistakenly released at a downtown baltimore facility. raymond thomas taylor assumed his cell mates and a -- identity and walked free. >> raymond thomas taylor was serving a triple life sentence when he passed through this baltimore detention center on thursday. the inmate was in it rich -- was a rich record date on the eastern shore when he wrangled an early release by using his cell mates id card. >> the other inmate was overpowered in the south. despite this erroneous release and he hasn't been charged. >> 26 year-old taylor had just met his 22 year-old cell mate william johnson who was said to be released. authorities say some help tailor obtained johnson's id card and passed through a three security checks. >> initial indication is that proper policy and procedure was not properly followed. as part of the investigation process, we're also analyzing existing policies and addressing any areas of concern that may have contributed to this event. >> she does not believe that taylor had help from officers. it took cut taylors freedom short directing the warrant apprehension tax force to a home in martinsburg, west virginia, 19 hours after he walked out of detention. >> it was in a queens house. he was located upstairs closet. >> he changed his hairstyle he was on the run to alter his appearance, adding that he did not put up a fight when he found them. he is behind bars in west virginia as mayor led authorities investigate how the system failed. >> we will continue to grow and learn from this mistake. >> sean king of west virginia is also charged in this case for harboring a fugitive. >> bills services were held yesterday for the security guard killed last weekend in -- funeral services were held yesterday for the security guard killed last week in downtown baltimore. he was killed at the bank of america plaza when he tried to stop a fight. one of the people involved in the fight pulled a gun and opened fire. >> it is quite a scene in west baltimore, a public corkscrew was collecting trash when it -- a public works group was collecting trash when there was a mess on france's street. john sherman has more. >> there were several things about the situation that make you scratch your head. why would the city kyle snow up 6 feet high blocking a street? when a trash truck approached it this afternoon, why did it think it could get over the top of the snow? that is the result. >> watched the face of the property owner here. that was around 2:00 just after it happened. her questions remained. why would a person try to drive over that? don't you think that is a little silly? >> it is not possible. >> this is the truck. it is back on its about picking up trash not too long after the incident. >> the tribeca -- the truck tried to ride over the snow pile. the trap just gradually rolled into the side of the house. -- the truck just gradually rolled into the side of the house. >> someone told me that he made one attempt to get across and he could not. he backed up and he used it as a ramrod and just kept going until he pushed his way through. >> the the landlord, she is going to have to pay for the repairs first and then get reimbursed. >> a judge has ruled that a maryland mayor whose two dogs were killed in a raid on his home can proceed with this lawsuit. prince george's county circuit judge denied motions by the county and the state to do this his lawsuit. back in july 2008, a swat team raided his home after smugglers sent a package containing marijuana to this time. officer shot and killed the family's two dogs. police later cleared his family of any wrongdoing and said the delivery was like the part of the scheme. he is mayor of berwyn heights. >> an attempt to overhaul the state unemployment insurance fund. it is on the verge of running out of money and money funds this below a certain level, it triggers a tax increase on employers to pay into it. the new plan will include tax relief. >> i spoke with the administration about perhaps bring everybody back together to see if we could address some of the concerns, what we heard from the business community that there are some ways you could make this thing cost neutral. >> if there is a deal, the state would get one under $27 million in federal funds. compromise allows used for medical purposes. >> it will allow me to have the use of cannabis in a form like vaporization or putting it into food. that way i am not smoking it. >> if i had been just taking the pill, i would probably be addicted by now. i am able to stagger my doses using the marijuana on the small dose to boost it and allow me to participate in my daily activity. >> using marijuana to reduce pain or to stimulate and appetite under a doctor's prescription is being driven by compassion, to improve the quality of life for those who suffer. the delicate is the lead sponsor of the measure. he said that using marijuana for medical purposes has nothing to do with the war on drugs. >> it is time to dig the sick and dying off the battlefield. >> the legislation is modeled after new jersey law. it storm, at least from the storm's center which is up in southern new england down to our region. we are on the fringes of it and we are getting a few snow flurries and snow showers in the baltimore metro area. the heaviest part of the snow band is near philadelphia right now. you also see little sprinkle activity of mixed this -- mixed precipitation down in southern st. mary's county. also down in southern virginia, a little mixed precipitation as well. the sun is starting to go away in the lower eastern shore in there. we will see this kind of activity today. a flurry chances may back off a little bit, but you can see that storm rotating. let's look outside right now. there is mostly cloudy skies. 32 at the airport. humidity, 66%, a relatively dry atmosphere. the barometer has gone up just a bit. we still have a breeze, but it will not be as strong as it was yesterday. we had guest here in town in the 30's and 40's. annapolis, 34. right at freezing at edgewood. westminster is 30. frederick checks in with 36 degrees. satellite picture, you can see the clouds reach all the way to washington and northern virginia has some sunshine as well as parts of the lower eastern shore. then you have this band of clouds to the south. that is the southern accent of the storm. the lesser extent of the storm reaches all the way out to the mississippi river. this is a huge, a huge storm. the center of the storm was over boston earlier. it is now stretching for the west now. it is back over western connecticut. it will continue to wobble or round before it finally starts ticking off during the day tomorrow. additional storms on the map, one day -- one down at the gulf coast region. it is likely to curve back and head toward new england by the middle of the week or so. clouds and sun today, snow showers, 38-43. the winds are at 10 or 20 miles per hour. we have the storm in the west coast, plus one out in the pacific ocean. these storms will have to be watched for progress eastward. a big earthquake in chilly. 8.8. a huge, huge -- a big earthquake in chile. these waves could be anywhere from a few inches to up to 3 feet or more if they hit these various islands out there, including the hawaiian islands. again, that could have some bad results out in the pacific. our forecast here, maybe four or two today and tomorrow, but mainly in mix of clouds and sun. highs what should testing go beyond this? >> this is saying that we are finding something in the urinary tract that is a problem. what we have to decide is, is it in the kidney? could it be a bladder problem? >> are we talking infection? >> it could be an infection, it could be a tumor, it could be from trauma. sometimes these animals have a trauma. usually, if it is early in the kidney, it is a symptomatic. it is down in the lower urinary tract, you might see some blood or some extra urination. when you have to do when you see protein in the urine is to pay attention to it and i slept where it comes from. it is a big deal. your veterinarian should do some more tests. it could be stunts in the bladder. it could be anything. -- could be stones in the bladder. it could be anything. >> our next viewer says, i have heard varying opinions on this. should i look for dog food that has real meat as its first ingredient? >> this is a big picture question that i am sure we're going to come up with answers in the next couple of years. the dog food and cat food companies have not been honest about labeling. the labels do not often represent what is in the can anyway. i have to tell you, to answer that question, he should talk to your vet, is this dog food a good food or is this food a good food? if it says chicken dinner, it only has to have 5% chicken. if it has the word quit, it does not have to have any fish. dog food is a scam. the amount of protein they have come they never tell you 6 grams or 7 grams. they say minimum protein or maximum protein. >> they give themselves a window. >> a huge one. >> a good question. what is because of this note knows? -- snow nose? >> in the winter, a lot of dogs lose their pigment in their nose for various reasons. the antithesis is that is in the summer, when it is very sunny, that happens as well. if that is what is going on, a mighty fine. -- it might be fine. >> thank you for joining us this morning. you are a nice dog and i like that color. -- caller -- >> live, local, latebreaking. >> welcome back. thank you for joining us. let's take another look outside with john. >> we have had a few flurries and a little quick snow shower this morning, nothing of much saw quinn's -- nothing of much consequence. let's look at it on our satellite. mostly this note is occurring in upstate new york, northern pennsylvania, on into new england. some snow showers have gotten so out of the south -- of the storm center. right now, it is a rowdy new jersey and philadelphia area. -- right now is over new jersey and philadelphia. today, the best chance for snow accumulation in maryland is out in parts of allegany county. we'll talk more about the weather and how we can turns out and another big potential storm next week, stick around. >> the government of chile says that 78 people are confirmed dead in a giant earthquake. the earthquake has caused a huge wave that entered a hugely popular area. a tsunami warning has been issued over a large area. the earthquake struck early this morning. back here in the u.s., utility crews face an uphill climb in their efforts to restore power to more than a million customers in the north east after a major winter storm. fallen trees and downed power lines are in the way. to the slow-moving storm pounded the region with hurricane force winds. at least three deaths are blamed on the storm. >> this know that we received in maryland was not a major problem, but it was the high wind whipping the stock around. >> -- the snow around. >> it is really, really bad. i am a young man. >> another cold chilly blast from mother nature, not so much in the form of snow, rather wind. >> it is crazy. my car was going all over the road this morning on the way up here. >> the morning rush was a little messy, there were not too many problems. there also were as many problems with falling trees, which was good news. >> binkley, we have not seen as many outages as -- thankfully, we have not seen as many outages as he could have. >> as of 3:30 this afternoon, they had restored power to more than 13,000 customers, which was far less than it was expecting. there was still a lot of work to do. >> the biggest problems are wires down. wires have come down for a couple of reasons. trees and tree limbs and also there have been some vehicles who have collided with our polls. >> the wins also managed to cause problems for area firefighters. city firefighters had difficulty putting out to fires friday morning because of the wind spanning -- fanning the flames. this fire was also prolonged by the wind. >> are this week's new movies for the price of admission? >> agony is a real medical problem. this morning, -- >> your forecast with meteorologist john collins. >> a lot of clouds around the area this morning. there have been a few sunbreaks here and there. a few waves of snow had moved across the region. a little dusting of snow. the reader is showing a little bit of that region from philadelphia into hartford county. -- the raid are showing a little bit. manassas has sunshine right now. we will see a little bit more of this activity today and perhaps a few more sunbreaks as we get a little deeper into the day. the current picture outside with teachers -- temperatures rising very, very slowly. carlows were around 30's bridge 32 at the -- our lows were around 30's. the barometer is rising, but low. the storm's center is fairly close to west, up in southern new england. the winds are about 14 miles per hour. the wins have diminished some. the strong -- the storm is not quite as strong, but it is still pretty extensive. chester town, 33. edgewood, right at freezing. westminster at freezing. frederick is 36 degrees right now. here is a satellite picture of the sunshine out in virginia. no. md., all clouds. storm center itself, right over connecticut. it has drifted from near boston back to the south and southeast a little bit. it is quite extensive. the clouds -- all the way back into the mississippi valley. as far south as north carolina. it will continue to spin out there during the day to day. another storm out in the gulf coast region. a storm on the west coast that probably will play into our whether along the mid-atlantic coast line, wednesday or said. today, a mix of clouds and sun. a few flurries possible. 38, 43 behind. the winds will not be as strong as they were yesterday. winds gusting to 25 essentially from the west. there are winter storm warnings out for some significant accumulations of snow. we're talking about that to lay in -- chilean earthquake. tsunami waves have been reported going on from this. a lot of these islands in the pacific are under the threat of the waves to over 3 feet, depending on how the island- state and how strong the way this pit today, maybe a few employees. a mix of clouds and sun generally of the weekend. monday looks good, late tuesday and into wednesday, that storm on the west coast will be along the eastern seaboard. we will see how that develops. there is potential for a coastal storm. >> if you have ever had acne, you know what a painful and embarrassing condition it can be. it is a real issue and not a cosmetic one. it deserves treatment. here is dr. donna hamilton. >> martina carter is a beautiful 23 year-old woman, but she has struggled with serious acne and she was 12. >> it was really difficult being young and self-conscious. everyone also around me was dealing with the same issue. >> while it was initially on her face, it spread to her chest, shoulders, and back. teens are her most common patients. >> the second wave that i typically see our patients in their late 20's. they often times will get back in for the first time. the main causes are bacteria on the skin, which promotes inflammatory. or clogged pores and corpsman's often play a role. >> martinez tried everything over the counter, but it was pills and prescription topical that finally did the trick. she was having smooth skin. >> it feels great to be able to go out of the house and not worry about makeup and not minding the new pictures. >> it really bothers her to see a teenager on the street not getting treatment. >> there are a lot of kids walking around who have beginning signs of scarring, which is the redness. once you have that, it can be permanent. it is important to treat it before it gets to that stage create -- stage. >> in this day and age, people should not have to suffer from acne. >> absolutely. a lot of the over-the-counter stock really works. -- stuff really works. it that does not work, the next that is saying your doctor. if you do not contact you can get permanent scarring. >> you have heard that there are some different methods. what you are eating, the bacteria, the environment. what is the cause? >> if we knew the answer, there would be one magic medication. unfortunately, there are a lot of factors. some individuals, one aspect is stronger and we will focus the medicine on that. >> for adults, would be more so criminal? >> often times, when i see people in their late 20s or early 30's, it is change in their birth control that is the trigger for that. i think there is a lot of formal aspects to it, but it can come at any age. >> the most important thing is that it is treatable. >> there is no reason to walk around with that on your face. >> especially for young people. there is so vulnerable. >> it is vulnerable at any age. nobody wants to walk around not looking their best. as far as in their teenage years, it is hard in your 20s and in your 30's. >> there is stuff out there. thank you so much. if you have any other questions, call. are you thinking about a movie this weekend? >> if you go to iraq and tomatoes -- if you go to ir 10rott rotten tomatoes, no crits liked it. shaun williams scott has a great part in this as 8, and who cannot help but to antagonize people. >> i like that. >> you are either going to think it is really funny or really annoying. it is not a good film. if you are in the mood, you will laugh. 2 stars. i did laugh. i'm not going to lie. >> moving on to "crazies." >> i need to establish a this, but this film is a zombie film. it has the basic premise. it is a sleepy town and all of a sudden, the townspeople start acting in a homicidal way and there catatonic and they began bleeding from their orifices from -- which is never good. you have the struggling cop. the military gets involved and they are quarantining an evacuating. it is a perfectly good zombie film, but i have seen so many zombie films at this point. is a little bit been there, done that. it is not that great. 2 stars. there is. -- there it is. >> your oscar picks, maybe next week? >> s >> u.s. men's olympic hockey -- hockey team have put themselves into a position to go for the gold. the miracle on ice squad did back in 1980. 30 years later, it is back to the gold medal game as the u.s. knocked off finland. brian along with the first goal. look at the absolute shock on the thin line players. backhanded goal, finland has to change its goalie, down 4- nothing the first period. they skate with 6-1 win over finland. the u.s. plays canada sunday afternoon at 3:00. controversial heartbreaker speed speight -- speeds skater going into the final turn, you'll see him on the right scene of your screen. he has his hand on a competitor. two skaters go down. it looks like he wins the race, but it is a no-no for ono because they disqualified him for having his hand on a competitor. he comes up empty in the 500. he did win his record eight medals of the winter game. 34 total medals and now for the u.s. team. a big surge by the host country canada as well. canada now moves into third place with 21 medals overall. if you look in that left column, you'll see canada with 10 gold medals. for u.s. geared -- skiier vonn, the game's end on a disciplined -- disappointed note. she straddles one of the gates. right there, she knew it immediately and it is instant disqualification. the run and the games and for her, but she does take, a couple of metals. one gold and one bronze. i hope your last week in of the olympics is off to a fantastic start. >> new england is still catching it. >> it has been rough for them. we're just far enough south. we will see a little snow trying to break through. not a bad weekend. 40 for the high, 41 tomorrow. tuesday, wednesday, did that catch your eye?
