"11 news today" will begin half an hour early at 4:30 a.m. >> mayor stephanie rawlings blake introduced her redistricting plan. she wants to divide the population evenly. they say this will favor a mayoral aide who is considering a council run. kerry cavanaugh is live. >> the mayor's redistricting plan is being unveiled right now is the city council chambers. it is just one item on a long list of those. the administration describes the changes as an attempt to keep neighborhoods in tact and accurately reflect the racial makeup of the city. [no audio] the plans for district two are already stirring some controversy because it calls for a move that would shift more black voters into that district which could help a mayoral aide who is expected to run for that district when the council member retires. according to federal law, they must reflect the racial makeup of the city which has lost 20,000 residents. the council has until witnesses say a juvenile dredged the cat in lighter fluid, put her in a milk crate, then lit a fire. >> meanwhile, testimony continues in the trial of the twin brothers accused of setting fire to a pit bull. they are charged with numerous counts of animal cruelty. low mauser is live at the courthouse with the details. >> a long day in court but only two witnesses were called to the stand including one woman who says she saw the johnson brothers running from the scene and sergeant jackson who, ironically, interviewed this witness five days after the crime. he said in his testimony that he saw the two boys with the dog minutes before it was burned. one of two witnesses to testify on monday, the police interviewed five days after the crime, positively identified the johnson brothers as a running away from the scene as the next burned. she pointed them out on surveillance video and in front of the jury and in the courtroom. they tried to say her testimony was driven barbara board money that was offered in the case. goodman told the jury that the reason she waited before going to police was because "i did not care until i saw the money for the record." the most damning evidence so far came from a surge in jackson with the baltimore city police department who was in the violent crime division when the burning occurred. at 11:46 a.m., you see an unidentified man walking the next down north gilmore st.. -- walking phoenix. two minutes after that, he is given to travelers by the unidentified man. at 11:51 a.m., you see travelers kick the dog. the state asked the sergeant jackson how he knew travers and germain were in the video. he recognized their mannerisms and behavior. seven minutes after they kick the dog, you see them running down north gilmore st.. six seconds later, you can see phoenix on fire. the detective told up in a car and put out the dog. as central command took manual control of the fire and it became a scene, you can see them reappear along with onlookers and get a closer look by being -- i.d.'ing from earlier. unfortunately the judge in the case is not allowing it to be released. one final note, sergeant jackson's testimony was cut off
