are also hammering on the campaign trail. as both parties debate the best way to stem unemployment, a baltimore county defense contractor laid off nearly 200 employees today. carey cavanaugh has the latest. >> the defense contractsor is in part blaming cuts in military spending for layoffs here as the latest figures so maryland's unemployment rate is at a three-year low. we sat down with an economist to get a picture of our job state in maryland. inside this hunt valley office building, a.a.i. corporation cranks out the technology that powers one of the military's most mysterious tools, the drone aircraft. word came that 184 employees behind that effort are getting pink slips. an a.a.i. spokeswoman tells 11 news, "these changes are part of ongoing improvements we've been making over the past 18 months. as we become more cost competitive, we see continued opportunity for a.a.i. to support the u.s. and allies in light of a declining u.s. defense budget." >> we've shut down our activities in iraq and will chette down activities in afghanistan. it's not a shock to hear that a.a.i. will do downsizing. >> baltimore county executive kevin kamenetz may not be surprised by the layoffs but is disturbed to see so many out of work, as democrats and republicans trade the blame for consistent unemployment. we asked an economist what politicians need to do. >> the biggest thing the congress and the president could do right now is grow up and act like adults. >> meaning, he says, that looming elections are causing lawmakers to draw out debate over critical issues, like the payroll tax, creating an uncertain climate for business. >> american people need the government to do its job which is to pass bills, pass budgets, set up a tax code. >> he points out that maryland's unemployment rate hovers below the national average and there are encouraging signs like the recent restoration of jobs at the old steel mill, developments that hopefully indicate people laid off today won't remain unemployed for long. >> the economy will recover in spite of politicians. >> we have seen gradual job growth in maryland recently. last month, the state added 3100 new jobs in government, healthcare and education. >> today governor mark o'malley qualified his much anticipated civil marriage protection act, laying the groundwork to legalize same-sex unions in maryland. the proposal would extend legal protections to religious leaders and organizations for failing to perform same-sex marriages. opponents contend the latest version redefines marriage. >> we're not simply concerned about protecting religious institutions. we're concerned about the impact that redefining marriage has on all of society. >> if the measure passes, supporters believe opponents will petition for a referendum on the november ballot. a senate hearing on the issue is set for some time next week. today, baltimore city school c.e.o. dr. salanso and students made their pitch for more school funding. right now, the school gets about $32 million from the state. school officials are asking lawmakers to allow them to invest those dollars for long-term projects. >> the most important thing is flexibility but we also need predictability as in, no bank is going to allow us to borrow unless they know what we're getting right now we're going to get in the future. >> baltimore city says it would take at least $3 billion to build and renovate schools. the city has some of the oldest school buildings in the state. former governor bob ehrlich paid $168,000 in leftover campaign funds to attorneys defending aide paul shirek during the robles trial. the use of the campaign funds to pay an aide's legal defense is not clearly addressed by law but expenditures have to be campaign-related. last month, a jury victed the aide on charges that he authorized robo calls to express express -- suppress the african-american vote. authorities say aaron nathaniel mccoy was driving a car that matched the description of a car that was involved in several burglaryies when it crashed. >> according to investigators, it started with a burglary and ended with a suspect pronounced dead at shock trauma. three cars smashed into each other, one wrapped around a utility poll. >> we heard an ambulance so i thought i would come up and see what was going on but i had no idea the magnitude of the tragedy. my goodness, somebody died. >> the incident began several miles north of the crash site around 2:30. there was a burglary at a home in the 3200 block of vance road. according to investigators, spotted a vehicle matching the getaway car description and tried to pull the driver over but he refused to stop and a passenger got out and ran. >> at this point, we pulled back patrol cars because we don't want the suspect to flee. want to initiate a chase. we do, however, follow the suspect vehicle from the air in one of our police helicopters. >> minutes later, the suspect tried to pass and then collided with a jeep traveling south on dulaney valley road. both vehicles slammed into a truck on oncoming traffic. the 20-year-old suspect was pronounced dead at shock trauma. four people in the other not seriously injured. the passenger who fled the suspect car was caught and is questioned by police. >> it's a shame the whole thing had to happen. it's just, you know, i guess part of the times that we live in. crime is everywhere now no matter where you go. >> investigators say the criminal investigation and the into exactly what happened in the seconds before the crash are ongoing. reporting in baltimore county. >> police are searching for two suspects after a series of home break-ins in baltimore county. investigators say four homes were burglarized last friday and in each case the suspects broke through a rear door window and would open a garage door, pull their car inside and ransack the home. the suspects are believed to be two african-american males, 30 years old. police are looking for a blue or gray four-door honda sedan. anyone with information is asked to call 911. a former crew member turned whistleblower could land a reward. he's credited with tipping authorities about illegal dumping of waste oil from a freighter ship last year using a magic pipe. the allegations came to light when the crew member passed a note to coast guard inspectors
