And most difficult year anyone could imagine I know that Marylanders are frustrated and completely fed up with this fires believe me no one is more eager than I am to put this pandemic behind us we all desperately want to return to our normal lives but no matter how difficult it is to hear you deserve the truth the truth doesn't know party affiliation it doesn't care what any of us think or what we want some of the problems we face today as a nation or because politicians Raef refuse to tell the hard truths when it doesn't fit their agenda but I have always been a straight shooter so here's the truth getting a vaccine to everyone who wants one will be a much longer and much more difficult process than any of us would like it to be it is going to require a great deal of patience for many months while States continue to push the federal government and the manufacturers to increase the production and to drastically increase the allocations they provide to the states. In the meantime we must continue to take the necessary precautions which keep our families our friends and our neighbors healthy and safe this crisis will not and overnight but together we will bring it to an end. We will get our kids back to school get people back to work and get life back to normal once again a better future is on the horizon where we can get back to doing the everyday things we all miss like celebrating with friends and family at a crowded restaurant or taking our kids and grandkids to a baseball game a better future where our kids are thriving our communities are safer and our economy is booming once again we will get there. And all of state government we will keep pushing him to fix the bungled couvade back to roll out every Marylander that wants a vaccine should be able to get a vaccine and it is unacceptable that our state currently ranks 46th in the nation for getting vaccines out we will continue to fight for out of work Marylanders to get the unemployment benefits they are entitled to took morrow the House and Senate will be announcing changes to unemployment insurance to get the unemployed reliable benefits more quicker. And we will work to provide students with what they need to recover from learning loss and we will demand that the governor and the superintendent of schools work with parents and teachers on school reopening instead of demonizing or threatening them we will require protections for essential workers for nurses and e.m.t. For grocery store and pharmacy workers for everyone who has served our state so selflessly during this pandemic and we hope that the governor will join us in our efforts to pass along the overdue policing reform and our speakers racial justice agenda Maryland was founded on a promise of freedom and opportunity but that is a promise that has throughout our history been delivered an even money particularly for Marylanders of color it was the generation of Frederick Douglass and Harriet Tubman that ended slavery it was the generation of Thurgood Marshall and of Dr Martin Luther King Jr That ended legal segregation it is the responsibility of our generation to end an equal treatment of black citizens in our criminal justice system and it is the responsibility of our generation to address racial inequalities in housing in business ownership in education and in wealth creation we must make equal opportunity a reality and not just an empty promise we must use this moment to build a more just and equitable merriment for future generations and that is the House Majority Leader Eric lute case speaking of Maryland Public Television which provide the feed of the governor's address tonight c 4 joins me now and the governor spoke for about 20 minutes the state of the state is resilience give me your thoughts on what the governor said his main focus as it has been Robert for the previous 6 says 6 State of the state address has no tax increases a structurally balanced budget as important as distinguished for the audio. Between an actual budget structural Sharon's as opposed to a structural one which means in the out years there's a deficit he wants to be the fiscal government and that's what he advanced forward in the midst. Robert of a of a pandemic year and so you know getting kids back in the schools getting money out to small businesses that was his emphasis on more aspirational joined me we can do this together message the governor did say that now is not the time to raise taxes but the governor's hands is going to be forced next week as the House and Senate consider the override of the governor's veto on that util sales tax and also the increase in the tobacco tax am all tax increase and there's an alcohol tax increase that's a separate bill that one dealing with health care in fact they're actually revising that bill there may not be an override on that. Talk about that the bottom line Robert and most people are saying this and I say most even Democrats this is not the time for Maryland legislators to be raising any type of taxes on citizens right now people in recovery we're in the midst of recovery it's across the board so even though there are good meaning you know efforts for education and and drug treatment and all these of the things they want to raise the taxes for this is not the time when jobs are at a premium The governor also talked about getting kids back to school and then you heard the statement from Eric allude case that he has to work with teachers will be school superintendent told you last week they have talked to teachers but give me your thoughts on the bat effort the evidence Leeson of Baltimore region I'm not sure about Mark I mean County or Prince George's is the fact that you have superintendents who are using the march the 1st deadline that the governor and state schools were going and by the way Dr generally Chan who by the way with joining c for a brain image on Monday they laid that data so that is now the day that these school systems at least in a ball. It's great to be with you Robert thanks for inviting me good to be with you all well what I heard was a governor doing his best to put a good face on a really difficult situation I heard a governor reiterating his commitment to do right by the people of Maryland what I know for a fact however is that on the ground the rollout of the Kovac back seemed to calling as well as it could and there are lots of factors lots of forces at play it's not a question of the governors will but question the. The commitment and the organization of the rollout so that's what I saw We're talking with Maryland delegate Robin Lewis who represents Baltimore City and delegate Lewis you know there is some concern though that when it comes local jurisdictions the coordination the Health Department and the state if there is some disconnect what do you say to individuals we have Baltimore City Council it's the slaver on the end of talking about that both entities the health departments is local level and the state we're having difficulty for the state of it. Yet I would have to agree with Councilman Schleifer the reality is the rollout of the coded vaccine is not going as well as it should mostly because of the decentralized approach that the governor and the State Department of Health have undertaken in some ways what's happening in Maryland reminds me of what's happening at the federal level. During the last administration that is before President Joe Biden took office what we had was this organized this these approach to rolling out covert relief to the states and the federal government under the form. President name I don't say was committed only to raising chaos and rather than centralized leadership in manufacturing of p.v. Any courting mating with local health departments and they've administrators to to implement vaccine program the federal government said you're on your own and in some ways I think a little bit of that happening at. That vaccine directly to the state the federal government is not sending that in doses to the Baltimore City Health Department but those who go to the state and the state and distribute if the state isn't communicating with local health departments in a coordinated with them isn't letting them know what to act then are little they're in trouble I actually would commend more city health department but good job under difficult circumstances I think that the responsibility to sit with the executive of our state and that is Governor but delegate. From the 46th District who joins us tonight in our coverage of the state of the state yet in the case of Baltimore City they had to cancel appointments and for the month of February 2nd doses rather than 1st doses and I know you raise that yesterday. In the house and govern Operations Committee hearing with the acting secretary Schrader doesn't the city isn't the city have some responsibility here to take what they're given and give it to the Most people. Absolutely and I know that our health offices in Baltimore and of cross the state sort of oaths to protect the health of the people in Maryland and there's no shortage of commitment to protect the people of our city and our Baltimore City Health Department the complexity as I understand it had to do with the communication between the state and the doses that were made available. Between what to the city and some confusion about the. Coordination and. Scheduling So here's what's happening. Where we are truly stuck with the legacy of the past under investment in our public health system. Under investments in data management a collection and sharing systems and so we enter this crisis this coronavirus pandemic crisis already hobbled by lack of you know investment of the past so things are not going perfectly but I think we really have to focus on the need for leadership centralized forward thinking responsible and accountable leadership and that movie sets with the states are a final question for delicate Robin Lewis from softball or the 46 district What is the one thing you didn't hear tonight that you wanted to hear from the governor. Oh I would have loved to hear something like. Let me stop you there because I didn't hear from either the majority leader. About the fact that tonight earlier before the governor's speech the c.d.c. Director of the bike demonstration said there's no reason for teachers not to be in the classroom even if they haven't gotten vaccinations she repeated it twice. The new c.d.c. Director so this whole effort by vaccination to get into a classroom that's not what the Democratic presidents c.d.c. Director is saying. Absolutely we're hearing by now I'm seeing it on social media you know he's talking about it maybe now that Democrats teachers' union the. Best funded. In and out well actually get on the right page and say it's time to get our kids back and you know I thought it was funny. That in some point of the speech the longest year I'm like thanking more than the kids who haven't been in school and almost an entire year I think a lot of parents are saying that as well. I want to turn to vaccines if I may the governor's been criticized by Democrats and even some Republicans about the slow pace of vaccines how it's not organized not organized at the central level delegate who sits on the senator who sits on the Senate vaccine work group has noted that she's the only Republican sitting on that and a nurse by the end. Nurse as well give me your perspective on that Well 1st I'd like to all take a step back take a global walk at President Trump operation more than speed if it were not for his focus on the federal government and the and i h focusing on the back saying this is historic We have never gotten back seen out in this amount of time so you know that we should recognize Secondly we don't have enough vaccine. So we they're working they're getting them out but you know we have a shortage of vaccine so we have to acknowledge number one it's been amazing that we have this many vaccine that we you know the number of companies that are producing them and number 2 that we don't have enough and number 3 I will say that my friend Robin Lewis that was on with you you know talked about the it's not centralized Well I'll point to West Virginia where they've completely d.s.n. State of the state address tonight you heard in the last hour Governor Larry Hogan addressed the state legislatures and Marylanders everywhere via a virtual speech and I'm going to be with you tonight until 11 pm to discuss and analyze what was said I thought like I said I thought it was workable It was good and Hogan is always pretty good in this kind of setting he commands a presence his text is well thought out and this was a great opportunity and a unique opportunity for and I guess any state of the state addresses for a governor to set out his priorities and his agenda. Of course what I imagine must be very frustrating for governor Hogan is that his priorities and his agenda have been sidetracked by covert 900 for the past year can you imagine that having an entire year of your plan go to waste because of a virus and look it's not just Larry Hogan it's the agendas of every other governor in the country that that must be extremely difficult. But it's also times like these when we see what leaders are made of. And the question I have for you is . Do you think Governor Hogan did well today and how has he done in terms of his overall response to cope with 19 it's looks like it's destroying careers of many politicians destroyed the career of the president in their own Hogan speech he talked about last year and how different things were and then things were going pretty well. And he said that over the past year we've been put to the test but he said we've met the challenge and I agree with that his quote was the state of the state is more resilient than it is ever been before more resilient. Not stronger necessarily but we're standing up where it counts and he talked about 1st hearing about the virus and he talked about the unprecedented actions that he has need to take involving hospital beds p p s kits of course there's the big controversy over test kits that he bought his wife made a deal I got them for South Korea apparently some of them didn't work we're still trying to figure that whole thing out Washington Post is on. The 85 public health emergency orders Maryland National Guard called up to save nursing home residents and he I'd say he did a pretty good job with nursing home residents compared to some other governors we know about and he talked about the vaccine and he said as of today about 500000 Marylanders have been vaccinated so he's touting this as a great success as opposed to a horrible failure which his opponents are doing and the Democrats in the congressional delegation are doing he said that the amount of vaccines being allocated by the government is not enough so you know he's passing the buck to the feds he can do that governors are going to do that sometimes he called out the by the administration. And he also said he was hopeful that another vaccine could be on the way soon making everything easier so even though he put a relatively positive spin on things. He gave a shout out to the vaccine itself he said the vaccines were safe that there are effective he wanted to obviously ease that has been see that so many have he urged Marylanders to get the vaccine as soon as they can He talked a little bit about the Freddie Gray riots in his own battle with cancer and about overcoming adversity and how Marylanders are strong and can overcome things like this they have a spirit they can get us through this. He talked about. Yeah I mean he talked about and he sort of alluded to the executive actions taken to help with the pandemic right and there are a lot of very important ones that we forget about money to families money to small businesses but now he said he said we need legislative action. Emergency legislation and I think most importantly and I think this was probably the most important part of his speech tax relief. Economic stimulus unemployment he said there was absolutely nothing more important than passing that stimulus bill. And he also said we need to lay the foundation for a lasting economic recovery he called upon the legislature to lower taxes this that was his biggest part of the speech I thought that was the part of the speech will remember he talked about taxes and how they need to be lowered and absolutely not raised he said that Marylanders are moving away. He called upon the legislature to cut the retirement tax I don't know if they're going to do that probably not. But he needs to be forceful about it he touted the budget he has a right to brag on the budget the budget is balanced probably probably the greatest accomplishment during a time of unprecedented crisis that he's had but but yeah he knew he really made a statement tonight I thought on taxes his small business roots his Republican philosophy was on display tonight when he talked about tax cuts. He didn't spend too much time on education which I thought was important talked about the expansions of investment in education the old largest investment school construction in state history. He talked about schools he mentioned that fallacy and the c.d.c. Agree with others that schools can be open safely he thanked teachers. He said he remained optimistic and he said he knew Marylanders were frustrated hopeful are they they are certainly frustrated. And you know he didn't he didn't take on the teachers' unions he didn't mention the teachers' unions which I thought was a missed opportunity because when Eric led he came on to criticize the governor in his I guess it was the official response the Democratic response he said you're attacking teachers and you've got to stop attacking teachers they're wonderful our teachers and you know Larry need to make it clear in this speech that he was not going after teachers he was going after teachers unions I thought that was essential for him to do tonight specially after getting attacked for you know for what he said about teachers and getting the vaccine a couple weeks ago. So that was my biggest disappointment so the best part of the speech I thought was the tax cut part the the problem with the speech was that it didn't talk and nothing about getting kids back in the classroom it didn't talk enough about why kids aren't getting back in the classroom and. I thought he needed to send that message to parents this evening particularly but overall I thought it was a good speech. It loses something because of the way it was delivered you know you don't have an audience you don't have people standing up and clapping you don't know if you don't have any of that pomp and circumstance and I. And I thought it was really good at the end. When he basically said we are better than the chaos that has infected the rest of the country when you look at the rest of the country and you see that I mean there are 2 votes in the House of Representatives tonight to kick people off committees and kick people off. Leadership of the g.o.p. I mean it's chaos and we all went through the trump experience and Maryland isn't Maryland isn't like that. As Les is un chaotic as you can be given the circumstances in the state. Like I said he was followed by a response by our air led key Democrat who criticize the administration he called the vaccine rollout bungled which was a far cry from the happy picture that Hogan painted then of course he of course. Talked about racial justice racial reform that's the big thing with Democrats that that's what led key really wanted to focus on. Because that's what the Democratic Party is focused on right now how racist the country is in their eyes. The speech didn't go very long about 20 minutes David 0 it pointed out the governor is running for president this of course gives him a bigger audience more years more eyes so again this is a speech that focused heavily on the primary issue of covert 19 the governor defending his record on vaccinations and my favorite part taking a real stand on taxes. And also another thing I want to know from you when you watch Larry Hogan out there. Do you see a potential president. Do you do you see a guy who could lead the country maybe he's not your cup of tea in terms of policies maybe you think he's either too conservative or too liberal but. In terms of leadership. In terms of values in terms of style do you see a guy who could be sitting in the Oval Office compare him to the last I don't know 2 guys who sat in the Oval Office and then see what you think but man I really wish he'd gone harder after the unions he didn't mention them by name I know he probably doesn't want to needlessly antagonize the Democrats but I thought that putting some pressure on them might have sped up the process sped up the staggered reopening this is how walking is a popular guy he still enjoys an approval rating in the seventy's so he has political capital that he can use to put pressure on both Democrats and the special interests to move things along in a direction he likes and I thought he missed an opportunity to do that tonight but again you know covert covert covert Maryland is on the right path it's going to take time that was the message given by Larry Hogan tonight in his State of the state address I'm Dan Joseph with you until 11 pm Torie snow will be coming up at the bottom of the hour to discuss the speech with me at 9 o'clock will have former Baltimore Mayor oral candidate and new w.b. Before our eyes over this last year and I will say so far I think he's handled the crisis extremely well he's gotten criticism from the right and the left over that period of time but you look at some of the other governors and just the chaos that they've presided over a new some in California Cuomo in New York and then look at Hogan and he's really overseen a remarkably steady process here in Maryland and I think that he has a lot to brag about both with covert and other things. To me why why is this even an issue like Shouldn't you just keep doling out based on population size like Shouldn't I mean look Maryland doesn't get more goes is the New York or California right but we get more than you know Rhode Island or you know or Montana so why don't we do the same thing when it comes to the counties like you get per population the amount of vaccines and then when I'm doing it that way now it seems like they should be but I mean should be a question I guess that's where I'm I'm concerned about why this is even a question everybody wants vaccines. It's you should get it based on the population size and how many people you actually have to vaccinate and maybe that's the way we should have done it from the get go and you should say that you're only going to be able to get it if you live in that particular county from the county health department but there is a problem Brennan has been from the very beginning which of course supplied that's a problem but the other problem when you give a hospital is say 75 dollars which is use that number and you're doing that because a 75 folks they are ready to get you to some only 40. Take it you've got to move to 35 elsewhere and that's the problem is the fact that they're asking for supply based on their membership whatever it is everybody and I get the vaccine suddenly it is sitting with it I have to move it elsewhere is anybody really sitting with it now yes what do you say sitting with that they have it and not a governor's asking them to move that's why at a press conference talking about I know that I know that it was a couple weeks ago what about right now is anybody really does anybody really have a vaccine that they're not using at this point which you know you believe if you have something in the fridge or waited for 48 to 72 hours the state is saying that's too long when you know within 24 hours that you haven't used it that's the issue right now and I find it tough I find it hard to believe that anybody is in that boat right now Judge I'd like to know the demand that is out there I could say I know someone yesterday who was over the age of 70 who did get an appointment who lives in the central part of the state and got an appointment in Cecil County. But they're good they're willing to drive to see county in order to get it now and as far as Nick most be goes in the racial inequalities I'm happy to discuss that but do we know it's because they know minorities either were offered it or are they fearful of getting the shot when we don't want to poll after poll has shown that is the case we don't know it could be that or it could be access so one of the reasons that Mayor Brandon Scott is that we have Dr Mukherjee unless we moved the site from Port Covington to Baltimore City Community College because it was much more accessible to minority communities to go to vote be triple c. As opposed to poor company access brand is a real problem you know people in minority communities or distressed communities with transportation I get that but you also have to count on that fact that the people who are eligible to get it right now are health care workers and their teachers right so and 65 to 70 and 61 of them are 74 so I want to know like the breakdown of those demographics what are the breakdown of those demographics when it gives We say oh well you know. The state is 31 percent black or whatever right if that does make a difference it's one who is eligible What is the write down of that and it may be more I don't know and maybe less but before we go we go off and say that that is definitely the issue I think that you forgot about she's already said it is an issue nationally it is in terms of those who have been affected the most when you look at minority groups Oh I know that's I've not arguing that right I'm arguing is whether or not there has been the access and if the access has been turned down because they don't want to take the shot which Right seen in poll after poll after poll we don't know the question I'm saying in terms of actual shots in arms Brian the percentage of minorities getting shots in arms is not represent the percentage affected by Co but that that's what the issue has been.
