Thank you for the opportunity. I believe many people have no idea what the secretary of education actually does. Now, i would imagine youre a good person to tell us. Is that right . So what are your roles and responsibilities in detail . My job is to try and help every child in this country get a great education, and whether thats access to high quality Early Learning opportunities, which i think is the most important thing we can do. Get our babies off to a great start, making sure students have a. Opportunity to go to a good elementary, middle and high school to prepare them for college and ultimately every young nern this country has to think of education beyond high school. A tech school, trade training, college, i have to work at all of those levels. As a nation were making progress. So proud of what our young people and country is doing with High School Graduation rates at alltime highs. Absolutely. Interesting about the progress in 2009 we met as a close the achievement gap rally and you mentioned closing that gap namely between white, black and latino students would be a focal point of your administration. Were about six years in. How are you doing . We have a long way to go. Extraordinarily proud of what young people are doing and the progress. Graduation rates for the whole country at alltime highs, but black and latino Graduation Rates were improving faster than those of the whites. The bar was up for everybody, but also closing the gap. Having said that we know by every measure we have a long, long way to go. This is not Mission Accomplished or a time to rest on our laurels but see so many more people graduating, dropout rates down. Thats translated between 2008 and 2012 is an additional 1. 1 Million Students of color not just graduated from high school gut going on to some form of higher education. A huge step in the right direction. Now we made to make sure those transfer to college completions. A widening gap between the achievement gap of rich and poor students . Is that the case . Yes. That is far too often the case and education has to be the great equalizer. Education has to be the thing that gives Young Children born in poverty in tough neighborhoods, born into families with challenges, education has to be the path, the vehicle, the tool to help them get to a better life. When we provide those highquality opportunities it be Early Childhood education, be it a great high school, be it access to Financial Aid for college, that young person, i dont care where they come from can do spectacularly well. When we dont provide those, we perpetuate failure and has zero opportunity doing that. And will you see that as a time . We have to fight to get there as fast as we can. Not decades but a centuries long problem and we have to get there. The divide for me is less around race even class than around educational opportunity. When you young people drop out of high school today they are basically condemned to poverty. No good jobs, none, in the legal economy. If you have a High School Diploma, there are few good jobs. Take that next step educationally, a world of opportunity available to you. In too many communities today, children born in poor neighborhoods get less spent on them educationally. Let spent on them than childrenwealthy neighborhoods. We have to challenge that very, very hard. Were proud of the progress, we have far to go and have to get better faster. What recourse do i have if my child does not get into that Better School in the city we live in . Every child has to have access to a Great Public School. Ideal you, you as a parent should have two, three or four different options. I fight in some communities there hasnt ban great choice for decades. Where youve had dropout factories allowed to exist far too long. Social status or position in life. Every child, rich, poor, black, white, latino, we could care less, needs to have access to a Great Public School and not based upon am i lucky enough to get into this one place. You talked about need to have access. I love coming from your administration, you often say education is a Civil Rights Movement of our time. What are some of these programs doing to address these persistent inequities . Get to that. First let me explain why i feel strongly, passionately, this is a civil rights issue of our generation. Drink at the same water founding, ride the same bus but are not educated, cannot read, youre not truly free. Weve tried to do so much. Whether increasing access to pell grants. S 40 billion into pell grants, to 9 million recipients. First Generation College goers, many from the minority, give the white house put a spotlight making sure africanamericans have access to great education. Secretary duncan, when you leave office and look back upon your time and your administration what do you best want to be known for . Starting to ask about legacy questions is not how i think. Couple things. First, significantly increase access to high quality Early Learning opportunities. I keep coming to that. Weve invested more than a billion dollars to invest in highquality settings. We feel great about that. In virtually every state, list of children without access. We need more republican friends to invest. This is an investment, not an expense. We have to increase access to high quality Early Learning. My goal, love to see High School Graduation rates as a country about 81 , 82 . Next goal, get to 90 . Beyond that, as close to 100 as possible. The trends are fantastic. If they slow down, shame on us. We need to continue to accelerate the trends. Thank you for your time today, secretary castro. Thank you very much for having me. Id like to get insight on how you vut current Housing Market in america today. Tell us where we are. Were in 2010, i think we can say in a better place than weve what we see is the Housing Market getting generally stronger in terms of home prices, in terms of sales. We also see less defaults out there. So were in a much better spot now than we were, say, three or four years ago, and certainly than we were at the depth of the housing crisis. You touched on a previous system that definitely was perilous to many homeowners. Id like insight from you how you plan to mitigate risk around this moving forward. There were significant issues with fannie and freddie. Theyve been in conservatorship for a few years and director mel watt is helping to make improvements there to get them on stronger footing. For hud, we run the fha, and fortunately for 80 years now, fha has been a rather stable insurer of loans that has provided the opportunity for Many Americans to get their first home. Community, for instance, today, of loans that are made to africanamerican families to purchase a home, almost 50 are fha insured loans. Of fhas total portfolio of firsttime home buyers, africanamericans represent about 10. 7 of that and that is on the rise over the last couple of years. There are still americans living in environments where theyre having trouble making payments when it comes to mortgage. What are the resources around helping them . Over the last several years, hud has been very involved in trying to make it more feasible for folks to stay in their homes. We have programs, for instance, that work with lenders to encourage them to give folks an opportunity to adjust their mortgage payments, for instance. In certain instances, whether it was Hurricane Sandy or other natural disasters, we work with lenders to give folks extra time all of that has added up to default rates at fha we see are going down. So were headed in the right direction, and with folks that are having challenges today, then they sow certainly seek out the help that hud and the department of treasury offered. Tell me a little more about your mission around cultivating not just an investment in the community but extending more opportunities for maybe some underprivileged areas of the country where we could definitely see growth . Thats why we call ourselves the department of opportunity. So much of what hud does is focus on using housing as a platform so people can enjoy greater opportunity in their lives. Were about to kick off a broadband initiative, for instance that will seek to bring Broadband Access to more Public Housing communities. The work were doing at fha to ensure that hardworking, responsible folks can get a loan to buy their first home, also extends opportunity. This year, for instance, is to drive down the number of veterans who are homeless by work wig the v. A. To extend housing vouchers to them. One of your key objectives is not only to ensure that folks have a home and place where they can definitely cultivate a life, but also that they have opportunities and means to employment and are able to feel as though theyre upwardly mobile . We want this nation to continue to be the land of opportunity amongst all nations, and that means that its about housing but its not just about housing. Its also about housing and a good education, and a good job, and being in a safe neighborhood. Looking at all of those things, holistically, thats the idea behind our promise zones initiative, our choice Homes Initiative at the department of education, promised neighborhoods. That can have a longterm impact on the prospects for a young girl or boy whos growing up in the middle of detroit or san antonio or philadelphia or l. A.
