Good morning often come welcome to daybreak Africa America. Washington today is Monday January 13th and here are some other stories we are covering Ethiopia's prime minister proposes parliamentary elections sometimes you may. We wondered. But probably. Pick on. A secretary general of the older more federalist Congress opposition party. To democratize the country public media houses are told not to carry media from Zambian embassies abroad on let's clear it with the foreign affairs ministry and from. Vows to return home from exile. Government protest in Liberia says government prevented him from leaving the country and Chinese foreign minister. Those stories. Coming up on Daybreak Africa. Unofficial. Federalists Congress says the opposition is ready to participate in parliamentary elections in line with the Constitution but. Secretary General of the Congress says the opposition is concerned about security in some parts of the country he was reacting to the opium prime minister be at Mantes announcement over the weekend that if the o p I will hold parliamentary election in May or June this year speaking Africa the prime minister said the national. Electoral Commission will make the announcement now. May be a delay in places like their own remote region and also because of lack of enough time for preparation. As an opposition party from the autumn or Federalist Congress we want an action to be held according to the Constitution we are all getting ready for it but there are still problems regarding the security of the country some areas so it would be difficult for those areas to hold elections you said there are some areas where there is violence what is causing the violence coming at us especially when there are models and. Good you and your loved ones that is the fighting going on at this moment the cause of it is some rebel fighting that automotive level. Got to be solved Additionally and dialogue and negotiation it didn't happen because the fighting is going to be a problem part of the election according to the Constitution when is the election supposed to be held this parliamentary election Well according to the concession it is the can go around June if I'm not mistaken there are now 4 or 5 months left out of election I don't think necessary preparations order in completed I cannot say fully that this election is going to be held out properly and the constitutional guide was in the form of that given time because of the shortage of sleep pricing only expectation I expect that it might be extended by you say that the opposition would like for the election to take place we won that election to be held and the time the preparation for the election I think will be a bit short if there were no violence would be oppositional be ready to take part in the election you know when you look. Well I've been past this low put some reelection conditions for example there are a part of the National Party would have a signature of 10000 members of the party saw to take this 10000 member state might take a bit of time and the other is if we are going to hold that election in your party's hostile call for the general assembly of number one is also. Know what is in of the law so that our this no one Dockery's sections so we are going to consider is that in about 2 months after that the candidates have obliged to also get signature of from 2000 to 1500 supporters mistakes at the time and financial constraints so there are such problems before the election Beckel in the guy is the secretary general of the autumn of federalist Congress he was speaking with us from the Ethiopian capital Addis Ababa former Gambian president John Mann has announced his intention to return to the Gambia 3 years after he was forced to flee the country he do example in Equatorial Guinea in a New Year's message to his supporters over the weekend John mess that no one can stop him from returning to his native country Monday don't buy reports from Monica North Carolina Dzhemilev to Gambhir for actual gain in genuinely are doing this is a big change after losing the 26000 elections just followed the intervention of the African brother ECOWAS the African Union and the United Nations when asked Jimmy the temperature of the country and allow the formation of a peaceful transitional government over the week. This is ponded in May reporting from Ramallah in the kind of line today's Monday January 13th and you're listening to daybreak Africa on the Voice of America I'm James but in Washington daybreak Africa Time 14 minutes past the hour the leader of anti-government protest in Liberia Hendrik Costa says the Liberian government stopped him from leaving the country Costa one of the founders of the Council of Patrias organizers of the protests which has been calling on President George Weah to step down for lack of good leadership says they make Russian wanted to seize his passport opportunity for justice have confirmed to me that yes I indeed I would not be put to a rigorous investigation to explain our team that travel document that I was able to enter the country with the 90 I think it would be ill advised for me to continue to try to make the process fly out of so then I keep leaving Iraq they're lying to me I pick my bags off and I decided not to give them a passport or have me to present them a passport sort of conceded I said no the allegation his that you travel on forged documents need to travel with passport less that passes was the it up to me Well legally I challenge the lesson I say with their acceptance of a lot here and I'll be your premium and I wanted a contract which is a model of farce never once did it tell me my. In a country that is concerned I'm on the authenticity of the talking and I heard that we can do it under some of the many key our general our 2 thirds premium. I'm told that I enter the country for ourselves and then by this I don't even bother to go to our school basically to call the need for investigations a whole lot of the board and I'm told are supposed to be full head of the business which is the 1st time because of course governors. Follow that So it's certainly a and some people really and I can be Why do you want to leave Liberia when following to protest some people who protested with you Jill That is correct every single currency would protest that was harder to accept and warns the driver of the care call Blackpool's deal with still working on the government as though every sure is company not to grant bail and so we are working on that all the other people are really interest and I'm a free citizen as a helper I can break I want to move all the allegation is that you should stay would be people about you continued the movement but they feel that because you have this free will to move you are not fully committed to what they want I would say it's not one of our supporters my supporters knew our lives of people we knew I took a break from school to go I have to go back to school so much because you're busy cleaning asking me reason comes in which means it's coming from the ruling popular . Party on climate of our rights and our last question to ask him Henry Costus one of the founders of the Council of patriots organizers of anti-government protest in Liberia he was speaking with us from the capital Monrovia all attempts to get the Liberian government to respond to the allegations with fruitless sound be as permanent secretary of Information and Broadcasting says he did not ban the public media from Kerry media statements issued by Zambian embassies abroad. But in a letter to the heads of Zambia's me public media they must model Penger says the public should not use publish media statements from Zambian embassies and High Commission on less such statements I approved by the Ministry of Foreign Affairs Maloof paying us as his directive was a mere a ministry to procedural issue and he is surprised that he has raised so much myth misunderstanding. You are aware that. The mission says in a good report to units of Foreign Affairs. Eric Sprott eyes. And of Operations Report 200 x. Ray the city into foreign affairs and foreign affairs What can it. Be so the instruction we go on then leads on behalf of mutual foreign affairs are spreading stain that we know will lead us to be published without being cleared by means of foreign affairs meaning is Presidential the various new songs I commissioned are going back as something to report to the Zambian people through the media. To submit that as a matter of. Procedure once the nitro foreign affairs gives their great and then the procedure now that we act so to say they are planning on them issuing statements it's hurting and it's interesting because if they have to clear their statements with the foreign affairs I'm sure also that each embassy has a press attache why have a press attache at the embassy and why have an ambassador of course with great success will help the ambassador to prepare a statement to make an honest man the ambassador may not be a journalist so the president has going for a little not already prepared statements there are a lot of actors that are starting to press that actually serving abroad so there are always much to be true statements and that is why when you are saying this is the idea remember it's not a rule but you know when people start the by passing some rules then they'll cause confusion a very direct if it's coming from the foreign affairs ministry then the people might think oh isn't this too restrictive on the part of the foreign ministry of the ambassadors of the people in the forest service Colonel I. Minutely people are trying to overblow the straightforward matter seriously than they are good foreign policy guided by exploring parties and that foreign policy language or directed by means of who. We owe them better than I could also have that. Was an approach where the previous one was cancelled and whatever I did say whatever they do I think consistent with our Tora Bora then so as to why they have to report to insult. Or they will. It's to ensure consistency with foreign ports and. Be as permanent secretary of Information and Broadcasting speaking with us from the capital Lusaka the political parties are simply p.p.a. a Coalition of 4 political parties and it's what Teenie formally Swaziland has submitted a letter to came Swati The 3rd calling for dialogue in the governance of the kingdom from an absolute all Manocchio democracy to a constitutional monarchy the group accuse the king of always portray is what is in a brawl as a peaceful country and the result of political differences through dialogue while at the same time never engage in political parties for dialogue they call on the king to embrace change by allowing the citizens to elect their own government. He's been talking about dialogue whenever he goes out of the country but he's never talked even once to any political party in the country why do you suppose the king is not talking to political parties you should trim them by that big king is not a constitutional mourner is an exit getting more than he rules the country so political parties have got no space within these government political parties I can see that as dissenting voices which should not be less and that's why we've been writing letters to him asking to talk to him about introduction of close to a monarchy multi-party democracy as you said the King when he goes out of the country he talks about dialogue so what do you suppose the international community do you think they don't know what's happening in France Dillon Yeah mostly international community are very ignorant about the more does Oprah in terms of governance in Swaziland so they take his side of the story it's only recently where we came together as a political party where we were asked starting to relate our own narrative. Wanting to tell the world but also he has the money to go out to the world and tell it then the political parties because they don't have any local Sunday or no identity because of that or to even read to start they go out to the well I'm looking at this the language is that for that reason and in political conflict that might erupt after the king will be held accountable we have seen powerful world leaders appearing in the International Criminal Court for crimes against humanity after the country's experience civil war and most instance it started through refused up the gift power to dip people are you suggesting the possibility of this happening is. Dylan highly possible because we have big fat that we're nonviolent and we're not going to use any militant approach to what achieving the multi-party democracy in the country but we've seen his government going out buying guns a lot of guns where you're going to use those guns those guns are not going to be people who will protect you know greed had they're going to be full fighting is going to. A night of vigils for the victims over Ukrainian passenger airline mistakenly shot down by the Islamic Revolutionary Guards Corps Air Defense erupted into anti-government protests in cities across Iran. Was a thought they do it all but Iranian President Hassan Rouhani issued a statement attributing the tragic incident to human error it took the Iranian government to 3 days to finally take responsibility for downing the airline that killed all 176 passengers and crew members. I mean early how a commander of aerospace force of the revolutionary guards said that once he was confident that this incident had occurred he wished for death for himself so that he wouldn't have been witness to it as. News Washington series why did President Donald Trump order the drone strike that killed one of Iran's top generals his administration there was an imminent threat against Americans but it has so far failed to convince many Democrats that the strike was necessary some critics see a political motive in the president's decision to act as impeachment looms head of next year's election. Brian Patten reports. The prospect of another imminent war in the Middle East has subsided for now after Iran's retaliatory missile strike against a Us military base in Iraq because no reported casualties. 'd But the recent escalation of tensions following the u.s. Drone strike in Iraq that killed Iranian general cut the money has some critics suggesting President Trump was motivated to take military action in part to shift attention away from his impeachment he does look for distractions whenever there's bad news surrounding him impeachment is a has a lot of bad news President Trump has criticized the impeachment process the Republican controlled Senate trial is expected to reject the eyes have it the House of Representatives to impeachment articles they seek to force the president from office for abuse of power and obstruction stemming from his alleged efforts to leverage Ukraine aid for political dirt on a Democratic opponent the president's decision to take military action against Iran some analysts say was motivated largely by frustration over Iran's continued attacks against the u.s. And allies in the region but frustrations at home may have also been a motivating factor say analysts he feels die on me and bottled up and criticize. I think a lot of that was important and this was a way there's no doubt to regain and re control or control the narrative past presidents have also been accused of using the military crisis abroad to rally support at home in 1998 some of President Bill Clinton's critics charge that missile strikes against Afghanistan and Sudan in response to terrorist attacks at u.s. Embassies were taken to shift focus from his impeachment in 2012 Trump himself suggested his predecessor former President Barack Obama might try to provoke a crisis with Iran to win reelection. In today's highly polarized political climate it is questionable that President Trump's recent military action will rally the nation support but foreign policy is unpredictable and if if things were to escalate that could change things dramatically either for or against the president so I think that's that's the wild card while the president wants to project military strength and has sent more troops to the region he also opposes getting involved in another foreign war and though the current crisis has subsided the risk of further conflict with Iran remains high Brian Padden v.o.a.
