Reminder 7 was an informational john larson the yerba buena gardens he xhenltd the mta for being under budget i concur and great to see a project on time and on budget item 8 our last night 9 to 5 peter from the staff between San Francisco and san mateo and looking at bart Service Later on in the evening to accommodate those commuters maybe worthwhile the parking study on our agenda number 9 that was approved by all members in attendance not a lot of questions i wanted to mention the c lc the expenditure plan estimate on the june meeting on the topic. And can you talk a little bit about some of the work youve done as cac member and why you want to continue in that role. As i said ive been a member since 2004 and 5 served 40 years as chair person and my work as a representative of the district one that the focus for the interests of the district one are part of our agenda id like to continue in that capacity for as long as i, i have a background i backward in Public Transportation 10 as an employee and one and a half as a consultant im a member of Affordable Housing to thats one of the reasons i missed a meeting because of one of the situations. Thank you larkin item 6 please. Item 6. Well it can Public Comment when we go back to it. Recommended allocation of 45 million plus in prop k and one hundred plus in mr. Cranshaw with conditions subject to the fiscal year respect schedules so for 10 million in prop k funds an action item. Good morning anna for the programming to present this item for you today while were bringing up the power point ill begin from the sfmta for uber 27 million in prop k for the van ness improvements including bus Rapid Transit this will the evidence will then show over 200 and 50 million in nonprop k for the transit lanes on van ness this is low vehicles and the prop k funds and the project funds will fund the incremental cost of to 60 feet trolley buses on the corridors that includes the quality stations and the other lemons that are prop k the overhead this is where the trolley connects and the priority work with the Transportation Authority funded a whole host of other safety improvements and streets and Public School updates for sewer and lighting and sfmta and the public works are accounting the final number how much the puc will have as the financial cost estimate to be done theyll be responsible for funding project for the open by 2019 and mta will be e amending the General Services latter this summer for the construction fee support this is a c m j and the next project the tunnel trackway prop k fund over 4 million along with a commitment to allocate 3. 55 Mental Illness will be learning over 50 million for nonprop k for the light rail and muni tunnel into a state of good repair between the castro and west portal along the light rail will decrease the passengers time by 3 minutes for the 40 million passengers on the k and m line not contentious not weekends like pride parade or a moratorium and during the closer all the Muni Services so for the k and m line will be shut down within the outer limits with the service with the bus bridges provided for transit assess the work will start at the end of the summer and be completed within a year next request from mta for the prop k portion of paratransit this is manual funding request for the broker contract a new contract go started in fiscal year 20162017 and the contract amount is higher than man the impasse primarily from the increase in salaries and benefits for the Service Provides the amount of prop k funds it slightly hover will 500,000 a year and recommending advancing prop k for 2056 in order to meet the funding commitment from prop k. Next request for the south beach for the trail this is a public works on boo of rec and Park Department to have a funding request for the design phase to match a federal grant and the commitment to allocate funds to the construction phase so replace the southbound between slope and skyline with the multi use train and very vegetation the work will be coordinated with the public works for the ocean beach highway to bring the lanes if 2 northbound and 2 southbound lanes into one northbound and southbound lane that will use the sprays that otherwise is no longer in use next request for signals the first request is for 6 new signals in the city and two partial beiges this is the infrastructure with the signal and pedestrian count down and assessable audible carts over the next request for upgrades to the signal funds webster street 7 locates and with the pedestrian signals as well. Next request for bike Facility Maintenance for restriping and paint and delineating the post replacement locations are anticipated the work will be over the next couple of years next request for the local track calming project this is the fourth cycle mta has accepted the applications and theyre due in a few guess so weeks the public www. Dot sfmta dot calming and recommend the treatments for the low cost year to implement treatments like speed humbles and evaluate for the due project for 50 of those applications received and the project will be open by december of 2017 this is for the planning and evaluation purposes next request for Golden Gate Park for the continuation of pedestrian kaemg and the bart in glen park and phase two is for Community Outreach and Feasibility Analysis and preliminary engineering and ultimately per design recommendations for those worth and the mile this includes fixes for the planning stage next request for a district 6 neighborhood transportation Capital Improvement pagers and similar soundproducing Electronic Devices are prohibited at this meeting. Project for 40 million for the traffic calming this will install the traffic calm and pavement marches on the east and west to environment the park that is currently underway this will bring this to the scope and the last request from the sfmta the reconfiguration study that is a district 4 Transportation Improvement Program Planning Project the project low evaluate underutilized muni route for kin tar for the traffic hubs and this was a followup to recommendations coming from the Transportation Authority strategic analysis report adopted by the port this spring and anticipated in june of 2015 with a final report in the fall im available to answer any questions and several project sponsors are here as well colleagues, any questions or comments okay. Good afternoon chair tang im the project sponsor for the yerba buena ramps project this morning, im present a status update on the project. Can i get the slide presentation to start. There we go. Thank you. The starting off with a quick see how quick it is. Do have any extra. Ill follow you. Starting off with a quick photo of Yerba Buena Island with the east bay span in the background the next slide actually shows the current construction status of ramps project the rams project was awarded in december of 2013 it is currently 90 Percent Complete on time and under budget the current construction capital phase is 63 plus million and our dbe is 29 permeation were on the fact of the matter the new rams are opening in december 2016 and additional landscaping that needs to follow beyond the opening but it should be wrapped up by the end of the year as well some of the milestones over the summer and including with the ram opposite the construction is working on the bridge barriers and as well as in august well move forward with the north gate reconstruction and the schematic bridge and following up in september well move on to the traffic electrical signing and striping and then that will essentially put us in a position to open the ramps in late september and than beyond that shaping there the balance of the year and wrapping up at the end of the calendar year. Just have note there are interesting facts and figures concerned telephone thousand plus cubic yards of concrete being used in the construction over 14 hundred trucks loads there is over 5 Million Pounds of reinforcement slowly and 37 square feet of 7 million of piles and as much as one and 85 tons of structural steel just been a challenging but a very striking and important project a lot of elements go into it. The next photo actually gives us an aerial view of the improvements from up above the tunnel on the island so it is a give us a depiction where the offramp and on ramp dbe medics will be when it opens couple of efforts were moving forward in association with the ramps project weve been working with caltrain and the bay Area Authority data the coast guard and Bicycle Coalition and tida to look at the improvements with caltrain gets ready to on the bike facilities on the bridge that is through the orange color on the slides and caltrans is instructing that area and work with the partners on this project we have in addition looking at installing improvements at the visa to points thats the area well see in the yellow green orange and blue those well be putting amenity on ports 9 working with the coast guard and partnership in that effort the vista point has restrooms and bicycle racks and beverages and in addition a parking area to allow folks to park and gain access to the vista points with the bike pedestrian facilities on the bridge we think this is important to get something in place there is sill Additional Development and construction going on the island this will be an excellent point for folks users the facility will actually enjoy the island the current funding those for those improvements 2 million for the funding that will be completed with data and Authority Funds the portion from the authority will be from a construction change over to the ramps project and look at the vista point opening in the fall of this year as well and 24 picture is a photo of what the travelers to vista points seize from this a nice shot of east span and the bay bridge. Commissioner breed has a question. So what happened to the houses that were in that location were they torn down. No, they were protected one educators 10 that was relocated to the cove but the others were protected in place. So theyre still there. They are. Are they empty. Theyre concentrated empty at this point. Okay thanks. The other area of improvements that were looking at on the island over the last few months weve been looking at the operations and the local circulation and so we are this photo you have in front of you are showing the plan south gate road alignment this was what was originally planned by caltrans over the last few months working with tida the coast guard and nevada and as well as mta and dpw we have evaluated this area with the local circulation and have determined significant plan deficiency with the current configuration of south gate if you look at the configuration it is anticipated from traffic resulting there is still backs on the to the offramp and vehicle conflicts from this visa to point we reviewed and no Public Parking currently with the project and south gate and hillcrest are circulation deficiency and in fact, there as currently designed turning deficiencies not to allow for truck turning lanes again weve been working with caltrans and the coast guard and all partners in the city with the Engineering Team have development a proposed new set gate alignment and youll see the new alignment brings south gate around quarters 8 and under the east bay ramp tiein this separates the pedestrian bike pedestrian pathway over to vista point youll see that separation and the conflict is removed with that configuration the it reduces the queuing on to i 80 no potential bomb and a free flow of traffic and eliminates the biking and with the traffic circulation in this fashion were able to accommodate much greater vehicles and finally with the new configuration it has been designed so it it accommodates all truck turning the we have everyone has concurred with the plan and the improvements the current assaults is now moving forward with the Implementation Plan caltrans is orchard a deductive change over to remove the south gate reconstruction plan and the next step is working through a funding solution to implement the south gate realignment and working with your Funding Partners with caltrans and bat is compatible with the Funding Program and hope to have it together in the next two or three months with that, open up to questions. Commissioner breed. So whats the plan for the area once it is done. Below the coast guard or up above. Mostly the nonrestricted coast guard related thats open to the general Public Comment. The plans are to go ahead and continue to have the great whites in the house Still Available for rental again and usage and the up above the on Yerba Buena Island tihdi is working to develop Yerba Buena Island. Yerba buena includes the specific area. Yeah. You have for example, the new ramps that will make that a lot safer to exit and go get on the bridge a bike lane riding theyre concentrated bikes not theyre not able to make it to the other side of the island based on the facts there have not necessarily bike lanes in the hills and just the ability to get to the other side would be really challenging based on where the bike lanes are more than likely you have bicyclists that are going into Yerba Buena Island and the question i guess is what happened then because is there a pathway i am not im concerned about safety they may try to go to the other side there are the city and a lot of tourists do try to go to th other side but most importantly whats the proposed in the area that would i guess have people who visits the area stay in the areas to avoid any safety issues. I guess. Thats thats a good question what is happening with tida is moving forward with a plan and 60 foot bicycle peddled path leaving the bridge and a continuation under the bridge and over to ma colonel and a 16 foot bike pedestrian facilities. Under that narrow area under the bridge. Yeah. Okay you going to add more 11 to the rock. In fact, if we go back to im not sure how to do that but shows the set gate realignment and the light orange for caltrans touches down and youll see in the darker orange the as the trail curls under the bridge so this is where the 16 foot path continues. Uhhuh. Whoops disappeared so if you look at coming down the light orange from the bridge and then youll see the darker orange path allows you over vista point and ties over to ma custodial so that has a it is dark down that at the night time so it is closed how does that work. During the developments lights will be installed so alright. Yeah. One thing that tilly brought up the current plan the visiting vista point the instruction south gate is not completed that will be working were working on, on the fund plan and implemented next year once we finish in the orange tida will be undergo the construction of ma custodial road to be constructed is somewhere in late 2017 or mid 2018 there is judging to be a huge amount of Development Work and rode construction new watertank constructed a whole plan laid out by tida for the roadway system and the other project the authority has moving forward once the road ma custodial road so constructed with the twoway twoway traffic initially and will be closing a portion of hillcrest Treasure Island we anticipate going out to construction for the spring of 2018. Okay. I just. Tilly chang to add on in the meantime ma custodial road is closed awhile construction there is even currently now and continues to be a caltrans shuttle that allows us to the lisp code that provides for the bike connection for the eastward facing side of Treasure Island. What about muni. It operates, of course, the 25 line they dont i dont think they have a line it goes up to the top of Yerba Buena Island. No, they dont. It was expanded by caltrans they have a shuttle that sits out there today and operating in place of muni and once everything is reconstructed Muni Services will be much greater and back in service. But you know there is a lot of 0 people that dont have vehicles that live on Treasure Island and i guess im trying to understand you know what is going to happen to them as a result of this work that needs to be deny they completely rely on muni. Thats service to Treasure Island. But not going to decrease in the time period. No in fact, the current plan for tida and theyre concentrated developers as the island develops theyll have a Transit Center on Treasure Island and the muni will start bringing ac transit asia theyll be a shuttle in for island shutter. S. Coast guard and the bay bridge is one of the hopes and dreams we look forward to celebrating of the opening of this portion with our partners at the bike east bay for the sf connection thank you. San francisco is a twentyfour hour worldclass city our Transportation System needs to reflect that our Late Night Committee 14 billion employees 52 thousand people and tax revenue morph night life is part of San Francisco cultural part and san franciscans and others come here late night and Early Morning to traffic to and from work it is important as the night life economy to the Economic Life our late night transportation didnt regret that instead of the structures woke up after sunrise and the late night is inadequate for transportation and it is nonexistent and san franciscans have suffered our lack of viable traffic optns encourages people to drive and puts the financial burden on workers to address that i compound a late night early Transportation Needs and offend the legislation for the Transportation Working Group and setting the problem to move towards a responsibility Early Morning transfer system today, im in full support of few minutes and work working with the office of Economic Workforce Development and the Entertainment Commission and the late night Transportation Group to insure were providing a better transportation for the patrons and workers thank you. Good morning, commissioners this is an update and ill try to keep is quick on the late night transportation study and thapgsz to adam taylor that is item 8 in your packet an informational item as adam mentioned this is did late night Transportation Group that is stakeholders from the taefrment and employers from who rely on late night workers and the focus on getting late night workers to those jobs that rely on, on that late night Transportation Network and really a function for the Lifetime Services weve been working with the working group and as well as transit agencies and oewd and the Entertainment Commission to move forward a set of initiatives that are identified in the final report from phase one from last year and one of those was just to continue the working group that happened and the other 4 ill give you the brief updates and any questions the first of those that most of presentation focuses on an update to the late Night Bus Network that operates between roughly the hours of midnight and 5 00 a. M. And the rail service in the city is undergoing maintenance to the bus network filed in with the daytime bus work and looked at it that there is a Pilot Program for locations specific improvements in neighborhoods where there is a concentration of late night with a toolbox based on the interest in the improvement districts to neighborhoods that oewd has been working with on that the lower polk and union square neighborhoods but the idea to build a toolbox to identify the needs and then identify specific locates for improvements like taxi stands or muni signs or bus stop improvements another thing were excited that is rolling out a coordinated campaign for the finding of the first phase of the study was that a lot of folks that dependent the late night transportation dont know how the resources are out there hes a multi illegal unit and ive print this this is on bart the ads to help to communicate the Late Night Network is out there and direct people particularly to the 511 website that is all nighter dot late night and now resources for a system wide map and so we can then goat people the resources they need from the different operators and then lastly were putting together a analysis the last time a comprehensive look was last year so were working on practice to analyze service and the Network Performance nor fruits and vegetables so ill bros through the Service Analysis piece and ill be happy to answer any questions you may have. The first step undertaken were working closely with the transit operators on this work is to step back from the existing network and look at the demand and data on the existing work trips that folks are making around the region lasted at night a total of 43 thousand trips as well as to and from either people that live outside of San Francisco or commute in or vice versa during the all night mint to 5 00 a. M. Weve looked at where we live and work and demographic and low income folks and people without access to cars those are the people that most rely on this services this is the first piece of analyze and 0 following that with a look at the existing services and the performance and identifying recommendations for improvements to the Network Moving forward. So the key take away and gaps along the embarcadero up to Fishermans Wharf a lot of jobs up there not certified with the Late Night Network weve identified a lot of the the home and late night quadrants of the city by scattered through through other neighborhood and Employment Centers with hospitals or universities so looking at regionally a lot of folks are coming out San Francisco we hear this from employers they rely on the workers from ousted the city to make theyre concentrated businesses function and a lot of folks from the east bay and from san mateo particularly the el camino to sfo no all Nighter Service and then lastly theres a Smaller Group of workers that is commuting from San Francisco those are residents of the city out to areas around the region and the main finding most of those people are going to San Mateo County and jobs in the sfo and surrounding areas and the camino area and a lot of folks from the southern portions of the neighborhood along the intercity and poor connections to those jobs that is another opportunity so the final slide sums up the Key Opportunities were looking more closely together with the transit partners and again, the Fishermans Wharf the park merced is another opportunities for folks not served well, in the system and in San Mateo County we are working with the corridor to fill in the all Night Service and better link that with the muni and working with the operates what ideas could be there and lastly in the east bay there are gaps north of the Richmond Bart and want to figure out how to better serve those trips so again weve looking at the existing services and well come back to you when we have final recommendations and get our thoughts on those well. Good morning, commissioners my name is jackie saks as you may know im the member of cac and in the working group working with the working Group Meetings since other of last year and last february someone came into in front of the the cac with the 9 to 5 vision and we dont nothing about it i caught any eye im a night outline i go to bed at midnight i worked at i attended all the workshop meetings and told them that they should look back to where the before the service was cut in december of 2009 and in december 5, 2009, go back and look at the 2002 block let and see how often the buses ran and how late for the reason there were articles in the paper and on tv there were news items that people at Fishermans Wharf were losing money the workers couldnt get to work and had to quit a had to hire tech buses to take them home or bart whatever this sort of thing i strongly urge you to look back to where the service was before it was cut on december 5th, 2009, look at the 2002 book lets the schedules back in 2002 look and see what was going on then and what is going on now because as now before 2009 you had to wait no more than 10 minutes for the transfer bus now up to a half an hour and it is ludicrous people that work in hotels and restaurants and people work the swing shift and graveyard shift needing to get to and from work and the people with disabilities that are traveling out late at night take into consideration thank you very much. Again that was an information so item 9 an item 9 recommended adaptation of parking supply and utilization report this is an action item. Must michael good morning chair tang michael principle planner ill make this brief this study data back to the adoption of mobility assess and pricing study i think that most of you in this room may not will have been the the board this adaptation yes. The area wide pricing a feasible way to manage congestion in downtown San Francisco but like to see you explore one was implementation of better transit to be able to support the and seen the prelims of moving forward and the central subway and bart will go into construction and that move forward as well as looking at some of the things we can do with the freeways and the final piece what role parking plays for an alternative or supportive measure to help the prigs thats the focus of this study that last piece and part of larger demand management and so the key goal are about answering that question and the evaluation is narrowly focused on congestion with the mode shifts reducing the vehicle miles traveled and as a bio pursuit getting an estimate of offstreet parking supply and ill go into that in a little bit. And so we look at 13 strategies that fell into 4 bucket the fee because the closest thing to the bay area pricing and the bulky have to pay for parking on a dale base and a cash out theyve offered an alternative to that cash quantity space a and so the results the 11 the offstreet parking supply that is nonresidential parking and offstreet parking so we found out found out the sf park consensus discovered 96 percent of the parking Salt Lake City we think we have a good handle on that and just kind of get my head around around the offstreet parking residential is 87 thousand in the northeast and doubled that statewide so again, if you through in some of the residential that concludes my remarks it is 5 hundred to 6 hundred thousand spaces citywide. And this is a reminder of the evaluation. Just a request if youre counting the hearsay of cars in the excelsior is that offstreet parking or nonoffstreet parking this is the not counting the cars those had been in addition if you want to count those spaces we dont count those spaces the results from this is the parking strategies are a mild effect on the vessels miles traveled in the Northeast Quadrant of the city and we found that cash out performed a little bit allows effective a than the fees we tested 3. 06 the 3 dollars is the closest to the pricing approach and we found that that was somewhere between 2 and 4 percent reduction in the vehicle miles traffic but the math area pricing performed more than twice as well, ill get to the reasons why in a minute. The other thing we looked at what kind of revenue will be generated and found not surprisingly in you charge a fee during the peak generate a significant amount of revenue for the revenue measures not tested the reinvestment into better transit and the services obviously take into consideration that improves the results we found so a jeopardy conclusion is that parking is a good tool for managing congestion but that were already doing a reasonable job we know that parking is priced high in the Downtown District and the reason that parking is not as effective for trips that drive through the quadrant and dont park it is urban touched two the parking fee but touched by the pricing theyll pay less in parking and not likely to have theyre concentrated strips shifted so a significant piece and the residential piece people that live in the district will not be touched by the parking fee the general takeaway other challenges with the parking in 2010 there was a different conversation around parking with the park going in we know that there is challenges politically with some of the parking approaches and the operates have different priority we we reduced the people parking well reduce the prices and theyll fill up theyre concentrated garages we cant control that the final recommendations we are requesting that you consider this for adoption today that we continue some of the parking initiatives in the city the first, the tdm ordinance we talked about la month an update for the parking permit that mta is infrastructure taking and in terms of the property lines like Yerba Buena Island that is the first dreems we price people on and off the bridge and the Management Study and the parks the flip side getting people to driving lessen is congested system ill be happy to answer any questions you may have. We want to commend acknowledge our Fund Partners and the technical folks. Thank you commissioner breed. I have one question when is all the studies and changes and mode shifts and all the things will we feel the impacts of a lot of this stuff were funding. Because the city is seems took more congested than itself ever been we supported studies weve supported changes, weve spent so much money to address safety and mode shift and this and that when will we feel the impacts of the money were spending on this. Thats a great question ill try to address the next item is about the homeowner plan thats part of answer some of the initiatives it takes time to feel and are certainly as in the economy getting whitehot it comes on quicker than we can keep in 2010 with the congestion the pricing people want to know why were studying this it it takes time and the other piece a good point we need to continue to prioritize the good projects and get them implemented quickly and the potential subway will be opposite up the van ness bart might be approved elder today but thats partly why revenue measures under k for bigger state of good rape and the captains projects some major changes does that answer your question its frustrating we wish things will move quickly. It will get worse before better. Its gotten worse laughter . And ill say this im not optimistic that will get two years to get better thats what im seeing concerns. Commissioner that is hard to keep up about the city as grown the number of jobs and the number of folks coming in each day to the city has beyond our ability to keep up with transportation but good news the strategies are working more and more people are walking and biking our Safety Record is something well work on but been flat even though other use of our streets has increased by all modes so were seeing in the face of tremendous growth the ability to keep sort of a maintain our progress something were working on but evidence of progress there weve been able to accommodate folks were at the limit of caltrans the vehicles weve approved locally with our prop k and be able to get state and federal entrants so thank you for the board to that and the voters to be able to continue with bart and caltrans with the muni vehicles with the phase two and phase three and keeping the busses in a state of repair and turning over the fleet of vehicles to support mta that is keeping the buses residential on the streets and giving them priority move through the streets thats our strategy and some of it operationally is working youll be that it is fair not happening quick enough. Yeah. Part of thing we need to take into consideration which we dont when we talk about transportation the fact that there is a lot of work being done on the streets underground work for piecemeal and changes to our Infrastructure Construction everywhere this if necessarily include transportation that makes congestion worse so i think that ultimately when were looking at a Long Term Plan the question from my preservation you you know what are were going to do separately from all the things sound good in theory and an paper but people not experiencing on the streets with the congestion. Were trying to give me the people to avoid congestion and now theyre Getting Technology to help people to avoid the congestion weve tracked accident vehicle miles more and more folks are coming to the city and folks are here are seeing less than private vehicle usage not to say we dont need to accommodate those who rely on theyre concentrated vehicles but weve seen the mta flat and folks that are here coming without theyre concentrated vehicles or shedding a car and finding alternative it is true we see more construction work on the streets and causes few lanes of travel and also see the shift of lanes to bible and walking and transit this how our transit first policies have been implemented both of those interferences allow for transit first modes to move and create temporary hopefully short time congestion to other modes. Good morning michael and i are here to talk about the future of San Francisco from both a transportation and a land use perspective when we think about San Francisco we think about our Transportation Network is a key role of peoples lives how they work and live and how they get around as the defining element is a character of our citys mobility our economic vibrancy our Environmental Quality and life this is citywide and 0 corresponds is mobility for all people im excited to introduce this this is a collaborative between San Francisco Planning Department the sfmta, the Transportation Authority, the San Francisco office of Economic Workforce Development and as well the mayors office. Thinking about this collaborative effort i want to walk through how we got to the idea to create this long term Transportation Planning program as you can see there are a few major components some of the things you commissioners care about the San Francisco Transportation Plan that looks to w7 w8 2050 we have a role in updating the general plan in particular the transportation elements it sets out the guiding policy for the circulation in the city as the starting point we think about these major components and we realize and the leadership of those different organizations working together in aspects the transportation land use realize that there was a bigger guiding vision that needs to happen to make sure those things are coordinated as well well be undertaking a series of studies better late than never the short term and the long term effort that need to happen to Work Together to cooperate and shape the overall Transportation Network in fact, it is an Important Role the city agency are playing to Work Together to achieve Real Progress as commissioner breed mentioned people recognize and feel when we have to have a Transportation System that is not working we have to roll to comply in the legacy having a responsibility Transportation Network that gets people where they need to go im walk through a few slides to each the major components undertaking were here to talk to you early well talk about going to the public in early fall and wanted to get ahead of the curve and think about how each of our agencies who may a role in helping to understand what the public needs in Public Transportation to make sure we are shift the dialogue not only to the needs of today but think about the needs of future id like to start by talking about the Transportation Vision which is the first main component of that multiplying year effort division will look it over 50 years and not funding con trained does big and bold ideas to shape and shift the land use and Transportation Network looks overall well identify goals and objectives and a policy framework that helps guide us in decision around the Transportation Decision and identify could he uncertainties and drives of change some examples in recent years have our economy and or even about the major disruptures and the peaks and valleys and planning in the future well use this approach for the transportation opportunities and see how the implementation of each division will come together with the citywide effort to been the city and boston with their go Boston Program and were thinking how to Work Together to plan for the future division which will be this year and starting into next year will help us introduce the transportation dialogue and engage the communities in what theyre concentrated experiences with transportation and discuss with the Community Ideas and experiences and solutions and identify future scenarios and what they want to see to help us shape the goals and policies overall. With this as a starting point weve come up with some preliminary goals well to touch with the public and besides understand those are the key ideas for the shaping of the city their issues around coyote the implication for a city 50 years into the future what are the policies to shape that within our Transportation System how do we insure the access for all people getting around the city thinking about safety and liveability do people have safe liveable neighborhood and address the issues for environmental sustainability thinking about a Transportation System that supports a healthy vital for future generations as well as correspondence the economic vital how people in businesses access key designations how do we work in partnership with both establishing the neighborhoods and the San Francisco plays a pivotal roll in the economy those are key goals we would like to test as we go into the public other major components a subway division the Technical Work is underway thinking about planning and building for the future the needs for a fast rapt Network Within the city and building on the mtas established network and the network we need more the future well be thinking about both muni and other transportations what are the moves we need to make and the role trophy freeways in the Material Network as michael mentioned congestion how do we get people around the City Building on ongoing plans another major component had been the San Francisco Transportation Plan 2050 a document to help to shape the regional conversations in the bay area and informed by the modal studies to make sure that the regional and planning is coordinated and creating investments and policy recommendations so the city has a clear game plan for what the Transportation Plans are. Finally well do an update of the citys transportation element that is over 20 years old and is a requirement that we had a general plan up to date to codify the policies and long Term Investments and think about how we support those ongoing efforts like vision zero and the shared use and the investment that should be consistent with all our thinking in the recent plans and programs with that, id like to shift to michael to talk about the experience of how people in business in San Francisco today, we can understand and ground our safety in the current conditions. Hi i know your steeped but trends of things that people are experience and commissioner breed mentioned we have not just congestion. The transit congestion caltrans ridership is increased by more than 40 percent and the Transit System a remarkable and this is something that people are feeling in terms of the crowding on transit this is quickly showing the green line is the highest mode of bart and they steady any spread a national or bart this is beyond what the system is designed to accommodate. 0 some of the good news tilly was talking about previously the Municipal Transportation Agency has achieved did mode share to be taken by nonauto private modes so thats the good news but still we have more work to do. I think again, this is i think makes the point commissioner breed that did executive director was talking about in terms of mode 66 this is netted increasing the consultants 85 thousand more commuters in San Francisco and the chart on the far right is the people driving so were seeing people are taking different modes were able to benefited the curb with that, its been challenging to keep up the Good Movement is another area not looked at with the rise of the internet and people getting stuff delivered a completely different demand of transportation mode well look at. Also the connection between land use and transportation the Municipal Transportation Agency board and the Planning Commission are holding a joint session to talk about how to integrate the pizza key thing if were going to growing grow have the policies in place where the infrastructure matches it and separate from each other also things like jobs and housing making sure we can continuing of the capacity like if youre traveling bart we have capacity in addition there are a lot of trend around us but in the in a vacuum all the areas were designed to accommodate and a lot of uncertainty in 50 years in the future and make sure we take into account the social realm and technology and economic factors and environmental political the final piece is around the demand management this is will what we do with the existing infrastructure and the tdm ordinance weve present last no and in front of you is a great example how we have new people travel by ways more sustainable and one of the things to track what the outcomes are and are we achieving the goals for vehicle miles traveled so this is a laundry list of questions well be asking on the study we know there are more out there but those are big thanks well be tackleing. Ill talk about how we shape our future well be going out in the early fall to ask the public to talk about theyre concentrated priorities for the future and let us know what the future should be hike for further generation we know there is many changing dynamics within the city and within the century and thinking about what people are experiencing and how to help them in a way that solidifies the type of character San Francisco want to be over the next 50 years the okay.
