As you know, prop l is a generational investment in our future securing 2. 6 billion dollars for safer and smoother streets and correspond paratransit and improved air quality. The expenditure plan for prop well developed to bea great plan add sunrise Row Committee representing folks from across San Francisco and the interests this makeum our city. Lead by the legal conversation voters and ani chung of self help for elderly. Prop l the help our citys economic recovery leveraging beens in state and infrastructure grants including federal transit funds for downtown riexception and highway funds for repair of streets and roads. Prop l success would not have been possible without the support of a coalition of Community Civic leader business and Environmental Group who is shape the spending plan and support our staff. This is an opportunity to inform the development of solutions for Traffic Congestion and try to close equity gap in how the travellers get around on our freeways. And as you recall the Transportation Authority you all approved fund to help with this process and support project legislateively in your other role as supervisors. This will be a modern facility develops with 545 affordable and other rental and affordable and market housing. A concession project Public Private partnership the how facility in housing and transition to a bat row electric float this will enable the electrification of munis complete bus facilities out well and be glad to bring them back to give you an update later and perhaps next month. Muni has also made Good Progress on the transit stop signage Enhancement Program funded by prop aa vehicle registration fee. The sfmta continues to roll out updated signage across the city with the t line receiving 80 new signs with the full opening of central subway which begins service this weekend on the 19th. Thats a great update as well and we do believe that will help ensure the folks understand and have more significant infrastructure at the stops with solar powered lights at 140 stops on the 14, 14 r, mission, 25 treasure island. 78 and van ness over the next year the prior to install signs on the high ridership lines provide clear information and make the system easier to use we believe a phase twol be forth coming. Turning it grant this is a seismic safety project the Oversight Committee part of mtc in the Partnership Program funds appreciate the bay Area Authority and mtc for support. Im jodi i am the executive director of wuk San Francisco. And thank you for inviting mow to present our report. Im joined. Holdup. Please, continue. I am joined boy my colleagues marta and other members of our walk San Francisco team that made this report happen. Dangerous speeds kill. Again and gwen on our streets we are here to bring your attention to speed. Addressing speed is the most effective path to preventing severe and fatal crashes we know this for men reasons. It is consistent low the number one cause of severe and fatal crashes listed by pd report and this makes sense the firefighterer a driver is going the likely a crash is to occur. A driver has a smaller scope of vision, less time to react and cant stop the vehicle as quickly the body can with stand the force. And our pedestrians are vulnerable to speeds that go above 25 Miles Per Hour. The range of study sightod fatalityifics at different speeds the conservative estimate of the risk fatality rates for seniors worse. 77 year old hit boy 35 Miles Per Hour vehicle as 3 the vehicle going 45 Miles Per Hour to a 30 year old victim. The lines that we see here in San Francisco this lines up with when we see in San Francisco 50 of fatalities are seniors. Walk San Franciscomented to understand speed in detail as the city embarks on a speed Management Plan we other than having a speed mechanicment will plan how our city can accelerate our progress to vision zero. Over 8 month wes surveyed speeds on 47 blocks Touching Every district and variety of street types including Different Levels that happened over the years. We learned a lot. We create third degree report for all of you to understand had efforts we made and things we can be doing in San Francisco. Awe this speeds are happening in every district. This photo from the bayview clocked drivers instead high 40s when the slim is 25. This shows how the roads with 4 and 5 travel lanes we surveyed are the worse. 4 and 5 travel lane roads there are so many lanes, pedestrians contend with vehicles going at dangerous speeds 45 times her minute on harrison, lincoln and oak. Or as many as 30 times each minute on lake merced boulevard. No coincidence a lot of 4 and 5 roads are designated high injury corridors. We found rable comparison in south of market. Foalsom and harrison a block away and have similar curb widths and serve one way travel and both were 5 travel lanes. Folsom had changes in the last couple of years now down to 3 travel lanes compared to harrisons 5 t. Is a remarkable difference. Now a person on harrison will contends with speeds over 20 times as often as folsom am folsom showing it is path how San Francisco become a safe speed city. We have too many streets like harrison street. Folsom is an example. Our members here paula and susan move in the fols onom in 2020 on the first day witnessed a crash outside their house. They have pictures of many crashes happening here. These are a few. On fathers day paul was pushing his daughter in a stroll and almost hit crossing fulton to get to golden gate park. Talk about gooed news in the tenderloin we got neighborhood 20 Miles Per Hour slim in april of 2021 and found in lower speeds than any neighborhood we surveyed. Low are speeds and changing design 3 a Quick Build Program is making a difference and the tenderloin is showing a path forward. San francisco residents are asking for what we are telling you about today. They want us to be a safe speed city. We learned that people have gotten the speeding got worse in recent year and it is true given the national trends. And before i pass this on to my colleague Marta Lindsey i want to give a thanks to more than 50 San Francisco residents and Community Based organizations that made our speed surveys possible. Thank you. All right. Good morning im Marta Lindsey with walk San Francisco. And see here. So. Yes the issue of speed is real and pervasive our surveys showed how lower speed limits and street design changes are work to bring down speeds there are solutions. There are a lot of solutions. This is i list of what the city has now. I will give you a second here. And the city is using all of the solutions but how much various widely. So our report when you dig in guess through each of these with an assess am how well the city is using each solution and where lawyer opportunity and looks at slow streets we have been talking b. Traditional enforce. And education and future Solutions Like speed safety cameras. Our recommendations are focussed on what happens now especially with the urgency needed to save lives and as the city approaches the 10 years into vision zero commitment. And again great news, there is a lot that can happen now. Here are recommendations as the city develop this is speed plan. Number one reducing those speed limits. Passage of the bill 43 and 2021 was Ground Breaking allowing the stele it low are speeds speed limits 5 Miles Per Hour on commercial streets and now as of early november, high injury streets and high numbers of pedestrians are eligible the tenderloin jodi touched on and other cities shown how this brings down the most dangerous speeds. And come down it this. 90 will survive if hit at 20 Miles Per Hour. This will save lives. So we need to figure to solve this backlog with signs that is holding up faster progress with the 35 street segments that are already in motion. We think the city needs a plan and commitment for completing all reductions by december of 2024. There is more it can do now. Joed mentioned folsom, we need to bring down the number of listens on the dangerous 4 and 5 lane streets especially one ways to bring down speeds. Other streets near them and freeways, schools and Senior Centers and flow streets and streets with pedestrians, these need extra layers of Speed Solutions applied consistent low. We urge this plan it detail how, when and where they will get these need and appropriate Speed Solutions. I know we will hear later from the department of Public Health about the latest the High Injury Network and as the city tackled that Speed Solutions need to be applied to the max. This moneys the lane reductions and also left turn calming. Traffic signal timing and more. So we know as much as we wish everything can happen all at once. To happen first in equity priority communities the tenderloin is great news for us. Such progress made but need to bring that to other neighborhoods especially the bayview, else cellsior, south of market right away. Number 5, so with this plan we need a lot miles an hour transparency with what is happening with speed there are gaps you in with the public data around speed. We also need safety projects to get evaluated consistent low and quick low if they are not working they are not bringing down speed they can be improved. We need city metrics to track this progress toward become a safe speed city. So, vision zero flashing back there are a dozen city agencies and departments signod to this. Now as low it has fallen off the citys radar despite a strong Action Strategy adopted. There is no longer a Vision Zero Committee and the task force meets rare low. We need leadership from the top and every agency to refocus beyond the sfmta approximate Public Health. Fire department, d. Public works, pd have key roles and speak of sfpd, i know much discuss in the the last month about the drop in Traffic Enforcement i locked up the september stats and there were just 130 speeding tickets given in september thap is less than 5 per day. So we need them to enforce dangerous speeds with frequency and visibility and the most impactful locations so drivers know there are consequence in our city. And should focus Resources Limited resources on the most dangerous driving behaviors like speegd not broken tail lights. This is from the citys report from 2021. Take a moment the trends in the city report have continued. Thousands of speeding violations by City Employees every day. This is clearly one really great way every agency can play a role in vision zero and making City Employees accountable and imagining how that shifts the tone on our streets as well. And then think about this as the city starts to reduce speed limits and takes more actions on speed there is an opportunity around education to cultivate and affirm new norms on streets and be that safe speed city and known for that. So. Again good news is San Francisco can lead on this issue. We can be a safe speed city. We got the solution. We got it now and San Francisco cares about this issue. And i want to acknowledge there is great work by the sfmta to build on. We are counting on this commission to monitor the status of the speed management efforts and from the solutions that will slow our streets. Im wonder figure there is an mta representative here to talk about i wonder why it is taking so long to implement the lower speed limits on the streets identified as priorities . We use an aggressive interception of the california vehicle code. Bill 43 passed we installed the first corridor on january fourth and magnitude more than any other California City and on track another 30 in the next year. While there is more m are we can do im happy with the progress this we made so far. So congratulations that is great. I if there is an ability to speed it up and from the report. We heard there are a number of streets that are taking a language time if you can clarify the numbers. I did instead take notes. Number of streets that given the success in the tenderloin is there anything that presents us today what needs to take so long . So, our pace is making sure while we do this we are not losing the sight of other priorities and leaders in installing bike racks and quick builds and Everything Else our crews do. But in terms of the 20 Miles Per Hour beyond 30 in the next year our current commitment. And then say there say second part of the bill that applies beyond Business Districts safety corridors. Our understanding it does not go in affect until 2024 there is this law the council needs to prowse an Online System for tickets has not happened yet. We will be ready the day after when will it guess this affect we will be ready. Could you walk us through what it takes. What are the steps that need to if happen in order to change the speed of a street. Speed limit studying is good afternooned by California Law under the vehicle code approximate so it does require we go to the sfmta board and so they need to adopt dprnt speed limits. And many cases that required for us to do an engineering and Traffic Survey to show the recommended speed is appropriate for that street and after adoption by the sfmta board it requires our city crews to install signs and posted. In 20 Miles Per Hour then trying to make sure that the treatment is effective as possible. We doubled the spacing of the signs to every eighth of a mile. Every 2 blocks more signs and new posts but felt this is useful for us for effectiveness. If we can hear from walk sf. What do you think, about the speed and the fact hathere is estimating 30 additional 20 mile zone in the next year . I commend them for the w they did in the tenderloin this was an example wham can be done in a neighborhood based way. And so thank you very much for all that work you did there. We really did work hard for ab43 to pass this is a low cost way to get results. If there anything we can be doing to speedup sign place am or help the mta to do survase before putting up signs, i think that is something we should look into as a collective city agency. I asked and bring this up to me, thats among the most effective ways of saving live its has been a horrible year for traffic homicides. And i every time i get that alert on my phone it is just, it is so awful seems like a relatively easy and inexpensive, extremely effective way to save lives. So should be among you know our top priorities. And should have an again i recognize the achievements and grateful for them. But want us to redouble our efforts to be more ambitious. Especially with an effective strategy. Commissioner mar. Thank you jodi and motora and walk sf for your work and for this report. You presented today. Andive just i wanted say that this come at a time when i and the sunset ebb District Community grappling with the most recent traffic fatality in the city and elderly resident. You know around 3 weeks ago was crossing in a crosswalk in 24th under daily walk and hit and killed by a vehicle you know that is traveling unsafe and republican a stop sign and on to the tragically passed on the scene and and her friend is in recovering from Critical Condition from injuries. So and i think your report highlights that even though there has been work done since the city passed by our city agency and mta and others and advocacy and the community. And not making the progress that we need to make and pass vision zero policy in 2014. So, iiel. And you know i did want to say that we held a neighborhood meeting last week as a follow up to the the traffic fatality i want to thank the sfmta tom mc guire and the dss office and thanks to wuk sf for organizing that meeting that was important for the neighborhood to get updates on the investigation and talk about how we can prevent tragedies like this in our district and throughout the city. So this incident this happened in 3 weeks ago. The tragic incident was at intersection that is between Lincoln High School and mc coffin square has a lot of and a lot of families with children. The park side library and seniors there as tragic as the accident was it could have been worse more in that intersection especially seniors and children. So i did have questions about the safety around schools and senior facilities that will focus walk sf and took important steps. I was looking at the report in 2012 we lowered the speed limit to 15 Miles Per Hour. And then in 2020 we former president yees we took step its lower spoeds around senior facilities. And your report highlights and as the incident that we suffered 3 weeks ago in the outer sunset highlights there is more washing. Jodi if you could speak to when more needs to be done around safe speeds around schools and senior facilities. Thank you supervisor mar that is what we said in terms of the priorities that we need to place our upon seniors and children should be the highest top prior if we can look at the pace and the streets we are asking the sfmta to focus on first, buzz theyve they have limited resource look with the priority communities, seniors, children, Equity Priority Community and getting those on the top of the list. I would hope that this would start asking what the lfsz quick builds are for twenty 23 and if we can get a map where the streets are that have wide streets High Injury Networks around our schools and parks and senior facilities temperature is difficult to see that the street like Lincoln Fulton around our parks are still in the High Injury Network map. Thank you. And i had a question for jamie. Can you share an update on the impelementation of this seniors zones. I think this enacted in 2020 to lower speed limit s and create safer streets. Sure. So i can confirm with the commission i believe that every even the lowering on the school zones and senior enters completed and our work now is really around the engineering treatments to compliment those we are going to every school and installing speed humps. We know signs alone cant get us what we need so as we lowered the speeds we are followingum with engineering treatments. For the senior zones. How far does the zone extend this intersection santiago and 242 seniors were struck by a speeding vehicle in horrific accident there are seniors walking but not right next to a Senior Center. I have it get back with details it is 5 to 600 feet we can get back with the definition in the code what is allowed. Thank you. Thank you. Commissioner mar. Commissioner melgar. Thank you chair mandelman im very frustrated by our citys pace. Struck in the presentation you talked about the slims and talked about road diets and enforcement. Mr. Parks talked about one thing our response to the change in the state law. I would hope we have a wide are spngs because we have been concentrating on areas of priorities which is where there have been a lot of crashes and injuries already by definition at my district which is low are density will fall behind. Even though we are home to city college, San Francisco state university. There are lots of accomplices out where there is lets of bodies and those very large 4 lane 6 lane freeways really. Brother hood way. Lake merced boulevard and monterey reduced to 25 Miles Per Hour people treat it like a freeway. Im frustrated by our approach and you know one of the things that i hear from folks at the mta staff, the state will in the let us. I wonder upon because i dont know how many of you have been to alameda across the pond, which have the 25 mile limit the entire island bike lanes every where you feel the difference on the commercial corridors. It is a tourist destination. So hay put the 25 Miles Per Hour limit in their transportation element. In 2009. It is the opposite instead of pick out which go lower they did it all over the island and exempted a couple of corridors they thought should go a little faster it was important for their element. Why kent we do that . Why cant the default be slower and exempt a couple of streets we know are and then also, you know we are going to talk about hp Housing Element this is afternoon. We have so much room in my district if you are on bonea sarah at the corner where it splits to 19th heavy it is so expensive if we were not using all of that land for cars can we use it for something else. For housing . I am saying the way that we planned our city 80 years ago is different than the way we live today and we are suffering for temperature im wondering not just the sign but everything nels our mt ainner transportation element when is it going to reflect everything theles we are doing and address this . So i guess that is a question. To someone why cant the default be slower and exempt certain streets how is it haalled meada could do it and we cant . And also before, mta will have their own piece of this later to present more broad low what they are doing. Thats a great question. And you know in general the default in San Francisco is also 25 Miles Per Hour. And so there are allowances that set defaults local street is 25 Miles Per Hour slim you dont Vice President to do an Engineering Survey for that. It is going below 25 Miles Per Hour to 20 Miles Per Hour the new law created. We will faltered that bill in sacramento and not everything we hoped for. It did give us new authority but put new rules on how we can go below 25. We can set and. Have set the default speed limit to 25. Going below that is requires additional leg work. If theed default is 25 why do people go 40 and 50 . The default is 25 on residential streets that has no signs if you are want to street in the richmondor sunset that does not have a sign the speed limit is 25 by default. There are speeds that have higher than 25 suchace brother hood way they vanish set in the pedestrian by law and looking at opportunity throughout changes in the code to reduce them on streets like that it is critical it it is not a matter of signs alone. We need some measures rather than just a sign to get people to slow down. Commissioner preston. Thank you for the presentations and i do want to recognize the progress i think through a lot of Experimental Work with quick builds and things that are we know enough now to know upon they are working like we had the data. That is the positive part of where we are and i think just following up on comments from clothes it is how did we pursue these recommendations with the urgency they deserve and this is both of funds nothing a capacity issue and an issue of will. I think the more all of us are making it clear that on behalf of constituents we want to seat recommendations implemented quickly that is important. I did want to ask specific low on the issues around the number of lanes. I think like the Harrison Folsom is a powerful comparison there and supervisor dorseys district and we had in district 5 we had sell a great example of not just creating a bike lane butrousing from a 4 lane speed way to making it 3 lanes there has been no no real impact on Emergency Response. Other things that are sometimes of concern if you arerousing lanes and an over all speed reduction. It has been an example of mta, Fire Department and neighborhood groups. Everyone working together and reducing the lanes. We are trying to do the same on oak. We are trying to take one lane and we will, as a bike lane. Thats slowed by the puc w they are planning and trying to line that up. I did have i broader question on this similar to commissioner megoverns point like looking at an over all policy. On the. Number of lanes like why did we have 4 lane, 5 lane roads anywhere in San Francisco. I wonder from walk sf perspective that is im trying to think of may be there is an extreme case where on what is a freeway or something we have to than but is there not a just broader policy around lane reductions that would say that over a certain number is out dated model and leads to fatality in speeding and it will be against city policy and reduce temperature i know we are chipping, way it is one by one i say someone work to chip away at hem, it feels the issue that we could say, we have more than 3 lanes that fourth lane will be a bike or bus lane. We see we canrous lane volume and has to do track with how many cars are going and the through put. Sfmta has been doing that. We did that through the tenderloin the tenderloin is a series of one way streets and we have seen results. Speeds have come down the speeds come down. So if this body is interested in pursuing that we can Work Together to establish that. We are working on streets like lake merced and fulton and oak. And franklin and hearing coming up in a week or so. So we are chipping away but it would be amazing if we see this list of all the streets the multilanes one way and we reduce them all. It lower the speeds and narrow the lanes and make sure we use this so it is seen as a neighborhood. These are all neighborhood streets. Is there a barrier may be this is for mr. Parks, a barrier to doing a lane reductions across the board . Under the we have the state limitations around the speed reductions. So is it just considerations around the impact on this street. Or are we under some scheme of how we go about doing that . It is just the consideration and so if they were a policy around lane reductions woeltd take into account now we go sfreet by street and make informed judgments about the number of lanes we dont have a city policy on number of travel lanes. Id love to further discuss this and respectful of clothe in their districts i can speak for my district there is no reason we need lanes any set of travel lanes in district 5 this is more than 3. I argue go down to 2 on everything. If that is the case. Great to have a default around that and look if there is specific exceptions i think it would make a huge difference. Give everyone a shout out for the work in the tenderloin to the speed reductions and quick build there is is more to do. It has been grit to steel that progress. Thank you. When priorities you as walk sf would identify . I feel like this thank you for this having this commonality a systematic approach to the 4 and 5 lane roads to the roads near those. Thats where people will get out if there is traffic and cut through the neighborhood, right . And i feel like this is the best things we get out of a new plan. And i think it would speed things up them is when we are dog on those streets this is the tool kit we are bringing and not one street here or there it is looking at the whole city and the different streets and bringing them maxing out the solutions that each those they have the right things theyll bring down speeds. That is the hope and what we are trying to get at and will be how the progress speeds up we dont have to have a hearing about everything we get toward vision zero faster that is the thread. But the w this was needed to slow cars down and add Pedestrian Safety was not done. It is finally being done. As a result we had injuries jodi knows what im talking about. The more horrifying things i try to telepeople when you get an update or alert and a pedestrian hit oftentimes seniors crossing the crosswalk. So i just again, thank you i then and there it is heard work. Really appreciate it. We put a lot of Work Together the last few years okaying at streets people are avoiding the routes and speeding through the neighborhood. So thank you tilly for supporting us and this body and all of you we put in a tremendous amount traffic calming and speed humps and mta thank you for your support. In terms of how much we do and you mentioned and i want to make sure i heard correct low. 30 evaluation and review per year. We will we have done 21 upon corridors this year and committed to another 30 in the next year; is that an average of 30 per year . We are going to and on going commitment until we are done with the work. Anywhere 24 and 30, how long would it take . With when we are currently doing we have a year to finish the 30. The state is definding the definition. Depending on how many streets fall in this bucket is another couple years. We need to see what that looks like. And another couple years from the year of 2023 or 24 . I will get back to you but as soon as we finish the business the next day we role in the additional corridors can i ask on school zone. If i understand it is 5 schools zoned per year so far . So we do we have a variety of things we do for School Safety engineering one every 15 Miles Per Hour zone signed around School System there. This is complete and have a full time engineer who works with schoolos loading issues and adjust the white zone or set up cones. Schools that as well challenges that have not been solved we have a program to do 5 walk audits per year this is a program for schools that need work we will meet with the School Community identify changes and have funds to implement the 5 per year. How do we speedup pie walking audits per year. Because 5 for schools that is very that is not upon one if averaging one per supervisor district. I think that is a great conversation with t astaff to do with prop well we funded at 5 per year and open to reconsidering that Going Forward. Interesting. Thank you. A few weeks ago a neighbor of mine was hit boy a car by crossing a street at the crosswalk. His knee was crushed spending day in the hospital and completed major surgery. I endorse all the recommendations made by walk sf today and applaud the sfmta for the progress you have made. But still much more needs to be done. All of us witness daily a barrage of traffic violations rung through related. Stop at stop signs and my neighborhood traveling wrong way down one way streets. Exciting news on this that i believe upon we have a 2022 update to the High Injury Network which we have been asking for for awhile. Can you see my presentation . Yes, we can. All right. Great. Good morning, commissioners im an integrated system analyst at the data science. Department of Public Health. Joining me is the director for the data science. They will give a presentation on the latest update to the [inaudible] High Injury Network. San francisco is the first city to introduce high injury corridors in 20 lefrn with observation to injuries due to the way our built environment is designd and [inaudible]. A share of traffic injuries. The first was reles in the 2015 part of the original action plan. In 2017 took our first update using new data from the surveillance system. The plan was to update the network in 2020 using 2016 to 19. Due to sdaft [inaudible] covid19 pandemic staff turn over we were delayed releasing a new network. City [inaudible] [difficult to understand speaker]. And release network updates. Provides vision zero net w as another tool Partner Agencies use the help to prioritize city streets with high numbers of crashes in severe injuries and death. Helped to target enforce; education and safety improvements [inaudible] throughout the tenderloin significant until improve ams and other traffic on projects. The d. Public Health Leverages from sudden front general hospital. It owned and operated by d. Public healing. Link patient data to ambulance data to get crash locations then linked to police crash reports using name, date of crash and [inaudible] date of birth and crash location. After the linkage is come least we have 3 source of injury data. Unlinked we find in police crash reports. Parents at the hospital we link to i Police Department and unlink friday the hospital we have no linked Police Department for. The data found people lacking Police Departments are often cyclists, male, hispanic or black and [inaudible] compared to Police Departments. Police officers classify injuries severe take to the hospital staff. They are also more likely to investigate critical injuries internal bleeding. Fining [inaudible] severe injury overly concentrate in the communities of occurrence now equity Priority Areas for under served community. Using a comeination of police and Hospital Data allows you to to 3 things. Avoid under reporting bias for transportation modes cyclists, 2, avoid geographic under reporting of crashes to the Police Department and 3, we can correct injuries using assessment injury from the hospital. Where data sets can be linked we update to it based on the definition of severe injuries admitted to the hospital and or injury severity score. Up gridded to severe and 12 of below injury category upgradeed severe [inaudible]. Despite the large number of severe injuries reclassified the change in the other less severe categories leads to net increase in severe injuries in police and Hospital Data set [inaudible]. The yellow slides on the pie chart in the middle and left. Is showing this 22 of severe and injury did thea set can only be found using patient did thea from the hospital. Solid pie chart shows by mode of unreported injuries, almost half are pedestrians and psyche livers the right chart shows mode of our final 2 did thea developing the High Injury Network. 2017 update over half the injuries in the 2022 update are road users. The focus continues it be on customer dovers where we see severe and fatal injuries the following slide shows one network where it public to centrality foil by transportation modes and sort by rank this is did thea d ph will chair with others when we are able to. Part of the update press stebing a Technical Committee made up of staff and agencies throughout the city. Begin how drastic the pandemic and telecommunicating changed travel patterns locked at a map using data from 2070 if 19. Map 3 years from 2019 and 20 and 21 and Network Using 5 years of data from 2017 to 21. Both the prepandemic alternatives did not reflect the continuous. Heavily trafficked site in plain areas determined out using prepandemic over wait boulder crashes not accounting for safety projects and changes in crash patterns. The committee decided on 5 year approach on the criteria inclusion on the corridor of the network accounts for using a longer time period of crash data what the network is showing street corridors had a minimum of 3 People Killed or injured within 3 blocks during a 5 year time period. There are limitations of this analysis. Our crash data 5 years the earliest is 2017. Completed may not reflect the network might include [inaudible]. Protective be [inaudible]. Network not a probability of risk in the normalized boy volume to gent rit a rate it is doyle pin point cross all transportation modes. Using more severe out coming on where people are killed injured. It may not include streets high numbers of less severe injury crashes. Limited the level of detail we are allowed release for hospital crash data due to insurance or accountability act. We are working on d ph privacy comlines team and [inaudible] office to figure out what will be able to release to the public in the near future. This is our latest iteration of the Vision Zero Network in the tenderloin,mation. Bayview and western edition outside like 19th avenue and gear and he lincoln, fulton, see verinjuries less in the west side of the city. Continue to see a shift toft Southeast Side due to hospital only crashes. So this is the tenderloin vision. Down on the south and east sifted city. Bay vow and hunters point. This map is showing southwest side of the city. I have to go through quick low there is a link to a public map on page 10 of the this slide deck and post on the mission zero website. This map is showing when is added and removed. 62 of the new network over lapped with the high street network. Green remains in the tenderloin and mission and 19th bishore, lombard. [inaudible] removed. Jfk closed for part of the data. Brandon [inaudible] [inaudible] and noble editions ocean, third notoriety chase center and additional with the bayview neighborhood. Streets can come on and off the net w for a variety of reasons changes in street engineering and Police Enforcement and under lying crash did thea to gent rit committed to working with the mt, to happened what safety improvements have been completed and evaluate their impact on corridors that dropped off remained. There is difficulty comper seeing them to the previous one given the need to use 5 years of crash data and cut points account by the covid19 pandemic. And [inaudible] the will decision to no longer qualify streets with the fal talitity in the Network Given the Rapid Response program that addresses engineering issues after a traffic fatality occurs. We are using severe crashes possible street this is are qualified previously may not be in this network. We look forward to continuing and [inaudible] determined off and what has been added. So here are high statistic the 22 network fatal and injuries in our did thea set and 61 all Police Reported crash regard will of severity and covers 12 of city street miles. 74 of fatalities this year. I should note this our 2017 network captured 75 on 13 street my this wills may indicate severe crashers les likely to be distributed on street customer dovers and reflect change in crashes and task patterns during the pandemic they will monitor this to see if this is a trend an e merging trends we continue to evaluate this map and add future years to crash data. Finally, the 22 network over represented in equity priority communities. Accounts for 29 of San Francisco street miles. 38 of severe injuries. And contain 44 of latest network mileage. Of that i will hand it off to seth. I fop also thank devon and i want to reiterate his work hen heroic to make sure that we maintain and persist in doing these analysis for this work. And devon and realize thanksgiving there has been a difficult left tw years. I do want it commend the agency San Francisco is known am on how we do this work and create our network maps. I want to say, thank you. And being a leader. And will um im happy that this it is updated. We have been waiting for i long time this really does drive the work of the sfmta and knowing which streets do need updating and changing and what is really hard to see when we do see that map is that a lot of streets have not come off but more have been added. So this is something this we need to do and work on more rigorously. The bayview neighborhood i think this had the most streets added since we left had a 2017 update. So. In 2021, the city did commit through the vision zero Action Strategy to committed to designing, touching and improving all streets on the High Injury Network by 2024. And we know from sfmta evidences coming up their Quick Build Program is working. This is very low cost way to improve our street for safety. I want to ask you commissioners this we are giving the sfmta and agencies everything than i need as quickly as possible to approach our High Injury Network now we know we have the new streetos there and giving them in the Agency Coordination that will take in order to guest all streets touched boy 2024. Week low i was forced witness students interact with dangerous speeds. It is important to ask yourself had is the value of a human life. I think this may be uncomfortable and weird thing to put a monetary value on a human life it would help the department in the allocation toward resources toward vision zero. When you put a value on a human life. Severe low out weigh the costs. And the city has not treated san bruno avenue with respect. So people get injured and i seen people who get injured and dont want to get in. Because they know they will get a high bill where they take them to the hospital. And we have not had one single meaningful meeting so the people from the port can give you input. What planning does and mta does [inaudible] try to remove our parking meters. Without consulting the constituents. The long drab meetings is nothing but a dog and pony show. And the San Francisco county Transportation Authority has failed san bruno. And i think that the federal government has to be informed that the monies are not spread in a meaningful manner. The success of the safe street pop suspicions many of you supported, shows there is an appetite in San Francisco for protective bike lanes and car free spaces and wukable amenities for transit funding and you other agency that is potential low makes sure how that gets funded. I did click on the link in the presentation and im looking at the vision zero High Injury Network and it is disappointing [inaudible] my first r tell be helpful if you could add a hot spot in there we need to focus on. Potentially fatality in a spot and take it from there and priorities headed forward with it. My experience in San Francisco is attempt to transferringical train fourth and king to the muni of the network line. That is [inaudible] one by a motorcycle that went through southbound [inaudible] up over [inaudible] it is [inaudible] but i believe this once you stop identifying the issues are you can realize have you to rethink how you design the transfers with various modes of transportation. And i knowledge this moving forward you will fiemdz out that the so called fourth and townsend station will not connect proper low to the central subway [inaudible] and i help we can start thinking how we design these multimodal hubs.
