So sense our presentation to you this year we have been continuing discussions and discussions happening in general across the state to identify the needs with magnitude and how needs differ from agency to agency with respect to the fiscal cliff. Governor and legislator are debating the budget next year there has been a coalition lead by the Transit Association and committed a proposal that would restore cuts to transit as well as provide a 5 billion dollars package of spending on transit operations over 5 years. The Metro Transportation commission has supported the california Transit Associations proposal as well as advancing bay area proposal that would add several options for revenue measures and a budget many of options 7. 4 billion over 5 years. They would provide account act measures make sure that operators are dog had they can to get riders become to transand i improust quality of service with respect to safety and connectivity and also reduce costs and spending the caucus framework restoring the transit cut and advancing Funding Solutions and provide local flex ability and protect infrastructure projects. Long distance for young are students the work by the Transportation Authority found the trips are challenging for care givers. San francisco is a safe routes to School Program solutions for care givers and students who live close enough to walk or bike. Earlier in the pandemic partnered with children, youth and families to talk to 9 Community Hubs across San Francisco. The art museum came from students who were asked to draw how they would like to get around. They were followed by groups with care givers heard the challenges of the commute and ideas for solutions. This information was used to develop i lives draft stjs refined through 5 in language workshops with care givers. They were shaped by feedback. Garthed through a survey. Pop up eventses and two online town halls. Here is a lives Community Based organizations and affiliate who is reached out to for out reach. Out reach and events designed to ensure voices from a selection of care givers were heard resident in the city with a capacity deficit. English think learn exteriors care givers with incomes. The strategies are focused improving transportation optionos safety, happening community, information and reducing costs for care givers. We developed strategies for fast exert homeless youth. Unique needs and operate in a legal context. Identified high performs strategies the framework measured strategies and performance on 6 categories informed by our second rounds of out reach. Survis, pop ups and strategy workshops. This shoes the ruffle strategy evaluation. We are calling our 6 highest performing strat gees top tier. Infrastructure, safety improvements transit trainings loading zone, shuttles, transportation coordinators and discount fare awareness. Next set did not score well enough to be core plan recommendations but showed promise and thinked be revisited in the future after projects [inaudible]. Included expansion of the embas dover program and electric bike lends and car pool cordination. Top tier. Highest scoring was infrastructure, safety improvements. Pick xup drop off positions are made by individual cites. Sfmta coordinates with the department on loading zoney needs San Francisco schools benefit from i consistent process for developing and implementing pick up and drop off management plans informed by best practice and guided by agency clan rachlgz recommending this begin with sfmta developing informational materials about best practices for school site administrators and informational materials for care givers about behaviors and norms. Top tier strategies the shuttle strategies are nuanced. Found community interests lead to high scores on community metrics. Concept scored poorly on implementation criteria. This was more common on care givers with lower income and found many were un, wear that the existing discount fare programs they qualify for. Today i will present our prilimnary fiscal 23 24 budget and i will pass over the presentation to our executive director to go over our work program in a little bit this will be an information item and next mont we will come back and present and seek approval for the proposed fiscal 2324 budget and work program. This item starts on page 159 of your packet. The Transportation Authority Sales Tax Program function as Congestion Management Agency for San Francisco administer prop aa vehicle registration pee and traffic mitigation tax. We act as the local Program Manager for funds for clean air and operate as the Treasure Island mobility management agency. The activities under the timma program are not included in the preliminary budget will be in the proposed budget and work program after we present to the Committee Later this month. Fiscal year july first to june 30 of each year. Fiscal 24 projecting revenues 182 million. This is an increase of 20 Million Dollars from fiscal 23. Sales tax revenues slight increase of a Million Dollars to a toll of 112. 4 million. We are seeing forward growth leading to the new fiscal year. Given high Interest Rates and reduced Consumer Spending this is in line with the Controllers Offices forward growth projection for fiscal 24. Our vehicle registration fees seeing a slight decrease and this is due to few are vehicles register in the San Francisco consistent with Population Trends we have seen during the pandemic. The mitigation tax is projected increase to 10. 2 million. 50 of the revenues of this tax gos sfmta and remaining to the Transportation Authority. And the projection is in line with the Controllers Office mate and these ref nows are affected by travel demand by the pandemic. Next revenues projected to increase to 52 million. Majority of these revenues are related to Congestion Management Agency projects such as yerba buena west side bridge project as well as the ybi hill crest road improve am project. These are federal and state grants. Next i will go over our expenditure budget the majority are related to Capital Projects under the Sales Tax Program. Budget 152 million for capital expenditures, this lists the learningest reimbursement requests for fiscal year including light rail vehicle procure ams and many facility projects including the 1399 marine and potrero yard. Capitol project expend tours are shown on this slide and correctively all of them, count for 60 of the prop aa budget of 11. 8 million. This includes the San Francisco public works rich upon monday residential streets pave am reasoneration and sfmtas well taraval enhance am prblt project budgeted 258 million for fiscal 24. This is know increase of upon 75 million compared to fiscal 23 amended budget of our capitol project costs increasing from 149 million to 222 million. This will be the first full year of construction activities for this project. And then other projects include the i280 southbound off line realign am project. Capital costs for tax includes sfmta vision wherevero quick build and the Residential Traffic Calming Program. In terms of administrative costs we budget a sloit increase to then. 9 financial for 2024 include personnel expenditures and rent and also commissioner related expense. Total operating costs are 5 of the total budget. The increase is due to personnel costs and increased personnel costss we hire anticipate hiring new rail Program Engineer and project manager for the first and Second Quarter of the fitsical year. New positions were ooh proved earlier this morning. Other vacant positions that will be filled or will be fill in the fiscal 24 include the controller position and the transportation modeler. The phase 3 project funded by a federal grant. And will focus on a location outside of the downtown area we had always focused phase combon 2 efforts and continue to work on partnership with your offices on the neighborhood Transportation Planning efforts shown for districts 1, 2, 4 and 6. We will also present this 5 and 7 studies in the next mont as well as working on district 7 lincoln way study requested by vice chair mefor and in the mission. The request of commissioner ronen. Dtx or portal and fourth and king cal trin is looking at ways to organize that terminus and doing a lot of work with sfmta and muni whether facilities the potrero yard project or subway and muni metro work in Core Capacity Programace sfmta. Which is the vehicles and train control and facilities that will be an important effort. And also the part on the bart side a Core Capacity Program to over site role there, too much and transparency and reporting we conduct audits and Financial Report being to support the agencys many activities and roles. We have a lot ofy Debt Management w that will be an outcome of the Strategic Plan for prop l work and this year we are looking at ahead to the 2 year time frame where lose will expire we need to anticipate whether we renegotiate with our land lord and stay in the concern location or look for alternate office space. [music] welcome to the 2022 sfmta bus roadeo. Today what we will see is competitions of different levels. We will see transit operators through a obstacle course. Also see the office rfs maneuver the g4 cars through a course. inaudible [beeping] then also have a element of inaudible who are doing inspections and repairs and some of the equipment related to our buses. [applause] i enjoy coming to the event because of the camaraderie with the staff and seeing the departments and everybody meeting arfbd so the more we can do these things the better well be and it helps the agency grow. The winner of the local bus roadeo the person goes to the national inaudible one additional item we add to the event and call it a fun event where managers at the senior level get to test their skills operating a bus. inaudible transfer officers inaudible basically maneuver the course and they inaudible interesting to see some of the main managers run the course out there. They havent had as much experience but they did pretty well. Ill submit the bus damage for the bumps they did to the body shop for estimates. [applause] behind us we have vintage buses that were brought out for folks to see. Some of these vintage buses are sfmta, part of the historical fleet. Two others belong to the Pacific Bus Museum and a personal bus of a individual that owns it. We take great pride in the historical buses we have and try to keep it up to date. It is a way to bring employees together, Work Together as a team. A great morale booster something the employees have been asking for a year and it is great today because you can see how happy they were to once again do something they really enjoy. I was happy to receive one of them. The Community Bike build program is the San Francisco coalitions way of spreading the joy of biking and freedom of biking to residents who may not have access to affordable transportation. The city has an ordinance that we worked with them on back in 2014 that requires city agency goes to give organizations like the San Francisco bicycle organization a chance to take bicycles abandoned and put them to good use or find new homes for them. The partnerships with organizations generally with organizations that are working with low income individuals or families or people who are transportation dependent. We ask them to identify individuals who would greatly benefit from a bicycle. We make a list of people and their heights to match them to a bicycle that would suit their lifestyle and age and height. Bicycle i received has impacted my life so greatly. It is not only a form of recreation. It is also a means of getting connected with the community through bike rides and it is also just a feeling of freedom. I really appreciate it. I am very thankful. We teach a class. They have to attend a one hour class. Things like how to change lanes, how to make a left turn, right turn, how to ride around cars. After that class, then we would give everyone a test chance chance to test ride. We are giving them as a way to get around the city. Just the joy of like seeing people test drive the bicycles in the small area, there is no real word. I guess enjoyable is a word i could use. That doesnt describe the kind of warm feelings you feel in your heart giving someone that sense of freedom and maybe they havent ridden a bike in years. These folks are older than the normal crowd of people we give bicycles away to. Take my picture on my bike. That was a great experience. There were smiles all around. The recipients, myself, supervisor, everyone was happy to be a part of this joyous occasion. At the end we normally do a group ride to see people ride off with these huge smiles on their faces is a great experience. If someone is interested in volunteering, we have a special section on the website sf bike. Org volunteer you can sign up for both events. We have given away 855 bicycles, 376 last year. We are growing each and every year. I hope to top that 376 this year. We frequently do events in bayview. The spaces are for people to come and work on their own bikes or learn skills and give them access to something that they may not have had access to. For me this is a fun way to get outside and be active. Most of the time the kids will be in the house. This is a fun way to do something. You get fresh air and you dont just stay in the house all day. It is a good way to exercise. The Bicycle Coalition has a Bicycle Program for every community in San Francisco. It is connecting the young, older community. It is a wonderful outlet for the community to come together to have some good clean fun. It has opened to many doors to the young people that will usually might not have a bicycle. I have seen them and they are thankful and i am thankful for this program. Shop and dine on the 49 promotes local businesses and challenges residents to do shopping and dining within the 49 square miles of San Francisco by supporting local Services Within neighborhood. We help San Francisco remain unique, successful and vibrant. Where will you shop and dine in the 49 . San francisco owes the charm to the unique character of the neighborhood comer hall district. Each corridor has its own personality. Our neighborhoods are the engine of the city. You are putting money and support back to the community you live in and you are helping Small Businesses grow. It is more environmentally friendly. Shopping local is very important. I have had relationships with my local growers for 30 years. By shopping here and supporting us locally, you are also supporting the growers of the flowers, they are fresh and they have a price point that is not imported. It is really good for everybody. Shopping locally is crucial. Without that support, Small Business cant survive, and if we lose Small Business, that diversity goes away, and, you know, it would be a shame to see that become a thing of the past. It is important to dine and shop locally. It allows us to maintain traditions. It makes the neighborhood. I think San Francisco should shop local as much as they can. The retail marketplace is changes. We are trying to have people on the floor who can talk to you and help you with products you are interested in buying, and help you with exploration to try things you have never had before. The fish business, you think it is a piece of fish and fisherman. There are a lot of people working in the fish business, between wholesalers and fishermen and bait and tackle. At the retail end, we about a lot of people and it is good for everybody. Shopping and dining locally is so important to the community because it brings a tighter fabric to the community and allows the Business Owners to thrive in the community. We see more Small Businesses going away. We need to shop locally to keep the Small Business alive in San Francisco. Shop and dine in the 49 is a cool initiative. You can see the banners in the streets around town. It is great. Anything that can showcase and legitimize Small Businesses is a wonderful thing. The show on starting, rebuilding, and reimagining our city. Our guest is jeff tumlin and hes with us to talk about our transportation Recovery Plan and some exciting projects across the city. Mr. Tumlin welcome to the show. Thank you for having me. I know the pandemic was particularly challenging for the m. T. A. Having to balance between keeping central transportation routes open, but things have improved. How are we doing with our transportation Recovery Plan . So we just got good news this week. Were getting an extra 115 million from the American Rescue plan and this is basically the exact amount of money we finally needed in order to close the gap between now and november of 2024 when well have to find some additional Revenue Sources in order to sustain the agency. In the meantime, i finally have the confidence to be able to rapidly hire, to restore services and to make sure muni is there for San Franciscos larger economic recovery because downtown San Francisco doesnt work without muni. Quite right. I guess the other impact of the pandemic was that some projects like the valencia bike improvements had to be put on hold. Are we starting to gear up on those again . Yes, so its an interesting case study. Of right before covid hit, we were about ready to invest in quick build bike lanes. Arguably the most important bike order in San Francisco. That got stopped with lockdown and then as youll recall, during covid, we invented all kinds of other new programs like shared spaces in order to support our Small Businesses as well as sunday street light events for neighborhood commercial streets where streets were closed off to cars and turned over to commercial activity. Those successes now that theyve been made permanent actually interrupt the draft design we had put together. So weve gone back to the drawing board and we are looking forward to having some Additional Community conversations about other design ideas for valencia. Were committed to completing a quick build project on this calendar year. Thats such good news. Valencia is a really great street for biking. So there are two huge and exciting projects that are about to be or have just been completed. Lets talk about the bus Rapid Transit project on van ness avenue. How extensive have the improvements been . Whats called the van ness transit rapid project is in fact more about complete reconstruction of the street and most importantly, the 100yearold utilities underneath the street. So all of the water, sewer, telecommunications, gas lines under the street were basically rebuilt from Market Street all the way to lumbard. The part on the surface which provides dedicated bus lanes for golden gate transit and muni, that was relatively straight forward and were so excited were going to start Revenue Service for muni on april 1st. Thats fantastic. I understand there were some sidewalk improvements too. There were sidewalk improvements. We planted 374 trees. There is new storm Water Treatment including infiltration in the sidewalk, theres a bunch of art. Theres all kinds of things. We put in new street lights for the entire corridor. Finally, the other big news is about the central subway. Can you briefly describe the project and give us an update. Yes, so the central tline project, another stop at union square that connects directly into powell station and a final stop in the heart of chinatown at stockton and washington. That project has also run into challenges. Its 120 under muni, under bart, 120 down and out under chinatown in some unexpectedly challenging soils. But that project is nearly complete. Its at about 98 completion right now which means were testing trains, were testing the elevators and escalators and the final electronics and were still on track to open that in october presuming all of the testing continues to go well. So fingers crossed on in a one. Were really looking forward to allowing people to have a subway ride from the heart of chinatown all the way to the Convention Center to the caltrans station and all the way down to bayview and visitation valley.
