Um, this item is related to a revision to our organization chart. Um, this is something i bring upon this committee. Um on an almost on an annual basis. Um, our current org chart consists of 47 full time equivalent positions across six various divisions. As weve been preparing the 2023 accomplishments and a 2024 goals and objectives for the agency, weve taken a moment to also reflect on our organization chart. Uh, we look at it and are proposing five new job classifications and succession pathways for various staff to better align with near firm work goals and plans. Um the first one would be to reclassify the assistant Deputy Director for Capital Projects position to a new Highway Program manager position in the Capital Projects division. We would also like to reclassify the associate engineer position in the Capital Projects division to a staff accountant division, a staff accountant position in the finance and administration division. Wed also like to convert our Public Policy manager position to a new senior Public Policy manager job position and create a Government Affairs series within that, uh, that group, you may recall, back in may at our last Personnel Committee meeting, we had shifted, uh, the Public Policy manager and a senior transport, uh, principal transportation planner for Government Affairs from the policy and Program Division to the executive division. So were just continuing that action and creating that series of job descriptions. Uh we also like to convert the management analyst position to a new finance manager position in the finance and administration division. And lastly, we would convert the Communications Officer position to a Communications Manager in the executive division. Now, the highway planning uh, Highway Program manager position is really to assist all the work were doing on ybe on behalf of tida, uh, we also anticipate this person to work on projects like the i280 ramps at ocean and geneva. Uh, in terms of the, uh, new, um, staff accountant, wed like that accountant to assist us with some additional grant billings. Well have further Yerba Buena Island project especially. Were entering into the new phase, uh, has many various Funding Sources just to get this project completed. And the succession planning piece is for the senior Public Policy manager, Communications Managers and finance managers. Weve had many staff who retain, whove stayed with the ta for many years, and wed love to see them, um, progress within the agency and to also stay with us. Um, in terms of fiscal impact, uh, this is rare that i say that theres a, um, off set negative or zero effect to our budget implications for the current year. The associate engineer is paid approximate 53,805, more than a staff accountant by converting that position to a staff accountant, we do not have, um, we have a minimal net, uh, adjustment to our budget. So i love seeing these kind of offsets. But in the future fiscal years, if we were to pass these positions, it would cost approximately 67,800 per fiscal year, um, to staff all of the positions as we are ready and as the work Program Needs require, it. Uh, in terms of cac items, Personnel Items do not go before the cac for approval and come straight directly to the Personnel Committee and then straight to board. We are adjourned shared spaces have transformed San Franciscos streets and sidewalks. Local business communities are more resilient and our Neighborhood Centers are more vibrant and lively. Fire blocks and parking lanes can be for seating and merchandising and other community activities. Were counting on operators of shared spaces to ensure their sites are safe and accessible for all. When pair mets, firefighters and other First Responders arrive at a scene, they need clear visual access to see the building entrances, exits and storefront windows from the street. That means parklets should be transfer in the areas above inches above the sidewalk level. Its best if these areas are totally unobstructed by transparent materials may be okay. You can check with Fire Department staff to make sure your site meets visibility requirements. Emergency response crews and their equipment need to be move easily between streets, sidewalks and buildings, especially when they are using medical gurneys, ladders and other Fire Fighting tools. That means that parklet structures need a three foot wide emergency feet every 20 feet and 3 feet from marked Parking Spaces and emergency access gaps need to be open to the sky, without obstructions, like canopies, roofs, or cables and should always be clear of tables, chairs, planters and other furnishings. Emergency responders need to use ladders to reach windows and roofs to buildings and the ladders need unobstructed overhead clearance and room to be placed at a 72degree angle against the building. Clearances needed around the ladders to move equipment and people safely up and down. So not all parklets can have roofs ask canopies depending on the width of the sidewalk in your area. Please make sure that your electric cables are hung so they are out of the way and indiscernible to the structure, they can be pulled down by firefighters. Cable connections need to be powered from an outdoor reciprocal in the building facade because hard wire connections are much more difficult to disconnect quickly. In addition to providing water for the bay area, it also generates clean hydroelectric power to run city buildings and services. And more recently, some San Francisco homes and businesses. Satellite electricity is Greenhouse Gas free, so we see a tremendous benefit from that. We really are proud of the fact that, weve put our water to work. Even with the system as well coon received as hetch hetchy, Climate Change has made the supply of water from the sierra vulnerable. And requires new thinking about where and how we use water. We have five hundred million gallons a day of wastewater being dumped out into San Francisco bay and the ocean from the bay area alone. And that water could be recycled and should be recycled for reuse through out the bay area. Were looking at taking wastewater and reading it to drink watering standards. Were also looking at our generation and looking at onsite water reuse looking at the technology and strategies we have available to us today. The very First Recycling plant in the state of california for landscape irrigation was built in San Francisco. Weve just developed a new recycled water plant in the ocean side wastewater facility for irrigation purposes in golden gate park, lincoln park and the panhandle. A century ago, San Francisco built a dam to create bunched znswer of fresh water to ensure the future and ensure the taps will flow for future generations, it will take as much vision when it reflects a fundamental change about how we think about water. I think we recognize theres going to be change in the future. So were going to have to have the flexibility and the creativity to deal with that future as its presented to us, its a matter of how to see it and say, okay, lets make wise use of everything we have. So small, that my dads brother is married to one of my moms sisters. Its that small. A lot of folks from that town are here in the city. Like most immigrant families, my parents wanted a better life for us. My dad came out here first. I think i was almost twoyearsold when he sent for us. My mom and myself came out here. We moved to San Francisco early on. In the Mission District and moved out to daily city and bounced back to San Francisco. We lived across the street from the ups building. For me, when my earliest memories were the big brown trucks driving up and down the street keeping us awake at night. When i was sevenyearsold and im in charge of making sure we get on the bus on time to get to school. I have to make sure that we do our homework. Its a lot of responsibility for a kid. The weekends were always for family. We used to get together and whether we used to go watch a movie at the new Mission Theater and then afterwards going to Kentucky Fried Chicken. That was big for us. We get Kentucky Fried Chicken on sunday. Whoa go crazy so for me, home is having something where you are all together. Whether its just together for dinner or whether its together for breakfast or sharing a special moment at the holidays. Whether its thanksgiving or christmas or birthdays. That is home. Being so close to berkley and oakland and San Francisco, theres a line. Here you dont see a line. Even though you see someone thats different from you, theyre equal. Youve always seen that. A rainbow of colors, a ryan bow of personalities. When you think about it you are supposed to be protecting the kids. They have dreams. They have aspirations. They have goals. And you are take that away from them. Right now, the price is a hard fight. Theyre determined. I mean, these kids, you have to applaud them. Their heart is in the right place. Theres hope. I mean, out here with the things changing everyday, you just hope the next administration makes a change that makes things right. Right now theres a lot of changes on a lot of different levels. The only thing you hope for is for the future of these young kids and young folks that are getting into politics to make the right move and for the folks who cant speak. Dy mind motion. We have a great breakfast spot call brick fast at tiffanies. Some of the older businesses are refurbished and newer businesses are coming in and its exciting. We even have our own brewery for fdr, ferment, drink repeat. Its in the San FranciscoGarden District and four beautiful murals. Its important to shop local because its kind of like a circle of life, if you will. We hire local people. Local people spend their money at our businesses and those local people will spend their money as well. I hope people shop locally. My first job is at the Community Organizer for Public Safety with San Francisco state. And land in the city hall and became a legislative aid to sophie maxwell. Went through city departments when Kamala Harris was our District Attorney im proud to represent the richmondad district supervisor. [music] we have great neighborhood commercial corridors that need to be protected. The reason why we launched the neighborhood business for supporting the [inaudible] for 15 years special more. We have the Legacy Business Program the business around for 30 years or more and thought, you know, we gotta make sure the next generation contains for generations to come. Am im ruth the owner of hamburger haven we came back on july 11. We were opened in 1968 at that time i believe one of the owners of mestart today went through a guy named andy in the early 70s and my father took it mid 70. Originally was just a burger joint. Open late nights. Then it changed over the years and became the breakfast staple. We specialize in breakfast, brunch come lunch now. I love this neighborhood. I grew up here. And it feels like home. I walk down the block and recognize people of people say hello. You say hello you talk and joke. Has that familiar environment that is enjoyable and i have not experienced anywhere else. There are many things i would like to see improve ams the things we might see are making sure that our tenants stay housed our Small Business in tact and those are the solutions that will contain to push to make sure that you know our communities can take root, stay and thrive. Im proud of you know, welcoming folks to the richmond. Everyone loch its we got Farmers Market every sunday there. The you see really business at the noaa. Ice cream at toy folks and going to chop for book like green apple. And thats when you like the deal is pizza place haall families love. You will see a lot of great chinese shops that is readily available for everyone. And that is just thein are richmond there is more to do in the richmond. What is love is the theatre. I mean adam and with my wife jamie, own Little Company called cinema sf we operate the balboa theatre. The vocabularying theatre on sacramento and soon the 4 star on clement. Balboa theatre opened in 1926 and servicing this Outer Richmond neighborhood since then. And close on the heels the 4 star opens since 1913. When you come in to a movie theatre, the rest of the world has to be left behind. But you get e mersed in the world that is film makers made for you. That is a special experience to very much we can all think of the movies that we saw in the big screen of with everybody screaming or laughing or crying. It is a shared Human Experience that you get when you go in to places that are gatherings and artist presented to you. A shared experience is the most precious. And the popcorn. [laughter]. At the balboa especially, we stroif to have movies for people of every generation from the pop corn palace movies on the weekend mornings, for families and kids. This is for everybody of all ages. What is great about the richmond is it is a neighborhood of the immigrants. Belongs to immigrants not ap i immigrants you will see that there are also a Huge Population of rush wrans and ukrainian immigrants they stay united you am see that the support they lend to each other as a community. And cinderella bakery is another legacy business. If you go on the website it is known as a russian bakery. The first thing you see their pledge to support the ukrainian community. You will see the unity in the richmond im so proud of our immigrant community in the rich monthed. My dad immigrate friday iran the reason he stayed was because of the restaurant. Has more centamential value it is the reasonable we are in this country. When he had an opportunity to take over the instruct he stayed that is why we are here part of our legacy and San Francisco history and like to keep it going for years to come. Another moment im proud to be supporting the richmond and the only Asian American woman elect in the office and as an immigrant that is not happen nothing 3 decades. You see it is my ability to represent especially the asianamerican community. In my case the chinese speaking elders in our community that really can allow me to communicate with them directly. Im Program Director of adult day centers. I have been here for 7 years i love to help the communities and help and the people with disability. I foal a connection with them. I am anim grant i love helping our community and new immigrants and improvements. If you want nature, richmond is the neighborhood to go we are between ocean beach heights and golden gate park. I love the Outer Richmond. For me this is the single best neighborhood in San Francisco. Everybody knows each other. People have been living here forever. It is young and old. The ocean is really near by. And so there is that out doors ocean vibe to it. There are places to seat Golden Gate Bridge it is amazing. Businesses are all small mom and pop businesses. Houses get passed down generation to generation. It has a small town feel but you know you are in a big city at the same time. Its got a unique flavor i dont see in other neighborhoods j. It is about being inclusive we are inclusive and welcome the communities, anybody should feel welcome and belong here and shop local, eat local. We believe that with that support and that network it come in full circle. It is passing on kinds knows. Thats when richmond is about that we are together at once. Welcome to the richmond.
