In your packet xhishzer dwight proposed adding a paragraph and qu provided two suggested options on where to place it and striking language that is similar to what is in the paragraph. First i like to read the paragraph. As you know we prepared a let toor the boferd supervisors based on disapuvl of the parental leave legislation as it is drafted. I think that got misconstrued as somehow being something that we were not spoteive of e78 ployee benefits in general and that is absolutely not the case so i want to take this opportunity to clear the record on that. What we object to is the way that this legislation is hustled through the process without ever considering our input and gibbing giving us time to make reasonable suggestions. We argued about the wrong thing we talk about changing this and that to a piece of legislation that is fundamentally flawed. My addendum to our letter is parental leave is a benefit that should be extend today all employees no matter what size company they work for and the cost thf benefit should be funded collect ivly and university by pay roll deductions or taxes not by the individual companies that hap chb to be effected. The legislation rushed through the approval prosin San Francisco excludes employees who work with fr the Smallest Companies and burden Small Business that employ many workers we are most trying to help. Had there been more time and effort spen on the detail we could have developed a benefit universally available to all employees and implementation acceptable to all businesses. I urge our State Government and more importantly or federal government to take the lead in making parental lead a universal benefit for employees funded by all employers. That is the end commissioners it is slightly different than what is in your packet so commissioner dwight it is . Y it is. I either got the wrong version when i modified the letter but commissioner dwight has red into the record his proposed amendment and in terms of the placement of it since it is very similar i just reread, it is the last sentence. Somewhat business urging the government to [inaudible] funding mechanism and make the benefits available. We can serve as a responsible role model. We are trying to set a example. I have no issue with and said that time and time again, San Francisco is a progressive city and sets bench pch marks for the state and fraul government. To that end this legislation is commendable. However, the problem with this legislation is that it undo law burdens certain businesses basically specifically businesses who have to provide the benefit whereas the parental leave benefit provided by the state is funded by all employees of the state and is given out universally to any employee and any company who needs it. Our legislation doesnt accomplish that and exclude employees for companies with 20 or less employees and it makes only companies effected pay for the benefit so it isnt collect ivly funded by employers or employee and it is exclusive to certain employees some of the ones we most want to help here. If any other modifications i want to go with what is in the record. Sorry i missed the last paragraph there. I think you read already a version of what we will be voting on maybe already into the record. Why dont we stick to that version . Whatever you want to do. It is the spirit of what we are trying to say here that we were criticized by some as not supportive of this, that is not at all the case and said that repeatedly and so if someone else would like to read it again that is fine with me, but i think you get what we trying to do here. So it is a action item if you want to accept it you can if not you can do that also just it would be great toi felt like it could go at the beginning or end of the letter so like to give the commission the deference to determine the placement. Commissioner dooley has a comment i want to echo what commissioner dwight said. I think really puts out there our feeling on this and we want to make that clear that we are obviously supportive of both employer and employee and i want to give a shout out to supervisor peskin who made a few amendments, they didnt go far enough and i think we need to be on the record urging that this go to its proper place, which is the state or federal government and not burden unnecessarilyit was just not a well thought out piece of legislation frankly the most pointiant to me is we argued about raising the limit for the number of employees and that is the wrong thing to argue about t. We should lower the limit. The real conversation for Small Business was wait a minute, how come i have to pay for this, it is a universal benefit and i may my own employees if i have older employees i dont pay anything. If i skewed towards the younger employee side of had scale and i have people want parental leave i pay disproportioninately and that burden falls on Small Businesses that average the cost among multiple locations as a out of state business or a formula Retail Business could and so even though companies will pay the same amount it effects the Small Business that is local, independently owns exclusively in San Francisco county. I think within our county boundaries and we invited teddy in today to have a conversation about that we should have had months ago about how to funds Something Like this so we can find something that is universally accept to business understanding we have to throw a little into the pot. Do we increase gross receipts tax or have a special assessment or tax . I dont know the answer but i know there is dialogue to be had rather than saying well make a kpigz and it will effect some business squz not others but that is okay because it isnt okay especially for a benefit that is shown to be funded in the country but every country where it exists is funding by employee dedeckzs accept in england where it is fundsed by the government but ges where the government gets the money . From taxes on citizens so in a rounds about way it isnt a pay roll deduction but income deduction. These things are general benefit squz they are collectively funded and here we have a situation that is not. I think if whee had time to get a sense about it we would have had a dialogue aroun that and not lets tweak this and push this around. We were pushing arounds the wrong bits. I appreciate the ofert thf chamber of commerce and boardf supervisors who tried to push thing around and make it feel better for certain constituents but that was the wrong approach and hopefully if we can make some substantial recommendations the supervisor s office can rething this or Mayors Office or have another piece of legislation. The good news is it didnt go to the ballot box so we dont have to deal with the voters just the board of supervisors. Well see if ted has recommendation frz us. At this point if there are no commissioner comments we can ask Public Comments. Any members of the public like to comment on this matter . Okay scott nob flaub just update what is going on with the state. The governor signed legislation that increased the amount from 55 to 60 percent and low income to 70 percent. Just a update that will impact the amount that employ ers pay. Moving in the right direction. We may vasupervisor become a state politician who can help push that further. So well move on now to item number 4, which is presentation and discussion on economic approaches to achieving social wlae responsible goals. This is a discussion item and we have ted eagan the city chief econnistmist of office of Economic Analysis toprint to you commissioners. Good afternoon commissioners. Ted eagan Controllers Office of Economic Analysis. Our office last month issued a economic impablth report on this item. Happy to take questions you have on that report. I also learned that youre interested exploring alternative funding with the legislation and happy to say a few words about that and answer any questions as well. Xhishzer dwight i think in his remarks highlighted points about this legislation that is different in terms of the funding model to how paid family leave is funded at the state level or other states. I think the two key differences are first, this legislation places the onus on additional funding the sup lltal compensation on the employer. The state program is entirely funded by employees, all employees whether they take paid family leave or not through their payroll tax or the state sdi program thmpt second isnt just who pays but how it is funded. It is funded essentiallythe tax creates a insurance pool and then when employees make a valid claim they draw from that pool. The budgeting challenge is insure the tax rate is set at a level such that the pool is big enough to fully fund the claims and that is a budgeting challenge but essentially what that allows is a program for like if that applied in the San Francisco case it would prevent a situation where for a very Small Business the supplemental cost could be particularly ownerous. One of the advantages of the way the legislation is structured now from the perspective of the Small Business if you have 2 or 3 employees you need to pay 50 percent thof cost missing and that can be a spike in the compensation during that period. The amount that is covered by the state basically has no burden for the business, it isnt paid for directly or indirectly by the business and it is also paid out of a insurance pool so neither the employees of the business nor emplorer pays. There are a couple decision to be made about this. The legislation makes this an employer responsibility and it makes it a employer by employer responsibility. There is alternative model that would say that it could be a employer responsibility but broadly based across the base of employers and employers pay into a insurance pool, that pool is drawn down by worker frz their 45 percent that is employer funded as well as when they make a valid claim to edd for the 55 percent that is employee funded. In that approach which basically combines the employer responsibility aspect the legislation in front of the board now along with the insurance pool model of the state legislation. There are any number of ways in which that could be funded. If you are talking about a dedicated pool though you are probably talking about one or other type of dedicated tax. A dedicated tax requires a 2 3 vote and the is administrative concerns as well about where does that money go and how is it managed, how do the rules related to a state claim line up with the rules for city claim and things like that. In a broad picture. An alternative funding mechanism could be a broader based business tax, additional business tax that is not currently charged that replace the individual employers responsibility for this. And potentially while this could be creative for paid family leave it could apply to other employee similar programs that the city has. Okay. As i sus spected st. Might be. Im interested, when we go about levying a new financial responsibility on businesses in the city, obviously if it were poseed as a tax it has to go to the voters. In some ways this feels like a end round because we said well make you pay and not call it a tax though. How is this being posed and under what circumstances can the board of supervisors unilaterally levy a fee on business versus take toog the voters in the form of a tax . Commissioner i avoid pretendsing to give legal advice on this. I think i would say the city isnt collecting money here. The city isnt levying a charge on business to be paid for the city for the city to do what it will. What i just laid out would be a situation which a tax is levied to businesses and come tooz the city and the city somehow runs a insurance pool. I understand that and i think that sounds reasonable. Basically what we are saying is we are mandating business do something but we are not passing it through the government so it isnt a tax, we are just telling them you have to do this, it is on your own, so it is a interesting mechanism which im only now just learning about. Okay. I have a question with the state model. Do you know what the percentage that is deducted from the employees, what type of thing they are paying . How much it is per pay check . I believe it is a pay roll tax and dont know the precise percentage that is specifically for or ear mark for pfl t. Is part of the sdi, state Disability Insurance deduction. A big piece is for Disability Insurance and small is for paid family leave and donts know the percentage of it total im not sure whether in california whether that is indexed to income so those who make more pay more. They do if it is linear but whether it is non linear. Certainly in the other countries that i briefly read about that is exactly the case. You make more you pay more so those who can afford pay more into the system so the idea is there is a notion of youif you on the low income end of the scale you dont pay as much but get the same benefit percentage wise as anyone else and get your full salary or some portion paid for. I assume that would require going to the ballot . Certainly any legislation that increases any taxpayer tax has to be approved by there voters and if the tax increase is dedicated to a specific purpose it needs 2 3 volt that is how it is at the state level and make a decision to increase the benefit by saying the pool as it exists is fine and we can handle that or raise the sdi tax and to cover that additional benefit. Likewise here, we might decide that as you pointed out this may be something we want to consider because maybe this isnt the only benefit and maybe there are other benefits we want to as a city set the bar for. What i am interested in is could we create institutional ize something that would be a shared responsibility of all companies and paid into by wealthier company more than companies that can afford less . I want to thank you for bringing ted in and ted thank you for coming in and explaining this because this is another alternative wy may want the city tern at or attorney in next that was really helpful and like to convee more often like this in your office specifically maybe on the minimum wage questions moving forward and i know director [inaudible] and i were talking about what that may mean for automation as we see businesses prepare for that. Even in our city the cvs and bank of americans have automated teller squz that is something i would like to explore willing to work with the commissioners on items that are of interest of wru. We are not quite but all most to the point where we have enough data since the minimum wage increase said to look at Economic Impact so say 6 to 12 months from now we may see the beginning of the impact if any. Thank you a observation i have seen it is very important legislation Going Forward cont plate what happens if we what we do here is adopted by the state or federal government. For example, minimum wage is signed into law and go to 15 a hour, however we have no provision in our own law to true up with the state. We are just going about our process, we may at some point get to where we are even with the state but ours is independent of the state. It would have been nice if it converveed and go with the state. I think once we accomplished our mission showing the world it should be more progressive as we are, we can fall in line with that because what i am trying to get away from is putting San Francisco county its small little Walled Garden in a competitive disadvantage with our regional counties. If the state prevail jz go the way we led we should get on the same page so we dont feel a added burden and all share that responsibility state wide and preferbly federally because it puts at a disantage county and state line let alone International Lines that we have serious competitive issues with. That is enough, but Going Forward we can be thinking about those things as well. Next item. The next item is item 5. [no audio] next item is item 5, presentation and discussion of the Small Business leaders planning priority and we have scott haej. This is a result of a Planning Session held with the representatives of the Small Business leaders that meet quarterly with the mayor and just to make note that in attendance to the meeting is commissioner dwight and commissioner yee riley. In attend toons the Planning Session in the way of background we met for a number of years with mayor lee on a quarterly basis and it was determined we wanted to formalize those meetings more that would probably continue for the rest of the mayors term and we also are hopeful that the next mayor will take the form we are setting up also and continue what we are doing. So, we met in february and we basically discussed the accomplishments of the group and brain stormed session and prioritized the issues and you have a copy of the report you see the 5 issues we see as Priority Issues and have other issues that quite frankly we are not following through now but down the road well pick up those issues as well. The idea was to break out into issues and have committees made up of the members of the group and we opened it up to people outside of the group that would be interested in participating on those issues. If you have a copy of the report, the top issue and very appropriate after discussion with [inaudible] was being at the table and stephen coronal who is here tonight will talk about that one. The second was internal and external communications and paul pendergas will work on that group. The third one is taxes and penalties and that is headed up by steve mayor. The fourth one is bilocal and that will be headed up by peat [inaudible] and the 5th one is Economic Data and the idea therethe others are self explanatory, but one of the things that came up was Economic Data is not always provided from the issues that have a impact on business. There is proposition i but it doesnt happen all the time and think this group will discuss how they would like to see that. Also getting it on a timely basis i think that was part of it too. So, what we are going to do is on each of those issues we are going to try to identify measurable goals and we are not going have the [inaudible] solve all the problems so well prioritize the goals and pick ones that have a possibility of happening and not go off on a wildgoose chase. The other thing is look at whether gaps exist and mitigations that can be taken and then the idea is to establish how do we determine whether we are successful or not and put in timelines. Where we are now on this is we are just beginning to meet these groups Economic Data and internal and external communication havent met yet. The other 3 groups have. The goal here is in the very short term. Have at least one meeting and kind of put on ideas and then to meet with the mayor and talk about what we are doing and where we are and get his direction. That meeting will probably be the latter part of april, the first of may. So, turn it over to Stephen Cornell who is chairing thebeing at the table. Good evening. Thank you. So, being at the table. It might be obvious what that is, but let me try to explain it a little bit. Over the years, we noticed that you work with government whether government we work with government or government working with us t is a matter of a lot of relationships. We all have to build them. Government official or depermanent head has to build a relationship with constituency out there and constituency have to build relationships back and it usually works, but for Small Business it tends not to work. Why doesnt it work . Well, this isnt our main job. All of you, all of us have other businesses to run. Other thing tooz do and it is just a very small part of what we to. We dont have the time to do a good job of building relationships all around. So we thought about this. A good example would be the last piece of legislation we heard, the family leave stuff, it came upon the Small Business commission and many towards the end. We are not there at the beginning when people talked about it and legislatures wanted it to happen, we were not at the table. Our group met already, looked at this a little bit and initially we havent really finalized anything by a long shot, but we thought how do we do this. One of the thoughts is lets get it away from personal relationships. When where need to know something about Hardware Stores we go to Stephen Cornell. We have to get away from doing that. Or, if the plumbing people need to know something about new laws in how to put in plumbing they go to the head of that department and that relation. What we like to do is set up a little thing where all of our groups have a email address and generic email address say to the polk street merchants, there is one email to them, not to a individual but to that particular group. And legislatures or commissioners will have a generic email address. Not sending it to any particular one. Along with that idea are groups will have to present what we are looking for, so if we are a bunch of retailers we probably wont present something to the Code Enforcement people because that isnt our business or we really care about it. But if we are a bunch of retailers we may want to know about planning enforcement in neighborhoods so we go to the Planning Department saying here we are here, we are the polk street merchants and like any legislation that is cont plated or wlaurfb it is we want sent to information at polk street Merchants Association. We have can individual peoples names, but this way it forces government whether it is legislatures or the departments to always send something to one particular email address. They will never be able to sit there down the road and say we didnt know who to send it to or whatever. It works two ways. We have to sit and make sure we keep up with that. If all of a sudden there is a new Merchants Association that never was arounds we have to explain to them you have to get your email address in there. This of course doesnt preclude us from having our prnl relationships built up but it is a way to get away from personalities. That is what we are looking rep. At this point how is it done now i go to supervisor smith and find their legislative aid and say i would like to hear everything going on, here is my email address, send to stephen at blah blah. It is that relationship going on or knocking at their door once a week or wlaurfb it takes and that is the way a lot of groups do. We dont have that time you set up a protocol for different entities to communicate with the uhhuh that is what we are looking at. Very broad picture. I think there will be a lot of problems and details. Find the list of the people and organizations should be getting that communication from and governmental entities including individuals if they choose to do so. Im curious because it will facilitate interest on organizations. How do you bring out the protocol and share it with others such that they can receive equally not sure yet. We had our initial meeting trying to figure what the s the problem and one way of deal wg it. This is one way. All the devil is in the detail of course and havent gotten that far. Just to add on. One the individual student mayors is tasked and has a inturn with going out and identifying all the various associations, so we are in the process of doing that, and i just want to comment, i like this because castro merchants we have a info at castro merchants. Com and that person was our administrateer and workwise the president and kbets ready for we need a presentation at one of our merchant meetings or board meetings so i like the idea because if each organization had one specific email because one of the things i have found out throughout the years is people change and it is really easy to move that one email from who ever is in charge it makes it a lot easier so i really like this with the going out i want to just ask if i notice on the tier issues they are pertinent to being at the table especially the one about congestion and disruption and transportation is a biggy. Is thatnot direct action but it seems like it may be good to be part of tier one. Just asking how you decide that . Yeah. As i said, we had a brain storming session and we started off with 5. My hope is that well work oon that and other people will take up the other issues or may become more significant as time goes on. Congestion, a lot of interest around there. But it is future issues we can take up and well see where it goes but we are focusing now on the 5. Could you fold in some the lesser ones into the 5 that are already here . Yes, we can take a look at that. So you imagine taking this to another level and that is there is one primary alious every department knows goes to Small Business and that is sus cribed to by the others so you dont rely on each entity at the government to update their database of all of the organizations, they actually report out to info Small Business sf. Org. We maintain that database rather relying on each organization in the city to do so. That would be too broad i think because one the other thoughts we had was we can sit there and say please send me everything from planning if they know it is a neighborhood ishi they these are the issues we want. That makes sense. To follow up on commissioner toursarkissian, there are a huge list that your director has and maintains, so we wont reinvent the wheel, we just help supplement it. Your office has a lot there and that will be very helpful. You have to make sure the information is brought out and you will be pretty much kind of the initiateer, you get that information and spread it out . The office comes up and with a group we never heard of, flag makers of San Francisco lets say. I never knew there were a group our intention is seek those people out and say we are doing this and say what is it you are interested in and make sure their generic email address gets to that department that is important to themism they may care less about mta but purchasing may be a big thing or whatever. That makes session. I just want to ask do you agree to categorize tier 1 and 2 . At the meeting i heard all most everybody mention the homelessness and also congestion and homelessness isnt here and then the congestion is tier 2 instead of tier 1 we discussed the issues at the meeting and thee were the agreed upon issues that were supported by the participants in the group, so we did the brainstorming and prioritize and those were the issues that came out of the meeting you agree with the way it is . I think it is a start. I want to make sure you understand it isnt the final product. We start with 5, look for additional items that can be incorporated into the 5 and then expand it down the road. I know you send this out to the members oo thf group, did you get feedback whether or not they agree . With the issues . I didnt get anybody that said they didnt. I did have one person say he wanted to work on the congestion issue and i said the problem is there is a lault of issues and we have limited number of people. There is where we are talking about gaps. There is a gap. In a lot of things we just dont have the people because people are working, so that is the limitation for us. Okay we really like to have your support on this. If anybody wants to be i know commissioner dwight is on one of the committees. I believe you are on one of the committees, if anybody else would like to participate in a committee you are more than welcome to do so and we would like to have the other chairs of the other committees at some point come back and talk to you about what they are doing in their committee and keep you up to speed sw get comments about what we are doing. Thank you commissioners if i can also addhaving the Business Community sort of maybe identify the top tier and tier 2 is the evolving subissues but in terms of the commission understanding that one the tier issues is being at the table, so for you as a commission as you are having departments come and present legislation that could be one of your areas of line of questioning. That is a core focus for president dwight in relationship to the last bit of legislation we heard around being at the table and a focus. You can apply these top 5 things in terms of when you are talking to departments or legislative sponsors how these things may fit in, so, when you start receiving presentations you could ask departments this is a key issue for our Business Community being at the table early, how can you assure that happens . What can you do internally . There is a way you can as a body can take this information and utilize it to help support the objectives of the Business Community. Yeah and the spreert of this is not because we are a gate that has to be passed through, the spirit is that we have been entrusted in the commission making recommendation tooz the government and to the supervisor squz the mayor about issues that effect Small Business and how we may resolve any conflicts we have. So, the last issue parental leave is a case int powhere we could center brain stormed ways that would have made it completely acceptable to businesses throughout San Francisco and found a mechanism to include everybody is fund it exwit blee. There is smart people and people who know how taask different questions because we live Small Business every day. We dont expect everybody to be in these 4 walls to be a expercent on Small Business. That is wlie we are volunteering and you are volunteering so this being a forum where we can be that collective wisdom on behalf of Small Business and can try to make recommendations that let us all get along. When we short circuit that with any group of constituents whether Small Business or anyone special Interest Group in the city, then people feel like they are left out and they are reluctant and resistant to change because they are not involved in the process of change. The other problem and goes along with what and are saying is, if ayou dont get to the table until after decision are made you have two choices, go along with it and the other you oppose it. Begin to look like we are against everything but if we come to the table earlier we can try to work things out as mutually agreeable and we are in the court of Public Opinion pitted against sometimes the very people we work with every day as was the case in the last issue. It sounded off like we were against our own employees, which is absurd and frankly a little disrespectful to put us in that position because we employ the people we are trying to help and we help them every day with a pay check so think that was poorly played around and put in abed position. Hopefully Going Forward we can be the subject Matter Experts we have been appointed to to be i have a question about the designated leozon. The concept doesnt exist today, correct . The different commissions and departments dont have necessarily a designated liaison. We are not asking for a designated person we want generic thing. Say we want to go to the office of Small Business and we know who the head of that is, that is two different emails, one most important is the head of whatever they want to call, head of Small Business office of Small Business that will never change. The director may change over time. As long as we have one email address that always changes we dont have toour gropes dont have to keep windup the new director. Who is on vacation or anythinelse and it works in the opposite direction autd also Small Business you have spln running accounting and all of a sudden things go to joe and joe leave jz sue takes over but things still go to joe rather than accounting example ab or c i was commenting on the suggested mitigation and the first being at the table say mayor issue mandate to commission and departments that ease agency has a designated liaison y i is question if people want to get involved that are not part the group where would they contact you . And to be joining the office of Small Business and the commissioner as a policy analyst and commission secretary. My background is in Public Policy and political economy and i earn my phd last year having done research on the processes that lead to policy change and specifically how influences from society private sector and Public Sector can all merge to create policy change. Prior to that i worked at the Ethics Commission as a analyst and i did work in Public Administration as well as policy reform and analsis related to campaign finance. Commissioners you are welcome if you have any questions or anything to ask her at this point. [inaudible] i was going say i read your resume and surprised of your achievements and welcome. I was going to say your phd studies matched whault we talked about today between private and public so that will benefit from your knowledge. Alright. And just to men cus email isnt set up and may not be for a couple days. As soon as it she will snd you a email. Well come to the office and talk to you. I hope it is no more than 2 or 3 days. Just in terms of continuing on so, we are still in the hiring process for the [inaudible] position. Scott talked about the Small Business leaders meeting and that is scheduled for late prl, early may, a date is being worked on. I included the Small Business week schedule and will get that to the calendar invite for you but want to give you a idea as to the merchant groups signed frup the sidewalk sales both for the saturday before we start Small Business week may 21 and then also may 28 but we have our flavors of San Francisco on may 23 at the met ron and the office of Small Business is the presenting sponsor for that event so well get recognition. Tuesday we have our board of supervisors award and individual activities, the mega [inaudible] Contact Event that happens annually, the Asian AmericanNetwork African american event and lutineo entrepreneur and vision and journeys. Those 3 events that are happening. Then, wednesday evening is the Small Business awards at at t park so hope you will join for that. Thursday is the conference and saturday we close up the week with the sidewalk sales saturday may 28. Updates on policy matters and initiatives, so the heblth care security ordinance thrks annual reporting is due april 30 and well send out a email blast reminding businesses with 20 or more employees world wide that they need to fill out that report with a location in the city. Pleased to announce the office of treasure and Tax Collector is going to again this year have a Business Registration renewal assistance day, so where they set up computers in the south light court stations to help businesses deal with annual renewal business restration. For those that may be computer challenged or dont have computers, things of that sort, so it was a Great Success last year and they did it for one day and so want to again extend my appreciation they are actually extending to 3 days this year. You will get more information to that. The legacy business registry, so theim getoog talk to logistics now, ill meet with Historical Preservation staff to begin the first set of applicants this week and i put in a timeline which i wont read into details just what will come ahead for the commission up until sort of midjuly. In regards to legislation, so as in finance Committee Last week, the legislation regarding the establishment for the Program Manager for the Legacy Business Program was approved by the budget and finance committee. We didvent to do a supplemental to pay for the amount of staff time for the remainder this year and were able to have some savings within the department offset that cost. So we didvent to go into the cities reserves to pay for that position. And the approval of it also then meant that it established into the 16 17 budget. The other budget supplemental portion is will be heard again on wednesday, so it didnt pass out of committee but will be heard again wednesday and ill provide you with a summary as to the results of that after that meeting. Supervisor tang mandstory Disability Access impruchbment legislation passed an the First Reading at the board of supervisors april 5 and as well as the all gender toilet facilities legislation and the paid parental leave legislation. At budget and finance Committee Meeting this week again as i noted will be the supplemental amount though well be able to extract out the salary portion that will be under consideration that was part of the 343,000. The special tax district that you heard a couple meetings ago so that businesses can finance their accessibility improvements through this mechanism will be at it budget and finance Committee Meeting. The state minimum wage so april 4 the governor signed into law increase of wage to 15 for employers or 25 and 202325 or less. In the packet two pages behine you is a document that looks like this, and i like to walk you through that if you indulge me. The top 2 lines are the current california minimum wage and taking with starting with this year, 2016 what it would look like. There is a bit of a error. The california state minimum wage goes into effect on january 1 of each year so the changes take place january 1. What is noted here is i have a july 1 because our minimum wage goes up july 1 so im referencing the timeline in relationship to our timeline. I didnt do double columns for each year but know it is january 1. I distinguished when 15 is met at the state for San Francisco, for berkeley, oakland, san jose, los angeles and seattle as a city to benchple mark off. The cpi adjustments that take place for San Francisco after we reach the minimum wage of 15 in july 1 of 2018 is cpi after that and i used the 2. 5 as the average cpi. It could go up or down but just to give you a idea. And that is the same for any of cpi projections. So, i did think it was important to note because seattle has in january 1 of 2019 go to 15, but in their regs they do say theyll phase into 17, 25 by 2024. If we have cpi adjustment for 2. 5 percent we are still ahead of them so still remain the city with the highest minimum wage. Yep. So it is interesting to note that oakland actually gets trumped by the state here or do they . They will in 2020, yes. It is more than a cpi adjustment going from 2021 to 2022. They are ahead of us. San jose gets dragged up by california because theirs is lagging. We are roughly a 1. 80 to 2 dollars ahead of the curve at every point. We would be a 1. 56 ahead of the state in 2022. If you take cpi increase has been in the past and it keeps on going up and reaches in 24 [inaudible] ahead of seattle and any other state at this point. Any other city. And state. What happens if i may ask after 2023 at the state level . And need to get clarityi try today look and didnt have time before putting together this chart to see whether it is cpi adjustment or it is probably nothing. Tradition has been there is nothing. You can see it was at 10 dollar for a long time see whether it is embedded cpi increase ill update you with that information. I dont think there is because i think that makeatize more politically challenging to get approved so they just hardline it and revisit it when they get there type of thing, but itcheck it out but pretty sure it isnt there and havent heard mention of that in discussion of legislation. This is great, i was going it recommend we plot this out to see what it looked like. There are a couple corrections on the top line i realized on the top line in for california in 2018, 2019 so ill correct that and get it out with the verification what happened to the state minimum wage after 2023. Do you have this in the spread hp sheet . Yes can you run it at a plot. I like to sethe lines because you see them diverging and crossing over. Yes. And then in terms of the scott [inaudible] mentioned about theexkoos me i put paid sick leave, paid parental leave. So, it is essentially in 2018 [inaudible] will do a more detailed report with a overlay of the local and the state for you but, again the governor signed into law today, so quick synapsis is people earning close to the minimum wage get 70 percent of salary while on leave through the state program while workerwise higher pay up to 108,000 get 60 percent of salary during the leave and that goes into effect 2018. The same timeline that our 20 to 34 employers with 20 to 34 employees goes into effect. That is the real high level. Did you have question, commissioner . No, i justthank you. I have no question. Okay. And then i wanted to just start making sure so that now that men cuis here well start working on not for at the next commissioner meeting well start the first sfmta presentations. Well have the annual 5 year capital plan and then i will be meeting with deanna this week to start to sketch out her portion the presentation and what well start off with for that meeting. And then also under the new business list that has beenthat you have provided over the last few months presentation on the commercial vacancy overview and history of formula retail, update on smoking ordinances and outreach and regulations, commissioner ortiz you mentioned the 14 bus rapid transit. If there are updates aiowant to provide. I can report on the commissioners report how about if you do that during the Commission Report . The last thingthere is a list the legacy business applications, some are in the various form squz some still working with the applicants on their application but the first set are ones where the business has been specifically nominated and there are two cr dont have a namethree i dont have a name after i need to go back through and double check the business nomination, i do have the second grouping is supervisors who made the nomination but dont have a application and then third listing is general business general inquiries and i informed them of the process. So, thats to begin to give you a idea of what is coming before you and who is coming before you. Likely not until late may, early june will be your first hearing. So, unless there is any questions, that completes my directors report. Alright. Public comment on directors report . No move to the next item item number 7, is president reports. So, mine is quick. I attended the monthly Small Business week planning meeting, went to cdma gala, thank you steve for the invenitation, it was my first time and great party. Did lots of interviews related to perntal leave. I was surprised around this issue far more than around minimum wage. Throughout that process kind of giving a lot of thought to how this could have gone bet squr how to get the Small Business commission involved in the issue again towards kind of our overarching goal in our Planning Session to make the commission more relevant and more helpful in situations like this. Hopefully we will be able to assist Going Forward. I think there is still work to be done that we can hopefully seei know there is other supervisors interested trying to figure this out so it is more ecwitbly funded. So, well take it from there. I have nothing else to report. We will move to item number 8 is Vice President report. I also attended the cdma gala and it was fun. And then i just have one quick shout out i want to give to jen myers who owns a business called local take on 17th street and her store sells stuff made in San Francisco. It is very very cool. She is doing so well that she is opening up the second shop this week on 9th avenue between uvings and judah. Want to give a shout out to jen myers and local take because she is promoting items that are locally made in San Francisco. She sells some of our stuff. That is all i have. Thank you. Following our last Commission Meeting supervisor compose reached out which led to him and the sfmta a meeting with stakeholders in the Mission District such as Merchants Association, non profit, individual Small Business, we met last friday and that ledwe voices our frustration and what the impact is having and how this corridor is a regional corridor with gentrification in the mission. This week we are meeting again to enact changes regarding the 14 rapid. This is a reactive process opposed to proactive i want to give a shout out to director reiskin and staff for being amazing and what a city agency should be and work wg the community. I would have liked to be part the process in the planning portion but willingness and attentiveness i think well get stuff done rapidly so appreciate all their help. I will have more to report on the next nicely done. Commissioners any other reports . I just have a question. So there is ongoing outreach sfr attend ons thf meeting . What we have done is we had the last meeting friday and everyone was invited and would like to implement people that represent larger constituents like [inaudible] associations and Merchants Associations so just key people so we are meetings are more productive and actually implement whatever action items we come up with.
