Good morning, commissioners cynthia fong, what i have before you today an approval for 4 new job positions in addition to a Salary Survey to increase ranges for the ta staff of this slide, the ta has 47fte in 6 division its has been 4 years since the last. And contracted with Cascade Employer Association to conduct a total Compensation Study except for executive director position will be the end of the calendar year. Salary ranges are maintaining consistency with directly surveyed positions. On slide 2 we listed the agencies used in the survey. To determine their appropriate averages. Together with our consultant cascade we defined the labor market. Agencies that are in the in our immediate geographic vicinity and conduct work like ours and Similar Organization structure. They evaluated to the classifications considering factors education, experience, scope, type of work, level of authority and responsibility and conditions of the working environment. These are the 9 various agencies we reviewed. The last saul row survey was complete in the 2018 and similar to the competitors we had except one we added Golden Gate Bridge this time. On this slide, we listed the results and observations from cascade. By division. They included that our salaries are below fo to mead yawp for all the compared agency salaries were between 321 below an average of 8 and median of 9 . Tda staff were below by 3 . Capitol project engine ears below 4. Our Planning Division varied 4 to 9 . 9 for the Transportation Planners. Our programming policy division ranged 4 to 11. And 9 for the planners and 11 for the Program Analyst series. Our executive division ranged 3 to 20 . This was for mainly our communication staff at between 4 to 7 and our director of communication at 20 example lastly our finance and administration staff. Accountants below by 11 and im sorry our Program Management analyst was below by 11. Accountants by 12 and our admin assistance below by 21 . Okay. Cascade evaluated the benefits package and gathered data from the various competitor agencies listed in the previous slide. Over all our benefits are in line with agencies and not recommending changes to benefit packages at this time. And forker last slide, as part of the this process we reviewed job descriptions and applied a Racial Equity lens and 4 new positions to descriptions. Mainly as i have been sitting on the city wide raushl equity group it is satisfying to have this opportunity to respect remove barriers for candidates apply to entry level planner positions the position for assistant Transportation Plan are 1 and 2 for programming and policy division we would not require a graduate degree and in the require any years of experience. Would be a level entry with an under grad. We are proposing 2 others 3 and 4 the communication manager and the general manager series for various divisions. To allow flexibility for staff to progress within the agency this benefits agency by helping diversify our workforce and advancements and lateral moves and maintain a healthy culture.
