Good afternoon my name is anna an immigration attorney at the services a communitybased organization we specialize were fortunate to live in San Francisco who has funded immigration and so i all right represent folks that are in San Francisco i can tell you that what we are doing right now didnt have to be done today, we need the funding today, there are 37 cases before the immigration courts 15 hundred are immigrants in detention deprived of their liability and importantly access to counsel there is a study shown that immigrants with counsel are 7 times more likely to be released from detention and with their vies and able to be reinvited with their families with donald trump there is more need to defend our cities and Constitutional Rights i hope that we can get the support of the offices and move this a as quickly as possible thank you. Thank you ive severed this toe take every opportunities to take steps to meet our vision zero goals of zero traffic fatalities by 2024 more than 20 cyclists have been killed since 2005 including 4 last year and 2 this year those are individuals lives that have cut short conditioner children and friends have been impacted for the rest find their lives in speaking with some of the families San Francisco bay area families reading the letters of support and highlighted by this resolution from the bike Advisory Committee is the importance of significance of ghost bikes families combaktdz geologist bikes are a memorial as part of healing process those bicycles are stark reminder we all must take responded e responsibility to approve the streets this calls on did t departments and advocates to initiate a policy that allows ghost bikes for a period of time in order to serve as as memorial and reminder of our need of work to approve Street Safety to reach the vision zero and drivers to be more vigilant id like to thank the bike Advisory Committee for highlighting the importance of this and in particular bev win warner here. Bow tie and thats right thats right thank you madam president colleagues as you may know this is an item of a hearing that was held at the board at the last meeting an interesting meeting and what we have here is finding that reflect a motion that was made and as supervisor so for the district and the maker of that motion i want to make a couple of things clear because i think is that this is a preentdz action by the board of supervisors is in in respect the option before the board were in a way perhaps not as clear in terms of capturing what we intend why i intended to happen i dont think the motion right now reflects what that intent and i actually know from talking with not just the project sponsor but the appellants themselves not clear point motion reflects when what i think people want to come out but my view i was hoping to accomplish additional analysis on the question of whether socioeconomic changes like adapt had a physical impact on the environment and specifically relative to the existence and creation of the latino cultural district as supervisor cowen i think eloquently put the analysis went beyond the impact this project could to have on the latinos cultural district but actually what cumulative impact to happen because of several projects so what ive done with the advice of Legal Counsel is and i think that staff has distribute changes to the motion to amend this motion that before us today actually amend the finding but amend the item including the motion the underlying motion amended reflect that what i dont want to see happen the entire project go back to planning that was not the intent the intent not to have a new set of entitlements be gotten by the project sponsor but that in fact, what we want to see it simply the Planning Department provide the additional analysis along the lines that i described in terms of the potential impacts of the latino culture district and that analysis be brought back to the board of supervisors for weighing and consideration and then action the way that works right now the action that we took to the motion that i put forward and you voted for arguably requires what that project go back to planning and go through a set of approvals that was not the intent the intent from my perspective was always to have the additional analysis done and then have that analysis be brought back to the board of supervisors for consideration i like to do you have a document that has changes to the underlying motion what this will do to rescind the motion that was pass restoring the plan exemption determination and requesting Additional Information and there are technical changes to the motion that have been included in a document you have based on the suggestion of the San FranciscoCity Attorney and the most important thing from any perspective is that wince that analysis and that report is concluded by the Planning Department that it will be brought back to the board of supervisors so this board at this point wants that a once that analysis is done decides how to move forward with that, i want to make a motion to amend the underlying motion along those lines and again, you have the document. Well, i just want to say that supervisor wiener that i know youll miss me as our right hand person you know, i appreciate i know we dont always agree with everything but certainly appreciate as supervisor avalos just mentioned our work ethics you really do put a lot of effort into all of the legislation that you move forward you go ahead of of give it a lot of thought and it is true many times probably more you than me, you come to me and say . My legislation do you have any questions about that let me know and thats something that i maybe dont express but certainly appreciate your constantly trying to communicate and walk into any office we disagree but willing to hear the disagreements i actually looking forward to having your energy up in sacramento i think there are many issues in San Francisco you carry into sacramento i think that transit and transportation done a maufshl job of being the chair and so forth and your attention and passion an issue implicating the Lgbtq Community is impeccable if you notice i sign on to our legislation i think your spot on, on those things and looking forward to having you hoping work with sacramento on the automated. It is hard to belief it is here when you leave the board it feels like it will go on forever it didnt whether term limitations are going to another office it seems like it is yesterday we were in the chambers and taking the oath before i was in off my predecessor said frequently b that being on the board of supervisors was the best job in the world and at times i thought okay, of course, hell say that but having done this job for of years i completely understand he was being honest and authentic just amazing this job is hard we know that everyday your someone is mad at you a personal kind of job because were responsible in making decisions on things that impact peoples day to day lives so it can be challenging but so awarding and you all know and the work in the districts whether the work to widen the castro street sidewalks or renovate the canyon like 9 improvement in our district well all look at the improvements for the the rest of our lives long after were in office and played a role in making that happen or the person that is about to be evicted or losing their health care or whos brother is living on the street the roll were enabled to make a phone call and address the conversation we take for granted whether or not it is impacting one person or one hundred thousand people and nothing more rewarding and the other amazing of being on the board of supervisors im about to have some cold water powder over me going to sacramento and we take for granted how to progressive this city is and we estimate splooig and digging the critical world were a moderate and the most moderate members of the board will be a lefty in congress or in the california state allergic we proposed an expansion of paid parental leave that anywhere else we passed that anonymously at the board of supervisors the work weve been able to do around sugary drink beverages and it is not that controversial again, we take for granted how amazing to make progressive change inside that building in this city and we set an example for the world and i know weve all participated in that in some way we do something here that reverberates around the country and word and not realizing what is happening until your left and look back and say oh, my god i did that and never forgot what a powerful position role not only in the official power but in the ability to set an example for the world so im really excited about taking this next step and representing our city and region in the state senate and we have weve got a lot more work to do and we everything we have a tidal wave it hit us to celebrate an Election Night given what happened but a huge fight on our hands not only in San Francisco but california i agree supervisor cowen we have a absolutely double down on being a progressive change whether fighting for the immigrant communities fighting for health care, as the republican try to tear it down in washington and making sure we reforming or supporting Progressive TransportationAffordable Housing more than ever it matters to San Francisco and for california to continue on that path all over the place so i looked forward to partnering with you all of you to make that happen because again, we as someone said we build our own wall to defend ourselves and push back against donald trump and anyone can do that anyone in the state can do that i want to thank you all of you colleagues again as we agree we disagree but ive beenably to work with every Single Member of this board even when with were fighting thats a valid exemption a tough time around housing and homelessness it is as honor to work with you and try to address those challenges i want to thank any staff i think we all know that no located official succeeds without amazing staff i have a habit id like to hire people that are as smart as me if not smarter and people that question me and tell me im wrong ive been really blessed and honored to have the most amazing staff i could ever imagine people are so dedicated and wards and when they have right of way kids at home it is truly the best jeff, adam, julian who was with me because the mayor hired her and andy and cable car who were kind enough to pitch in when people were on parental leave and theyre complete rock stars an honor to be able to work them and note that it was important we honor Sophie Hayward bus Sophie Hayward started that he Planning Department together on the same day back in the day and theyre both leaving city hall at the same time i want to thank angela and the entire staff of the clerk the board of supervisors you make your lives good sometimes in state way in allowing us to succeed this is something that matters and youre the backbone of what makes that work i want to thank all the city staff we work with so many great departments working with a rec and park or dpw or working on prevention our city staff is amazing and my form colleagues and the City Attorneys office who i am driving them crazy but mr. It is clear that the port cant pay for the seawall reinforcement or deal with the Sea Level Rise on its own needs to raise money to take care of the properties at take care of the maintenance on the properties no way absent anti funding the issues of Sea Level Rise or the schematic conditions of seawall can be development. As studies talk about the seawall challenges the working group is look at the issues please come share our ideas about recreation, pier activities, shoreline habitat, Historic Preservation and transportation issues and viral protection. We know this planning process will not have one question and one answer we need the diversity of the opinions how people feel about San Francisco waterfront and want to hear all the opinions.
