I have to run we are actually in 5 minutes starting the budget deliberations for the fiscal year including the rec and Park Department this year so have to get back to that. I want to speak on the item with fran cisco park [inaudible] this is an agreement two years in the make and i want to thank the staff. [inaudible] in particular who has been instrumental making this happen so want to thank everyone. They are going to give a generous gilf to our city to construct the park we talked about a few years ago and appreciate all your support for that. Bh the time came to vote on those matters we all know the need for open space and this will be a incredible highlight for our entire city when it is built. Im incredibly excited and this shamilestone in the process. The next step is out reach to the community about the final design the park. They will start now with this in place and once approved 25 Million Capital Campaign to finish the fundraising off. No small task but have aheard start and excited where it will go and be back to the commission when that is finished with concept divine. Im just here to say thank you for hearing this today. Please know my office will continue to be involved as they have been. Probably the most poignant moment is appreciating the fact we are far from the stigma associated with hiv at the onset, there is still a community of folks living in isolation and inside this bubble they receive the support that sustains them so i was proud to completed it and look forward doing it again. Thank you and thanks for your effort and support sharing that community especially in light of our current times we are going through. That is a remarkable feat and a Great Community erfbt. Effort. Walking right into it. How are you commissioners . Good morning. It sown to me commissioner mcdonnell you were talking about you ride. Yes, sir. I was going to start by congratulating you on your ride and how proud of you we are and as i think you were talking about as i walked in it could not have been a more poignant time which makes your participation all the more important and special so congrats. I got to follow you on facebook quite a bit and you look good in those shorts. Ill stop there, but we are very proud of you at the recreation and Park Department. [laughter] one thing to celebrate which is completion of commissioner mcdonnells ride last week San Francisco voters scored a huge victory for parks and we can talk about it again because we are no longer on the ballot. We are approvered by about 60 percent of the vote. Prop b amend city charter to extend a open space fund until 2046 and gives a baseline that increases by about 3 million a year each year for the next 30 years. This is very very very significant. It protects the parks from future recession driven cuts which is something the commission grappleed with over the last 6 or 7 years and guarantees of 15 million a year to address differed maintenance and that for us is what makes this special. This is not a huge amount of money that our budget increasing every year and have to absorb or own expenses, it is stability and prioritization of something that matters most to San Francisco park user which is taking care of our assets and parks and the things in them. The measure also calls upon to develop Equity Metrix. I think you should feel very proud of the amount of planning this organization has done in recent years with the completion of the Strategic Plan. I think the additional steps will make that planning more robust and very significantly make sure that we are making Investment Decisions that are based on data and based on the premise that it is so important to invest in the parks and communities that need them the most and think the Equity Metrix will help us get there. We have a number of people to thank. It is game night, so im wearing gold here. Like the Golden State Warriors who captivated the world with teamwork prop b has strength in numbers and required the effort of a lot of folks wurbic towards a common goal and want to start with you. You provided us with incredible leadership and guidance and support and you have helped bring our very Diverse Communities along to help understand how our organization works. It is relevant to their qualityto san franciscans quality of lives and this would not have happened without your guidance and leadership and i want to really articulate a very sincere thank you on behalf of the department and park users everywhere. I want to thank the bayer mayor because at the end of the day without his support it isnt on the ballot. He cares about infrastructure and quality of life and basic things that improve lives. The board of supervisors, mark farrell was tenacious making sure this happened but this was supported by a super majority of colleagues on the board so want to thank them for their support. The San FranciscoPark Alliance was probably a watershed moment for the non profit partner. They stepped up ichb a thoughtful and graijs and caring and determined way and effective way. They demonstrated leadership, advocacy, policy, policy guidance, they devoteed resources and most of all they were a trusting collaborative partner and we are very grateful to them. I want to thank the many employee organizations that supported the measure included spirfckly local 261, which demonstrated remarkable leadership on this and fought to make it happen. Overalllet me continue, members San Francisco unified School Board Commissioner men doza was a champion. [inaudible] we had Community Based organizations that fault for Sustainable Resources in all the neighborhoods. San francisco voters. Wouldnt have happened without folks who showed up and voted. San franciscans care about their parks and invest in the parks. If you look at the 2008 and 2012 prop bond and proposition b and beach la ndsed up on the ballot, we have done well when it is time to go to the ballot. Lastly and i think more importantly the men and women who work in our department. They bust they their humps every day and have high expectation with the bearest of resources and you should be very proud of the sweat the men and wem omen put in every day so we are very thrilled. I mentioned the warriors so let me continue along that front. They attempt to clinch their second nba teatal tonight but want to just thank my team and a few of our partners for our effort to host a free public viewing party. [inaudible] commissioner mcdonnell was on his bike not paying attention to his duties between san louis bisbo [inaudible] i guess we are now. So, within about 3 days we were able to put something together and that really speaks to the resilience of our team and i want to particularly thank lisa branstan and nathan [inaudible] from the Partnership Division who literally dropped everything and said lets do this, this is the right thing to do. I want to thank bob [inaudible] and recreation staff, they were out there as they always are and brought basket ball hoops and arts and crafts and Face Painting for kids. [inaudible] Property Management division to make sure we have lots of events out there. This is a very busy week for us at the civicsenter and dana was able to work with some the folks that he already made commitments to use the space and carve out just a little room for this event. Alex [inaudible] public and policy affairs team quhoo did logos and graphics and marketed the event and marcus and park rageer tooz keep it safe. We had help from the San Francisco police department. [inaudible] i want to thank Planet Entertainment who stepped up to help fund the endeavor. These things dont just happen like that and the Park Alliance do want their support so we were able to turn this around very very quickly. We had about 1500 people out there and it was a happy incredibly diverse joyous evening. It was great when the city hall lights went on in blue and gold when the sun went down. Eric, you probably spoke about the poignancy of your ride culminating with the horrible events in orlandofelt i want to touch upon that and celebrate this month is pride month and it is more important than every to stand with our Lgbt Community and celebrate event for inclusiveness, ownenness, freedom and community and there are a number of events going on including women on women dodge ball this friday. June 17 ature reeka valley rec. Photo exhibit celebrating pride. We have the transmarch at dolores park june 24. The [inaudible] at dolores park. [inaudible] the pride celebration june 25 and 26 and you should know the flags are up but half mast and will light up the conservatory of flowers in rainbow colors throughout the month we are excited about and think coit tower will be lite in one or more rainbow colors dependent how effective we can program our piece of equipment. July is partial National Parks and recreation month so what better times to celebrate parks . The full house of park loving people you are all excited july is parks and rec month. The national rec Park Association brings awareness and celebrate all the of the great work the urban parks do. In the coming weeks we will present out a calendar of july events celebrating from Community Garden days to free play day in the park and coming up this july, San Francisco is the International Home and host of the baseball for all which we are excited about and more to come on that. Summer is in full swing and as a reminder this summer we are here today operating 92 different summer camps all across the city. More than 15,000 registration. I think we have close to 10,000 kids this summer including 1200 children who are in the learn to swim programs, over nearly 5,000 summer scholarships totally 3 3 quarter a million dollar. More than 1100 families registered for camp nather the summer and by the way, in haun orthf fact that it is the National Park services centennial celebrationi am about to Say Something controversial, the first head of the National Park service was stephen nather so this is a reminder that it is still subject to debate and encourage people to debate, we go to camp mather not camp maither. I know it is controversial. And then next wednesday on the eve of park squz recreation month, in partnership with this commission and local 261 we will host the 8th annual william [inaudible] at the club house. Each year we recognize the top gardeners in the department and thank them for their work over the past years and continued commitment to providing clean, safe and beautiful parks to the public. Now, ryan we will show this month in parks which features the opening at [inaudible] sf cheer at deloris. At the [inaudible] park is a example of collaboration we have to have in order to be real effective in the park. [cheers]. Where i grew up i did not have a park with a [inaudible] in San Francisco 19 percent of everybody who lives here has a park within 10 minutes. [inaudible] anywhere arounds the world. We have to focus on the collaboration piece of it. Of course, on animals behalfs but roit now that is a issue that is critical but dont think they pay much mind to it, they went right past it and [inaudible] i was at the west side park. The Planning Department [inaudible] but there is a issue that came up when i heard commissioner Michael Antonini and he had something good to say talking about trying to have the gravitational approach. He responds to it with gravitation and has 2 ball fields, lincoln high school, Washington High School and Higher Elevation such as football use for reservoir jz can have gravitational [inaudible] down. That is a lot of theall that stuff going around ocean beach. [inaudible] my issue i brought up before this commission is [inaudible] alternative routing to such projects that i understand anything cant be done to the project itself because of ceqa. I spoke with the [inaudible] which i strongly recommend if it is able to 15 million gallons per day and requires 25 million gallons so i spoke to such issue. Stephen hanes, Vice President of San Francisco zoo. Happy to be here. Im not in the wrong place mr. Gins burg. It is the summer months so we are drawing to close wonder fm program the zoo mobile. This was a record year with over 12,000 students and 442 classrooms so that was thrilling. Also we just graduated a new class of doseens. Dwevl graduated a week and a half ago so are thrilled to bring them to the zoo to help with the volunteer efforts and all the guests that will come through the door. This is the bige time for zoo coming into the had summer months. Happy to say we are seeing a upward tick in attendance. Memorial day had nearly 21,000 people over 3 days so im trying to bring enhanced market and tools to that and see Great Success in the future. May had a total of aattendance of 91,000sur plus of 91,000 attendsees and have seen increase in web traffic. Mexican gray wolf, that is the new exhibit we opened last week at the zoo and this falls under the 3 cs. In 1973 there were 5 remaining gray wovls in the wild. Through a partnership with u. S. Fish and wild life we are working this effort and taken these 3 brothers in at the exhibit and opened the exhibit last wednesday june 8. We really hope to continue work with u. S. Fish and wild life and we believe these 3 brothers will have offspring that be returned to the wild so we can see the population rebounds in the southwe say west united states. Abc was there, cbs, kqbt is univision. What is wundserful is this exhibit is repurposing of older exhibits. It was two former bear exhibits that were revenivated and restored. It is spectacular and what you see with the photograph, there is a large 6 foot glass wall that really puts the attendee in the guest of the zoo all most in the exhibit, it is a great experience. It is also one of the most technically advanced exhibits. Part of the program with u. S. Fish and wild life is there is little to no Human Interaction so there are electronic feeders and fences that help keep the Human Element out of the exhibit best as possible. Other photos. This is part the exhibit in the center. You can see this is where the wall used to be that separated the two older exhibits so that wall came gown and we added a bump out so it is a 270 degree experience that puts you in the middle of the exhibits. This program of course is what is most important to stress is this ads to the zoos National Credibility work wg u. S. Fish and wild life. New arrivals for the summer months. Adding to the color and flair of the zoo. That says mothers day but i wundser if this is slide old. The new exhibiti will staurp for a minute. This slide presentation looks like it is older one so i will continue verbally. Last weekend we celebrated world oceans day. I think it is important to stress that the San Francisco zoo is the only zoo in the world that is on a coastal line and on a ocean so we want to celebrate that connection with water. We brought in experts from aquarium by the bay and marine Wild Life Center and had lectures. Napeer trail opened june 4. Speaking to what mr. Gins burg said for the summer months, education is important. The summer will have 1700 zoo camp members and full and hope to add more in the future but nature trail celebrating the 4th 40th season. We hope to have teen volunteers to guide the guests where you can get close to 12 animals. This upcoming weekend is fathers day and also world giraff day which started in 2014 because of the world wide loss of the population. We are added [inaudible] on both days, s saturday and sunday. Sunday for the dads we are saying come out for free so bring you dad and have a great day too. To celebrate pride in San Francisco next thursday actually happens to be International Pink flamingo day. Yes, it exists. It is not the john waters movie. Thursday well kick off pride and at this time with what happened in orlando this is a great time to come together and ban in solidarity. San francisco zoo is part the pride per aid every year so each day we are asking people come out, we will have a craft station so you get to help craft the decorations for the float that will be created over Night Saturday night in a festive pink flamingoes. The weekend after that it will be the 4th of july or two weekends after that so it is the annual red, white and zoo fest. We will expect a large crowd especially being a 3 day holiday weekend, saturday, sunday and monday. We have new arrivals in addition to the ones you saw on the previous slide but welcome a coo coo, red forted tortoise and [inaudible] we welcome new coo coos all the time. So, we are now moving to item 7 , which is the San Francisco reservoir. Good morning, commissioners. General manager, im lisa bran stn director of partnerships at rec and park and here for discussion and possible action to recommend the board authrise rec and park to enter into agreement with fran cisco park conserveancy regarding funding of a new park. Second action is accept an inkind grant of Construction Service for the new park of approximately 25 million and annual cash grants for future maintenance of the park and fpc and future grants for additional improvements and third, amends the park chode coed to list the new park as one of our alcoholfree parks. I wanted to start by saying how grateful the department is for the hard hard steadfast work the fran cisco park conservevancy has done. They are a group of Community Volunteers who come together to advocate for the park and we are grateful for the Financial Support but their steadfast determination to see a beautiful piece of open space at the site of a long abandoned reservoir. So, just for a little background, the fran cisco reservoir is a partial of land between hyde and larkin street south of bay street and adjacent to a small strip of ownen space under department jurisdiction and the [inaudible] hill open space. Two years ago after years of advocacy the department sought and received Commission Approval to enter into a mou with Public Utilities to aquer the property over 12 years with immediate transfer of conditional jurs diction. The group that has become the Francisco Park conservevancy funded Park Development and maintenance and the agreement under discussion today is the formalization of that commitment. So, already there has been enormous amount of preliminary work done on the project. Rpd and fpc have kun preliminary studies the site including top graphical survey, geo [inaudible] tree assessment and Historical Resource review among other work. The next steps include a City Wide Community outreach process to develop a final concept plan and donor recognition plan for future Commission Approval. Fpc also hopes to change the official name the site to Francisco Park. For budgeting and planning the fpc developed the preliminary base plan and have a design team under contract. Just for your reference, this is a prelim flare base plan and it is a little hard to see that but you see the [inaudible] nice aminities including a dog run, a bathroom, ada accessible path ways which if you have seen the site and understand the steepness should be nice. As funding becomes available there is thought where they may put a childrens play area. So, this is the anticipated schedule. It starts from now so we are step 1. There is a lot of work to do. It is hard to read up there but step 7 will be when the group comes back to commission with a concept plan for review and approval, a doner Recognition Program and name change. That is expected to be probably the spring of next year. So, you have the agreement in your packet, but i want to share some highlights. This agreement creates a Long Term Partnership between fpc and stewardship of the resource for the city. The term is, 20 years with 10 year extensions possible for up to 50 years. Fpc Funds Development of the park with expected valuef oabout 25 million. Through the term of the agreement fpc will also fund park maints at approximately 150 thousand a year which will be finally determined when park design is complete. That funding will cover one full time gardener, appropriate staffing and supplies for gardening and custodial staff. Rpd will maintain and operate the park and agree to meet 3 times a year to review Park Maintenance and operation. Actually wanted to site that one. This is really a parlt nership between the department and group and think that is a nice aspect of this agreement. Fpc play a Important Role in ongoing park stewardship and rpd will provide fpc 60 days notice before Commission Action on Capital Improvement in the park or policy change specific to this park. Actually that is pretty standard with the outreach we will do but will provide the chance to present to the rec and park commission. Rec park and fpc jointly develop a Asset Management and Landscape Management plan for the park and these are nice new features. These are things we are going back and doing with the existing park and have a park open with these plans in place is a really great thing for the department and its assets. So, just to repeat, the 3 actions for commission today are recommend the board of supervisors approve the agreement, recommend the board accept inkind grant of the base parks, cax grants for maintenance and grants for future park improve. Ment and recommend the board amepd the park code to add the park to the list of parks where alcohol is not allowed. Just for your reference, the next Commission Action is approve design, approve the donor Recognition Program and new name for the park. So, again, i really want to thank the fpc for all the hard work that has guten us to this place and look forward in Partnership Opening a great new aminity for all san franciscans. Thank you. My name is [inaudible] i live in north beach and i recommend your commission approve of this project. It benefits everybody and the city and the residents and our tourist. The high street cable car run by this park and it will attract especially the families with the children visiting us and when they go to Fishermans Wharf im sure they will stop by and have agood time in this park. This is a win win win completely funded by a private entity, maintained by private entity and i hope that you push it through, the sooner we get it the better. Thank you. Thank you. Next speaker. Im Third Generation proud generation native san franciscan and born and raised in north beach chinatown community. I am rec and park guy and spent my youth playing in the playground. Chinese play ground, helen wells, and as i plan to visit my mother tonight as she turns 90 tomorrow and i recall coming home and my mother looking at me and goes, giving me a hug and goes, you smell like a playground, go take a bath. As i say, as i visit her tonight and she will be in 90 and in a situation where she doesnt speak, she has dementia but she still looks at me and can hear her say, son, have you taken a bath. I just retired a year ago as a principle of Francisco Middle School in north beach and had 9 great years there and as i was sitting in the audience i was doing some math and i thought i was good at math but trying to recall around this time of year when i went to Summer School at galileo and walked past the park all the time and came up with all most 50 years and said that is scary. 48 years to be exact but walked past that park and look at the park on a daily basis and[inaudible] and said it would be great to have a park there and that is all most 50 years and grateful for the efforts of a number of people pushing this project forward and just to have that available. When i was growing up and student at francisco that would have been fantastic. Im fully in support of biltding the project and hoping that you will follow us and support as well. Thank you very much. [inaudible] provides meals and Health Care Service and Educational Programs to more than 500 kids, adults and seniors. Has a deep history in the north beach and chinatown and know the family will be thrilled to see it built. The park would be a benefit to the seniors who i work with every day. Our seniors love to have a park nearby where they can walk and enjoy the fresh park airs. This is also a park i live around the neighborhood in and i also grew up in that area, so i want to the neighborhood schools and [inaudible] Galileo High School and always walk past it to go home so feel that would be a good space to have a park where all the High School Kid can go to and the people at [inaudible] can go to and just like the people in the neighborhood. Good morning commissioners. My name is jan wong and im a member thorf board of directors of the Francisco Park conserve vaes. We are glad to be here today and working on since 20 laevl. Fran cisco park will have a sustainable and healthy landscape. It will be dependent upon native plants and drought resistance plants to reduce the need for water. It will be also be one that is very welcoming and provide habitat for birds, bees, butterflies and pollinators which the environment needs in the city. This will attract other wild life we want to attend to the park to keep it as healthy as possible. Following the initial irrigation to establish the plant base we will get net zero water platform which means we collects, recycle and reuse the storm water and gray water on the site it irrigate. We want net zero. In addition to this, Environmental Sciences department of Galileo High School is planning to do science on the park as a Living Laboratory which we are very excited about. Student will be able to study, they will monitor and report on flora and fauna, the natural phenomena in the park and will be able to use their data to further increase sustainability of the park so it will be a very good science project for all of us. This park will help heal a small but important part of San Francisco and it will [inaudible] so many people. The many diverse and neighbors of russian hill. I hope your support this park project. So, i want to take this opportunity to thank the park and Rec Commission because i work closely with you on the west portal, south sunset and [inaudible] last night i was getting my car at the grad grad garage and it was 7 30 or 8 oclock and if you stop by the [inaudible] quer there are still 100 people using that park. The men play chess games or card games under skimpy light and the women do music and aerobic dance so it shows how desperate we are in chinatown for public space that allows the namlies, residents and seniors to enjoy something in the open because they live in very very small rooms as you are most aware. Im here to support the Francisco Park project. I was involved when jan and other representatives reached out and went to visit the site and pass by it dailyment we have seniors that live in francisco and bay street and it will be a wonderful addition to see seniors and residents in the area enjoying the open space and beautiful park so i urge you to support the park because the benefits will be tremendous. We know that the parks extension of a lot of the seniors living space because where they live they just dont have the luxury to do exercise, visit with families or enjoy the open air, so i urge you to move quickly approve what lisa recommended. It is tremendous, you have a private group that fund the development and maintenance of the park and im so enveious we should start that for chinatown so urge you for your support. Thank you. I work at [inaudible] neighborhood sentser for 10 years now. 6 years i was a manager of at the School Program and summer camp and can tell you the park is a wonderful asset for the community and kids. When i wasyou see kids on the street and are on their smart phones and i pad and not get thg exercise they are needing and i think iti didnt have a cell phone until high school and then they had pagers. I think i also am a teacher for north beach medical service and volunteer there and work with kids with high body mass index and do a lot of research and show a lot of kids now dont get the proper exercise and that 60 minutes of play each day and we value that at tell hi. We encourage to go out with families and have fun and get exercise. We are living in San Francisco where cost of living is high and a lot of families cant afford. Even when i took my cousins to the Movie Theater it cost nearly 100 for 4 goes to the movies and getting popcorn. A lot the working families that can take their kids out and enjoy. My Neighborhood Park is Lafayette Park and union square but pass the site frequently and think it is a important asset to the city and communities. Chinatown. I go by [inaudible] 4 or 5 times a week and see there are a lot of people there that can use more space. We remember there are 60 million members a year that come to the ggnra and this site is within walking disance of fort mason and aquatic park so think it will be a wond asset for the city to encourage you to pass all these things before you today. We had a little [inaudible] today im interested in not bumping heads with you, im interested seeing what we can do about the Public Private relationship. [inaudible] jan and her team come up with the real dollars [inaudible] and they are not quite ready to get into design aspect. Being there is a reservoir up there and able to hold water i like the idea where you get Something Like a lagoon that would be nice up there because it has the calm and art straes of the location. Now it seems it will be a stripped down park. [inaudible] restrooms and plumbing to have [inaudible] that is maintenance they are talking about so dont know how they will do the plumbing. [inaudible] ill probably highly support of this project. I think it is wonderful you have a place with diversity of people meeting on common grounds. Myself, im one of the bad boys that would go up on the sides. [laughter] i like to conclude by thanking you for this and the people who spoke and sure people spend time and get here on time. I have a procedural question. There is the base park plan. I know we looked at probably hundreds of projects in my time on the commission, it is typical to do a base park plan before we do a conceptual design . The base park is not the department term for this project. They are calling it the base park because the park will be developed in two faces. What they call the base park and there will be aminities added later. They did the base park plan to develop a budget and understand where the project was headed. Good, but that is a preliminary plan. Just curious because we have a process of taking in Public Comment and Public Interest and what the design ultimately looks like. 100 percent available to the community and will talk about the park design. I think they can show the base park plan and had it is helpful to have a idea what is possible. This is new park and will be a certain number of things they have to do, the grading and those sorts of things so at least they have done study and work would the landsscape architect to see what is possible. That is great. I just say gratitude and appreciation to the community for taking the lead, thank you very much to supervisor mark farrell. In a city that is increasingly compressed, more open space, not less. We are lucky to have this not just on the north side or Northwest Side of town, all of San Francisco is lucky to have the space so thank you to eerfbd. Everybody. Commissioner mcdonnell. Thank you, a couple questions, around the basic agreement and provision around 6 months to take action to step away from the agreement and think this is [inaudible] want to understand the provisions in the agreement because it isnt clear to me. When either side exercises that option if you will, to step away from the agreement, what happens in terms of the commit to fundraising or sustaining or completing the project if that happens . Im not sure what section of the agreement you are referring to. Are you referring to the dispute resolution section . There was ai think it is ill try to find it. It says a 6 month notification to discontinue the partnership. Right. I think that is contemplated for after the agreementlike after construction of the full park. I dont think that is contm plated to happen during construction. What happens if it happens during . I dont have a concern[inaudible] rehabilitation certification of funds in hand. I think that is sort of a stage one. We have most of the language addresses what happens moving forward with respect to operations. So, if francisco were to give 6 months notice today we wouldnt build a park there, that simple. I think once there is basically a certification that funds are raised to develop the park, construction proceeds. Im dont have the full agreement in front of me, but legal issues would surface is there is a effort to dyscontinue construction midprocess usually there is security bonding because the general contractor at that point gets involved too. Dont look at me because im a lawyer but i am looking at you commissioners. Let me throw you a life line. The construction wouldnt start until there is a certification that all the funds are raised and have dedicated staff that will certify the fund are in hand before construction would start. The termination period, the right to terminate would really be something such as like the legging in the fundraising timeline. That is when that comes into play, but the general manager was correct, you wouldnt Start Construction until there is certification all money is raised. During construction should there be a construction dispute we are still working out these details, but there is a payment and performance bond the general contractor would have to post so if there was a dispute on payment, there would be the bonding capacity, general contractor to back up the payment of expenses. The 6 month termination i think the results of mediation and try to work out the dispute before the parties would had a right to terminate that would probably become into play prior to construction if the project schedule was not met. I think that if im not the lawyer on this commission. You are, there are a couple of us. I think i entered the same way as a practicing lawyer. The other issue is what happens if for some reason either Party Decides to walk away after the park opens . The park will belong to the city and within the jurisdiction of the commission. I think what would happen if the partnership dissolves is some of the provisions summarized in the presentation would no longer be required. We wouldnt have to provide notice to fpc before there was a change in policy or wouldnt have to meet 3 times a year. As a practical matter, these are things we do as a matter of practice with all our friend group regardless so not sure how much the significant change in policy would be because we would be doing Neighborhood Outreach before a significant policy change anyway. That is really the issue. And i believe that once the park is built and then dedicated to the city, there probably will be discussion to asur that the Park Maintenance funds will be assurances the park maints funds will continue to be paid but thereat could be a point if it is not paid that would be a example of whether the dispute resolution would kick in. Great. Thank you. And again, im not concerned about those things happening, just want to be clear there are provisions and understood by all sides they are in place and everybody understand how we play together or not when the circumstances arise. In termsam i correct to understand that the process for concepteral design will follow the same [inaudible] of engage of community and bringing on project manager, all that is the same . Yes, a project manager is assigned and will assist with the outreach but the outreach will be perhaps more robust in this situation but it will follow the standsered Department Practice on community outreach. Thank you. Lastly, in terms of use of the parks, so the agreement in 5. 1. 3 speaks to being available to all residents and visitors, am i correct the only other i guess stipulation apply to the park at this point is the no alcohol provision . That is correct. There are not other stipulations arounds use or access . Not at this time. Thank you. Just to highlight that point, there will be Community Workshops to develop a concept plan. Correct and a concept plan comes back to the commission for approval . Ye yep. With that idea, i would like to make changes to the the agreement to capture the concept which will have it be review said by the francisco conservevancy board and like the secretary to take the comments and present to the Francisco Park conservevancy board and really the concept is to assure the plan will be developed after Community Workshops and come back before the commission and the base park is a idea but not being approved by this commission. That is a correct. Um, with that amendment, is therei guess we should take this one at a time. With that amendment, isamendment to the agreement, a motion to authorize the rec and Park Department to enter into this agreement . So moved. Second. You want to enter into the agreement with the two amendments you just noted or want to make those amendments before you do the amendment . I like to have a motion to authorize the department to enter into this agreement with those amendments. Thank you. It was really to incorporate that the Community Workshops develop a concept plan and a plan comes back to the commission for approval. That is one amendment. Community base and comes back to thehrf sorry before you vote i just want to say two quick things. I do think it is worth putting this in context you approved a Strategic Plan for us last year and i think as lisy noted in the report, this is very targeted to helping develop open space and address population growth. Our nisative over this period of time we talked about planning for design and constructing new parks in the basin which is well underway. Noe value, town square in construction, 17th and folsom in construction. [inaudible] in design and planning. One new site in d 6 which will come to you in july with a potential acquisition and now this agreement and we move to the next stage of development in fransisky. Francisco. As the city is more dense look at all that happened in 12 months. That was one point. The second point but probably more important given the moment is to thank the fransisky park conservevancy folks. Lots of incredible amounts of both treasure and sweat in the effort to just leave San Francisco with another park and that shoulden be lost. This is an amazing opportunity and probably one we woulden have been able to follow on our own. I just want to say for the record how grateful we are to Francisco Park conservevancy and their leadership for getting us this far and want to thank my team and dawn and her team on the initial acquisition and to lisa and her team for some pretty exhaustive work as we can all attest to get the mou to agreement and last but not least, this is a really important project for supervisor farrell who between prop b and now this there should be no mistake about the supervisors commitment to park and open space. [inaudible] extraordinary amount of time helping reach this agreement and see [inaudible] lesley served as the leader of Francisco Parks conservevancy i thank you for patient and persistence and vision on the project.
