Its so striking to me it bodes well for me and the commission moving forward there wasnt much of a divergence as to what they wanted to see that, to me, yeah it was safe there was much more divergence on what they wanted to see, which is great. With ratings and we went through them we had them here we did the first coal through. We ran through would this person be willing to interview . And we did the process again over there. You are about to go to this confidential dark period so as much transparent as po possible. I think you need to keep it in this phase. We know the chiefs what agencies theyre from. Whatever without too much burden as much demographic information as much as possible. If you dont have time to discuss it next hour this meeting the recommendation i made three weeks ago which is pretty much common practice this is how the searches have changed most big cities at this stage they ask for permission of the finalists if theyre willing to release their names. Maybe they will say yes or no you respect when you say no or cross that bridge when they come to it. In the last year chicago fort worth tucson have released that information and los angeles dallas seattle released it twice. I would like to address the listening sessions and the survey. I found it to be not helpful at all. 776 respondances of a registered base of foun 4 hundred hundred is prt 0000 . I counted 100 distinct people at the different out reaches i went to. These folks that took the rvey is self selected. So none of the quantitative data that came out of this 49,000 exercise has any real validity for 35,000 you could have hired david binder that works for all the candidates and all the initiatives you would have gotten real quantitative data you you could ri lrely on in terms of making decision. There is call and quantity in this dit session is poor because of self selected folks you could have hired a focus Group Company and been stronger in terms of what San Franciscoians want in their new police chief i have no confidence in any of the information you had just gotten from the consultant and i think i should consider that. It is integrity. If you look down at the Leadership Qualities they want to be considered if theyre trust worthy. They also want credibility. I dont know if you have gotten the theme. The theme is they want somebody that is honest and trust worthy and has integrity they want the opposite of chief surf for instance. I wanted to say a couple of things from the perspective of a graduate student in qualitative and quantitative methods not as a community activists. I think you should disregard the results of the survey because they have poor validity, from a quantitative perspective. This is completely nonsensical choice of sampling strategy for quantitative survey. And that are not representative of the city of San Francisco. The way the survey was put together stro strongly bias respondents to think of things in a fixed rubr rubric. In the summaries when you are considering it in particular anybody concerned with accountability is reduced to fill out the box in a one 1 manner in a survey when its present. Finally just from that perspective i dont mean disrespect to the process as a democratic exercise its useful. But as useful data what people in this city feel i dont think you should base decisions on the basis of that. Thank you next speaker. Welcome back. Thank you. The number one criteria for a solid candidate for this rule is nowhere in that report. And thats not having the enforcement of the San Francisco Police Officers association. We urge you to make this process as transparent as possible for the good of everybody involved. Please think about that chiefs first day in office. Look at seattle look at new orleans one that comes to mind that is very local here is the city of East Palo Alto. A much smaller city but chief ron davis was brought in to turn East Palo Alto around. He as the head of the cops office. He put out a piece recently saying we are at the moment in american policing history our collective efforts to meet the challenges we have faced over the past few years have opened a knew but small window of opportunity. A window through which police and the communities they serve see the need for policing reform and recognize the necessity of working together to achieve success. Now i think that here in San Francisco were at the same kind of cross roads and we have a unique opportunity to make some reforms so i know you are taking this very seriously, but you need to bring in an outside reform candidate. It is my understanding that mr. Mclostki has had patrol for a number of years. There were Police Contacts he failed to report to the department there is an issue of the restraining order that he fails to disclose to the department the affidavit in support of that as well as the written notice of that case filed in support of that restraining order concerned very disearning information about thomas mccloski. It included repe repeated derogatory comments to his wife and daughter. Were talking about the terms can you not, whore, bitch and these are made to both female adult and a minor at the time it started when she was ten and continued until the time she was 12. They raised allegations in the written statement in support of this restraining order that a system patrol special officer mcclowski would pier over their fence and peer into their windows snap pictures. As an intimidation. He would as a Police Officer gesture with his hand in the form of a gun with his finger the. In 2013. Officer brown would he at this time have the qualifications to be a patrol special officer willing to work with him or the hours he would need in order to maintain that employment the departments position is we would ask that he had be released from the program as an assistant Patrol Program as a special. So you are charging document mrs. Warshim. Indicated he was terminated as a special pa patr already that is a distinction lost on me i could use clarification. A patrol hires a patrol special and that hire determine nated his appointment with him but that not. So presumably the supervisor has the authority to do that. To terminate. Correct. And usually per their rules once that happens he would be terminated, revoked through the commission but because of the charges and because of the restraining order we havent gotten to that matter. So i spoke with him yesterday and he did say he had a patrol special to work for. I spoke to that person and he could not guarantee the eight hours required so he will not meet that requirement. Okay. So the point is he could potentially be hired by another. Lets hear from him. Commissioner mazzucco . I see that mr. Mcclowski is here. Im not trying to claim counsel. You have the right to counsel technically are you walking into a hearing as the deputy City Attorney said we soul should swear you in urnld oath and the commission can use that determine about your reference to your future as a Patrol Officers we owe it to you you do have the right to counsel. Officer allen biard. I was assigned this matter a month ago. In sum, officer biard is charged with offenses in early 2013 he reported in searching two additional beats is an issue two of the beats possibly merged. Officer browned investigated he does that represent. Roughly yes. We had meetings during the meetings mr. Biard has become much more cooperative. He disclosed. Set letters with clients he would not work outside of the district. He has cooperated with what officer browner asked him to do. Yo if you want to add anything to the overview. You did say it all commissioner. We had an agreement that biard signed off on. I brought extra copies. We are prepared to move forward. Patrol special officers binard has made Great Strides with compliance. Do you have anything to add. Do you have another document. In the document is a request the sale of two beats as an officer required. That came up in the conversations the beat the 96 that he did owe is primarily Residential District that did not give him enough business to keep afloat so he purchased two beats and will not work outside of though beats but wi willify nanlly allow him. To not have to go outside of his district areas which is subset of the viegs in this case. Violation of this case. Fairly stated. Correct. This is the term . S. A rough overview of the terms he would be pleading in essence a termination in abeyance we have gone over this many times in the meeting this is a strict inforcement or with a patrol special officer outside of the district if he did not file a report as requested by officer brown. If he did not comply with the rules of central he would be subject to revocation. He is subject to a fine by the department of 500. And my recommendation to do is 40 additional hours of volunteer work within his district to approve the commission of the sale of the other two beats. The challenge for me is the settlement. I dont know if that was it. I would like time to review it. I dont know where other folks are. Let me back up. So 2013 he was operating in beats that werent his. You charged him with that. So the settlement is to correct that. To settle those beats and additional two beats. But he has two additional beats he will purchase two more not the ones he gave up . Right. So tonight were going to charge a fine for working two beats then reward him with giving him two other ones . That aint happening here. Theyre not separate matters at all. He didnt follow the rules on this one and i dont like the fact were not doing this. Im not dog this. What the hell are we doing . Lets understand. Theres a second piece for sale of the beats not linked to this. Are you going to have to sell him the beats. [inaudible]. That is correct. The third matter is this stipulated whether or not we want an agreement let me stay there and add im curious we came to the con lugs this is a good thing to do. You got in the rum. There have been attempts to buy beats with two clients with. There has been an exchange of money and paper work with the woman who owned . These are discussions in settlement conferences. So those sales have either not be properly completed, but once he was informed he had to absolutely stop working with clients in those beats he made written communication, personal conduct he has complied with everything officer brown has done. Part of the 2year time frame has been that others have taken precedent over the special patrol cases. It was from the two separate things. Lets go back to stipulation. If you want to go into recharge in 2014. The case sat there for two years we did not move on the two cases. There is confusion i think officer brown clarified it we had to dig back into the historical maps to see if the districts were consolidated in the past. We dont know they were consolidated. No. He could start working a beat as if they were consolidated. I believe. What belief that he did that we didnt have. Perhaps officer brown could explain the distinction. Old stuff. [multiple speakers]. You want to explain the distinction from when they were consolidated. Why there is a mi misunderstanding of beats 2 and 7. 287 from the previous owner who said he told me they were combined when the looked back through the records they had never been combined. What do you mean officer brown . They had been combined. Mr. Biard told me that. So i went back through the records they were never before he knew r not one agreed he purchased or they were consolidated that is not Everything Possible i couldnt verify it so i wouldnt hear it any way. I looked at ten different maps i cant explain tow now what mrs. Brown showed me is there is confused as to 2 and 7 whether they were consolidated they were split at some point they were part of hey larger district they got split up. The paper work is not that clear whether the split it took a lot of research by officer brown to discover that. This is the hold up of trying to get the sail of these districts to hold through. I understand that that doesnt mean you move forward until it is cleared up. That is an issue. Thats a problem for me. Commissioner marshall . What in your opinion got mr. Biard in compliance. If there is confusion and hes confused all the details about which if biard. Should be fine. If hes being penalized and fined it doesnt make sense to me im trying to see what got him in what is the discovery that he wasnt . Of his own volition . This is set for two years i dont know. I got it involved last month and trying to clean it up to move forward. We can separate these two issues in my mind when i told special officer biarnd. In fairness i recommend the commission of beat sale not to reward him but because understanding if he keeps one district he cant survive in that one district. This is what forces him to separate oud of the district. Without customers so if you actually want somebody to be able to perform, this is the solution Going Forward if you want to discuss the fine we can discuss that. Setting him up with the district after we do this. [inaudible]. Im trying to find a solution so we can. Part of that is okay. I miss understand that. I really do. I thought it was the first place. I see its your rationale. To con sell date the others so he could finish this sale. Finally to say is this under to add it to the other two. I guess officer brown mrs. Warshim. The i indicated i wanted more time on this i red the specification the question for the settlement for me on these matters essentially with discipline of officers theyre confused or did i Say Something that was not true . That is a bright line for us. I would to i two of you it sounds as though commissioner hwang is convinced there is sufficient confusion there wasnt any point where mr. Biard patrol special officer biard made a Patrol Commission about these beats that would be a key commission. I would ask for your assessment of that chl. I believe there is confusion on his part i have not personally spoken to the woman he was dealing with. In terms of beats 2 and 7 but i know the took officer brown bringing in various maps to show us how these boundaries relate to one another and the beats he owned and was working in he shouldnt be working in. Did he produce the paper work. That is my understanding from the beginning there was a beat sale and the process was never completed this has been years. I mean, so, i feel its somewhat difficult to penalize him to some ex10th century when these cases have been languishing. Im not part of the disciplinary process notifying him that hes in noncompliance. We probably had eight officers dealing with the patrol specials i have been with the department and everybody has a different way of running this program. Vi to say, officer brown has been 100 on it in terms of documentation whereas years before there wasnt any documentation other than the allegation that there are violations out there. And then when other cases come before the department that take precedent they take a backseat all i can tell you is he expressed confusion with beats 2 and 7 and these beats have been combined officer brown presents us with maps to show you where these beats were and there was talk of purchase of beat number he owns 96. This is 44 that would be a beat where if hes allowed to purchase he can work with those clients and continue to work with a principatrol office hes one of the few that has come to compliance with what Patrol Officer told him. What i can tell you is there are several with this program and hes doing a wonderful job he has made every attempt to come into compliance. That is no. Based on your review. All i can tell you is what he said to us in the discussion. He purchased beats 2 and 7. There was confusion about the purchase. There was a discussion about whether he miss represented because he was dealing with confusion was he dealing with clients inside of his beat . He was. That is a violation of the rules and is 500 fine and 40 hours of Community Service and revocation hanging over his head a sufficient penalti . This is one of the cases we have gotten this far on. Today im introducing legislation that is part two of legislation that i authored and the board unanimously passed this year. The solar rooftop mandate. You will recall that the legislation requires that for buildings between one and 10 stories, the roof tops must be covered by solar panels. This is a first step in the future for the city to adopt this requirement. The other part of the legislation is that we initially intended to combine the 2 pieces of legislation and for a variety of reasons, we split it into two. This particular legislation will allow the solar rooftop requirements to allow for a green roof instead. The solar roof requirement requires that 15 be covered by solar panels. This legislation allows that instead of the solar panels, that 30 of the rooftop can be covered with a green roof. We expect that many of the developers will have a combination of solar and green roof tops. Green roof tops are an in incredibly important piece of viable sustainment in the future in San Francisco. Using rooftop space to have more greenery will have many benefits. It will help clean the air and absorb carbon and in addition green roof tops absorbs storm water in order to reduce the amount of storm water run off for the combined sewer systems and solar increase the Energy Efficiency in buildings. We worked closely with the department of the environment and the Planning Department on this legislation as well as other stakeholders including spur and i like forward to moving this legislation forward. Supervisor david campos i have a bill senate bill 489 to prevent properties in detention facilities that require them all to provide human rights. Since 2003, more than 100 people have died in immigration detention here in the United States. Many of these deaths were caused by a lack of medical care, including a failure to adhere to basic detention standards. Privatization is driving over in incarceration to maximize their profits. 72 of beds in the u. S. Are operated by private business companies. Local lock ups where facilities are incentivized to fill beds are written into contracts including here in california. Heavy lobbying in california by private corporation such as cca have increased this detention and throughout the country. This bill will show those more accountable and legal standards for immigrants that are suffering under these conditions. This bill 1289 will make california the first state in the country to create enforceable standards related to immigration in detention facilities. Sb 89 and lgbt rights and other arenas. When it comes to lgbtq detention they are cast to the side. They are subject to the same abuses as other immigrants and higher rates of solitary confinement and sexual abuse. This provides additional protections for the members of the lgbtq facilities. 1289 will be able to protect those who are regularly submitted to this type of treatment and transgender detainees. Such practices affect Mental Health and other traumas. I ask you to support this bill. I would like to thank avalos, mar, cohen for your support. The second item. I would like to remember gloria best. She was born in detroit, michigan, september 6, 1927. She has three brothers, two sisters, three children as well. Allen, dana, paul and two grandchildren. Jerald and doreen. Gloria loved going to church and dancing and arts. She worked as a medical assistant and raised her three sons. She was crowned in 1951. Sadly she developed lung cancer a few years ago and passed away friday august 12th. She was a Community Leader who dedicated so much time to the holly Courts Community and served for many many years. She always had a smile on her face and a biggest heart for her neighbors. She always attended the meetings until she was no longer physically able to. Her presence will be missed by that community especially by residents of the council team and our committee in holly ports. Her memorial is wednesday at 5151 court land avenue. Rest in peace gloria. Lastly, in memoriam a legendary artist from mexico, an icon really of mexican culture. Juan gabriel. He passed away a few days ago. He was born Alberto Aguilera in michoacan. His mother was committed to a hospital and unable to support her family, she placed juan gabriel in a home when he was 5. He met juan contreras, a deaf musician who played in a band. He chose the stage name in honor of both his father and mr. Contreras. Juan gabriel said the pain of his childhood was through his music. I think its hard to explain to people who dont know who juan gabriel was. How in a country that is so macho and has very typical views of what it means to be male, straight, to be a man and what it means to be human, that in that country, someone as flamboyant who was essentially as gay as you got would become a national hero. And even though he never technically came out, through his his work in a very subversive way. He challenged our notions of sexuality, masculinity and femininity and to really educate an entire country. What is remarkable about juan gabriel is you see in a family generations that have been impacted by him. Even though he was a mexican artist, his influence went beyond mexico and its safe to say that the entire Spanish Speaking world has been mourning his loss. I have had the pleasure and honor of seeing juan gabriel in concert. I could never understand how, and i think as a gay man, i can say this word. One of the biggest queens that i have seen have had the following of some of the most macho tough guys around. That was really the artistry, the humanity and the unique nature that juan gabriel was about. I know that a lot has been said about him, but as a gay man and as a latino gay man, i especially want to thank him for making it possible for so many of us to actually be accepted in a culture that at times seemed apprehensive about sexuality and certainly questioned whether or not you could be a man and still be effeminate and flamboyant. Juan gabriel was an example at how at the end of the day, the connection that we as humans have with one another and the ability to relate to ones experiences really transcends our own biases and stereotypes. With that i want to do an in memoriam to juan gabriel for when he meant in mexico and music throughout the world and art throughout the world. May he rest in peace. Thank you, supervisor campos. These Management Plans are critical in ensuring that large special events for example the outside lands and the upcoming Bluegrass Festival dont create unpleasant traffic jambs and delays for residents in the district around the park. In march of 2015, this board passed a similar resolution to adopt the commuter shuttle operators. San francisco parks and recreation has in its application process for a transit Management Plan. The mass transit vehicles have a significant effect provided that operational cost and permitting be enforced and monitoring the events are put in place. Transportation plans that shuttles must not adversely affect transportation. Shuttles that have participated to and from large events will likely result in the disruption of ordered mass Public Transit and prevent rider access to mta vehicles because there is a likelihood of a disruption of a labor dispute involving a private Shuttle Service as is providing for labor harmony with respect to their shuttle amenities. The goal is to prevent unnecessary disruption. Im urging this resolution to speculate the process in requirement of labor harmony conditions with respect to the shuttle providers and completion of the application process to where an applicant can ensure labor harmony to minimize Public Transit. It also urges the recreation and Parks Department to label it broadly so its not affected by the method of labor harmony. I urge your support. The rest i will submit. Thank you, supervisor mar. Today im submitting a resolution to provide for earthquake relief to communities of italy in the wake of the devastating earthquake in central italy that took almost 300 lives. As a city that is situated on the san andreas fault, we know the outpouring that we received from all over the world, we have the history of coming to the aid in cities around the world in 1991 and in 2001 where we appropriated funds for earthquake relief. What comes around, goes around. Today, im introducing a supplemental ordinance for the amount of 100,000 for earthquake relief to be vetted out by experts of the department of emergency management. I know we have a representative from the italian consulate today. I would like to acknowledge him for his work and his colleagues work in acting quickly in organizing relief efforts here in San Francisco and around the world. I ask for your support for this appropriation and please help spread the work about the on going relief efforts that are happening in San Francisco. I specifically want to acknowledge those who put together in the italian Athletics Club which was very well attended where i was asked to identify how our city could help in the relief efforts and this is my answer to that. Speaking of earthquakes and seismic safety, i think we are all aware of the revelations in regard to the building tower and asking for seismic fitting in all the zones. The city has rezoned city for height and death depth and would like to know about the city requirements and would like to have everything done to the highest of building standards. Finally i would like to adjourn this meeting in the memory of three individuals. First one of San Franciscos characters warren hinnkle, his Memorial Service was last week. It was a vivid reminder of the indelible mark he left on our city. He was a raucous and flamboyant editor and left a powerful voice in the 1960s and later champion the voice of the investigative and satirical journalism. He was 77 years old and survived by his daughters hilary and pia. I would like to also adjourn this meeting in the memory of delia, a great philanthropist and involved in many San Francisco causes. Now, we are not here to present the San Francisco giants with an award because they continue to win world series, we are here to present them with an award because of the work that they do for the community on occasion of the San Francisco giants named humanitarian awards for San Francisco. The board and county of San Francisco extends its highest commendation in San Francisco to the giants for a decade of Community Outreach including those through the Junior Giants Program. Today, the San Francisco giants as we all know, they are an integral part of an institution in the city arriving here in 1958. An mlb Baseball Team has the opportunity to be an informative voice to create improve human life across the city. It established the nonprofit Giants Community fund in 1991. The Giants Community fund collaborates with San Francisco giants in the use of baseball as a form to support under served youth and their families to promote a health life. This is a great Baseball Program with 25,000 participants statewide and over 1300 of them in San Francisco. The Flagship Program of the Giants Community fund, called the junior giants, was created as a free noncompetitive program for under served girls and boys and girls ages 518 to specifically help in the cycle of violence and in impoverished areas in the city. While baseball participation has increased since 2008, has increased 52 in participation since that time. That is truly amazing. The Junior Giants Program offers a chance to learn the basics of baseball while discovering the importance of selfesteem and respect and educating and which includes confidence, integrity, leadership and teamwork. In incorporating fundamental life lessons and removing bullying. The program is implemented thanks in partnership to the bayview Hunters Point ymca, the mission ymca and the San Francisco recreation and Parks Department as well as many other community organizations. Giants, posey serves as a junior giants commissioner and the other giants players alumni and Front Office Staff contribute to the success of the program. It is because of this extraordinary success of the Community Fund and the reach of the junior giants that the San Francisco giants was named the recipient of the 2015 commissioners award for a philanthropic for manford jr. This program was recognized once again this year when the San Francisco earned the 2016 sports man of the year award presented by espn that honors legends, teams, individuals and those that use the power of sport to make an impact on communities. It was an amazing honor. We are so fortunate to have not just an amazing team, but amazing folks who care about doing whats necessary to give back to the community. So on behalf of the city and county of San Francisco and the board of supervisors, we commend the San Francisco giants for its work in this regard. Thank you very much for being here today. It really is a testimony to the people that we have as giants. I think many of you have worked with them. These three wonderful folks on the frontline. Peterson, as mentioned the head of our foundation, roscoe maps, who does a lot of work for us in the community, we have jack behr who handles the general counsel and works with our board and city hall. I think that one of the things that really stands out to us in todays world and its a world that has a lot of challenges to be sure. Is that sports has a unique role and opportunity to inspire and in communities. Its a spirit of gathering in town square, a community center. There are numerous occasions where people come to our ballpark not just to celebrate games or championships but also to support for aids epidemics, the human tragedies and to honor tens of thousands of kids that come to many games with the junior giants. These are kids from low income neighborhoods. They have experienced not just the joy of baseball but life lessons of growing up in a challenging environment. When i think about all the heart wrenching events that occurred in our country and in San Francisco, that we as an industry have the responsibility to step beyond our comfort zone and to do more than the games, but ask the question, how can we help, how can we unite communities . Im very proud of the giants who are constantly asking questions. We ask that you come with whatever needs you have so that we can help the community. Thank you very much. Now i would like to commend president berl. Please come to the podium. [ applause ] berry has worked for the city for 33 years with the last 20 at the San Francisco Public Utilities reviewing commission and complying with complex rules and environmental regulations and something that we here at the board of supervisors are very familiar with. Categorical exemptions under ceqa. He started in november of 1983 in the Planning Department where he followed leads to verify complaints such as illegal commercial uses in residential areas and other property inspections. Over the years, he has helped the city and reviewed every city complex rules and regulations. When he first started working at planning, the planning code was one volume with about 400 pages, and today its three volumes covering more than 2,000 pages and counting thanks to many of the board of supervisors. In 1996, barry moved to the San Francisco Public Utilities Commission Environmental management where he deals with Environmental Review documents for a variety of San Francisco Public Utilities commission projects. He also prepared permit applications for the citys Planning Department in regional and state resource agencies permits such as the bay conservation and the valley commission. Before joining the city, barry worked for the u. S. Department of interior at the Heritage Conservation and National Park Regional Office in San Francisco. He was the regional Environmental Review officer assessing Environmental Impact statements for compliance with the Historic Preservation act in land and Water Conservation fund. Barry is a Third Generation native san franciscan with 2 degrees. A masters degrees in Public Administration earned at the age of 50 and a bachelors degree in theology. He lives in ingleside with his wife and four cats. Nina, margaret and goldie. Are they here . They are working in the district helping to build a nonprofit with home safety and repair projects. In district 11 there have been so many projects helping so many elderly and disabled residents. Its great that you have been involved in this work. He also leads free tours through San Francisco city guides. With his retirement, we hope to see more of you out there as volunteer and with lending your expertise. You are welcome to say a few words. Over the weekend i had a Domestic Violence issue. I called 911 in the afternoon. Where i had an individual holding a knife to my neck. On my right and lefthand i have visible wounds from pulling the knife from the individual. No officer responded to this. I walked to the Police Station where i verbally assaulted the officer where i found out that only 4 were assigned to the beat. Ms. Breed, i called your office. I have spoken to her numerously. I want to know why the officers are being transferred out of the station . I cant give you names because the officers are afraid for retaliation. I have gone to the Police Commissioner and the police union and how you can over ride their contract amazes me. No individual should have to do that. I live in the upper haight. In june i was given a notice that my rent was going up from 3105 to 8500. That happened august 6th. Some friends pitched in. I got a 3day to cure for august. I havent been able to come up with the difference from 3,000 to 8500 for this month. Im expected to and this is unlawful. I have been in my apartment for 22 years. In my neighborhood i have given lots and lots of hours of Community Service for that time. I help babies at San Francisco general intensive care unit. I was in that program. I sat with dying people at john hospice for years. In that program, i have given a lot of service because i believe in it. But i dont know how do you justify taking a womans rent. Its just a railroad plot. Its not a special big deal thing. How do you justify 8500 from 3105. Im going down. I have no more money to give my attorney and he cant work anymore without money. If some ill or unreasonable neighbor are using this law to prevent people to maintain the other peoples property, its not right. One of the inspector of the department told me there is a chapter 14 on first floor. That is called California Building maintaining code. But i cant find any supportive information beyond the department. Im the property owner. I have the right to maintain my building. I dont have my house to be damaged. On april, the Library Commission met and as part of the report heard about a little thing called 750 bran street lease. They didnt vote to approve this deal which is good for 25 years at a Million Dollars a year rent and a Million Dollars of improvements. The minimum term initially is 10 years with 35year renewels. We have this handout that came to the Library Commission meeting on august 18th which i would like to show you. Well, it needs to be blown up. One of the bullet items say potential space for friends of the library. And then it goes on to say that the lease was approved 2 weeks earlier by the board of supervisors on august 2nd. And thats all we know about the fact until we look at the board of supervisors agenda and find out that yes, it was on the agenda august 12th, and presumably passed. This was a sweetheart deal to bailout to friends who your legislative analyst said were facing a major rent increase. What your harvey rose report did not say was something they brought up at the commission. They plan not to only have their executive offices there, they plan to do their book collection and book sales from that location which is not a Public Library publically open space. I think thats an outrage and i think that you need to know whats going on and so does the public. The library is not telling. Thank you. Thank you. Next speaker, please. Public speaker tom gilberte. With that in mind, it appears its going to take a lot longer for us to have a court resolve the underlying legal issues that need to be resolved. So my goal and my intent would be to continue this for as long as possible to give the legal proceeding an opportunity to go forward. As i understand it from the parties, its going to take actually a long time, several months, for us to have that resolutions and after checking with the clerk of the board, it seems that even though, the appropriate thing would be to continue it for a long period of time, that the longest we can continue at this point is to december 13, 2016, because at that point well have a better sense of what the calendar for the board will be beyond that.
