Gamechanger im corinne woods ive been involved in the warriors project starting with the task force and then they moved to mission bay always the chair the cac its been 3 and a half years of fun one of the critical piece for making this a success not only for the warriors but the neighborhood including seawall lot 37 is relieving Traffic Congestion and having offsite parking is going to be a major part of that the eir said there is plenty of 77 that is ridiculous but going further than just the warriors park the western pacific site has could bring an opportunity to the port were looking at the mix of lulz at the pier 70 waterfront site one of the questions are you going to build garages or built office and residential this could be studied as part of the western pacific site as part of land use evaluation and built into the eir stutsdz for the pier 70 waterfront site were also looking at the waffling transportation assessment weve got to a certain point we need to take it to the next step and the waterfront transportation assessment makes perfect sense with the western pacific the rail i cant read it next door theres a lot of reasons to look at the parking way beyond the overflow parking for the warriors will be needed more they think so seawall 37 and the congestion on pier 70 those are important things i hope you no time study it from the standpoint of the warriors but expand youre thinking and really consider what that site could do for the rest of ports waterfront thank you. Good afternoon elaine executive director of the administration and finance im pleased to be here to update you on the i f d plan for the pier 70 historic and ask for the approval for the tax collect mou that will implement the infrastructure financing plan representing a larger i f d team here the establishment of this i f d enables the at the to have a financing district alter pier 70 in the footprint the development and it allows us to capture and used discriminateal partitioning generated to have key Capital Improvement plan and to the ports Capital Improvement plan before getting into the details of the proposed idea i want to acknowledge that i f d is an important tool to veterinarians the 10 year Capital Improvement plan and this leadership and our executive directors leadership and in offensive of Capital Needs and backlog and projected one billion dollars of repair as motivated the city to support the use of tax increments to address the needs and the city adopted a policy framework for port use it very important as we move forward this i f d is also advances strategy criteria that the ports has identified in the plan for the renewal in the category creating a residential and commercial and pdr and employees and keep that in mind the open spaces in creating a major new water park and vance the solutions by maximizing missing the i f d few minutes i wont belabor but theres been a lot of efforts to create the i f d sxhud the state protective work as well as local work from the board of supervisors the california legislators has establishes a unique mechanism for the port and pier 70 secure not only the city of the tax by the state piece the i f d the city and bedandbreakfast established an i f d property in 2012 with the following anytime criteria regarding when theyll approve the i f d observing the bart lands ceqa needs to eastbound approved on the project that creates the i f d and the Capital ImprovementPlan Committee needs to have the Structure Plan that describes the uses of plan theres a priority of improvements obviously the funds that the City Improvements needs to be consistent with the waterfront and the ports 10 year Capital Improvement plan in terms of economic benefits we are to show the citys general fund is not necessary positive from the project after the formation of i f d the policy looks at to lastly that state share and secure that wherever possible and the tax load we dont need returns to the general fund or can be used for the seawall against Sea Level Rise and identify those those improvements Public School maintained and identify a Clear Funding source for how the improvements will be maintained. Theres also strategy criteria in the test policy for the port and specifically i f d to say used for monies insufficient matt haney we dont have other resources to constructed the facilities and lfrj the nonrestricted city resources when it comes into plate and use the best practices in engaging the citizens in our new neighborhoods in the improvement for the i f d will support i will recall at the time of improving the pier 70 for the publics benefit that is a 6 of year lease for the restoration for 200 and 41 thousand net square feet of new space both the positioning and board of supervisors directed the staff to farm form an i f d for Capital Improvements that proposal really fits into the positionings wider view of what were prep and moaning the ship repair and building a jewel in the park that severs the midnights neighborhood the forest city and the project the board of supervisors process die is actually amending an i f d they previously formed to specify project area g to carve out the projection specifically for timing purposes and to maximize the benefit of the i f d this historic will be getting 200 and 70 thousands for 45 year term and so what that means in terms of tlrlgz o dollars 49. 2 million over that term equalities to 18. 26 millions for projects and that includes pay resources and one bonds in the amount of of the 6 for 2022 that chart reminds the commissions beal receive of so the at the for going tax matches the citys resources of the project sources 18. 26 millions the planned allocation 14 million to crane coffee park and 3 millions will reimburse for the Electrical Work at building inspection 1012 from the electrical and then 1. 3 to sidewalks streets and signal improvements to make that historic improvement work for the public realm in terms of crane coffee park funding for the park phase one is 32 million phase two is expected to cost at the minimum 20 million with the resource of fuentes we sees a gap dwaenz e phase two to provide improvements to the park relative to the sun decks and seats and maritime and others improvements that round out this important assets for the neighborhoods you know about this project from supplemental appropriation youve approved that project and reimbursed from i s z in the amount of 3 millions for b. C. B troefrmz the street improvements again one. 3 molds for accessibility on 20th and on illegal street and provides sidewalks and aids improvements and curb ramps in terms of source and uses those dollars with 15 and 16 youll see the port developer and 1. 8 bonds 6. 6 and allocated tax increment for 23. 4 million belief the 18 sources and a combination of paper baggy 0 and bonds and interest expenses 5 million. Good afternoon, commissioners my name is bob im wanting of the Barbary CoastNeighborhood Association and a member of another organization we recognize a need to bring pier 29 into a productive use had has a lot of interest in the neighborhoods there are a number of housing unit across the street this would be a different use that has historically took place with the retail opportunities proposed that clearly whether bring potential more traffic and congestion, etc. While i think there was some good presentations in general and most recently in july i good was under the impression before the rfp was ordinances another step involved in the review or touching basis with the communities at that meeting we specifically so you get more Community Input on exactly what is going to be trans conspiring with that in mind certainly in the memorandum talking about dose presentation there is no real mention of Public Outreach or communication in review with the neighborhoods so if you compasses not to accept what the gentleman proposed he would ask for the rfp be orchard that there is some soft public review included in the proposal and something made very explicit in that proposal about the Public Outreach that will take place thank you. What exactly are we looking for. Well, we were looking for one tenants hopefully that will perhaps have a number of different uses you know it there may be some food service and something resolving around the artist space the making and use of San Francisco made goods that sort of thing.
