Colleagues, this falls under the nobodys perfect heading. Although we discussed this last week and there is no need to have an additional discussion, what we didnt do is what her chair the meeting last week, whoever that was, forgot to take a vote. So i believe that can be a hand vote and need not be a roll call vote. Correct . All right. So we have discussed it last week so ill invite a motion on the report of disciplinary actions for Fourth Quarter of 2016 so moved. Second. All those in favor say, aye. This is to allow the chief of Police Report on recent Police Activities including measurements into an weekly crime trends. Presentation of the diamond collection and analysis of Sexual Assault kit evidence and reporting of results to Sexual Assault victims report per Commission Resolution 1628 adopted april 20, 2016. All right. Good evening chief kaplan good evening. I will start off first by discussing we have the officer involved cheating at the toll on meeting at the allnight to discuss the offer officer involved shooting that occurred on january 6 at 3 51 am with 82 uniformed officers and i briefly updated the public on what investigation was and where things were. Today we also had a press conference at the Public Safety building and also showed the video footage from the officers body cameras. That covers the officer involved shorting portion of things. For statistics, so far for 2017 we have three shooting victims not related to homicides. With three homicides total 46 shooting victims for 2017. Violent crime is down 10 so far year to date. So far this year for 2017 we seized approximately 10 firearms and compared well not compared to but in 2016 we received a total of 1260 our vehicle burglaries are down 10 in our writer residential burglaries and commercial rulers are down 3 to and events, not for january 20, with the Inauguration Day event. The central we have the bay area dump trunk and thats when to be from 8 am1 pm anticipated attendance on that is about 800 people and thats when to start a justplaza and the plan is to put a march to wells Fargo Goldman sachs. Then on the 21st in northern the real whopper like from 9 am3 pm attendance and that is expected to be out 30,000 participants starts at civic center plaza. Go start marching at 130 with the last participants leaving civic center around 2 30 pm eastbound grove southbound hide. Luna baylor. Thank you could how are you, capt. . Im doing well. Numbers of the commission and director hicks and chief kaplan minus capt. Gregory mark from the Forensic Service of vision on the current Commanding Officer to my left is when bailey was the Commanding Officer of scu. Tonight we are giving a presentation and reporting update on the Sexual Assault kits. The reporting period is will take place between july 1 and december 31 good that our extraction. We are reporting a. Received a total 20 kits to the crime lab. As through this extraction period 102 have been completed 26 are in progress. The spreadsheet was submitted last week. Are some open lab numbers. Those are the cases represented they are in progress. Im happy to report during this extraction period we met the owner 20 date uploading period. 42 dna profiles were developed. 38 were uploaded to code this and we obtained 14 hits through the state. The lab also is a different set of metrics. I was able to review these Statistical Analysis. They report a total turnaround period which reflects the time the kids come into the lab until we do a complete reporting out to the appropriate details. The average time was 53 days. We also didnt look at some other issues. There were if you look at the spreadsheet, there were about six cases that were not transferred from the property clerk to the crime lab in time. That is due to the fact that some of these cases were outside agency cases that were partially investigated by them. Were some internal cases where instead ofwe had received it kits six days after was collected since the time i reach out to my counterpart, capt. Venture of the Property Clerk Division and we were able to collaboratively work on this issue through retraining and procedure changes. We think that this will issue will be resolved itself in the future. With that i like to turn over the rest of the information to capt. Daily. Thank you capt. Mark. Good evening commissioners, and chief kaplan. So im capt. Wouldve bailey with the special victims unit and just to piggyback on greg, the database showed 128 cases. That was the we presented to you on friday and after reviewing that data we were able to figure out that 15 of those cases didnt come under a investigative jurisdiction should so ashley looking at 113 cases. So 15 cases and the were 10 outside jurisdiction case. Three cases that did not have a Sexual Assault kit that is the survivor do not want a Sexual Assault kits to be concluded and one was not a Sexual Assault kit that was included in the database. And one was a related case. So we were essentially doing with 113 cases. To review the notifications on those cases, we determined that we have nose success successfully notified 72 of the 113 survivors. In addition, we had attempted and continue to attempt, an additional 15 survivors and we had 26 survivor requests who did not want aany notifications made. Of those 26, 19 originated in sfgh at the same at the initial point of contact with the survivor and eight they basically communicated that they did not want any Police Involvement in the case and then sfpd investigators an additional seven, survivors informed the investigators that they did not want to be notified. Of the 113 cases thus far, 42 profiles were developed. 38 were uploaded and we have 14 hits. Meaning that we got identified persons through the dna upload. Those 14 hits in terms of the notification regarding those, we were successfulsucceeding notifying and nine of the survivors. Three we have attempted and continue to attempt and then we had to who were the survivor who requested the contact. Now those two survivors had originated the communication of no contact at sfgh and we have reached out to the nurses there could on the off chance they may be able to contact the victim but on both cases they tried and the victim the survivor did not want to continue with the case. That is my submission of the notifications. Ive a simple question is what does sr mean . That is survivor requested no notification. We just to ensure that we had complete communication, i guess, we could show in the data are attempted this basically, everybody was attempted to contact either be executed or attempted or we respected their spiders request of no notification. Sr, if i understand correctly means they dont want to be notified. Correct. What does it stand for . Survivors requested so they requested no communication. No notification. So capt. Bailey im looking your spreadsheet. I get the attempted sr now but which are the blank lines mean . What happened now since weve updated that sense. When we looked at our when we printed out the database we realized that we were only deporting, yeses. So that made it appear like we have not succeeded though we had not been attempting and we had not identified the survivors response request. So, therefore we since filled them all in in that manner so that you become we havent updated it i can definitely summit that again later in the week if you like. But we have as i said weve had 72, yes, weve have succeeded could weve had 15 attempted and continuing to attempt to notify and in the 26 who requested no notification. So everyone has either been attempted attempted to notify them. We have notified him and gotten a yes, yes or weve gotten a common know, basically we are respecting their request, yes. Okay. Any other questions . Commissioner melara just educational for me. Could you give me a sense of why the investigation or the analysis would take 2. 5 months from start to finish . That was at the crime lab so handed over to capt. Mark. So when these rape kits come in with a Sexual Assault kits come in, they come in and they can be buried. It could be several swabs were it could be hundred over 100 different items to the examiner so goes through an intensive screening process and each item has to be looked at carefully and with fine detail. If its just a swap our investigation is focused but especially that the clothing we are looking for three sources of genetic material. Could be from saliva. It could be from semen or other types of bodily fluids such as blood. When we do the presented testing it goes throughit requires different chemicals. So when we are looking at the item like the closing of the joke of the author color or off the shirttail were anywhere but we have to examine that whole item in totality and then once we get the claimant rate hits, then that item is actually photographed and then collected or extracted and it goes through an extraction period. It takes a while. Then after that it goes through all these fancy machines and then the information that the criminal that they would have to go through a Statistical Analysis and that takes quite a bit of time to develop that information so that before we can probably upload it to code us because theres a specific requirements for the state and also the federals government before we can actually upload the data to code us. Got it. Just so you know, not only are we lucky to have capt. Mark because of his excellence and is police work but he also brings a specific background to the medical knowledge being an oral surgeon is looking so thank you for that information capt. Thank you so i have a question. Im looking at the 16 0526 and 0606. There are code its hits but they dont seem arrested im just wonderingwas a code as it means we have someone identified . Yes. It does mean that theres been somebody identified and in order for the case to proceed we have to have the survivors commitment. They get to choose whether theyre moving forward with the case could so sometimes the survivor doesnt want to go forward with the case. Sometimes they would bring the case to the District Attorney who based upon evidence presented may determine that the case is enough to go forward because many of these cases are one word against the other. Those are two examples of why you may not necessarily see an arrest. Okay. This one looks 5 to 6, 16 526. Cisco to sit get it doesnt say arrest the victim. The victim it says yes. That just means the victim has notified them is all . Yes. Additional questions for capt. Mark and capt. Billy . I just want to say the public weve come a long way with this. Weve improved since this was first in instituted. So i just want to say, just continue to do circuit were making Great Strides and i want to note that. I was in income but i guess there was a preference press Conference Today andapparently, from 48 hills is a credentialed journalist. She has credentials and she was in the journalism. She was asked to leave the journalist room. Basically indicating that shes not from a print journalist so therefore its not real or valid and she was asked to leave. I guess the question im thinking is, why wouldwe are looking for transparency and trust and journalists are journalist get your press conference and why we make a distinction between the printed press and an Electronic Press and apparently she wasthis was a woman of color as to leave the room and she had credentials, but [inaudible] in the room primarily an activist group not a Journalist Group and i dont believe they are credentialed and primarily white. So theres an uproar going on about why this woman of color are credentialed woman of color was asked to leave the press conference and im just wondering who made a determination in the person was going around looking at the credentials are within making it essential between the credentials in terms of whether its written or electronic. What do you think we doesnt really go to Building Trust and transparency in our community could see was that was a present press conference you think keep using the term credentialed to hers apparently were not the credentials that press typically have. They do not look good credentialed about it with some document that said all access on good it was my understand your mother look into it a little more deeply the minor stated she was utterly because she was not properly credentialed and when they asked about the credentials they were told they were not proper credentialed she was asked to leave the room. He was you need to look at a because minor sin is she has credentials of all the other journals up and you need to look into what [inaudible] and are not credentialed. Theyre not charles. Their activist. So you need to because the only person singled and removed as a woman of color. The people from code pink are just that people. They now present their members of code pink that are credentialed press just like 48 hills mayor people credentialed and not it showed up with improper prudentials. She has to leave and i dont know the distinction between electronic or a written press journalist took a journalist is a journalist of ever proper credentials. I appreciate if you look into that. Its very disturbing and upsetting not only to celine but the other journalist as well it just for the record we wont distinction somewhat the press covers were not. There properly credentialed they would allow the minimum. We need to look in that i appreciate the report that. Chief, i just have one question there are a lot of activities this weekend and im concerned about staffing levels, overtime expense and other issues, but we want to ensure safety protection and open atmosphere so people can exercise the First Amendment writes. How are we handling those particular staffing issues . We dont go to much into detail for safety concerns for the officers in the appointment but we took advance notice of the inauguration date and anticipated the issues that may arise the suite canceled discretionary days off and so we will have everybody working. Presentation of the occ statistical report from november 2016 summary cases of received november 2016 mediation of complaints in 2016 discipline proposed in by the chief of police in november 2016 and complaints sustained by the occ and comparative cystoscope ports for november 2 2015. Presentation of the occ says that purport of december 2016 summit of cases received in december 2016 mediation and complaints in december 22 and complaints sustained by the oc could please Commission Decision in december 2016 and complaints sustained by the occ. A comparative success reports from the summer of 2015. Good evening director hicks good evening resident turman Vice President mazzucco, commissioners. Chief tony, members of the public, the occ the most recent activity or occurrence is that we are now the department of Police Accountability. As certified by the secretary of state and is entered into the citys administrative code. However, for some time you may still be received correspondence on opposite citizen complaint stationary as we make the transition. We have many documents that we are in the process of revising from our complaint forms. Additionally, we will be revising our website. But we are the department of Police Accountability. The commission has before the two reports. There are conference of statistical reports as are required by the charter and by your rules good one is for november. One is for december. It will not read it through of the reports and just give you brief summaries and of course answer whatever questions he you may have. But by the years and committee occ had mediated 46 cases compared to 45 in 2015. 601 cases were filed in 2016 compared to 673 in 2015. The sustained rate in 2016 was 11 compared to 9 in 2015. You have as part of each of these reports the chiefs proposed discipline on occ sustained complaint. So in november there are summary of the recommended discipline by the department of Police Accountability and the discipline imposed were proposed by the police chief. Because officers are entitled to cheese hearings and administrative process. There were seven. Moving to december, again, there were seven cases of where discipline was proposed by the chief and then in additional case which involved the matter before the Police Commission and there is a typo in that paragraph which is it says San FranciscoPolice Department heard a motion. It is San Francisco commission heard a motion and in that case motion was heard upon a Fourth Amendment case sustained by my office and the Police Commission granted the motion to dismiss. That concludes my report. Just for the record we granted the motion to dismiss without prejudice. I believe theres been a decision made not to refile that matter just to be clear. Absolutely. It was a motion to dismiss it as a tumor without prejudice we do not get rid of the case. That was an option to refile. Right. Commissioners we did receive a letter from the occ sine made a decision not to refile the matter. It says dismiss we should correct it to be request for demurrer was granted without prejudice. Right. So noted. Pres. Turman [laughing] so noted. Is that it . That includes my report okay. Any followup for director hicks and the department of Police Accountability . Actually i did have a conversation prior to her report because i was concerned about a couple of reports where in the neglect of duty cases where was a child abuse case and was also a Domestic Violence lep related case and just she gave me Additional Information and that the Domestic Violence case , since the report was not filed the first time, it took a second incident for that aggressor to be arrested youre so that goes to show that it could be very dangerous for Police Officers not to take reports and to take seriously consideration in these particular case. The young woman is now in foster care. Yes. Good commissioner melara, in that two separate cases in the juvenile case, a chinese i cant comment on the juvenile case. In the juvenile case, the youngthe juvenile was a social worker at the hospital. Reported the matter to help Child Protective Services and then appropriate action was taken. But it was a matter of the officers not believing the responding officers not believing that the juvenile had been abused. The juveniles one of the juniors juveniles took the juvenile to the hospital and then the wheels began to move and attorneycan go into a little more detail you have a special specific question commissioner melara . No. I just pointed to the fact that was of these neglected duties that it might look very mild, but the results be veryit can be very life threatening situation. Definitely agree with you. Thank you. Commission president support report on action taken in close session for the appointment of chief of police pursuant to california government code 54957. Colleagues, in accordance with our charter, we have to make a partial disclosure of some items and some issues we took in close session and i will do that now. As the public is aware, this commission conducted an extensive search for the selection of the chief of police could under the charter the Police Commission is charged with 40 names to the mayor and the board. His for his appointment of the chief of please get the commission has an obligation under that charter. The Commission Voted unanimously to forward William Scott application to the Mayors Office for consideration. The mayor then in december of 2016 selected and appointed William Scott in connection with that process and he is to be sworn in on january 23 as the chief of police for the city and county of San Francisco. The commission is obligated to make this report once the appointment process is completed. We are therefore do that today. I do not believe any type of vote is necessary. Just confirmation of the process. Is that correct . Thats correct. Just a report without report the Mayors Office can now move forward with the january 23rd 2017 the swearing in. With that we would also recognize this is chief chaplins final meeting. With that, i believe that we want to first of all, state, chief, you stepped into San Francisco and did an admirable job during very very difficult times. You have steered the ship. Was great to meet with them and their families and then today on the end of the career i attended the funeral at Grace Cathedral per officer Stuart Molnar from the airport who passed away right after two weeks ago on sunday. I was there with his wife and other members of the sfpd and the entire airport zero including stuart had a love for animals so his family had asked that all of the dogs work at the Airport Police dog speeder and was quite a show. Ive got dates proposed a date, but i never heard and since its in february i do want to make sure we are not committing ourselves for a date when we are planning a retreat. We will call ms. But the fact of the matter is, we have heard from resident colette trump himself what he plans to do with the police, with the fbi, and with it other Law Enforcement agencies regarding the surveillance of muslim communities and therefore, the factor we have a ordinance in San Francisco that protects these communities, that is in conflict with what the fbi wishes to do and what pres. Trump use wishes to do something that needs to be addressed. The fact that the ordinance thats been in place for a number of years still is being consult complied with is greatly troubling. This is troubling for a number of years but it should all the more urgent now than operation just a few days away. People in the committee quite frankly are terrified as to what is going to happen did they want to know that the officers were there to protect and serve them as well as numbers of Community Members of San Francisco will and they will be protected by the police and police are not going to be used by the fb i in that manner. For that reason, we would like our officers were in this jt after be properly trained to we know they are not that needs to be fixed as soon as possible. I am still hoping sfpd will get back to us and askallow us to train those officers before january 20 but that does not happen, we will look for to commissions assistance in getting up to happen along with the other thank you. Moore points to the need for crisis intervention team, data improvements, time and distance , use of force, everything that we are trying to move forward was not applied in that situation and the consequence for mr. Moore is really terrible. He is being held on 2 million bail for assaulting an officer whereas, when sfpd shoots and kills, no one it takes 22 months for George Gascon you decide not to indict. In the case of mr. Moore, he is very verbal and very assertive but it almost appears like a High School Fight where the gentleman officers, instead of saying, okay, this is a gentleman we know has Mental Illness and theres a temporary restraining order and we need to engage someone with Mental Health experience, instead, start to initiate aggression with this man and it leads to this altercation in which he gets shot twice. I urge all of you to watch that body camera and to ask pointed questions because this is exactly what we want to move away from. This is a case study in i think, extreme unconscious bias of those officers about seeing this black man who is very visible and agitated and released beats eternal consequence. Thank you. I need to say the body camera video released i spoke last week is directly contrary to the statement the boa put out about this incident. I spoke about that last week. Its very disturbing. There is no relationship whatsoever to what the poa put out. Unfortunately that is part of the transparency issue did when they on the same date that the shooting happened tries to spin this for their political purposes and clouds the Public Information that is out there. So thats why it is so very important to be transparent and clear and consistent. I want to congratulate the department resuming the practice of holding a town hall meeting. The body camera footage on this more cases are really quite revealing. We hope you will all have a chance to take a look at it may be several times because part of it are little bit confusing. Public defender believes that the footage shows were retreating into his house when he is shot. Which contradicts what the officer said and what the sfpd put out at the Community Meeting. Myself looking at it, i felt that the officer tried at times to diffuse but they were very inconsistent. They were both coming at certain moments and then they became aggressive at other moments. Which may have further confused a bipolar schizophrenic. So i think that the fact that more was left for 90 min. To bleed out inside the house when an ambulance showed up to deal with the cop was kicked in the face and was apparently bleeding, that footage was shown at the sfpd News Conference i was not allowed to be in, that to me is borders on depraved indifference for a mentally ill Community Member. I mean the guy could very well have died inside his house. There was a lot of blood that we saw in the video that the family talk etc. So i think that something that ought to be adjusted the fact that the family has so far not been allowed to visit mr. Moore either in the hospital ward in county jail where hes been taken now is again really the kind of indifference to mentally ill people that is really shameful and actually quite shocking. We have a very long way to go to fully implement cip and im hoping that we will move forward in that direction. Thank you. Next public speaker please. This commission is serious about Getting Police reform this chief al fleagle scott when he comes in are serious about Getting Police reform that will necessarily firing officers lied about what happens, who cover up actively their misconduct. I am not sure but i was asking and i been asking for years that we have no venue for these pictures for childrens picture did not just my son, but all of these other young men. We need a venue and im asking the Police Commission with dpw to help me get a permanent base. Its not that put something under the picture saying its illegal to tear down. They are the right size that i went down and ask what size is it supposed to be on . Where can i hang them . We are am i going to put it . You know i talked with larry steiner. He is the japanese director of operations at 2323 cesar chavez st. Of dpw and he has broadcast out not to take christy w workers not to take it down but it still being taken down. So i was asking you if someone or you guys can help me put this and put a sign under their that it is legal not to take these pictures down of our children in ive been out here for years and it hurts me when they tear the pictures down. When i got to drive bike and climb up on my car at my age to be putting a picture back up in the rain could i get it today. Then they write on their forget that nigger. I was in attendance at both the public defenders press conference and then the San FranciscoPolice Departments press Conference Today and viewed the video of sean mar shooting with great clarity. Sean moore was shot in his house reps he was making some noise in his house that caused a neighbor to call the police and in violation of a temporary the straining order were a stay away order. I have feared the day that i make noise in my house at a very Early Morning and that neighbors call me out on it and am confronted with the police on my stairs. Being a man who was having a mental crisis he was [inaudible] abusive and was really for that that antagonize the police. Just like we hear why people are taser. Why . It was a similar condition because they were verbally abusive and they were not following police orders. For that, you get shot and almost killed . At this press conference San FranciscoPolice Department convened the meeting was not buying what chief chaplin was telling them. You will see it in todays and tomorrows coverage. You will have an uprising at your door because of this. So i urge you to take positive action and indict the officers and discipline the Police Department for its actions and its near murder of another black band in San Francisco. I have a couple of questions on the Police Commission report of disciplinary actions and one on the office of citizen complaints reports. On the january 18 reports the first case, the occ director recommended Commission Level discipline for the sgt. And the officer in on this reports it says that the chief of Police Propose a oneday suspension for one of the officers who fail to serve the other officer. I am wondering if the occ brought that case before the commission if there was a challenge to the Police Chiefs recommended discipline . Then on the other report i am very concerned about the level of discipline that was needed out. There was at least two cases on this reports where officers, one officers were made false statements. In that case the recommendation is a 30 day suspension. In the other case, lying and deviation in internal affairs interview. In other departments, i have worked for the office of citizen complaints. The Berkeley Police review commission the city of san jose and im former president of the National Association for civilian oversight of Law Enforcement. Lying is typically termination and the fact that we are keeping officers on the force who have lied there really is a matter of concern. Thank you. Her of the public please. It is clear that the port cant pay for the seawall reinforcement or deal with the Sea Level Rise on its own needs to raise money to take care of the properties at take care of the maintenance on the properties no way absent anti funding the issues of Sea Level Rise or the schematic conditions of seawall can be development. As studies talk about the seawall challenges the working group is look at the issues please come share our ideas about recreation, pier activities, shoreline habitat, Historic Preservation and transportation issues and viral protection. We know this planning process will not have one question and one answer we need the diversity of the opinions how people feel about San Francisco waterfront and want to hear all the opinions. The challenges call for Big Decisions now is the time to explore now and Creative Ideas to protect and preserve San Francisco waterfront. Now is the time to get involved to help to shape the future of our waterfront. We need the debate please come forward and engage in the process. This is your waterfront and this is your opportunity to get involved be part of solution help San Francisco create the waterfront we want for the future. [applause] ive had the privilege of knowing oshawa in many other ways and when i was in dpw or city administrator, we had a chance to Work Together in the district that very district, cleaning up talking about parks, about families, about housing them up about open space and from that years ago, i knew that oshawa had already formed a loving heart for this district the most of the people in it. He has demonstrated that by now coming forward and taking up the important position is a member of the board of supervisors did i want to say thank you to all of our board members, our elected officials for being here today. But you also know oshawa in many other roles. As a labor leader and i want to say thank you to all of the labor representatives are today. [applause] you are the heart of the city. In my discussions particularly, in the last few years, and even most recently as the housing crisis has been on on us as families have by both data and stories, have begun disappearing, coming under tremendous pressures, as we look to all of our districts to step up and step out on these challenges come out we find leaders. Leaders who are going to amass incredible years working with the labor, with people, with residences and particular, with families. Ashok has given thehis story. I am enthusiastic about it. Im excited about it because hes going to lend a very strong voice for families in San Francisco. That is absolutely needed. I know that begins with issues like housing but it will extend, everything from job creation to open space, to childcare, universal childcare for everybodyyes. [applause] i know that i will have it within him a strong ally and a leader not just for district 11 but for all of our city. Im excited about this because when he speaks he is going to be speaking to those and he is going to do it every day, every time. It isnt working on saturdays and sundays anymore. Ashok. It is monday through monday, 247 and if you want to, i will write unique with you to make sure our families are getting the best service that they can and hes cared about everybody. But in particular, i know oshawa has his heart working with families. [applause] i know that he will bring dignity. He will struggle he will we go fight. He will unite with all of us to make sure voices have not been heard will be heard and he will make sure that district 11 is never ever referred to as the forgotten district of people. [applause] i am excited. I will be excited when we walk those corridor and Outer Mission , when we observe either the vacancies were the storefronts that ought to have better visibility, when we get to mission and geneva we are committed to an even better job in making sure that is the safest vision zero intersection and all of our city. [applause] when we speak to families, i want all those families to know, that universal childcare objective, that is going to be real in San Francisco is a boschs leadership and people like those that are working in our buildings, as maintenance worker, you are can have a proud leader that you can depend on it will bring dignity to your jobs every single day. Yes, and to all the generations. [applause] so this is exciting for me as the mayor of the city and the privilege may. I want to thank the tenant governor for giving me a shot at this job and [applause] taking a risk in a deeply. Buried bureaucrat to come out to make sure were doing all the right things but also want to say to oshawa, who i think is going to represent the new generation of supervisors along with jeff and of course, our other elected supervisors, we are going to do great things in here and if washington wants to take us on, okay. Bring it on. Bring it on. [applause] so, ashok, congratulations to you, to our family, to what you stand for and i will stand with you and we will do great things together with all of the people in district 11 and the people of San Francisco. Congratulations. [applause] i would like to acknowledge folks that just came in. Not to let everybody know that you came in late but i just want to be able to acknowledge the laughing that you came. [inaudible] [off mic] i feel like i should be swearing you in as well. [laughing] im just saying. Big round of applause. Width dont say that. [laughing] all right, auster. You know the drill. Im going to say, aye, and this is i, like this even be forced to repeat after me. [laughing] but the only thing you can do on your own is state your name. Im going to say, you state your name. The rest we will see how it goes. All right . Are you ready . Yes. I, do solemnly swear, that i will support and defend the constitution of the United States and the constitution of the state of california and that i will bear true faith and allegiance to the same good that i take this obligation freely without any mental reservation or purpose of evasion and that i will well and faithfully discharge the duties upon which im about to enter. During such time as i hold the position as a member of the Transportation Authority [laughing] [cheerring] and a member of the county board of supervisors, for the city and county of San Francisco. Well done mr. Supervisor. [applause] [cheerring] ashok, after lieut. Gov. , here you thought you were done just with swearing in. [laughing] we are going to ask you tosay a few remarks before mr. Safai [laughing] supervisor safai. Another big round of applause. [applause] all right. I will do my best to get out of the way of the main event, but its the spirit of the times we talked about in safai swearing itself evident to everybody in this room the headwinds coming our way here in San Francisco, in particular, and in the state of california quite notably. It requires the spirit of what mayor lee was saying, the spirit of what jeff was saying when he was sworn into the spirit of imagine what usher is going to say. Unity. Right . Going back together the that old african proverb, the member clique if you want to go fast, go alone but if you want to go far, go together. I think it is [applause] it is in that spirit of unity and reconciling, you know, all those interesting differences that define San Francisco politics, and has plenty of it in this room, trust me i have not forgotten [laughing] but at the end of the day there is something that i know unites every Single Person in this room at the same time and so i will just say this. As a resident, or former resident, i can believe i left this damn time i can afford it supervisor alioto [laughing] but as a proud this generation speaking with six generation kids, we count on you. We count on you, o we count on you the board of supervisors could be count on you mayor lee. Become on all of you in this room at this remarkably significant moment in our history to do exactly what ed lee. Said. Step in, stepping, be authentic, be bold at the problem and challenges will be big. Dont be ideological in terms of our approach could be open to argument could be interested and evidence but step up to this extraordinary moment and challenge that defines, i think, our time. I could not be more proud of this guy. Ive seen himit has been 10 damages and even running for this office. It is unbelievable. [applause] i will close with this. You know, from the Housing Authority to the work is done at the ecw, the work is done it on lcd, there are few people that are more compared to truly hit the ground running to represent this extraordinary district. Youve got a great fighter in oshawa safai. Congratulations district 11. [applause] okay. I guess ive got to say something. [laughing] well, you know first of all, the moment is kind of surreal because usually on the outside looking in. Im usually the person that was behind the scenes working with her were a whole bunch of you to elect all bunch of you. [laughing] i keep on thinking, and i was thinking this because of the subject close race, i cannot figure out score to get a phone call saying, we actually found another 500 votes. The laughing sorry, you lost by 73 vote. [laughing] but that cannot happen because i actually they certify the election. [applause] [cheerring]. So you know, today is the day that i think you give thanks first, first and foremost, your blessings and my mind a storm is assigned as others have referenced my to sign of what is to come. That there is going to be some change and i think that with our new board and a lot of the folks that are sitting here, there is going to be change. Mr. Mayor and i think we are ready to do this collectively. But i truly believe that the people that we meet in our lives are often ones that help to shape our destiny and 19 years agoi try not to get emotionalbut 19yearold zero met this young woman on the first day of graduate school and we talked about our funny names, strange things, whatever you want to call them we talked about football. Here we are, 19 years later in the woman is my wife [cheerring] [applause]. And the reason that im standing here todaylets not be lets not question that at all. Be glad when she is my best friend. My partner. And what i like to call my inhouse counsel. [laughing] because she is an attorney, by the way. [laughing] you know, truly married some of that smarter than me and someone that is a strong woman in her own right. So, there you go. [applause] because from my perspective, the voters of district 11 did not just elect me. Elected our family. I am a husband and a father, first and i will carry that with me every day that i do my duties and act as a supervisor good im a father to soul and roomy and a husband [applause] i told him he could come on stage once though. [laughing] you had that opportunity, we meet. But that i am a husband to yet zero and i believe our family truly represents and reflects the image of district 11 working families. A lot of times people asking what i think working families means and everyone has their own definition. But martin knows what im talking about. Working families means deciding whos the top of the kids in the morning. Who is going to pick them up after school. Was there to do the grocery shopping. Who is going to make dinner. I get a call every day at 4 55 pm. What are we having for dinner tonight . I said, i better get on it. [laughing] who is going to stay home with the kids are sick . Who is going on there filtered squeak who is doing their homework . Who is putting them to bed . And the way that i acted on the campaign is the way im going to be a supervisor. There was never a night that i do not say, sorry i have to go home is time to put my kids to bed. All most every morning i dropped him off on my way to work in on their way to school. My wifes looking at me like, dont exaggerate, now. [laughing] i see that look on her face. But you have my kids afterwards if im telling the truth. [laughing] but oftentimes, working families also are the working men and women and a lot of the working labor leaders are in this room today and im so proud from the bottom of my heart that i so much support from labor so can we give it up for all the labor in the house today please . [applause] and you know, referencing back to the campaign, the campaign is what really sets the tone of how youre going to be a supervisor. How you conduct yourself on the campaign it has run your campaign is how you will be as supervisor. If you sit back and let other people dictate to you that was can happen when youre on the board. But if you set the tone and you fight and you fight hard, right ms. Breed, if you fight hard people note your benefit when you get to the board. I was very very fortunate. We had 04 11,000 votes, with the most number of votes in the history of district 11 did so im very very proud of that. [applause] over 28,000 people cast their ballots for us and in the end we bond one by 413 votes. At the end of the day it was a hardfought campaign that started on the doorstep of mr. Roberto mendes could i started october 2 2015 we do not stop until 8 pm, november 8. Right ms. Colleen olsen. We do not stop. We went all the way to the end. [applause] i feel like i talk to my friend scott weiner and he taught me you go all way to the finish line dont stop short knock on every single door and thats what we did. We knocked on 7000i knocked on 7000 words per sums up my campaign not on a lot more than that but at the end of the day people set and theyve referenced it. This wasnt a Oneyear Campaign were a twoyear campaign. They said youve been running for the last eight or 10 years according to the Lieutenant Governor in what i would say to that is, you are right. [laughing] you are absolutely right. Thats why im standing here in front of you today. [applause] but i learned from my mistakes in 2008 and was hard work, perseverance, and listening that at the end of the day propelled us to victory. I listen to 7000 people personally on their doorstep. Its one the most humbling experiences of my life to sit on someones door one on one, and listen to their concerns, their frustrations, their dreams and their vision for the neighborhood. At the end of the day, no one knows better what they want than their neighbor. Thats how you really get the heartbeat of the campaign get that you really get the heartbeat of your distant. Because at the end of the day people want to come and tell you, this is what your voters want. This is what your district wants. At consultants and surveys and polls, i have my own call. My pole was 7000 households door to door. So let me tell you what the folks in district 11 are asking for. And i listen to those working families could they want better parking. They want slower traffic. I told the sea i only met with the mta mr. Medved i said, they were talking about purchasing new vehicles and i said, how many times at the board of supervisors rejected one of your contracts . And there was 15 of them i do not know his meeting with 15 people. They all looked at one another and said, never. I said, okay great. Electric about what i want to talk about. I said, i want to talk about parking good i want to talk about slowing traffic down. I want to talk about what it means to have service on time and reliable treat this guys name i think his name was henry or chuck it i cant a member but i have his email and all thei said you were not targeted investments because the head of parking. Thats what the folks at district 11 are asking for. I do know my friend Muhamed Dooley is in the room but i want to give a special thanks to mr. Nuru. [applause] i had a lot of jobs and work for a bridge under mayor ed lee when he was city head of dpw award for mayor newsom worked at the Housing Authority did i work for a lot of people but also work for muhamed nuru. That was the best job that i ever had in the city and county of San Francisco get it was the hardest job. We were the hardest working people and if i could clone that man make him run 78 permit this to be running on also. Lets give it up for muhamed nuru. [applause] thats my way of saying, we want a little bit more attention from dpw. [laughing] we want them cleaner and greener streets. [laughing] i made a pledge and im going to talk to the mayor and already talk to muhamed about this. We want eight to plant a minimum of 500 trees a year every year that him in office. [applause] we want to see our neighborhood be cleaner. But still cleaner and greener more updated parks and rec and at the end of the day theres a few other things. You know we have the highest rate of empty storefronts and vacancies in the entires. We want to attract more businesses. We want to go storefronts built that means working with some of the artists around the city, michelson get we want to get them to come occupy those storefronts, create space and get some activity and foot traffic on the corridor. Lastly, i will say universal childcare, the mayor, definitely mention that that something we campaigned on and we campaigned on Affordable Housing for working people. Workforce housing. [applause] you know him ive had a lot of the folks in the trades come up to me and theyre saying, we are getting to the point where they say, if we cant live in it were not going to build it. If we cant live in it we are not going to build it. Because its not right that they are building housing that they cant even living in this circuit we have to have Workforce Housing did we have to housing for the working families. Because if you took district 11 out of San Francisco, we really would be a tale of two cities. We really would be the wealthy and the extremely poor. The reason our district is what it is is because we have the highest rate of Owner Occupied homes. We have the most diverse city did we have the most children under the age of 18 people aging in place. We are a very different but yet similar part of San Francisco. We need to recreate that. The only way you can do that is if youre building housing for working people. So that is good to be one of my biggest agendas when im on the board of supervisors and i will fight for that every single day. [applause] there with make a good i wait a long time for this moment so i have quite a bit to say today but i promise i will wrap it up in the next 5 min. [laughing] so these are my marching orders. This is my agenda. Its very clear. You know i think its clean what we are going to and fight for every single day. But given our new reality at the national level, with our new president , we must all come together as a city and put aside our differences to ensure San Francisco remains a refuge for immigrants and people of all stripes and colors. This is not a time to back away but yet its a time to lean in and lead on the national level. President reed and i were at the reception for our new sen. , harris and she said better than anyone can say. People around the country are looking to us to be a model for the nation. They are looking and waiting to hear what we have to say. We have to lead on this issue. We have to fight for immigrants could we have to fight for people of color. We have to fight for folks that dont have a voice. So while the rest of the nation is watching us, we have to lead on the issues that are important. But i would like to reflect on something that what i would say what of our great president s had to say and was a true leader and knows president john f. Kennedy. He said that at a graduation at American University commanded so true to this day. If we cannot and our differences, at least we can make the world safer for diverse city. For in the final analysis, our most basic common link is that we all inhabit this small planet. We all breathe the same air. We all cherish our childrens future. And we are all mortal. Could you know what, that is absolutely put those words matter more today than they ever have and we are pessimistic, we are in as president reed said, we are going to fight and we are going to stand up to the National Agenda thats one thats going to attack us at all different levels. While these leaders here today that ive worked with them proud to say that this report i pledged to work with you to fight this because we do need to be a true leader in this regard. [applause] you know, all the elected officials and other folks that are in this room, im not going to go through every single one of you and thank you all over. I asked olga to recognize you and every single one of you supported me one way or another and i truly appreciate that from the bottom of my heart. I would like to call out in particular, just a couple because i think that it helps to shape and as i said the people that you need an open the door for you and being the ones that hope to shape your future. I started at the Housing Authority good i started either Great Fortune with my friend, i think, the city and london, with doing opendoor day with mayor willie brown and no one wanted to do that because he would have meetings at 7 am. So i was like, i will go. [laughing] quite often, 67 of the people were members of the Housing Authority and so to sit in that room and to watch one of the great politicians, probably of the last century, that is not only probably when the most intelligent but when the most savvy leaders that we have and often times, they dont the two dont come together in one person. A lot of time someone is smart to a lot of times someone is savvy but never the same together. I had the Great Fortune of learning from him. It was after that time that i went to go work on supervisor newsoms campaign for mayor and then had the Great Fortune of working for him and it is from the Lieutenant Governor that i learned the value in idea and what it means to be focused on numbers and numbers matter. Numbers dictate the ultimate outcome. And importantly, this is very importantpolicy ideas can come from anywhere if you listen. Its not the smartest person in the room or the person that thinks they are the smartest person in the room were the most educated but if you listen, you will get ideas. When i was doorknocking one of the women said to me, she was just in there and she said in a wide we have all these empty storefronts ice and him are sweet but you allowed to come in for free init. We will clean them up and we will activatenow that might be someone mightve done it other places but was awake in the passion she said it could i said you know what thats a great idea we will do that. Thats an example of what it means to listen and i learned that from our lieut. Gov. , mayor newsom at the time and i appreciate him taking a shot on the giving my first shot in city hall in the 31yearold that thought he knew a lot. Didnt list and is vastly good idea that he may be the Deputy Director of community development. So ill never forget that and appreciate that. [applause] then, also, mayor lee at the time who was the head of the apartment of public works, and then went on to become our city administrator and our mayor, thank you for giving me were endorsing and supporting me and supporting me during the campaign and embracing our ideas and i waiting for me to be supervisor to take on childcare, to take on Affordable Housing, to take on the things that the people of district 11 care about. I believe i was the only nonincome and that you endorse so i appreciate that and i really look forward to working with you. [applause] as i said, not going to thank every single one of you all over again, but i will say sen. Leno, in particular, is always endorse me every time ive run for office. So everyone ive been involved in is always endorsing sort, some not going ask you for an endorsement for another four years. The laughing so thank you, stood thank you for standing with me and always being there for me. I appreciate that. The clap in dist. Atty. Gascon beginning early outdoorsman. I appreciate that. President breed. [applause] thank you for taking my calls all throughout the campaign and thank you for helping me get atty. Gen. At the time and now state sen. , harriss endorsement. I really appreciate that. [applause] supervisor katie tang thank you for your support. So many people i could go on and on but i want to end up with this. You know, we have Tremendous Energy in our district. We have tremendous folks that have amazing ideas get their neighborhood leaders could they remain part of my campaign. Im not to call you all out because i miss somebody good to hear about it later on just want to say thank you to all the different neighborhood associations. Edi eight, cayuga improvement association, new missionabsolutely let me finish, mentioned im just kidding dr. [laughing] i miss when im going to get the new Mission Terrace improvement association. The district 11 council. My brothers from united players even though theyre not in district 11. [applause] thanks. Out her Mission Merchants and residents association. So many i could keep going. Candy alley leaders. [laughing] but thank you for your tremendous support and your ideas and i really look forward to working with you every day. [applause] i would like to also give finally a special thanks to a couple of lifelong mentors get gov. Michael dukakis who could not be here today could he married my wife and i in a Guiding Light for us and our family. I have to tell you, im not kidding you the best advice in the world im a better than a political consultant worth everybody,no, wait it was free. He gave it to me for free. He said, go knock on every door. And he just saying it go knock on every door. He would hear that and use 800 and knock on the door. Like mark farrell on a knock on every door and offered him there will go knock on every door. Because its a burden and its timeconsuming and put some on your family and but we did we not done 7000 doors and have to think on that him for being there for me. My godmother loretto vdot for believing in me and providing guidance. Every step of the way and almost a daily basis, i met loretto when i was start off as an intern in the white house. In our president bill clinton. I have to say, one of the smartest political minds, smartest people ive ever had the Great Fortune of knowing and i color my godmother now. She is my godmother and her family britney and bryant and john always been there for me every step of the way. Never last book not least, please everybody i know we can a lot to labor but give one more big big round of applause to our janitors were taking me under their wing for the past eight years. [applause] and for my sister, and friends, olga miranda, for bringing me into the Labor Movement and about morale is, a special thanks to the teamsters and all the different locals of the joint council 350, 665, 826 2785, and is olga said the firefighters are fighting for me the Police Officers for fighting for me and all my brothers and sisters in the Building Trades for being there with me every step of the way. Ilwu and uh w, i could keep going on and object of cw i mean its amazing the kind of support that we had in every little bit helps. Im just going to end with this. A couple people that shape my life that are not here today i like to end in their honor. The soto, boys godfather. Open somebody doors for me before people even knew who i was in the city. My grandmother and grandfather, ed and state, jerk were not with us but she did me and my mother who made me a man that i am today, thank you so much for always being there with me every step of the way. [applause] and all my family members my brothers and sisters you know theres a lot of people today to honestly, instead they got the flu and their home of throwing up and i believe in 1015 times over and over again people are not line but my brother could not be here today that he is sick at home and my brotherinlaw growl and agnes and all my family, everyone that has helped to make this reality, i just went to say, thank you from the bottom of my heart. Im honored to be your supervisor. I am now im committed to begin and lets make this district 11 shone. Thank you so much.
