Concern about blue ribbon panel. Another doj glossed over. We included any recommendation from the Blueribbon Panel and any report in the respective categories that we were remotely involved. If there was any inference or implication we included it. So by inclusion, that means that any of the additional recommendations from any of the reports will be implement it within the 18 months. Thats our plan. As an example, Blueribbon Panel recommendation number eight coincided with department of justice recordation 34. 3. Thats delineated here on the powerpoint. Capt. You may not know the answer to that but obviously this is fantastic. This is what we had promised that all the work that had been done would be, needed in this opportunity so its really great. I imagine you all will find a way to communicate with all these various groups and let them know that their work has been contributed into this matrix did at some point with some regularity letting them know because i think specifically the civil grand jury ethical be very happy to see that. I know the occs can be a very active player but we do a representative from the Bar Association did i know the Blueribbon Panel will very committed but their work became change agent you might not have a chance to plan that piece out but if you want to speak to your initial thoughts on that absolute first of all the chief position a directive to other Department Members for everybody in the apartment to read this report. Theres going to be a documentation letter coming from the cheese office to the Community Stakeholders including the Bar Association. Civil grand jury. Telling them, now that weve integrated their recommendations into this 18 month, get the civil grand jury has a different, get it pushed up to 12 months but to the degree there included and they were heard the doj report they are heard in this matrix and our plan to move for. In terms of the other Community Stakeholders and professional associations, we will continue to meet with them to weave a meeting with the Bar Association on friday to discuss that. So they will be fully vetted and aware of our next steps. This matrix here its a little difficult to read in your report but the top line is the department of justice recommendations and then on the far left margin is all the Blueribbon Panel recommendation. It goes right down the line and you can see pretty blue ribbon Panel Recommendation on the left side those are all the department of justice overlap recommendations. So when we talk about the 272 department of justice recommendations, they include a terminus amount more of all the combined recommendations. Thats within the 18 month time period in categories the civil grand jury made recommendations on, the Blueribbon Panel made recommendations on political outside of the five categories we created additional categories whether the data and integration of the technology or general areas. We are going to implement those potentially 19 months and out. So theyre not falling by the wayside. But our mandate is from the doj to implement the doj report within the 18 months. If we get extension on it, that is great and we can integrate the other outside recommendations within that. These are the 14 recognitions i spoke of earlier. Theres dicks use of force seven use of force. Six bias and one accountability good art, and on this is again 3060 days. Our next steps involved in completing this process is a prioritization ranking system. A draft system has been developed. We have developed priorities of all the 272 recommendations plus the other included recommendations,. Will be meeting with command staff to review the prioritization. To identify if theres any changes, to move prioritization up and down as required. And additionally, start identifying executive sponsors, project managers, and hopefully within a couple weeks 23 ways, identify project managers and assigned these clusters. All of the recommendations have input into what we call clusters were concept clusters is of those have been identified by the command staff in the Mayors Office and we we meeting with command staff to fully vet these clusters and recommendations. Canoe tells more about what you mean when you say clusters . With a five categories and the expanded projects, weve identified they dont necessarily, not all things fall into use of force. Or buys. They followed two areas such as leadership, management and culture, not just necessarily be [inaudible] but im drawing a blank here but immunity policing, culture management and leadership and there were three other areas am trying to complete blanket but all the recommendations will be divided up within those five buckets in the concept areas. Then we prioritize within those concepts and assigned executive sponsors to the clusters. So you may have several use of force, several buys, several accountability, several Community Policing under management Organizational Culture and leadership. That executive sponsor will then identify the project managers assigned these with the definitive timelines and starts reporting back. We are professional standards, we are creating matrix and also creating the templates for the project management. The templates for the policy development we want to see we divided up whether its a policy developed or Procedure Development could so thats all ongoing and we been Constant Contact the Mayors Office the Police Commission, obviously through the new senior policy analyst in the Chiefs Office for that implementation. Great. I think i have to be clear this is not a quick process. To do something quickly, a quick process could be a flawed process we want to make sure we get this right going out so we dont have a recipe for failure. Lastly, i would just want to let you know weve created Community Portal department of justice are given as a directive to ensure the community have feedback on this report so we created this. Sfpd got doj cri sf. Org theres an email address that the public can send us comments, suggestions or whatever the remarks might be. We will be cataloging those remarks and subsequently sending those to doj at the requested the next ups from this point that apartment of justice will be coming out next month. Go hold a series of town meetings discussing the part of justice report and next steps. So that about wraps up my presentation. I will take questions. Colleagues, questions for capt. Connolly . Okay will we both want to go so when name is coming up you commissioner dejesus. Im sorry [inaudible] i think it was a great iq questions. One is a direct relation between the words that are in conflict . No, subject no commissioner pacing to complement each other across the board. Theres no conflict per se. There are recommendations that fall out of the categories and this is a commendation of all the reports. So we are trying to include those in other categories could we created categories so we could include those recommendations. Not to exclude them. By same questions that the was a discussion of hiring a outside expert to help shape the reform and so where would that fit in to this . I cant speak to hiring the outside expert but i do know the department of justice has stated to us that resources of able to us to help us create and assign this process. To be perfectly honest with you weve not had much discussion with him in the last week. We been moving ahead with project management and strategic goals and Strategic Planning and implementation planning internally. Its been highly successful. I know the commissioner is referring to utah for the academic partnership. The data piece. We on conversation with numerous academics. About coming in and essentially, creating studies or looking at the information and creating different strategies to address different issues. But thats the manner he at this point. Thank you. Those are some of my questions. Thank you. Those are some of my questions as well because one do to 3060 days and the problem with the department is they been doing things the way they always do things in some of these are really big. Like 20. 2, it says audit arrest data and use of force that a monthly to ensure proper reporting of use of force incidents. As a thought somewhere in the report we dont really have the proper data being collected for some of these things. I dont hope it is done electronically in a wondering if you really need an expert to assist you in terms of what youre looking for in terms of this audit and whose going to do the audit. I mean is that apartment itself could do the audit. If someone usually audit you because theyre looking for something and making recommendations. There several audits. I mean 24. 1, you need only implement by audits recommended by the department of justice. Maybe you can get that from them. Immediately update department general order 517. But theres several audits and theres training in here and im wondering if you graduate is that apartment going to do it myself or is that part of justice could be actually logged in the next 306 days with the resources and or are we going to really give it up and get an expert to tell us what were looking for in terms of bias training, leadership in buys training, the history, the overview of the culture and things like that. I thinki appreciate the effort and appreciate all the hard work youve done but i dont want haste makes waste. Its really well looking at so make sure you have the right tools and the right people to help you assess this where youre actually looking for. Okay. Thank you brass unit because disney and ability to demonstrate a little bit whats going to happen. For each recognition this can be a project team. Executive sponsor. As a project manager and there will be numerous stakeholders within that group. Within that group that we identified the Community Stakeholders, potentially commission stakeholders and any other external entity including City Departments there will be able to assist us. Committee stakeholders external stakeholders. The mayor issued a directive last week directing all City Departments to provide any and all support to the Police Department to ensure these recommendations were implemented. As were building out these project teams were identifying city stakeholders that can assist us. In terms of it and may even include several other areas including the department of Public Health and Mental Health issues and training. With most of these recommendations theres training components. We have to partner with other city agencies and potentially other stakeholders to conduct that training. The apartment of justice does have a resource list can we do not know exactly what that is right up. The be coming out against wheel to find out soon what exactly their Technical Assistance means in terms of implementing these recommendations. Just to jump in and ask the question further, the audits they referred to a lot of them they are self audits. Were supposed to do them yourself. One of the audits is a communication audit. We started auditing some things. We dinner mdt terminals and that audit has been sent illegally were doing an email audit which is in progress right now. We have also done awere doing for smartphones we issue our officers. Weve only put in the request for to procure the service. It will be 120,000 for the first year and 20,000 prairie subsequent year. What the doj the way they do it they suggest that you get a list of words of keywords that youre searching for and thats what there are friend to annex one were currently running. So were doing our electronic medications now. The other audits is one through which professional standards once we build that unit up it be an ongoing audit where you are self auditing, youre going out to the stations with this uniformity, that just for example that your shotgun seven inventoried and accounted for. Domestic violence forms are where they are supposed to be things like that. So they are talking just those particular systems and when you said about the use of force, a big issue with that was on Automated System get where you are in the possible automating that system that is a paper system. So we are looking to automating it does you get Realtime Data from our use of force. I guess that one bothers me somewhat that we been told oregon to automate that and we just happens. We been down this path we are on it now one of the things im concerned about this class i recently graduated one of things that talked about in here is the community has the perception that the minority applicants or that minority officers are being released or fired or let go. I cant remember how they phrased it. But then they actually said there is a disparity. I think i remember he was commissioner, if i might this is very incrementally so the next presentation of the addressing the other areas that falls into the improvement and their perseverance which i wasnt prepared to speak to you today all i want to set think thats a critical area because the fuel training offers are terminating at a higher rate ethnic minority candidates. We have some out there things a very short training period and im really concerned that pattern is to continue and minority applicants are there be released by the fuel training at a higher rate than anyone else. So you can tell a snack suite but i think that some that should be on the critical list. Again we bring all the recommendations by priority. High, medium, low. With a 3060, 90, 120, 120 days system. I can i cant speak to what the priority is at that point get the next reporting period i should be able to tell you. Ice president turman so what are not hearing is when are you going to contact the department of justice . When are we going to have their recommendations, their resources about outside experts that need to help us in an assistance with these key immediate. Is that interbase going to happen soon like next week . Commissioner am hopeful itll happen next week at the bottom justice is supposed to be out here on friday good hoping to meet with them at the conclusion of the regular business identified a timeline schedule and resource schedule by then. If not received it out yet as yet you have to wait for them to come. We should call, correct. Correct. We are moving for. I understand your moving forward and applaud the efforts you made. Thats fine but i want to pull in the department of justice just like youre going to do you Party Started with the Bar Association of San Francisco. Thats what is the Bar Association of San Francisco not sf bar but that aside, i understand the efforts and i applaud you good i just want to make sure we get everybody involved innovative resources that are going to make capt. Connelly more successful at implementing these recommendations i want to make sure you have those. So its not criticism. Lets pull them in. Lets export the department of justice. I also think thank you, capt. And i also think that to note for the commissioners, this is a large report. Weve all read it. But we did focus today on one and two. There are three more Sections Community pleasing, accountability and recruitment, and retention which is another segment to be able to giggle to go into greater depth. Also want to highlight to the commission at as many of you know aging of the recognitions gave us something to do. So we have work to do as well. I know the oh suzy also has with this it was a report that was about the event Police Monitor the extent to which they have to interact with us there were specific recognitions what we need to do differently. We are fortunate that we have senior policy analystwith us through the fuse program. We have 18 recommendations and they are everything they range from the sfpd should work with the Police Commission to obtain input from stakeholder groups that conducted after the review of the meet and confer prospect interest in it. To identified issues so the process not find out because the goal should be immediate implementation that we all agree on that. Thats a process that needs to begin. So we will also be monitoring the areas where this body has responsibility in doing something. Moreover, i think the point of this collaborative reform is it really gives us an opportunity to your point, the implementation will just fall on capt. Connellys holders. Quite to the contrary, theres opportunities for the occ to collaborate for this commission to corroborate that their shared interest that we all have acting commissioner dejesus having served on this commission for so long probably recognize a lot of issues which seem new but the opportunities additional help and with bashir roma. So my question to you then capt. Connelly would be the recommendations from the department of justice was that part of what makes San Francisco special and unique for clatter free porn is the role of this commission and certainly are committed partners at the board of supervisors and Mayors Office. In recommended you report to us quarterly on the progress because theyre going to come in from six months from now and 12 months from now and a valuate the department harvested they feel very strongly that our structure and ill share more about this what director david shared with the commission with a few other structured part of our strength. How do youyou might not know this just yetgiven how many recommendations there are no complex the issues are, what do you think the reporting structures when to look like to us once a month we normally would with the second wednesday of each month. How can we make that time something will actually serve the department that the backandforth so we can identify issues when theyre such a large number of recommendations that need to be addressed. I think youre seeing even your source has particular issues were concerned about the we want to see moved but in this structure how do we ensure that we can bite off this big sandwich one bite at a time and get to where we need to go in terms of making sure the commission and then the board is fully aware of all the progress thats being made the was to the degree the commission to the degree the commission of some i guarantee you will be implementing these reforms and recommendations. Reporting out on them is a time consideration for the commission. Im not sure that this is the venue to do that because it will take up a considerable amount of time to demonstrate to you the policies and how we have addressed those recommendations or it may be a process where the commission has a reschedule or dedicate an entire meeting to the reporting because it is quick to be lengthy. We anticipate moving quickly on this. So when i come back here i like to tell you about what we had done as opposed to what we havent yet he was okay. I think that something for us to look for recommendation as a group that what is the best way. Is it that we do one meeting a month thats specific to this for the First Six Months we dedicate it to this report the nuances and details because again we want to make sure were supporting and identified with our challenges early enough to assist and potentially intervene if theres a resource question. But also i will share later on that director david shared with us is one to be reasonable that some recommendations we put on pause 272 things dont happen at once that would not do a project manager to know that. It seems though the opportunities recognizing that we will have all this discussion in open a form. Community members, people very bested in this will understand as opposed to getting report six months later its like these things do not happen and why. So colleagues, we welcome back on this the recommendation. If folks have talked about that, please do share. Commissioner dejesus the was a door thank you for doing the work. Just sorting it out in all the different reports. This is actually a good start. One of the things you mention his meeting with stakeholders going over the department of justice meeting with the Community Going over the department of justice with this report is and what the next upstart. Thats really critical. I also think i read it but its really a big report to digest. I get that. I think its really important is that of taking up little bits i think we need to get into this and digestive. I would suggest this commission maybe have error treat have a allday retreat were two retreats. Maybe halfday retreats start delving into it and put the time into what this report is what the next steps are Going Forward and how and who we are working within were to get to that point is out of the department of justices can meet all the needs we have. I know theres some experts they recommended us getting and i know theres things this commission to do. I think what we will put more time and 20 bits or 30 min. Of a couple of weeks that we sit down and put a couple hours into it and understand it and digestive and understand where we are and how were going to go forward i think thats a fantastic suggestion to mr. Colleagues, you have talked about that spewing the way this works is it us with everyone. I think that would be great. Colleagues, what are your thoughts doing the if i could chime in, what comes to mind is that we need to work on those issues that we are being told to work on is a commission to operational issues belong to that apartment. We would expect them to come report to us on how they are tackling the other issue. So i would update mind having a retreat to work on those issues that we are directly responsible for. I do think though the role of this commission is as the report said, as you know commissioner, it gets a commissions role is also told the department accountable to make injured recommendations are done in part of informing our ability to that is actually understand them. To commissioner dejesus is born, theres a lot to understand as a threshold matter may be dedicating summertime but i agree with you in terms of rolling up our sleeves have our set work to do. What we will do is bring this back. See about options for dates for retreat i think its a good captain, leave you can continue to be thing about this with our senior policy analyst on recommendations about how to use the time we do have because the opportunity of this Commission Meeting his people to watch it. Its on wednesday night. The people want to track the progress of this of great opportunity for us to do that. We just want to use the 20 min. Commissioner turman brought up a valid point. When not sitting still. Theres two things we can do operationally. Theres numerous recommendations that we can hit immediately on our own. Were definitely doing those. The one referring to reach out for assistance on are the ones the doj does offer Technical Assistance because the doj has the [inaudible] for them to provide change it with the done already for bias training and other trainings they ruled out for us. Were definitely making moves and taking care of some things. Theres some technical things will reach out to them to help us within the provide that assistance according to them. The last thing i want to talk about our officers attended the funeral in palm springs for the two officers that were victims of a homicide. Officer was a bigot and lesliethat was on the 18th of this month so they could go down and pay their respects representing the city and county is San Francisco. That is that concludes my report. Department of Justice Collaborative review sorry Collaborative Reform Initiative assessment of the San FranciscoPolice Department opportunities for collaboration with the opposite citizens complaint. Good evening director hex. Good evening pres. Loftus and members of the public. The occ has no recent activity to report at this evening so i do plan to spend time with you giving an oral presentation of the occ first look at the role they could play by collaborating with the Police Department , the please commission and other stakeholders to implement reforms proposed by the department of justice. As famous report out last weeks Police Commission meeting and is capt. Connolly has reported this evening, that apartment justices Community Oriented policing Services Office or cops Office Leases 400 page report last week. Summarizing its review of the San FranciscoPolice Department. Recommending to it at 72 specific reforms. The office of citizen complaints has just begun to discussions with the Police Departments principal policing bureau, cops, and the Commission Senior policy analyst. As to who will work on which topic. So its too early to provide a definitive list which cost recommendations occthe occ will complete and which ones we believe we should not good occ attorney john alden will serve as a point of contact on the occ involvement with the initiative and occs policy analyst attorney sam grammarian will continue to serve as the occ League Policy analyst on this initiative as well as all of our policy initiatives. After our review of the port we believe there are ways of the occ could assist in nearly every one of the five categories of reforms recommended by cops. Use of force, bias, accountability, Community Policing, and recruitment. Hiring and personnel practice it is a matter of fact the occ has in the past they policy recommendations to the Police Department and the Police Commission in all these categories. We continue to work with the principal policing euro on these policies come up. As examples, we are identifying stakeholders in the existing department gen. Orders as Early Intervention system and the firearms discharge review board. We continue to work on the use of force department of gen. Orders specifically with policy analyst attorney sam grammarian, participating in the meet and confer process. Additionally we continue to work on Language AccessCrisis Intervention Team training, body worn cameras and juvenile policy among many. We are confident principal policing bureau will continue to connect with the occ through the concurrence process on each of these policy changes as they move forward. We do understand that its a lot. There are a number of meetings that need to occur, but we have identified three main categories of reform where we expect to be intimately involved from the beginning namely use of force, bias, and accountability. All three directly relate to the mandates we have and the city charter and in city ordinances. This is later on this agenda the ballot measure before the voters in november if approved would provide additional occ mandates for auditing disciplinary review, and use of force review that would make the occ even more central to the categories of reform. I also important to note many of the cops recommendations regarding use of force, bias and accountability required the involvement of the occ even though the occ is not specifically were explicitly mentioned in these recommendations. It makes determining who will complete which task even more complicated. For the please commission, the officer of citizens going for the Police Department. As an example, cops reclamation 4. 1 through 11. 4 on use of force addressed policy areas in which the occs already involved such as holding supervisors accountable for the quality of their use of force investigation. Further improvement to the Crisis Intervention Team training program. Improvements to the firearms discharge review board process. That means only a few. While we may not be specifically mentioned in the recommendations are involvement would still be required in order to accomplish. Many of the cops reclamations unaccountability explicitly call for the occ to complete certain tasks weighted to the investigation of this plenary cases and to jointly assessed data from those investigations with the department but many of the accountability recommendations that do not explicitly mentioned the occ nonetheless call for us to take action. As an example, recommendation 55. 1, 55. 2 and 56. 2 do not expose the mentioned the occ. But all three call for Greater Transparency and communication with the complainants and disciplinary cases. This is a task that falls largely on the occ. So we do understand the interconnectedness with the Police Department. Cops reclamation 30. 1 through 34. 3 call for improvements to the 85 traffic stop program that do not expose a mention the occ. Again should the voters approved Audit Authority for the occ this would be one potential audit for the occ to perform. Even without Audit Authority the occ is already been cozy involved with the development and enforcement of the eve 585 program and we again expect to continue to remain involved. So the occ will continue to work with the principal policing bureau. The cops, with ms. Douglas commission to Reach Agreement on who will work on which of these cops recommendations. Of course, i will Keep Commission up to date on our progress. Thank you. Thank you director hex. Commissioner dejesus thank you for that i appreciate that i know its a lot of work you do. I have to say prior to june the occ did not investigate ois until complaint was filed an actual complaint was filed and since june i dont know maybe i might have missed itbut since june theres been a ordinance thats past the question i have is now that you have you are mandated to investigate all officer involved shootings i want to know and maybe you can report what procedures have the occ put in place to start investigating the latest officer involved shootings or future officer involved shootings in light of your new responsibility passed by the Charter Amendment and what protocols has the occ established with the department to conduct concurrent investigations or to access evidence would be present during interviews . Is the same thing we all know you that youve is doing with the dar i wonder what exactly worked out or have it to go forward and maybe thats when you can bring forward and report to us. If you have these procedures are they in writing some type of protocol written up similar to an mou that we perhaps can see. Do you have an established call out procedure for investigators to attend or go to all shootings in light of the june passage of the Charter Amendment . At these investigators updated their training or get specific training on how to do their own concurrent investigations be one commissioner dejesus thank you very much for those important questions. As you know, its a movie operation at this point in time because of the transition from parts of the investigation of officer involved shootings from the Police Department to the District Attorneys Office. We are aware of the negotiations between the Police Department and the District Attorneys Office and john occ attorney johnsamhave been in conversation with the deputy chief and zany about sainez in about the process in our role. And with regard to the written policies and procedures they are work in progress and again require negotiation with the Police Department with the dist. Atty. s office. About our role in those investigations at the most recent officer involved shootings the occ did follow the protocol that it has had in the past by rolling out when it received the notice of the officer involved shooting. We arrived at the scene and were provided a walkthrough along with investigators from the District Attorneys Office. Very much has as have occurred in the past that weve opened an investigation and have named ourselves as the complainant now since we have the immediate authority to conduct the investigations and the following day investigators did go out to the scene but in terms of having additional and new protocols, again, as commissioner dejesus and members of the commission, that is a work in progress. We do have many moving parts. Some of those moving parts include hiring up, staffing up,. As have been reporting to this commission, we are in the process of bringing on for new 8124 investigators and we will begin interviews for an additional three. We are working with her Real Estate Commission to make the best use of the limited space that we have. We will be crowded for a wild but we are are working on a its four months out since this past i know thats not a lot of time. I get that but i think its incumbent upon this commission to make sure that mandate the Charter Amendment does come forward and we also understand how its Going Forward and in terms of your investigative role exactly what thats when to tell. Are you can saddle you please do your own investigation spewing things like that. Youll have to tell me now that i think we should put on for some type of status report and we can be up to date and we can get some idea of when you will have policies and procedures take on this very very important responsibility that the citizens have given you. Report on commissioners laboratory colleagues, as you know we were given the opportunity by the cops office to brief the commission. They want to brief the entire commission. Going to do that is at a Commission Meeting good as notice. That is not the practice of the cops office to appear before any regulatory body and so we had to set up something that would work. We did hope to have individual briefing for every commissioner but unfortunately that ran afoul of the brown act. Being [inaudible] meeting if we had the same presentation so thanks to the city Attorneys Office to make sure we follow the open meeting laws of the copper must be reached was the first session setup was thyself vp turman dr. Ive know someone to share with all viewable director davis shared with us and so thats how this entire commission can benefit from the same briefing a lot of this will be repeated by director davis and reflected in the report but it was director ron davis was present. We know what those are, the five guys use of force, humidity pleasing practice, accountability, recruitment hiring a personal practices, dollars 94 findings to an 72 recommendations director davis made it clear again i think chief uxo the sentiments is the blueprint for a department can specifically implement 21st Century Policing. Youve heard me say this before but director davis emphasized San Francisco is unique in that they believed from the cops office that is actually a strength when it comes to collaborative reform. They said that her system of accountability makes us special in the Police Commission provides the structure to ensure implementation to your point, commissioner melara the viewpoint is im not sure in the 15 cities within collaborative reform that not had this exact forum to air these issues you with him as they come up and ensure theres a system of accountability. They did give kudos to the permits. They said director davis visibly said what he said at the press conference was the apartment was open and responsive that they had a Strong Partnership and emphasized that in the switch between the two chiefs, which happened during this process, he said that the department did not miss a beat. I think that was good to know. Anyone will be went over the berries at. Use of force, the area he highlighted was the need to address wide disparities exist with people of color. They made it clear that a few areas, not identified widespread explicit bias but certainly disparities that suggest systemic problems that need a greater investment in the data so that we can start identifying what practices might be leading to that so we can reduce those disparities. Around bias disparities persist more among africanamerican stocks than their representation in their city disparities are systemic and that there are strategies leading to that disparate impact. They want to continue to provide assistance to the apartment. They made it clear they did not find evidence of racial animus as the reason for the disparity but theres an open question as to why those disparities persist maybe that some of the Data Solutions while the department identify those reasons. They indicated that African Americans and hispanics are searched and arrested compared to white drivers at significantly higher rates. We know that again. Leave that information is been share before. The new information was for me anyway, theyre less likely to been found with contraband. So while there is signatures of implicit bias playing a role there might be a sense of africanamericans and hispanics are being stopped at greater rates with less likely to be around with contraband. It suggests there are some issues around whats giving rise to that reasonable suspicion. Again something for the department to look at with their specific recommendations it was interesting to me and i dont know this is fleshed out in the report, was one of the recommendations that African American drivers more likely to be given a warning by officers like being let go get my sense of that and i was appreciate when i get one. I think thats a good thing. Importantly they seen other cities that can be evidence that there actually wasnt sufficient legal basis for the stock. So the stock might of been based on something other than you were doing something that can be proven. Again they were saying that is one factor thats an indicator of things to keep looking at. They emphasize their perception of lack of accountability provided in policing visibly referring to gnosis thing by means of bias by the occ village of fully address the bias misconduct visibly some of the text messages. And in that the audit was one of the areas they focused on the departments failure to not do an audit of telephones and computers after the was found there were 14 officers who did have explicit bias. I know the department has committed to address that but i was flagged for us at the time. Community policing, the overall sense was that there are some great programs but they need to be measured in a more robust manner is captured and shared accountability, iad do not have sufficient standing procedures could figure feel that it was a desire or effort to analyze trends were there were things going wrong. That essentially put the department as a major City Department needs to address these deficiencies in a systematic issues across the board did emphasize the good work already started but again continue to emphasize their systemic failures. In terms of recruiting hiring personnel practices, the one specific areas he highlighted their but moved on generally to this report in many ways validates Many Community concerns. It also provides a roadmap. He made a point of saying this is not an indictment of the officers. He indicated that sfpd has the will the talent and that this is not the end but that we need to know whats working and what is not. He indicated that deficiencies in many ways are not unique to San Francisco but the report also provides a roadmap for many other cities across the country dealing with these and he emphasized to some the questions weve got that they are there to provide Technical Assistance, peer assistance. The we do a sixmonth report and one year report. The day of experts able to come and sit with the Police Department. They dont actually its onyx pendant should go to the department money to do things but they will fund people who can provide specific expertise. He did emphasize that in the chief search will take some skill to lead to this change and recommended that we use the document as a tool in our evaluation who should be the next chief which certainly we are doing and then i said this earlier but as in the report he recommended regular reporting to the commission. He made it clear again certain items are not a priority to be put on hold and recognize all too and 72 wont have to simultaneously with that process should be thought of. He also made it clear theyre part of justices want to provide Technical Assistance with some of those priority questions. Because as director hicks pointed out, we recognize that theres a lot of crossover could work in a have to identify sparrow for lack of better term swim lanes and winners question of priorities whether willing to be healthy but thats report on the police and we got. There was a reference to end of the meeting to the recommendation they made around electronic controlled weapons. Specifically the reference was made that i think it would just got them so that was a point made it is a best practice for us to consider as it says in the report. That were one of probably the last major cities that have not adopted that that something this commission should consider. They also offered to bring in experts from across the country to help the commission and the Community Input is a decision to be made at the local level. They made it clear it was a 21st century obamas 21st Century Policing task force that was the best practice recommendation for us to consider. So that was Vice President turman dr. Marshall anything i missed to benefit the rest of the commission . Nothing i can think of. Not right now. Commissioner dejesus i read through it briefly. I have to save actually validated many things the community has been concerned about and i understand that its a roadmap and its going somewhere but it was rife with systematic failures were significant about this department. I want to point out the chief suhr he tried to make some changes and try to institute some training emir with significant resistance a lot of it did not get done and was he might get a vote of no comments did i see this report as pretty scathing and i dont take it lightly. I can whip to dig down and then we have to ask whether this department ashley can turn itself around. There could have some help from the department of justice, it surely that internal will to get it done and move all 2000 officers. So its more than just saying this is what were going to get its how you do it and implemented in what experts and assist you in this. But i think these deficiencies especially when they go to stopping black and brown people more often, the idea they dont have contraband on them certainly suggests and solidifies to the community thereve been stopping because of a racial issue. Whether or not thats true or not perception is that. I think its something we have to look at and have to look at it soon and we have to really understand how they are going to implement these changes. And how theyre going to do the accountability. There are so many systematic failures that are significant throughout this report that i think we really need to do this retrieve sooner rather than later sweeter better understand how to move forward on this. Collies, anything further on the . Dr. Marshall we asked for the report. We wanted the report. We got it. And its great to know what we have to work on. Thats the benefit of the report card. As an old teacher you get a report got to know was going to work on. Its very clear. I will say this and i dont know if you mention this matter president , the one thing it incorporated all of the other reports into the grand jury report, the blue ribbon reports, that they had looked at and emphasized everything. In fact, they did make a bed is something they would go back and we look at that again. To give us this roadmap for us to follow which weve already started to ask for monthly reports it would help this is just what we been waiting for. So be able to have exactly what we need to do is and i really appreciate the candor, the honesty of the doj and they are independent. Thats the best thing about it. There are devoid of all the other things coming straight from the department of justice. So i really appreciate it and i was not surprised by a lot of things. Reading ive done but the great thing is we now know what to do. They will help us do it. Thank you dr. Marshall. Commercial melara started Vice President turman thank you. I just have to add that we do have a department that is expressed the will to make these changes. But, to be clear, this department cannot make these changes on its own. I appreciate our principal policing department all the work theyre going to do and i have strong faith in some of the in their work but we need help. If we can change it ourselves we would have. We need outside assistance good the department of Justice Community partners, this needs to be an effort moving forward with collective voices. We may not always agree. We may have pushed back in some areas but it is time to put the politics, the positioning and up ship aside and get this done. Well, [laughing] that is tough to follow except i will say this. That is exactly what collaborative performances designed. The department is not expected to do it by itself. The expected to be supported and it also where there are issues its for us to collaboratively address these issues and tackle them together and i will say he was very clear that the department that the department of justice went and looked at everything and then for them to come out and say over and over again in the report of the apartment that was to get better. His apartment the ones you better get its very significant and i do think commissioner dejesus point is well taken. Change is hard for everyone. This is an opportunity. The report is hard to recruit everyone should read it it everyone this commission i know has read. Real cares about that comment should read. As hard as at as it is we need to look forward. Thats what i would say. On some level if we move the goal posts the apartment had come here and said we dont like anyone of the recommendations are broken and adopted onesided. You guys are not adopting the recommendations are resistant i get some is the practicum said would adopt every recognition come up with a plan that we need some help is a tremendous first start. Look at this with an open mind one towards the Community Commission reports are fourthly friday night myself and commissioner loftus [inaudible] tragedy we had to attend oh shooting of the San FranciscoPolice Officer eventually life taken of an individuals and Mental Health crisis. Theres no better way to describe it but a tragedy it was absolute tragedy for those of us and people come to this commission they talk about things we should or should not do. How we should handle things. Guess what spewing we were boots on the ground we were at the hospital when this happened friday and we had 25yearold our office or the bullet hole in his head. With his family surrounding him. The chaplain. I want to thank the many courageous men and women doctors the San FranciscoGeneral Hospital were so calm while working on him and working with his family. Were they commissioner loftus for coming out there. Myself, we went with mayor lee who is out there. Supervisor aaron peskin was out there. The fire chief was a good all there to support the officer and his family. The second part of the tragedies and when i arrived early 07 emergency room and i saw the shooter who coded at the time. The doctors work hard to save his life. It was a tragedy. Its one brought on by Mental Health which is what most of what we see in the city and most of our officer involved shooting did i said earlier medical profession is completely failing this community with their prominent publichealth needs to do more and need to be given more. Our offices are faced. You saw the eyes of the officers there that night of your the fear and the young bride of this 25yearold officer, his father was a retired Police Officer now a schoolteacher, his brother was a marine decorated marine veteran is now a lawyer, his sister was filed from college back in new york, his mother, thats what these people need to consider. Im so proud of the men and woman in this Police Department i saw that night than women of San FranciscoPolice Department should i listen to the radio what was happening the fear in their voices the strength and their voices. Or think that her relative stature land this whole show. Was incredible. I want to thank members of the daly city Police Department get the san bruno please dont count call 40 highway patrol. Us park police first on the scene could all who assisted with a call for 06. Its been women of San FranciscoPolice Moment youve always have my respect we have some work to do. Always have our respect and i saw that evening was incredible family. So our prayers go out to the family of the officer and the sparrow real cross at when the catholic high schools here in San Francisco played across a division i added an early age decided to join our lease upon get a man committed to Public Service before joining our Police Department and our prayers go out to the family. I can may last night and part of their the intervention, what officers it was a community of sir jj johnson and some of the officers i believe were there. Was nice of them to feel the entire community including close officers to help them with their in this grief counseling thing. It was william nice to see the kids said weve got to got get this guy office to get one thing they did say because they know [inaudible] the fact that officers were there also is part of the healing process was nice to see. It would be good to hear from the department and the occ on this issue of social media surveillance and whether or not the San FranciscoPolice Department is a policy on that. I know weve got plenty of work to do that there was some reports around some bias targeting in social media surveillance done not by Law Enforcement ages and physically reflected San Francisco not having a policy and a best practice for us to have a pause. That can be something that you all talk about and report back to us that would be great. Colleagues have anything additional to adhere . Okay. I do think its important to remember that this is a 400 page report which as far as i know twice as long as any other cops report. Because it contains not just a roadmap but a sweeping critique. Every area they look that they found substantial deficiencies. The department asked to digest that after doing and you have to digest it is the people who are presided over this department and these deficiencies. The fact that the mayor has accepted and said all 272 recommendations will be implemented essentially means that he and you and the department are committed to transformational change given the nature of these changes. We are not just reengineering anymore. We are transforming this department. I think you would have to recognize that there is a lots of skepticism in the Community Given all the reports, many of these things been the subject of lots of reports of whether this department in this Police Commission can make those changes and bring it about either its really important for you to develop your process to make that erosion of confidence so that people will participate. I have the last thing you need is another recommendation butin mayor stuart 32nd you should six weeks ago i said that you should immediately implement were probation on[crosstalking off mic] shooting at vehicles. You decided not to do spit i dont know if you read the report but its very specific. He said the delay that encountered the meet and confer process is thank you, yes we read the reports. Tomone of the inherent dangers of being an officer a peace officer i agree people with guns knives and weapons with mental limited mental capacity. Constant danger. Im concerned a little bit about curious about the number of bullets the police fired at the response that killed the gentleman that was mentally arrant. A lot of that is because of the dangerous situation of friendly fire i mean how many cops do we have around that situation and it was dark. It was in shadow. Movement. There was a possibility that we could have friendly fire. An officer couldve been hit. I think commissioner mazzucco said something about the dispatcher and bravo to that dispatch but how do we get control of that situation and how is the training of the department in that spewing the next thing on the School Shooting, kids, can a step forwards. I was in a parking lot. Can we get something away from snitch and away from helping the community . I think the public needs to hear that dispatch. I think would be great if it could be editorialized and art our tv arabi radio spot what actually happened during that. We are very concerned about the events that led up to the death of mr. Theres already been contradictory reports released and i hope tomorrow chief chaplin, we get some clarification. I would to highlight commissioner mazzucco i think is highly inappropriate for you to present this beautiful eulogy, this beautiful developed story of the family of the officer and then mr. Mcwhorter, Mental Health which by the way are not qualified to diagnose number one. Number two, your commissioner that supposed to be unbiased represented. So report would be talked about for two hours is about biasing which is very clearly exhibited. I want to touch on blue suicide. Although the phenomenon does occur an extremely rare to come stances i want to know the people that talk about blue suicide to not talk about Police Officers accountability are not facilitating blue suicide. For not being the vehicle of someones shooting or death and finally one to talk about tasers. 990 is the current count. In late september there was a district 11 Democratic Club meeting which various candidates were invited to give their views on the candidacy. Paul henderson a candidate for Supreme Court judge reported to us that while the percentage of blacks in San Francisco is 5 of the population he said that 80 of the defendants at the whole justice. I was stunned by that but thats what he said. You have before you a cops report but which infers buys from any statistical disparity. I suggest you thats an underlying fallacy. While im not prepared to discuss significance of that number in the report, could only i dont have the time, i am prepared to tell you that the quality of Police Officers you higher and report to lead will not accept an inference of bias and prejudice from such a flawed premise. Its just not there. Now i think you need the cooperation of the Police Department. I think thats good place to start. But you cant, you cannot get the cooperation with the intelligent men and women do basically force them a politically inspired falsehood on them. Thank you mr. Jones. Next speaker. The donation in question is comprised of 25 two tier lockers, eight storage shelving units, one table, for wardrobe storage cabinets, three use cabinets and 22 used [inaudible]. These items item 4, a review or you a proposed Charter Amendment november 8 2016 San Francisco election. Number one proposition g and number two proposition h Public Advocates the was good evening, one from the city Attorneys Office. For the benefit of people listening in i like to start off by explaining that because these are pending ballot measures this discussion will be just informational. The commission cant oppose or otherwise engage in advocacy. These boat Charter Amendment which means they both have to be voter approved. The first is proposition g which has been identified in the ballot as the Police Oversight measure. Right now under the charter the city has an office of citizen complaint which is special department under Police Commission of the oc investors investigate the occ investigates misconduct and neglect by Police Officers and mains or conservative file disciplinary charges against the officers. Under the city charter individual departments such as the occ propose budgets would you been submitted to the mayor who prepares a citywide budget for consideration and approval by the board of supervisors. If the department is overseen by commission the Commission Must review and approve the departments proposed budget. The occs budget is part of the budget for the Police Department as a whole and is reviewed and approved by this commission. Proposition g is a Charter Amendment that proposes to change the name of the office of citizen complaints to the department of Police Accountability or other dpa. [inaudible] which sets up the police doorman to a new freestanding charter section 4. 136 which we Call Department of Police Accountability. The dpa would still be overseen by the Police Commission and the director would be still be dominated by commission appointed by the mayor. In addition conduct a performance audit every two years and analyzing police use of force and how the Police Department handles officer misconduct. To the extent permitted by law the dpa would allow Public Access for information on progress on dispositions of claims of misconduct through use of force and the results of the performance audit is conducted by the dpa. Second the proposal would require the dpa budget would be prepared and submitted separately from but that would not need please Commission Review or approval. Instead the dpa director would submit those budget directly to the mayor for the city. Although both the mayor and the board of supervisors could still that modified the propose but finally, the proposal would provide that if the public advocate Charter Amendment also cost the public advocate would appoint the director of the dpa still subject to domination by the Police Commission and the confirmation by the board of supervisors. The proposal would confirm that the current director of occ we continue to serve as director of dpa unless or until he or she resigns or is removed by the Police Commission. So that is proposition g. The other measure is a little more general but has some specific implications for the Police Department. That measure is proposition h. The public applicant measure. Right now, and im going to skim a little more on this one because it somewhat lengthy,. Right now the city does not have a particular official or Central Office responsible for overseeing how City Departments interact with the public. The controller reviews some city programs and services and runs the City Whistleblower Program and other city offices and officials have general responsibilities for listening and responding to citizen complaints. Again, the city has an office of citizen complaints each investigates complaints of misconduct and the grateful duty bind police office. The mayor directs the director of the occ selected by the Police Commission and supervisors confirms the mayors appointment. Proposition hs Charter Amendment that would create a new city office of the public advocate the public advocate would be elected at citywide election and serve a fouryear term. Beginning in 2020 the public advocate would be elected every four years. The person can serve more than two consecutive terms. Under proposition h the public advocate would investigates an attempt to resolve complaints for members of the public concerning City Services and programs. One of one of them are deceased so the rest of them are still here walking the streets to murder again. I was a little bit about my son. He was born 9 lbs. 14 oz. He ripped me from the front to the back. I miss my son. He would be 27 years old right now. 27 years old if he had lived. All can think about what he could be no. Because i know what kind of mother i was good i was a nononsense mother. I know that my son would still be living. You would be doing very well. He had a mother and a father. We raised them in a two parent home. He was a handsome boy. Get sisters. That are older now. 38yearold, older sister. A 24yearold and a 21yearold and now he has nephews. His baby sister just had a baby. These are things that we are missing and the my son is missing. I mean hes gone now. All im asking is justice. We talk about how our families are and how great our families are. My life changed good i just want a little bit of it back. Thats it. Thank you ms. I think the opportunity we have with collaborative reform is to rise to the moment and while there is great Human Interest in blaming shinning criticizing finding fault being defensive i would posture to all of us that the opportunity is much bigger than that.
