Org were also starting to do outreach so a number of groups have starting to reach out how their impacted directly so in cooperation with the Host Committee were doing the outreach hand in hand and it is sponsorly weve been talking about it but more specific information on that was presented by he passport and coming out with more details so also this month as we have more details well be pushing that out through the standard channels the main one i want to talk about our email and text alert were asking people to sign up if theyre interested in this topic specifically well let them know information on a regular basis it will be there but people deeply do interested delivered to theyre in box and then as we get closer to the event in january we will be coming out with those specific details that people need to plan their trip so people who are effected by muni they need to go downtown we come out with the specific reroutes thats the basic plan we can go into more detail and i assume the reroutes i threatening mean there are several theyve be posting in advance of the regular riders sufficient maps of the reroute is that fair to assume. Org so i dont need to tell you this but the benefit of the general Public Comment were a unique agency we serve as the citys transportation and taxi regulator it is meant by the voters as a way to manage all surface transportation in the city and integrated in a cooperated way to make our scope broad and context a few kind of highlights of what were talking about but also another opportunity to see the some of the scope of what the agency is doing from bike ways to long term funding to making muni be affordable and our streets safe and in a way that enhances the quality of our environment so as you know the frame that governs all we do in the agency is a sarcastically plan you adapted in 2012 those are the goals of the plan and the guidelines a few highlights under the goals it is the way were managing the agency and tracking our progress and part of the i did not mention the title of annual report sew future focus what were going not categorizing what weve been working on in the last year but really taking that and looking forward to see how the things were doing today will impact transportation in the future and so youll be seeing some of the elements in terms of particularly making the streets safer and make the Transit System for reliable so youll see police radio about the modernization of the vehicles and other changes if all modes to make them safer and easier to get around the city in terms of the first goal which you choose drooibl number one to be the safety goal safety the top goal of the Agency Vision zero is now, one the offer riding initiatives of the agency i have more on that a number of other things from enhancing crosswalks literally hundreds of crooks the early shut down in the city to make the systems safer it is about. repeated. the constitution of the united states. Communications and Emergency Communications not to make the updates but for the safety of the public and our staff and the reliability of the subway system were using a data driven approach with the Police Department nevertheless of how we deploy the Police Officers and in the numbers good results from that and continuing to campaign and outreach and educate folks on the importance of saved the lead initiative coming out of goal one i mentioned vision zero this braid board was the first of now probably more than a dozen commissioners throughout City Government a to adopt vision zero in february of 2014 you remember followed by the board of supervisors and the Police Commission and the Environment Commission one element of the vision zero resolution that you adopted was describing us to completed 24 projects in 24 months there was what about 219 months ago weve completed the 24 projects but those were kind of a couple of dozen high Profile Projects that will be enact full to achieve this part of vision zero a great milling and significant things perhaps significant of Market Street you adopted which you approved and we substantially implemented but recall vision zero was a goal to reduce the traffic fatalities y but were happy with the projects and Market Street it is an ongoing effort of ours in terms of redesigning streets and supporting the police and enforcing the traffic laws in terms of education and policy changes that will be part of ongoing under goal one to make the streets safer to get to a point people dont die getting around the city 3 Performance Indicators we have crime and muni collision on the first two the numbers are trending in a good direction in terms of muni their trending in the wrong direction i guess i would say weve been working closely between the transit and safety distribution the Train Division to focus on operator and outreach to the operators reminding them of the importance of compliance with safety oriented rules of within the muni rule book and focusing with the sustainable streets throughout the city some of which come to you in the traffic legislation changes that we can make to make the system safer a good example the 5 fulsome we used to have where the 5 goes around the mosaic to stan i dont think area with traffic lanes to narrow for the very cordially yours, vehicles you have legislative changes to turn the 4 lanes into 3 so the vehicles have enough space to pass since this change an improvement in the saved along that cord today on the agenda something on Mission Street the buses are two wide for the lanes we are focusing on the education of operators retraining of operators and anything else we can do to bring this number back down it is perhaps somewhat there is a lot more vehicles and people and people on bikes and people on foot and obscurities people in cars so certainly the regulated Ride Companies are adding to the congestion but were not satisfied with that number moving in the wrong direction to move that down. That figure is regardless of fault. Thats an overall rate we evaluate at every single collision and clarify it as preventable or nonpreventable right now our preventables with 1 3rd of the collisions but there is a judgment call in making that determination and whether or not it is prevent work but driving the overall number down theyre on average both trending up so it is not just the unknown preventables that are trending up. Not interrupt anymore by safety is the First Priority but you highlighted some key factors that have changed out of the control of the driver or at least out of creation of drivers were working with our drivers want to maintain a positive sort of angle and acknowledging those changes and changes they face is an important part of the process. Many of the external factors that impact the ability of our drivers to ask safely many could the feedback from the operators it is impossible to make that turn or harder for us to get through thats part of the genesis of Market Street of the alice streets changes you recently approved were using the operator feedback guides some of the changes there are many aspects of this that goes beyond a what the operators can choose. In terms of goal 2 the travel choice goal implementing the policy that the board of supervisors adopted back in 1973 of making this a transit first city a lot of the things that comes through comes through this board including two new muni routes we started in the last year and the muni map weve award our contract for the long awaited brt that break ground last year and i didnt want the parking meters in the city and in terms of taxis all of them are using a single failing device this is brought that part of experience of for operating or for getting a taxi on pawar with those that are unregulated peers we have a lot of new buses in service and an item later well be getting more buses on our streets the feedback from the vehicles on the streets is tremendous i know that personally im happy when it is a new bus that comes and some of the old ones we are looking to retire them as quickly as possible and significant bike projects weve approved in the last come up of years but some went into the ground like howard and very recently 13 street and expanding the next phase of the on street share pilot how were trying to give people options how to get around town so the corner of the goal two muni forward and youve heard a lot about muni forward over the year youll hear more and the next item that is coming up but theres a lot weve accomplished in the last year the one of hiring more than seven hundred transit operators so at least on the rubber tire the operator shortage were declaring to be over and delivering consistently more than 99 percent of the service the goal from 1999 was 98. 5 were generally over 99 that is 4 but not below 99 in about 4 months now weve put transit priority at 4 hundreds intersection i believe that is 1 3rd the signaling in the city and where weve done it on the mission and the geary corridor and seeing traffic times savings for that and it is a simple and important investment to reduce the ways muni moves throughout the city and the Capital Project another one youll be contemplating in the next item to not only make the streets safer but reduce the reliability of muni in terms of our Performance Indicators youll be hearing but since director nolan joined the board the satisfaction with transportation is better i thought that was when i joined but ive been corrected laughter we achieved the goal of that at least half the strips in the city happening in more than private automobiles were have to sustain if not grow as people come to it the good news in terms of muni reliability is that the gaps which are large spaces between buses more than one and a half times of the spaeg have decreased significantly by reason of these on the rapid in effect the positive spin is where he have much more service on the street and the level of bunching is invufblt but this is not where we last week it to be but steadily creeping up the third goal about this relates to the environment and quality of life that our conviction Agency Impacts and some changes in terms of resource better using water and reducing the field use in every single one of the new that is true buses the trolley buses are more electrically efficient but certainly the new diesel are replace straight up diesel buses moving to an electric hybrid and converting to all Renewable Diesel that burns much more efficient and followup as i mentioned we at the last meeting achieved the platinum level for this agency one the transit agencies to achieve that honor. The Performance Indicators under the goals dont move as quickly those are things we measures on an annual basis as you can see a snapshot of where some of these are the costs to deliver the muni service is increasing in part weve chosen to invest in the cleaning of muni that is a number that we probably wont see going down but the good thing as we see the investment go up were getting a good return on the investment and finally our last goal will the service we deliver and is employees that we have to deliver that service and how that manifests for the public just one snapshot here in the first two weeks as you recall in january for seniors and people with disabilities you changed us for the timeline we were going to do it june 1st and changed if not directed us to do that sooner not only did we get it sooner i think that was march first within the first two weeks we were able to enroll 39 thousand people and up to 55 thousand and if you add free muni for youth 80 thousand people enrolled in the program that is about one in every 10 san franciscans it is participating in the free muni that is phenomenal it was a tremendous amount of work staff came to death to process that so polling people got that benefit youve authorized at the same time, we launched muni mobile app you heard candys plug and director borden for reminding us to encourage people how to sign up for muni alert we sent 3 million alerts over the past year and had more than 5 millions viewers and making sure we are providing the information to people that can help them get around the city and know what theyre doing and more than 12 hundred bike Parking Spaces and 50 traffic calming projects a lot of work were doing within the buildings of the agency to make real changes out on the streets to improve the service we are providing as you may know some of you joined us i made reference were working hard to recognize employees for great performance and probably the greatest recognize for operators who have operated 15 or more years safely given what weve done is phenomenal feet in the ass as we did a recognition thanks to great leadership by our board secretary ms. Bloomer nearly three hundred operators but a way to support how workforce and remind them the importance of safety one example how we are working to engage and improve the workforce but it is done by the folks who are working everyday in the city. So our main way of tracking our progress through the Employee Survey it is fairly flat on a one to 5 scale the Employee Satisfaction a 1. 4 a number of things were doing while were glad that the majority of employees are satisfied with their job and want to see that higher and dissatisfaction to go down a number of things such performance planning and management we are paying attention on areas that we need to side better and important to managing and engaging with the expectations of the workforce. The annual report includes a financial summon well give you more details at the workshop in june january but cards every one billion dollars unanimously and a 10 Percent Service increase with the muni program and the Capital Budget supported by a number of initiatives but certainly some of the voter approved initiatives last november that energies us to advance a number of things but muni forward and vision zero improvements and, of course, the central subway remains on budget and is doing quite well we got good support at the polls last november which is helpful and good go support from the cap trade grant for the expansion of the light rail fleet and in terms of the conservative and Fiscal Management Service from the board from the policies this bystanders sets to the policies of the city were one of the highest rated agency in the country and that does you know it is in part we have a diversity of Funding Sources that match the diversity of the work we do as an agency that the transit agencies dont enjoy. A tested time to our leadership and making sure we operate prudently. We have in the report some maps of Capital Projects that are underway in the report and just a list of some were recently implemented in the prelims phase and some in planning and design as you can see these i think so elias are long but it speaks to the some of the magnitude of the work were e doing across the city from the 40,000 traffic caging intervention a great breath of work with the Capital Infrastructure in the city so thats all i have im available to answer any questions or respond to any Public Comment thank you all for your support that make this possible. I for one i like how you tie into the Strategic Plan and like how you acknowledge that some things are not working as hoped it makes it more believable so i particularly enjoyed this piece the pictures of the director and so any other directors. Just to say i like this format it is more readable ill get my copy autographed as a keepsake but congratulations it is lovely great work actually. Thank you ms. Bloomer. Mr. Chair seeing none in the audience well move on to the next item 13 possible action for the muni satisfaction say. Our director leads this effort each year and weve made reference the results which were largely good and walk you through some of the highlevel highlights of those results. Thank you so im actively wanted to say a great annual report and great to see it packaged together and the great work aaron who lead the effort for the past two years. So to director nolan and marketing director at sfmta and im here with john to present the muni Satisfaction Survey results for 2015 and youve heard a lot about the performance of the agency as part of annual report out on and the presentation that ed made overseeing overall indicators that track how we are doing as ass an Agency Director reiskin piloted in particular our rating for muni satisfaction which well take a deeper dive we conduct a survey for the satisfaction levels of our customers that ride muni and youre going to hear about how the survey is gone the methodology and the results but this tool really allows us to track over time the progress of how people are referring the service what they think about that we can see when we implement changes we have, in fact, the impact the changes and consider information that the useful this year it was fielded in august it was after the april 25th Service Changes but before the accepts Service Changes so we getting a window into how people feel and see this service during that period of time and we tend imagine after the most recent service their satisfaction this is a increased since then overall muni satisfaction is trending upward that is a good sign because this Satisfaction Survey scores are so corelated to frequency and reliability we do believe the upward trend is something a customer feels directly so you know theyre going to see their bus coming and experience it on time and hopefully for regularly but other factors both 24 service another factors that enable that as you saw one and 47 new buses and trollies is includes hundreds of trained operators and street improvements like new red lanes and smart transit signals that give the bus the green lights are contributing to the overall frequency and reliability of the service and having the funds to invest and our support to institute the improvements that is also in play im here as i mentioned to present the survey as john from the our reach agency just a few not about this full Research Firm there theyre related to in San Francisco a local business around for 45 years and certified with the letting city working with the mta many years on this Satisfaction Survey but done a lot projects youve seen before before you with the outdoor boarding study to the on board safer etc. And they work with a number of other clients as well for the city as well as for the region and have an expertise in transportation is a theyve done a lot of good work and like to have the gentleman here im going to turn it over to john and we look forward to hearing our questions after the presentation thank you, sue. Good afternoon, sir. Good afternoon. Thank you candice so here to present the ridership survey first, the methodologies and give you a little bit of background how we did the study and keep in mind we say have a full report with the presentation. So first methodologies some of the details the study was a be phone survey with the geographic representation and representation from over 90 percent of the muni lines that run throughout the city and it was finished in august of 2015 the sample size on the study was 5 hundred and 68 completed surveys a sample size a lot of citywide studies you may see results but if 4 hundred and 50 to 6 hundred we stress making sure we are exclusive the way we sample or draw the sample we use a random dial and cell phone samples so it is also a multi lingual and chains and spanish it is done among the muni riders not a Residential Survey where everyone perhaps we ask a lot questions about muni and want two to three people to give us a relax but people that use it 5 days a week or one or twice in the last 6 months and plus or minus 4 percent getting into the results pickup my notes excuse me. We ask questions about usage of muni this first slides is the frequency of muni as you can see we sampled people from using it 5 days or down to once a month theres a board representation among the frequent and infrequent users. One the questions we asked on the study is whether riders will consider walking a longer distance to their muni stop it will reduce their overall travel time as you can see 6 said, yes theyll consider walking if it reduces theyre overall travel time one thing we see differences when you look at the sub groups for example, among the people that use muni well, we dont see big differences among the people that use muni the yes is 57 percent almost the same always the other percentage let me go back among the muni users once a week 57 percent so people are heavy users are less likely to say yes among the people that use it less often it 61 percent not a big difference okay amongst how often and the reduce is among gender females are much less likely to say yes verse 65 percent and where we see the biggest difference among those who indicates they have a disabling condition that drops down to 38 percent on the question this question it is a good question to know that 60 percent unlike the questions we dont see a lot of differences and wide subsistences in terms of the sub groups we asked about the purpose of riding muni whats the main purpose for your trips commuting to work 43 and shopping 31, etc. A variety of reasons for using muni on this question we asked about the main reason but take more than one people give a couple of reasons getting into the satisfaction rating one of the core questions on the study asked since this study began mr. Many, many years ago was overall satisfaction how you rate the muni Service Excellent or good or poor here you have about twothirds saying this is one of the Previous Report present by director reiskin looking at that question look at future this the same in trending okay. So again at a value of this study you look at this overall satisfaction over time you is have a 66 excellence or good overall and currently in 2015, 2014, 2015 was 64 percent and since 2010 that sort of steady increase in satisfaction youre seeing the bump up of satisfaction over the years. Again looking at that same question looking at some of the sub groups okay some of the overall satisfaction among how often people use muni and genders so were youre seeing rating the service slightly lower than other folks now this is not a surprise okay. We do a lot of transportation Satisfaction Surveys for agencies in the area this is common well see the heavier users so not a surprise to see the heavier users not as satisfied not a huge difference you see a 63 verse a 69 not a huge difference but heavy users have a lower satisfaction than people that use it less often no difference e defensive among the genders we asked another question about the improvements this is asked on end we take down this is the classification of the comments the comment that came up was more frequent service at 24 percent and cleanliness 4 percent and overcrowding 4 percent and, etc. Those are the key things people tell me in our own words this is similar to last year not a big difference in the terms of ranking what is coming up less often is better onsite performances there have the number 2 in 2014 and dropped down it is good you want to see that drop a positive development we also asked specific questions or specific rating questions about various aspects of muni okay. This is we read the particular contribute and ask for a rating user that excellence or fair or good or poor scale those are the tribute and the excellence or good in 2015 and compares to for example, the 78 percent said excellent compared to 2014 and the next one operator helpfulness 68 compared to 67 in the other year one that the operator driver helpfulness 66 percent twothirds give that an excellence that is good but i think looking at the trending tells me a shires in terms of 67 in 2014 about the same but 201044 percent and 201164 and 201263 percent similar to the trending in the overall satisfaction similar with the driver another item i wanted to point out two of the trblts frequency of services and reliability on time performance ill mention we do a lot of transportation Satisfaction Surveys those two stems are nearly corelated with the overall satisfaction if you see an increase in on time performance all always see an increase in the satisfaction and the option is true a decline in overall satisfaction not to say those items are not important theyre all important but in terms of the overall satisfaction the key drivers radio the in our survey as other surveys weve done we also asked the question amongst the folks that use the muni in particular time periods for about 7 00 a. M. And after 7 00 p. M. And on the weekends the first before 7 00 a. M. 72 percent excellence a high rating among the service at this time period when i showed you the overall satisfaction 6 of percent baseline number used in the morning are there and looking at the weekend 63 percent pretty close a little bit lower in terms of how they feel in overall satisfaction and looking at those after 7 00 p. M. On weekends a drop 56 percent not as satisfied as the typical rider in those time periods. We asked questions about the muni webbed ill not take two along one of the key features one of the first slides 55 percent we say they used the muni website every they ever logged on those are a little bit over half that use the site and many have not used the muni website the next slide shows by sub groups some differences i think one of the key ones seeing that men are more likely than females that logged into the site 61 percent of men and 50 percent of women and this last one on the website we asked for a rating on the website 43 gives the website a good ratings those are people that logged on and thirty percent are fair and lower than for poor there again more men satisfied in terms of the saefbs of the website. We added a request about sfmta awareness of sfmta a few ways back okay. The question was in general how familiar are you with sfmta and its responsibilities 41 percent saying their famous over half i think the value of this question is knowing that were talking to riders we have a high share of riders that dont know what outreach and other information i think that is important to start with many of the riders and certainly with the public in general making sure that that information is presented in a way to be understood whether or not they know all the in these and out of sfmta. On this survey we have the core questions we ask every year to trend to the trending of those questions we have opportunities to add questions to the survey every year this year there were questions about passenger behavior okay. This was follows up this question dont you agree or disagree most muni passersby are con rat 7 and 10 say they agree with that assessment statement and 27 percent disagree fairly high share says essays this riders are con rat following up we read specific sort behavior and etiquette 5 knows this is a major issue and they can choose deny one and 5 this chart shows the tributes they very rate it the top 3 boarding before giving people a change to exit not giving up a seat for the elderly and i think this is an issue we added to 24 and 36 percent we think is an issue one take away from the chart amongst the top 3 i dont think that is an issue if you look at the rest of the items it is mixed in terms of where people think that is an issue and some people think this is not one of the takeaways from in chart diversity things bother different people really nice in reach if you took one thing and changes that the etiquette it is different for different folks that ride our services that, that concludes my presentation. One thing that is interesting about this is that the disabled individuals combrufd on the survey expressed concerns about having to travel a longer distance to the bus stop this is legitimate im wondering how this fits into the americans with disabilities act because shouldnt they be having adequate access to Public Transportation now they expressed a satisfaction with the sensibility i assumed as getting on and off the bus but traveling with the bye bus i dont know no guarantee that there is faster transportation with the consolidation and removal of bus stops or bus routes for that matter none weve removed several bus stops and consolidate them over the last 20 years the busses dont run faster the solution to provide more buses on every routines and possible to restore some of the routes that have been modified thats the answer the city is more dense than new york and it is excuse me. Second to new york in density i think i stand corrected we must have runs for bus stops that rebuttal the density and as far as of 66 percent satisfaction we are back to roughly 10 years ago no new riders i dont consider that remarkable my feeling you can fool 10 people most people some of the people sometimes and some of the people none of the time thank you. Long time no see i hope you had a nice thanksgiving ive been a muni rider recently first time in many years the experience was great i had to use to the cpc meeting for when i dropped off any car i couldnt find the relocated construction lines i want to is that consider satisfaction if you move a bus stop put it on the signs where you moved the bus stop to instead of trying to guess and i have to say i did take it to one morning it was better than the golden gate bus so of the many bus drivers theyre not from here regarding the website that was discussed about the survey and relating to if you want to talk about taxi related issues it is a huge rat race if you know what you want to look for you havent looked for about there is no way to find it you need to have a workshop to find the taxi documents the reports and everything theyre not available right away maybe have a separate portal and chris started to work on it and started to perfect it and she showed us during a town hall meeting weve had no town hall meeting in months and if i were to ask questions about where to find it and the agenda for things are done in 84 thank you for your time. Mary maguire last person to speak on the Satisfaction Survey. Good afternoon id like to comment first of all, i want to say that your bus drivers are great i rarely take muni i took muni from the hard bluegrass district that crowded bus the driver was terrific and did you have a good time and super crowded bus and at times, i on the muni drivers are great and as opposed to golden gate their rude but refuse to give you any information ill comment pa basics on the website and barry is more techie i thought that was me i dont think it was me i had a problem with my listing information so i tried to call scott the investigator and couldnt find his number our adjustorer she said they couldnt find information on the taxi website no ones number so i dont think that was just me i think that is like barry said hard to negotiate and some people this explicit happen to me and getting the information like 15 other people people are disabled or not able to get over there they can be freaking out i remember a person that commented suicide quite a few years ago losing her medallion and, etc. , etc. She took her life shers worried about losing her medallion and she was disabled and people cant get down to the office. Anyone else. In mr. Chairman. Board members. Thank you the survey is very 0 informative thank you very much it is must be interesting to figure out you know what it is that we can continue to side better i know from personal experience as a long term muni rider i feel that has helped with any satisfaction with the service and impacted other people the variety of options that people have i know that is a hard thing to get through and in a survey you dont want to keep people on the phone forever but i have a few buses to choose from knowing i walk 2 and 4 blocks having that option bike share is helping our Customer Satisfaction if you feel you only have one option that must increase the frustration level i dont know if we can get to that but i feel that must have a great impact thank you. Thanks for the report it again to see were trending upwards in terms of Customer Satisfaction and important probation officer share the information with the public for people that dont ride muni they might not hear how things are progressing not surprising to me that reliability of services as an impact of the overall satisfaction when you take something you experience the problems related to it it not surprisingly. Director heinecke. Thank you for doing this a couple of comments you know you is e had the two areas of dissatisfaction frequency of service and overcrowding those are kind of the same thing you have an issue and youre timing of the service question people riding in the rush how are you less satisfied it is not surprisingly but we need anymore frequent and spanishus service no surprise but youre customers are telling us first and foremost a couple of questions how do you know you were surveying muni as opposed to nonbe muni did you begin what a muni rider is. The way we sort of screen or qualify riders we ask them if theyve used muni in the past 6 months and if they did they qualify. It is not designed fortune that as bus and trains. If asked the interviews have details and muni e muni includes service cars and we asked about muni and most people know but they have information for this kind of qualifyer works well, sometimes for voters none wants to say i didnt vote but in terms of using muni that works well and i notice that taxi service was not in there im trifled to see we are up to 90 percent and fly wheel hopefully director reiskin you said that bring it on pawar i think taxi service is better than marathon in many ways and screen drivers and a large fleet on fly wheel to two thing just to suggest for consideration one is could we integrate some taxi feedback in our Customer Feedback has part of our agency and helpful to be starting with that i dont know it if were setting baselines but maybe useful to. Maybe it is done separately and the second thing it is interested in the survey what people find annoying about their fellow passersby that was creative on our part it seems to me some of the issues were issues that may simply be certainly issues of common courtesy and some shame if it works but other things that are subject to education i see all of those things when i ride the muni battery people dont wait for people to get off sometimes, people have to remind each other i realize that space on the vehicles is limited but some small amount of customer education in everybodys best interest it makes the bus go feather the loitering and no radios sign i dont know where that went i wander out of the survey see some of the things upsetting customers and maybe engage in a little bit of education to engage those specific ones. I think candice can speak to those issues this survey came out of prop b were required to do every year and john said generally a series of questions were tracking over time of that long it is the duty data but we have other ways we can getting Customer Feedback and not just about muni candice can speak to that and discussions how to get to at some of the socially u. S. Bancorp desirable parts of city as this survey pointed out not just the one thing as john said to address but a range of behaviors that make an experience less enjoyable. Thank you director reiskin just to take each the questions in terms of what else we surveyed for as part of Performance Indicators we had a pulse survey quarterly were tracking and reporting out swnls the Governance Committee an satisfaction level with other aspects of the service i believe that taxi is included in that a question we surveyed to clipper the clipper users that are registered so we have a pool of people that are volunteered to be part of an ongoing pulse survey we survey them quarterly through an online resource a little bit different than a spoon survey a broader range of customers not assessable and utilities both sources to understand the trends in our service muni specifically with this survey and all of our other services with the pulse in terms of this question about etiquette this is one of our strategic items to address the issues of etiquette how do we get at im talking to the customers that are concerting to people we used this scare survey because of the broad nature and the type of tool to try to get at in a kind of clear way what really bothers people and what we thought we could address we were trying to see like what would rise to the toup top so john said nothing rise to the top it makes it harder to address; right . We have a couple of items like boarding before giving people a chance to exit and not giving up the seat for elderly with that said, the benefit of having this information if we can prioritize our information it is hard to boil the ocean into everything weve got specifically not as contrary but the good thing we can track over time for changes and if we are able to go out and educate we intend to do with education on the vehicles and go back. My point would be we have several things we know there is several other not consider what our customers are telling you what is bobt them but what can, effected by education if you have four or five things and a bit of a mesh as you say than okay. What is the communication experts saying the two that are effected by education and start with those thats my point. Anyone else directors. No thank you very much very important survey. Chairman item 14 requests removed from the agenda now item 15 amending the transportation to designate lanes think Mission Street and improving the Mission Rapid corridors im not read all the modifications. Shawn kennedy moving forward with the sfmta and here today to talk about the 14 mission the superintendant guerrero portion from randell a 2 and a half mile stretch and the proposals were here before you will not only exhaustive the transit reliability by address vision zero a high injury corridor but were also thinking that will port the transit collision Reduction Program the program is basically aimed alter reducing the muni accidents and keeping muni in service i highlight that if you look at the portion of Mission Street about 20 percent of our system wide incidents if muni happened on this corridor like 16th street of mission and 16th street the worst intersection for muni recommended accidents and we think those proposals will address those issues and well continue for safety and transit reliability and on time performances so with that, quick refresher moving forward to approve the project to improve transit reinstated on the major transit corridors this board has all right protectiveed 10 miles of the improvement projects 69 trait bulbs and 19 traditional signals and really major things we thank you for all that hard work with that said, sfmta is blessed with some amazing Staff Members two or three here have been working class on the 14 mission and planning phase and outreach and design phase so well have matt come up and go through all the project so good afternoon. Good afternoon. Thank you shawn for the introduction director reiskin and other members of the public im matt with the transit distribution at sfmta im also the project sponsor for the Rapid Mission and with the folks here with our Vision Zero Team here to present a project that will achieve the conditions ton Mission Street if you visited the corridor or traveled along it you know the student is not working as well as it could as a regular rider i know first hand the challenges that confront the street we know we can deliver a far better option on this street by updating the design to prioritize the safeties for people walking Market Street has the heavily used area second to gear and the slowest travel times interesting dichotomy we dont have a reliable or Quick Transit Service specifically muni riders are faced with buses that stop at every block that is a frustrating slow commute with intense congestion and buses that dont show up as reliable as they could one the areas that is connected is the right turn vehicles the accusing of cars blocks north and south of the corridor that results in longer exempted travel times turning now to the Mission Street travel lanes as director reiskin mentioned this is what we faced on fulsome line we currently have 4 travel lines 9 feet wide buses in particular about 10 feet and a half wide this design forced the muni operators to straddle the lanes therefore a poor functioning street this narrow lanes credibility to the highest accreditations through the muni systems between muni and other cars and trucks and requires this for muni drivers cross the double yellow line to face the oncoming traffic shawn mexicos that is one of the vision zero corridors that a small portion of city streets are contributing to the fail fatal collisions we did a Nonprofit Survey talked about with over 12 hundred people to working class walk to their designation or people that were walking or to muni this really helped us to understand how people are assessing the merchants shops and to depict a small portion of questions that we asked to get a representative sample of people on Mission Street this included people that live and work and visit the area so turning to the results of many survey we were very revealing in terms of questions and the responses through it wasnt surprisingly some of the results based on the observations Mission Street is a local street used by nearby residents and potato the people 83 percent are getting there by muni or walking the respondents of survey indicated theyre coming to the street everyday to shop and dine and assess local services with that, the project team began to begin teams with the engage process to better to the proposals to improve Mission Street at four goals are approving Public Safety and the muni restrict and improving the ability for people to assess local shops and services in the area and more importantly we defined the goal to balance the needs of people we see a lot of use it on the corridor some of which includes you 67 thousand muni and plus bart riders before 10 thousand scars traveling or trying to park and merchant and delivery trucks trying to conduct service everyday. The 14 mission is a long route shawn mentioned from 11 street to randell plans to begin the second phase in january of next year to cooperate with planned paving of that stretch the street and starting at the end of the 2016 conduct the outreach on the 14 mission from 11 street to the downtown terminal we we gay the project two primarily design proposals we wanted to get february you see the two options on the top is the original configuration of what we call option a a few highlights the red lane and the southbound direction parking on both sides of the street and converting those 4 lanes to 3 and basically the two northbound lanes converged into 1 wider lane included in the proposal to make that operate effectively from muni forced rtc from Caesar Chavez to street were trying to prevent people from traveling and use side streets and other corridors option b included two transit only lanes this is one that we have removed based on the outreach process weve talked about how that came to be so as i mentioned the outreach was in february of this year and hosted a bunch of in this case weve used forever the corridor outreach this is to make sure we engaging the diversity of people that assess Mission Street a survey to make sure that people are aware of the project mailing of the 25 thousand postcard other methods to engage the stakeholders we held 3 open houses we had about 200 plus attendees that came to talk about the project we also conducted what we call a pop up open house to take the communities meeting formats to the streets at 24th street bart plaza with an open area and a lot of people getting on and off the bus an amazing opportunity not a lot of people come to those open houses that is a good way to understand how those proposals effect those people as theyre trying to get to work. We also met directly with over 40 Community Groups to gather the ideas like the Mission Bernal height and the coordinating and walk sf and many, many other we are grateful their time and attention and Online Survey was open during the project 5 hundred and 44 responses they were very overwhelming positive of the proposed changes another group that doesnt typically attend because of the work and want to you return home to family we went door to door and spoke to every single merchant on the corridor and talked about the proposed changes and talked about the loading needs or deliveries they may be getting and customer needs a short time parking that could help to facilitate their business this is a type of engage time that builds a strong project seem we implement those changes the prong was not without concerns that was expected a immenselyly used corridor and really long corridor some of the examples of concerns we heard focus on parking removal especially on option b about the midway through the outreach process and safety for people walking under existing conditions if so communicated amongst outline groups something we should be changing as a result of those proposals and despite having general points about two blocks on the corridor weve heard mixed reluctance and feedback from the 2 stops at 19th street and 21st for removing the bus stops we definitely heard from the riders that improving the specifically some of the areas of strong support with again stop rollers and consolidation and transit lanes and adding new bulks and restriction buses off of the student based on the Community Feedback and additional Technical Analysis we provided with the legislation before you today which is a motive verse of a ill summarize as a reminder option a is one southbound transit only lane and a shared northbound lane staff feels the combined northbound lane low operate more than a transit only lane this might not be having one lane operating better than two trait bylaw but the northbound transit only lane is required to be curbside any cars waiting to turn right will block the effectiveness of that and not allow the muni vehicles to proceed through the sfwrshgs fortunately, this option a has a significant benefit to riders it preserves 98. 5 percent of parking Salt Lake City and enables the curbside parking the main trade off is, of course, the rtc to that end weve recommend simplifying over and over those at every other subcontractor verse every intersection those 4 turns make that less convenient to travel, however, because of survey we conducted few people respoke too were using Mission Street as a pass through but using van ness and other finally improvements recommend and the important intersection we see people trying to assess schools and due to the stop sign that exists there we decided to delay that because of proximity for santa fe area and a number of pilot projects we thought would behove us to wait until the settlement of the configuration of that intersection with that, i want to give you two vishltz that depict the proposals you have bra today heres a Cross Section that shows you option a we showed earlier important to note a southbound general traffic lane in the southbound no forced rtc just in the northbound and parking on both sides of the street. Next speaker, please. calling names. good afternoon good afternoon barry with the San Francisco Taxi Alliance i think you absolutely need to allow taxis to make a lefthand turn this is a good idea if you dont do that it will add to the congestion taxis are regulated by the city we pay permits and city taxed unlike all the tmc drivers the second congested city i believe that is a big cause of all our traffic accidents with the pedestrians getting hit with video of people driving the tmcs most of taxi drivers have been driving professionally 20 years we video to go introduce a Training Course approved we the mta were not out there in our private vehicles so we have to have people taking taxis that carry people around from out of town my main reason for coming here could i is to impress on you, the portions of allowing taxis to turn left off of mission as we are allowed to drive in the red zone and treat taxis as transit like we or so thank you. The two issues on taxis the lefthand turns the primary reasons for safety its intersections the lefthand turn collisions on this street the profile we see the most common throughout thats the recommendation as some of the commenters mentioned a number of learning disabilities restrictions part of the reason we see those not operating as efficiently the patchwork of regulations the times are different where they are is different and were trying to make it consistent throughout the corridors of reich twentyfour hour a day so the motivation is safety and so thats why were recommending and recommending it to simplify is so it is more intuitive for people traveling throughout the corridor and they know what their expect and regarding the taxi stands the current doeks location an 24th street is frequently violated we know that everest weve visit the corridors ear recommending to move it and try a different location from the proposed location is not suitable for the people here today happy to work with them and find another location regarding the Storage Facility i want to take alastair for coming here a Constructive Community member and helpful throughout this process so the basic the recommendation to move the current stop on local, state, and Federal Street in the downtown direction to far side is thats the recommendation in general when we have nationalized intersection so it is an older configuration of street and trying to updated that based on the signal and in addition in project is changing the location of rapid bus theyre stopping at 11 street that changes if in proposal is impediment to be at south van ness it will dramatically reduce the number of vehicles stopping at that location the cat alastair showed you was working on the buses we did that analysis and basking an afternoon 4 percent of time bus bunching within 90 seconds of each other that is a generous look at the streets in terms of 90 seconds and sometimes buses are not stopping there for 90 sections the first bus is likely to be gone unless a wheelchair ramp has been used basically this was staff is recommending to stay at the recommended location we feel the hundred feet is long enough given the low percent of buses arriving there at the same time, we also with any change we implement in the city we monitor and we dont want as well a bus stop two buses are arriving at the same location the length of the zone is not sufficient so something we definitely staff are committed to monitoring and making sure that works efficiently this is why we have the left the recommendation before you. Well start with that one what youre saying the frequency of bunching might block the driveway under the current configuration there will be fewer buses using that stop. The 5 percent a basically looking at the analysis we excluded the rapid bus for the future scenario would look like the 5 percent translators into three or four minutes an hour we talked how much activity at the driveway and basically, we felt that having that bus zone as close as possible to the bus zone will have a smooth route to the 9 and ousted weigh that the truck is trying to be superintendant guerrero where two trucks or buses are there. That will be pulling them right out. I certainly am sympathetic to the Business Owner especially the nature of the business this is something that people need to drive in and out of the storage theyre not casing their storage items and not taking them on muni so i guess i would be willing to go ahead with this but paying attention and keep close contact are the Business Owner and if it turns out this is effecting his business or causing the trucks to bunch up i assume the proposal this will not stop us if it turns out the new configuration didnt affiliate the bunching. No unbelievable only a paint bus zone this could move the recommendation that alastair presents on the screen would be feasible no details engineering analysis to make sure that the busses can get in and out of the location but certainly we can evaluate if we see it is not functioning as well as we want. I think you see my long term thinking southbound on mission is makes the essentially the lefthand turn curb past van ness where will the restrictions begin is it at 11 avenue so the plan is 1 traffic lane 1 transit lane southbound and this begins as early as 11th avenue. No, that begins at division so slightly past division a large lane width with a couplet a red transit proposed no conversion of the existing lanes. The reason for the long term planning on Mission Street right now eastbound traffic on mission is used a lot to get to the boost to get up my concern is especially my concern exists independently today but on Market Street the mission is going to be a more important eastbound corridor to drive an automobile traffic eastbound that wants to use mission to get back to Market Street around the safeway in the middle a my question is this will this proposal in any way prohibit the traffic using mission to get to deboss to back to mark. Theres read transit but no reconfiguration of the lanes no stretch the red transit at the approach of south van ness and that facilitates the 49 buses to get into the brts route that is proposed from that portion north and south van ness. So automobile traffic putting aside automobiles automobiles have one or two lanes to get to the deboss right turn. Correct. Thank you the other issue is the taxis i guess my question how many of the pedestrian accidents that happen because of lefthand turns were with taxicabs. Thats a good question i dont have that data im not sure if we have that data audience my guess is zero look sdroegs is a priority and i understand the benefit of consolidating to no lefthand turns but it is important to recognize our taxi drivers are professional drivers that know the refuges and know how to look for pedestrians and that sort of things but this is pencil anecdotal no lefthand turns except for taxis tend to be focus people get it but i think that we need to been you know look were trying to prompt muni traffic first and foremost but part of it it taxicabs we need to prompt that as viable alternatives so i dont think that make sense to draw amendments at the Board Meeting in the turns but any preference for you to go back and dont outreach with the pedestrians and taxi communities and see if under those a compromise to allow lefthand turns to the Southbound Mission corridors so frankly continue to service that area this is what we want them to do. Ill be supportive i want you to say surveys on the pedestrians but if you looked at the storages and the number of times that cars are showing up there during the rush hour i recommend we do some sort of counting along Mission Street with the professed intersections turning left and the pacing our options to see who is utilizing it as much as possible to side realtime counts of patterns on some of those to help inform before we make the changes if indeed a conflict happening we can identify it now and not changing it and changing it again like the taxi cab stands a pilot of whatever locates youre talking about i think that looking at the patterns that would be helpful.
